The Hurontario Light Rail Transit (LRT) Project will bring 20 kilometres of fast, reliable, rapid transit to the cities of Mississauga and Brampton along the Hurontario corridor. New, modern light rail vehicles will travel in a dedicated right-of-way and serve 22 stops with connections to GO Transit’s Milton and Lakeshore West rail lines, Mississauga MiWay, Brampton Züm, and the Mississauga Transitway. Metrolinx is working in coordination with the cities of Mississauga and Brampton and the Region of Peel to advance the Hurontario LRT project. Preparatory construction is underway. The project is expected to be completed at the end of 2022. The Hurontario LRT project is funded through a $1.4 billion commitment from the Province of Ontario as part of the Moving Ontario Forward plan. Clause 5 in Report No. 10 of Committee of the Whole was adopted by the Council of The Regional Municipality of York at its meeting held on June 23, 2016 with the following additional recommendation: 3. Receipt of the memorandum from Daniel Kostopoulos, Commissioner of Transportation Services, dated June 22, 2016. 5 Regional Express Rail Update Committee of the Whole recommends adoption of the following recommendations contained in the report dated June 1, 2016 from the Commissioner of Transportation Services: 1. Metrolinx be requested to mitigate the impacts of Regional Express Rail service by addressing the gap between their Initial Business Case for Regional Express Rail and York Region’s needs for grade separations, additional GO stations and parking charges. 2. The Regional Clerk circulate this report to Metrolinx, Ontario Ministry of Transportation and Clerks of the local municipalities. To help protect the health and safety of residents during the COVID-19 pandemic and following the advice of Ontario’s Chief Medical Officer of Health, the City held an Online Public Open House from June 22, 2020 to July 31, 2020. The City has identified an initial long list of LRT options and is recommending that a number of options be carried forward for further analysis. The purpose of the Online Public Open House was to present the evaluation of the long list LRT options and receive feedback from the public on the resulting short list. Miller, Ph.D. Professor, Department of Civil Engineering Director, Transportation Research Institute Research Director, Travel Modelling Group University of Toronto James Vaughan & Monika Nasterska Travel Modelling Group, University of Toronto Transportation Research Institute June, 2016 i Executive Summary Project Objectives On December 11, 2014, City Council directed the City Manager in consultation with the Province/Metrolinx to develop a work plan to undertake an accelerated review of the SmartTrack and RER plans. Council also directed the City Manager to retain the specialized services of the University of Toronto Transportation Research Institute (UTTRI) to support the planning analysis and required transit ridership modelling as a component of the overall review.1 On February 10, 2015, City Council considered the report EX2.2 SmartTrack Work Plan (2015- 2016), and approved the accelerated work plan for the review of SmartTrack.2 The UTTRI component of this work was to provide transit ridership estimates and other key network performance measures using the City’s new Regional Travel Demand Model (GTAModel Version 4.0) developed at the University of Toronto by UTTRI. As detailed in the final Terms of Reference for the UTTRI work, this work included: • Confirming the integrated RER and SmartTrack Service Concept to be modelled. • Completion and validation of a new travel demand model system to be used by the City of Toronto in this and similar studies of transit ridership and travel demand. -

INTRODUCTION The Consultant Team led by WSP Canada Group Limited in partnership with Watson and Associates Economists Ltd., PRIME Strategy and Planning, and SHS Consulting have been retained by the City of Brampton (the City) to complete a new Official Plan, which is a long-term policy document that guides growth while conserving the environment and protecting important City resources over the next 25 years. This Document Review and Gaps Analysis Report is the first major deliverable as part of Phase 1: Background Review and Community and Stakeholder Engagement Strategy outlined in the Project Plan. This report includes a consolidation of recent planning studies, a summary of the City’s 2040 Vision and a synopsis of the City’s current policy context. The purpose of this report is to determine whether additional studies and data are required to inform the new Official Plan. This report is organized into six sections and includes a comprehensive summary of Background Studies that will guide future work to develop the new Official Plan. The six sections are: Section 1.0 – Introduction includes the project team and introduction to the structure and purpose of the Document Review and Gaps Analysis Report as part of Phase 1 of the New Official Plan workplan. Section 2.0 – Purpose introduces the foundations and background context for undertaking a new Official Plan. Section 3.0 – Policy Context outlines recent Provincial, Regional, and Local legislative implication the project team and City will consider through the Official Plan Review Process. -

Bolton Residential Expansion Study (BRES) and Successful Integration of Transit-Oriented Development (TOD) May 24, 2016 The purpose of this memorandum is to review the professional literature pertaining to the potential develop- ment of a Transit-Oriented Development (TOD) in the Bolton Residential Expansion Study area, in response to the Region of Peel’s recent release of the Discussion Paper. The Discussion Paper includes the establishment of evaluation themes and criteria, which are based on provincial and regional polices, stakeholder and public comments. It should be noted that while the Discussion Paper and the Region’s development of criteria does not specifi- cally advocate for TOD, it is the intent of this memorandum to illustrate that TOD-centric planning will not only adequately address such criteria, but will also complement and enhance the Region’s planning principles, key points and/or themes found in stakeholder and public comments. In the following are research findings related to TOD generally, and specifically, theMetrolinx Mobility Hub Guidelines For The Greater Toronto and Hamilton Area (September 2011) objectives. Additionally, following a review and assessment of the “Response to Comments Submitted on the Bolton Residential Expansion Study ROPA” submission prepared by SGL Planning & Design Inc. (March 15, 2016), this memorandum evaluates some of the key arguments and assumptions made in this submission relative to the TOD research findings. Planning for Transit-Oriented Developments TOD policy and programs can result in catalytic development that creates walkable, livable neighborhoods around transit providing economic, livability and equitable benefits. The body of research on TODs in the United States has shown that TODs are more likely to succeed when project planning takes place in conjunction with transit system expansion. -

Recommendations 1. Council endorse the proposed response (Attachment 1) to the Impact Assessment Agency of Canada as the Region’s input to inform the Impact Assessment Agency of Canada’s analysis of the designation request for the Bradford Bypass Project under the federal Impact Assessment Act. 2. The Regional Clerk circulate this report to the Ontario Minister of Transportation, Simcoe County and the local municipalities. 2. Summary On February 3, 2021, Ecojustice, on behalf of Rescue Lake Simcoe Coalition and Simcoe County Greenbelt Coalition, submitted a request to the Minister of the Environment and Climate Change Canada to designate the Bradford Bypass Project under the federal Impact Assessment Act (IAA) (Attachment 2). On February 12, 2021, the Impact Assessment Agency of Canada (Agency) requested input from municipalities on the Bradford Bypass Project to inform the Agency’s analysis of the designation request (Attachment 3). The Agency has requested municipal input by March 3, 2021. Key Points: The Bradford Bypass (also known as the Highway 400-404 Link) supports the Region’s Official Plan and Transportation Master Plan (2016) and is an important component of servicing planned growth in the Region The Region has long supported the Bradford Bypass Project and has been consulted by the Ontario Ministry of Transportation since the original Individual Environmental Assessment (EA) approved in 2002, the Simcoe Area Multimodal Transportation Study undertaken in support of Growth Plan Amendment 1 (Simcoe Sub-Area Amendment – January 2012), to the current ongoing preliminary design and Class EA process 1 3. -

Summary of How the Port Credit GO Station Southeast Area Master Plan Addresses Stakeholder and Community Questions, Comments and Concerns As part of the Port Credit GO Station Southeast Area Master Plan, the Study Team consulted with stakeholders and the general public through: • Individual landowner meetings; • Master Plan Study Advisory Panel meetings; • City of Mississauga Interdepartmental meetings; • Public Open House (question and answer period and comment forms); and • A presentation to the City of Mississauga Urban Design Panel. Through the study consultation processes, a range of comments, questions and concerns were raised. The following provides a summary of the input received and how it was addressed by the Port Credit GO Station Southeast Area Master Plan.
