From its consideration, Committee recommended the following: GC-0792-2008 1. That the deputation made by Mr. Steve Ganesh, Transportation Planner, Transportation and Works to General Committee at its meeting on November 5, 2008 with respect to the Metrolinx Draft Regional Transportation Plan and Metrolinx Draft Investment Strategy be received for information. 2. That Metrolinx and the Province of Ontario provide clear direction to municipalities as to the expected timing for municipalities to align their Official Plans with the Regional Transportation Plan. 3. That Metrolinx show the 407 Transitway from the Peel/Halton Border to Markham Centre in the 25-Year Plan. 4. That Metrolinx work with all three levels of government to develop a transit financing and operating strategy for Regional Transportation Plan projects which commence prior to 2013. continued... That Metrolinx indicate the extent to which the $11.5 billion dollar funding envelope will be used for rapid transit capital investment versus support programs identified in the Draft Regional Transportation Plan which are required to realize the full benefit of rapid transit projects identified in the Plan. 6. That Metrolinx work with the Province of Ontario on amendments to the Development Charges Act allowing municipalities to provide a higher level transit service and cycling and walking trails. 7. That the report to General Committee entitled "Metrolinx Draft Regional Transportation Plan and Metrolinx Draft Investment Strategy" dated October 27, 2008 from the Transportation and Works Department be forwarded to the Region of Peel for inclusion in the Region's comments to Metrolinx on the Draft Regional Transportation Plan and Draft Investment Strategy. 8. That the report to General Committee entitled "Metrolinx Draft Regional Transportation Plan and Metrolinx Draft Investment Strategy" dated October 27, 2008 from the Transportation and Works Department be forwarded to the City of Brampton and Town of Caledon for information. 9. That the report to General Committee dated October 27, 2008 from the Transportation and Works Department entitled "Metrolinx Draft Regional Transportation Plan and Metrolinx Draft Investment Strategy" be forwarded to Metrolinx for consideration in the final Regional Transportation Plan. This recommendation was approved by General Committee on November 5, 2008 and subsequently adopted by City Council at its meeting of November 12,2008. BACKGROUND: As part of the Metrolinx Regional Transportation Plan (RTP) and Investment Strategy (IS) processes, Metrolinx has released a Draft RTP and IS for public, stakeholder and agency consultation. The Draft RTP builds upon the foundation established by the seven Green Papers released by Metrolinx between December 2007 and March 2008, and the two White Papers released by Metrolinx in April 2008. Staff tabled a report at the April 16, 2008 General Committee entitled "Metrolinx Update and Comments on Metrolinx Green Papers 2-5 " and a subsequent report on the two White Papers entitled "Consolidated Peel Area Comments on Metrolinx White Papers itI and #2 " at the June 25, 2008 General Committee. The Draft RTP will be used to solicit and gather further feedback for the development of the final Regional Transportation Plan to be considered by the Metrolinx Board of Directors in November 2008. On-lme, , Final RTP ^ r Fall 08 Consultations In addition to internet based consultation, Metrolinx has actively engaged stakeholders, municipalities (including Mississauga staff) and the public throughout this process. • Technical Advisory Workshop - October 16, 2008 • Peel Stakeholder Workshop - October 17,2008 • Peel Public Open House - October 21,2008 Draft Regional Transportation Plan The Draft RTP contains a vision for the future in which transportation in the GTHA is seamless, efficient, convenient, equitable and user- centred. The Plan contains 15 strategic directions (see Appendix 2). While all of the recommended directions are important, eight of them are considered to have the greatest impact on the GTHA transportation system. The eight "Big Moves" are: 1. A fast, frequent regional rapid transit network 2. A complete walking and cycling network and bike-sharing programs 3. An information system for travellers, where and when they need it General Committee 1£: October 27, 2008 4. A region-wide integrated transit fare system 5. A system of connected mobility hubs 6. High-order transit connectivity to the Pearson Airport district from all directions 7. A comprehensive strategy for goods movement 8. An Investment Strategy to provide stable and predictable funding The Draft RTP proposes 15, 25 and beyond 25-year transportation plans for the GTHA. The majority of transportation projects for Mississauga appear in the 15 year plan, namely: Express Rail Projects: High-speed trains, typically electric, serving primarily longer-distance regional trips with two-way all-day service. • Express Rail on the Lakeshore GO Rail Line from Hamilton to Oshawa • Express Rail on the Georgetown GO Rail Line to Union Station Regional Rail Projects: Diesel-electric or electric trains such as those in the current GO Transit rail network; approximate capacity at 10-minute headways of 5,000 to 20,000 persons per hour peak direction. • Full-day, 2-way service on the Georgetown GO Rail Line from the Airport to Toronto • Full-day, 2-way service on the Milton GO Rail Line Other Rapid Transit (BRT/LRT/Automated Guided Transit) • Hurontario Corridor connecting Port Credit
