BACKGROUND: As part of the Metrolinx Regional Transportation Plan (RTP) and Investment Strategy (IS) processes, Metrolinx has released a Draft RTP and IS for public, stakeholder and agency consultation. The Draft RTP builds upon the foundation established by the seven Green Papers released by Metrolinx between December 2007 and March 2008, and the two White Papers released by Metrolinx in April 2008. Staff tabled a report at the April 16, 2008 General Committee entitled "Metrolinx Update and Comments on Metrolinx Green Papers 2-5 " and a subsequent report on the two White Papers entitled "Consolidated Peel Area Comments on Metrolinx White Papers itI and #2 " at the June 25, 2008 General Committee. The Draft RTP will be used to solicit and gather further feedback for the development of the final Regional Transportation Plan to be considered by the Metrolinx Board of Directors in November 2008. The deadline for public comment is November 14, 2008. General Committee -3- October 27, 2008 Copies of the Draft RTP and Draft IS have been provided to members of Council. The Plan contains 15 strategic directions (see Appendix 2). While all of the recommended directions are important, eight of them are considered to have the greatest impact on the GTHA transportation system. The eight "Big Moves" are: 1. A fast, frequent regional rapid transit network 2. A complete walking and cycling network and bike-sharing programs 3. An information system for travellers, where and when they need it General Committee 1£: October 27, 2008 4. A region-wide integrated transit fare system 5. A system of connected mobility hubs 6. High-order transit connectivity to the Pearson Airport district from all directions 7. A comprehensive strategy for goods movement 8. An Investment Strategy to provide stable and predictable funding The Draft RTP proposes 15, 25 and beyond 25-year transportation plans for the GTHA. The majority of transportation projects for Mississauga appear in the 15 year plan, namely: Express Rail Projects: High-speed trains, typically electric, serving primarily longer-distance regional trips with two-way all-day service. • Express Rail on the Lakeshore GO Rail Line from Hamilton to Oshawa • Express Rail on the Georgetown GO Rail Line to Union Station Regional Rail Projects: Diesel-electric or electric trains such as those in the current GO Transit rail network; approximate capacity at 10-minute headways of 5,000 to 20,000 persons per hour peak direction. • Full-day, 2-way service on the Georgetown GO Rail Line from the Airport to Toronto • Full-day, 2-way service on the Milton GO Rail Line Other Rapid Transit (BRT/LRT/Automated Guided Transit) • Hurontario Corridor connecting Port Credit

    Complete Streets in Southern Ontario: Project Overview In summer 2012, the Toronto Centre for Active Transportation (TCAT), a project of Clean Air Partnership, conducted survey-based research in Grey and Bruce Counties, Niagara Region and the City of Mississauga. TCAT’s objective was to investigate the status of Complete Streets in these jurisdictions and to gain a better understanding of the barriers to implementing Complete Streets policy and projects. TCAT collected online surveys from a diverse set of respondents from each jurisdiction including planners, engineers and public health staff, active transportation and accessibility advocates and elected officials. Survey responses from the City of Mississauga were analysed and incorporated into a case study available below. Survey respondents’ names are kept confidential. City of Mississauga Population 713,443 Land Area (km²) 292.40 Population density (people/km²) 2439.9 Jurisdiction type Lower-tier Munic. “It is important to work collaboratively with the various City departments, from urban design to land use planning, when designing a complete street” – Survey Respondent Geography and Government Mississauga is located west of Toronto, in the Regional Municipality of Peel. The City of Mississauga is a lower -tier municipality governed by 11 councillors and a mayor. All plans and policies in Mississauga must conform to the Growth Plan for the Greater Golden Horseshoe (2006) and the Provincial Policy Statement (2005). Mississauga's new Official Plan directs population and employment growth to its Downtown, Mixed-Use Nodes, Corporate Centres, Major Transit Station Areas and Intensification Corridors to support existing and planned infrastructure, particularly transit and cycling facilities.     Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion.

Summary of How the Port Credit GO Station Southeast Area Master Plan Addresses Stakeholder and Community Questions, Comments and Concerns As part of the Port Credit GO Station Southeast Area Master Plan, the Study Team consulted with stakeholders and the general public through: • Individual landowner meetings; • Master Plan Study Advisory Panel meetings; • City of Mississauga Interdepartmental meetings; • Public Open House (question and answer period and comment forms); and • A presentation to the City of Mississauga Urban Design Panel. Through the study consultation processes, a range of comments, questions and concerns were raised. Metrolinx, the Provincial regional transit-planning agency in the Greater Toronto and Hamilton Area, has identified mobility hubs at locations with high transit connectivity and potential for mixed-use intensification. The Mobility Hub Guidelines provide a vision that emphasizes placemaking and station functionality. Attracting the desired form of development to mobility hubs will require a new approach to parking management and station access.
