VICE’S VIEW steelheaders GENERAL MEMBERSHIP MEETING GUEST SPEAKERS OCTOBER 6TH, 2015

Chris Winslow (Lake Erie Algae Bloom) and Salty Dog Fishing Team (Surfing for Steel)

The ongoing issues related to Algae Bloom in Lake Erie are cause for concern. There has been much written about the causes and what should be done to fix the problem. To help us better understand these issues our October speaker will be Dr. Christopher Winslow, Interim Director of both the Ohio Sea Grant College Program and the Ohio State University's F.T. Stone Laboratory. Born in Midland Michigan, raised in North Ridgeville, Ohio. Chris received his B.S. from Ohio University and both his M.S. and Ph.D. from Bowling Green State Uni- versity. For the past twelve years, Chris has been a fixture at Stone La- boratory, teaching aquatic biology and mentoring college students in the lab's Research Experience for Undergraduates Scholarship Program. Prior to joining Ohio Sea Grant Chris was an Instructor at BGSU (2002-09) and an Assistant Professor at Kutztown University of Pennsylvania (2009-11). His research focuses on behavioral, population, and community ecology of fish- es with an emphasis on the impact of invasive species. Recently, however, his research and time have focused more on Lake Erie nutrient loading and harmful algal bloom issues.

Ever wonder what it takes to surf fish in the Great Lakes?

The second half of our October meet- ing will feature a presentation from the Salty Dog fishing team on Surf fishing for Steelhead. Dave and Ray will cov- er surf fishing tackle and provide their insight on how to take advantage of this not so popular but easy to do tech- nique. Be sure to reserve the evening of Oc- tober 6th for what will surely be an informative evening.

YOU!

The Plan:

Jeff Bustos is heading up the effort to replace the clubs current Steelhead display mount. During the January 2014 Board Meeting Jeff made the pitch for three new mounts. At the May 2014 Board Meeting funding was approved for Taxidermy and transport cases for one fish. Funding for the remain- ing two proposed mounts will be reviewed and approved as the process progresses in 2015. A Taxidermist has been selected to provide “skin on” mounts, for a Winter Male Steel head (Pink/Red Cheeks), a Summer Big Lake Steelhead and a Summer Big Lake King. If you decide to “Donate” your fish for update of the MWS Show & Outreach Display’s, here is what you get:

 Bragging Rights!!  Your name w/ date caught & weight, will be engraved on a brass tag located on the display base.

Criteria:

 All submittals must be in good condition (No broken backs, prop or lamprey marks… please).  Winter River Male (Pink/Red Cheeks): Minimum Weight (Close to): 14 Lbs Sammy Steelhead is being retired!  Summer Big Lake Steelhead: Minimum Weight (Close to): 14 Lbs  Summer Big Lake King: Minimum Weight (Close to): 27 Lbs [Silver phase only]  Note: 1) Selection will be based on a first come first served basis, except where more than one fish may be available. If more than one fish is submitted, say at a MWS event, then the “Better Looker” will be selected, 2) Minimum Weights: We want a “Big Fish”, but also want a mount ready for the 2016 shows, so if you get a 12.5# Steely, or a 25# King, send a Pic to Jeff for a ruling (May be accepted).

What to do: 1. Confirm weight of Fish. 2. Take a picture and send it to Jeff Bustos ASAP for a ruling (accept/decline) and so he can get word into the Taxidermist to coordinate pick up & drop times. 3. Wrap the fish, with fins laying naturally flat in a SOAKED bath/beach towel. And place into garbage bag with as much air removed as possible. Keep the fish on ice, or place into freezer. Most importantly, LAY FLAT when on ice/freezing.

Field Care Guidelines: Any questions, call Jeff Bustos at (734) 968-6143, or E-Mail at got- [email protected]

UPDATE! We have the first considered submission! Lucas Kenbeek has donated a 12.6 lb, 36” Female Skamania Steelhead! A final decision will not be made until we see what the rest of the year brings! So if you catch a nice fish, follow the care instructions above and contact Jeff Bustos imme- diately! MWS/TCAS FRANKFORT SALMON TOURNAMENT SAT. SEPT 12steelheaders Port Captain Mike Hartrick, Submitted by Henry Nabors

There were 10 boats in the tournament (8 MWS/2 TCAS). Fishing with us were 36 crew catching 13 fish with a total weight of 128 pounds. The weath- er was a bit rough to say the least; smaller boats fished in the harbor to avoid the big waves . The pulled pork lunch was provided by Dick Hartrick. Mary Beth Hartrick drove 2 hours to deliver the hot pulled pork. Also crewman Rick Rodzewicz provided the home grown corn on the cob. THANKS DICK, Mary Beth and Rick!! Leftovers were provided for lunch for those that fished on Sunday - a much NICER DAY with a flat lake!

Big fish went to Finful Addition AND Smokin’ Salmon at 12.8 pounds - a tie!! Congratulations Mike and Robert! Tournament winner was Captain Bill Dodge and crew; 2nd - Captain Mike Hartrick and 3rd - Captain Henry Nabors. Note that only one tenth of a pound separates 1st and 2 nd place.

It was fun having Traverse City members in the tournament again this year! Six Captains are members or associate members of TCAS

FRANKFORT TOURNAMENT - THE EPILOGUE steelheaders Submitted by: Mike Hartrick

You just can’t keep good anglers down. After a bumpy Saturday morning on Lake Michigan with few fish caught (average of 1.3 per boat with a maxi- mum of three on a boat for the tournament), at least five boats decided to fish again Sunday morning. All had something at stake... The Finfull Addic- tion and Fish Fish Fish had a friendly bet going on who could catch the greatest weight, Dodger was looking to show first place is where he belongs, The Alternative ran a close 3rd place the day before and wanted to catch more fish, and Fishin’ Machine just wanted to catch fish period. On Sunday morning, Lake Michigan gave us some loving and provided much improved conditions to fish in. The Alternative headed for the Herring Hole, Finfull Addiction headed north to Betsie Point, and others started in front of the harbor looking for fish. I can’t say I remember who struck first, but most of us had a good day on the water. True to Metro West form, all of the boats on the water shared where they were, and how they were catching fish. Captain Henry Nabors of The Alternative had a large king on that somehow managed to tangle lines in his prop. The Alternative limped home, did some quick repairs on the dry and headed back out to try to catch the pig that wouldn’t let the big bad Alternative wolf take him home for dinner. Captain Bill Dodge of the Dodger landed the biggest “fish” of the day with a treble hook in a crewmate’s hand. They were clearly late for the fun weigh -in, but nobody could beat the 150 pound plus catch. Needless to say, after Bill collected some left-over pulled pork for lunch, he and his crew headed for the hospital for some minor surgery. The Finfull Addiction (Mike Hartrick) and Fish Fish Fish (Larry Tabaka) had a close contest for the day. Both boats caught seven fish. The Finfull Addiction’s crew was a bit worried around 11 am, but their season ending triple (all landed) gave them a shot at winning the friendly bet. Once both the Fish Fish Fish and Finfull Addiction were back at the dock, Larry Tabaka provided home-made pasta salad for lunch (yum!). Larry’s weight for seven fish was a bit over 60 lbs., and Mike weighed just over 50 lbs. of fish. Here’s to a great open lakes salmon fishing season. Keep sharing with each other and make next year even better. Tight lines and heavy coolers (or lots of successful releases to those who prefer) this fall!

MUSKEGON RIVER TOURNAMENT FISHING REPORT steelheaders Submitted by Event Chair: Catherine Withrow

The Muskegon River tournament was a huge success, if you consider sun- shine, clear water and catching fish a good day! Fun was had by all, with do- nuts and cider served at weigh-in at Pine Street.

Now, there really was sunshine and clear water. We launched in Bridgeton and went upstream. The water was so clear that you could easily see that there were no salmon. Catching that afternoon was a great success, although we couldn't count any of the undersized bass we brought on board. And truly, fun was had by all who attended, which was the two members and the tag-along kids who ate all the food on the boat, chips and donuts and all.

Although no river points were awarded for this one, it was another great day on the river doing what we love!

MANISTEE RIVER TOURNAMENT FISHING REPORT Submitted by Event Chairs: Mark and Laurie Lewallen

The Manistee River Tournament was another event to attend! If you were not there, you really missed out!

Our gathering comprised of 23 folks out for dinner, and 19 anglers en- tered into the big fish contest. Although the fishing was again, relatively slow this year, fun times were had by all.

A single fish was weighed by Anthony Cortis, taking both first place for the tournament, as well as big fish with a 6.85 lb King Salmon, good for the entire $190 pot!!! Congratulations Anthony!

A huge thank you to John and Joyce at Northwoods Cabins in Wellston, who again hosted us, and even made up a delicious dinner. Comradery, northern air, sights, and sounds. Does it get any better! Looking forward to next year! 2015 CAPTAIN AND CREWPERSON OF THE YEAR steelheaders

Submitted by: Mike Hartrick

In a previous article, I highlighted the importance of fishing with other captains at least once a year as a means to learning new techniques and ways of approaching fishing. I recently had the opportunity to fish with 2014 Metro West Captain of the Year Larry Tabaka, captain of the Fish Fish Fish. Larry is always willing to share information on the water when he is catching fish, and embodies the Metro West spirit of learning and improving to- gether. On this particular day, the steelhead were hot in Erieau, Ontario – 11 for 14 over six hours or so of fishing. I didn’t learn any “magic tricks”, but there are a number of details that Larry pays attention to that help put more fish on the boat. Here is just a small sample that may help you move past “Salmon 101” and into higher level work. Pre-Trip Research Performing research prior to a trip is always value added. Larry frequently monitors vari- ous fishing forums and reports from ports he is interested in, including Erieau. Leading up to this trip, Larry noted that Erieau reports were turning more positive for steelhead, and confirmed this information with the local marina, other club members, and friends. Even more importantly, he made the effort to obtain specific information on where exactly the bite was happening, water temperatures, depth, hot lures, etc. Lesson #1: Get the general feel for how the port is fishing, and then ask specific questions which will help you dial in to the bite quickly when you arrive. Finding Fish Larry’s information had us looking for cooler surface temperatures and schools of bait fish (duh!). We watched the surface temperature reading as we ran out, but failed to find the cold water immediately. We did slow the boat briefly when we first encountered a pack of boats, but the water was still warm and bait minimal. Instead of relying on the pack mentality we ran for a couple more miles and set up in deeper water hoping that even if the colder surface temperatures had gone away, the fish would just have moved a bit deeper. Lesson #2: Don’t fall into a pack mentality – observe the conditions versus your expectations and adjust accordingly. Cleanliness is Next to Fishy-ness Before putting any equipment on the lines or in the water, Larry and the crew of the Fish! Fish! Fish! wash their hands. Will you catch fish without keeping your hands and equipment clean? Sure, but the best anglers pay attention to little details. Lesson #3 – Clean your hands and gear and the fish will have less fear. (It’s also basic hygiene!) Preparing to Fish Before You Start Fishing Larry prepares for success before the boat is even hitched up for the drive to the marina. Equipment is organized and accessible throughout his boat. Larry takes this to an art form. For example, planar boards and dipsy divers are color coded with paint marks or snubber colors corresponding to port and starboard sides, and fly / flasher combinations are stored together with the flasher tucked in a small pool noodle and the fly wrapped around the noodle to prevent damage. Lesson #4 – Stay organized, and prepare for the type of fishing you expect before you hit the water. Work the Back of the Boat Your initial setup should always be equipment you have high confidence in, but fishing conditions can change by the minute. Larry never stops think- ing about what he can do to catch another fish. He matches patterns that seem to be working, tries new patterns when something isn’t working, and continually adjusts lines, even if only a little. Small changes like moving a rigger five feet or changing a dipsy setting by 10 to 20 feet can make a big difference. Sometimes even pulling a line out and resetting it can trigger fish as they see the baits moving differently through the water. Lesson #5 – Never be satisfied that you’ve done all there is to catch a fish, you can always do more. Conclusions Sometimes there are unique things a captain does to help catch more fish. Even if 99% of what you do is the same as another person, that 1% can make a huge difference in the number of fish you catch. Just think about how much better you might become if you have your own unique 1%, and then learn another’s’ unique 1% of knowledge. All of a sudden you could be moving beyond the basics and catching more fish. Good luck and tight lines!

MSSFA EXECUTIVE DIRECTOR’S REPORT JUNE/JULY 2015 steelheaders Submitted by Dennis Eade

On June 3rd, I attended the Traverse City Area Steelheaders general membership meeting while on vacation in Northern Michi- gan. I provided an update on legislative activity affecting our fisheries. Kyle Broadway, a biologist with the DNR, gave an up- date on the natural reproducing lake- trout in Elk Lake and showed slides of some of the nice steelhead he has caught on the streams surrounding Traverse City. The chapter is having its annual "Pay the Rent" fish fry on September 27th at the Senior Center in downtown Traverse City and Jim Dexter, DNR Fisheries Chief, is going to be their speaker for the general member- ship meeting on September 2nd. . -

I spent time in June and July lobbying for protection of our Great Lakes waters from plastic microbeads contained in personal care products like facial scrubs and toothpaste. The Michigan Chemical Council has lobbied to include the phrase "non- biodegradable plastic particle" rather than all plastic microbeads in legislation being proposed. MSSFA has organized sports- men groups including MUCC, Trout Unlimited and the tourism industry to oppose legislation that does not ban all plastic particles since there is no international standard for biodegradable plastic microbeads or a standard for degrading to mineralization state within a reasonable timeframe in a freshwater system. We will stay engaged in the legislative process as it moves forward. I have been asked to write an article for TU's Tout Magazine for the fall issue covering the issue.

Aquaculture is a hot topic right now and MSSFA has joined with MUCC and the Environmental Council to oppose any permitting activity if the current scientific group studying the impact of the initiative fails to voice its opposition to the project.

I have been elected Vice Chair of the Michigan Legislative Sportsmen Caucus Advisory Council along with Dan Eichenger, who was elected Chair. We will be advising the two Co-Chairs of the Caucus on issues affecting legislation coming before the house or senate that affect our natural resources and our hunting and fishing heritage. We will also be organizing events to get legisla- tors in the field to experience the joy of what Michigan offers all sportsmen.

In July I had the opportunity to take the speaker of the house, Kevin Cotter from Mt. Pleasant and speaker pro tempore, Tom Leonard from DeWitt fishing during tournament week in Ludington, Michigan. We enjoyed a Catch and Cook luncheon hosted by the Ludington CVB and the Michigan Soft Drink Association. The next evening, I was the key note speaker at the dedication of a sculpture commemorating sport fishing from the Port of Ludington. Next summer we will be dedicating a new maritime museum in Ludington dedicated to sport fishing from the Port of Ludington.

On Wednesday, July 15th I hosted Michigan Out-of-Doors TV's Jimmy Gretzinger and a couple from Auburn Hills who bid on a fishing trip in support of public television annual fund raising drive. It provided MSSFA the opportunity to discuss issues im- portant to sport fishers, like aquaculture and 'microbeads. The episode will air later this month. A LETTER FROM OUR VICE-PRESIDENT steelheaders Submitted by Larry Tabaka

MetroWest Steelheaders Membership, In our August meeting our President Mark Davis mentioned that our parent club - Michigan Steelhead and Salmon Fishing Association (MSSFA) was requesting a membership dues increase. Mark explained that your Board of Directors has taken a very strong stand against the dues increase and lobbied MSSFA for justification for the increase. On August 12th MSSAF went ahead with a vote of all Michigan Steelheaders Chapters and the dues increase was approved: 9 (yes), 2 (No) with (2) Abstaining. It is important to note that the MetroWest Chapter voted “NO.” As a result of this vote all Michigan Steelheaders will be paying MSSFA an additional $10/year on memberships that renew starting in October.

I am writing this to inform you that on September 8th the MetroWest Board of Directors reviewed the result of the state-wide vote and discussed what it means to our membership. MSSFA asked for the increase so they can continue their important work. They have established committees to work on issues that in the long run should strengthen MSSFA and all Steelheaders Chapters. In fact several MetroWest members have volunteered to work with the committees. As a board we agreed that we need to give this process some time to work. So we voted and agreed to use MetroWest gen- eral funds to cover the dues increase for the rest of 2015 and all of 2016.

This means that you will not have to pay the extra $10 and your dues will remain at the current $40/year level thru December 31, 2016. Your Board of Directors will be monitoring the committee work, providing feedback to MSSFA and will be reviewing the need for a dues increase thru next year. In the meantime we are asking MSSFA to come to one of our general membership meetings to talk about MSSFA. If you have questions about this we will take some time at the October 6th general membership meeting to talk about this further.

Thank you for your time. Larry Tabaka Vice President

MSSFA EXECUTIVE DIRECTOR’S REPORT AUGUST 2015 Submitted by Dennis Eade

I represented MSSFA at the dedication and commissioning of the R/V Arcticus at the Great Lakes Science Center Cheboygan Vessel Base on August 31st. The reception for the eighty invited guests was underwritten by MSSFA with donations from many of our chapters and individual members. (We had an over- whelming response to our request for donations and had to return some checks after we reached the $800 cost of the luncheon.) The christening of the new research vessel was preceded by speeches from Congressman Dan Benishek, Dr. Suzette Kimball, Acting Director of USGS and science advisor to the Sec- retary of the Interior, as well as Dr. Leon Carl, USGS Regional Director and Andrea Ostroff, Fisheries Program Manager. The importance of the aquatic re- search the Arcticus will conduct under the auspicious of the Great Lakes Science Center was emphasized by all the speakers.

Continued lobbying for the protection of our Great Lakes waters from plastic microbeads contained in personal care products like facial scrubs and toothpaste took a portion of my time since our last meeeting. The majority party senior policy advisor suggested that if he had a good science based summary to show definite negative impact that would really help--all of the media attention and pretty clear estimates say that it will likely be an issue, but he needs a smoking gun so to speak. I will endeavor to do just that in the coming weeks with Dr. Leon Carl and the Great Lakes Science Center.

I will be working with Dan Eichinger, MUCC and the Environmental Action Council to assist in drafting legislation to preempt permitting of any open system net pen aquaculture in the state. We have a conference call arranged for Monday, September 21st at 10:00 AM. Dan will also have a special presentation at our board meeting Wednesday evening explaining the reorganization within MUCC, including Amy Trotter’s promotion to Deputy Director and the role he sees playing out for MUCC, Trout Unlimited and MSSFA to get more attention paid to our fishery issues within the Michigan Legislative Sportsmen Caucus. We received a nice thank you note from Tom Leonard, speaker pro tempore in the house for the fishing trip we hosted in Ludington this past July. These activities are important to bring attention and emphasis for the need to provide upgrades in our hatchery system and preventing threats to our 7.1 billion dollar sport fishery. has a trip set up later this month with Representative Andrea LaFontaine and Senator Mike Green fishing from Oscoda, MI. The major focus of my time right now is on renewing Great Lakes Sport Fishing News advertising agreements for 2016 with current advertisers and seeking new potential advertisers. By year end I will have a report with recommendations for the communications committee on how we can further reduce costs associated with publishing the newspaper.

Proposed board meeting dates for 2016 will be shared at this Wednesday night’s meeting. We will discuss moving the Presidents’ Meeting from the third Saturday in January to Saturday, April 16, 2016 for two important reasons. First, the weather in January can be problematic and second, it will provide the opportunity for Stephen Schultz, founding partner of Fahey Schultz Burzych Rhodes PLC and the lawyer who represents the Amici Group in the upcoming tribal negotiations, to speak to us about the upcoming consent decree talks and their potential effect on our sport fishery. METRO-WEST CHAPTER, MSSFA BOARD OF DIRECTORS MEETINGsteelheaders MINUTES September 8th, 2015 Submitted by Carmen Zirles, September Acting Secretary

Attendees:, Mark Davis, Larry Tabaka, Henry Nabors, Mark Platt, Adam Trenz, Roger Hinchcliff, Eric Braden, Matt Lubaway, Carmen Zirles

Absent: Brad Allan

Guests: None

President, Mark Davis: Mark brought the meeting to order at 7:02pm. The board has a lot to cover tonight, so let’s get started with the reports.

Vice President, Larry Tabaka: Guest speakers planned for October are: Chris Winslow (Interim Dir. Ohio Sea Grant College Program and Ohio St Univ. F.T. Stone Lab.) will address the implications and solutions to Lake Erie’s algae bloom, and Salty Dog Fishing Team will present “Surf Fishing for Steelhead”

Secretary: Position vacant. C. Zirles will take minutes for Sept. board meeting.

Treasurer, Carmen Zirles: The June through August consolidated Treasurer’s Report Income and Expenditures were reviewed. Total Funds balance as of 8/31/15 is running slightly ahead of the same period last year. A motion to approve the report was made by Henry Nabors and seconded by Adam Trenz. Motion carried. A list of “Donations-Fish Projects” and “Special Projects” 2015 YTD expenditures was reviewed for consideration and discussion in the Oct Board meeting.

Membership, Henry Nabors: The September attendance report was presented. Current MWS membership stands at 208. Total attendance at all events is up 9.4% (especially tournaments) compared with last year.

The MSSFA $10 dues increase (from $25 to $35) was discussed for the next 45 minutes. MWS was only one of two out of 13 Chapters who voted “No” on the increase and, consequently the dues increase is being implemented by MSSFA effective October 2015. Ultimately, a motion was made by Henry Nabors, and seconded by Carmen Zirles ( later amended by Larry Tabaka and seconded by Adam Trenz) to maintain MWS dues at $40, with $35 going to MSSFA and MWS retaining $5. This means that effectively, MWS is funding the increase through other MWS fund raising activities. The MWS board will review this action in Sept. 2016 to determine future actions. Additionally, MSSFA will be invited to a future MWS general mem- bership meeting to review MSSFA’s key initiatives.

MSSFA Rep., Eric Braden: Eric reviewed a summary of the 8/12/15 MSSFA BOD meeting. Key items: Based on MWS earlier recommendations, MSSFA established five committees to better manage its future. MWS members have been asked to participate on several(Website Dev., Matt Lubaway/Roger Hinchcliff; Strategic Planning, Eric Braden; Conservation Proj./Activities, TBD) Eric reviewed MWS’s tournament events and its partic- ipation in the Manistee and Clinton River Cleanups.

MUCC Rep., Matt Lubaway: Matt reported MWS’s emergency resolution did not meet MUCC timeframe for consideration (which opposed several potential rule changes related to chumming, reduced river steelhead limits and bass tournament catch delayed release (CDR)). Subsequent to the MUCC board meeting, the DNR advised that there would be no change to either regarding the first two points. MWS needs to prepare revised resolu- tions changing MUCC’s position on chumming and refine our resolution for bass tournament CDR and present both again to MUCC. Matt will handle revisions and present to the board.

Stream Committee, Roger Hinchcliff: Roger indicated that he was looking for a Port Captain volunteer for the 9/26 Muskegon River Tournament.

Brad Allan: Absent

Tournaments, Mark Platt: Nothing to report.

Fishing Machine and Equipment: Position vacant.

Newsletter, Adam Trenz: The deadline for the October newsletter in Sept. 24, 2015. Adam reviewed a new cover format for the MWS Newsletter and received unanimous board support for the change. Adam also reported on two MWS activities: The Clinton River Cleanup, with 15 people helping, and: Detroit Young Professionals’ “Gourmet Gone Wild” event where he, Roger Hinchcliff, Eric Braden, and Matt Lubaway demonstrated fishing tech- niques on the Detroit River.

Old Business: The board reviewed a list of potential Director candidates for current open positions and the 2016 ballot.

New Business: Carmen Zirles reviewed the 2016 Sportsman Banquet prize list with recommendations for purchase. Several board members volunteered to help purchase items. Adam Trenz reported on the purchase of equipment for MWS’s third Salmon-in-the-Classroom project. The board agreed to consolidate MWS Facebook pages to one and identify appropriate Administrators.

Meeting Adjourned: Mark Davis entertained a motion to adjourn at 9:56pm. So moved.

MSSFA STATE BOARD MEETING MINUTES steelheaders August 12th, 2015 Submitted by Eric Braden, MWS MSSFA Representative Prepared (with much appreciation!) by Gerry Sickon-MSSFA Secretary, Member of Huron Valley

Attending: Andy Tepfenhart, Ron Killian, Brian Eade Jeff Dehn, Jim VanderMaas, Ken Merckel, Dennis Eade, Steve Lepeak, Vicki Decker, Gary Decker, Eric Braden, Henry Nabors, Cate Musselman, Renee Davis, Bob Schultz, Gerry Sickon 1. The meeting was brought to order by President Ken Merckel at 7:05 pm. 2. Motion by (Dehn) to approve the agenda after adding items c) steelhead bag limits and d) chumming regulations to item 8) New Business; second by (Lepeak); passed 3. Motion by (B. Eade) to approve the minutes; second by (Dehn); passed 4. Communications & Letters (Merckel): Received a letter regarding diversion of great lakes waters in the states of Wisconsin and Illinois. A letter was received from the Great Lakes Fisheries Commission asking for support of the “Healing our Waters” initiative. Ken will be attending an August 24th meeting billed as “Fresh water Aquaculture Opportunities in the Great Lakes”. 5. Financial Reports (D. Eade): Motion by (B. Eade) to approve the reports as presented; 2nd by (Dehn); passed 6. Executive Director Report (D. Eade): June / July were busy with partnering with MUCC, Trout Unlimited, and the Tourism Industry council to oppose legislation that does not ban all plastic particles (microbeads) contained in personal care products. The Michigan Chemical Council has lobbied to include “non - biodegradable plastic particle” rather than all plastic microbeads into the legislation. Since there is no international definition for plastics degrading to a mineralization state in fresh water systems, it would leave the legislation non enforceable. Commercial aquaculture is a hot topic and MSSFA has partnered with MUCC and the Environmental Council to voice opposition to permitting “open systems” in the Great Lakes. Dennis Eade has been elected as Vice Chair of the Michigan Legislative Sportsman Caucus (state senators and representatives) Advisory Council along with (MUCC) Dan Eichenger as Chairman. They will be advising the co-chairs of the caucus on issues coming before the state house and senate that af- fect our natural resources and hunting/fishing heritage. The “advisory council” will be organizing events to get legislators into the field to experience what Michigan outdoor natural resources have to offer to everyone. Dennis has recently taken legislators on Catch and Cook outings on Lake Michi- gan and was the keynote speaker at the dedication of a sculpture commemorating sport fishing in the port of Ludington. On July 25th, Dennis hosted Michigan Out of Doors TV and a couple that won a bid on a public television fund raiser for a fishing trip. It provided MSSFA the opportunity to discuss issues important to sport fishers like aquaculture and microbeads. The episode will air later this month. 7. Membership (Gumbrecht): January - June membership income has declined by $2,405.00 compared to 2014. 8. Old Business A. MSSFA dues increase vote (Merckel): The vote on a $ 10.00 per year state dues increase was taken after the chapters had 3 months to survey their membership. The result was Yes (9 chapters), No (2 chapters), and Abstaining (2 chapters). 9. New Business A. Research vessel commissioning (Merckel): The Great Lakes Science Center is requesting financial support to provide light refreshments for 60 – 80 people during the formal commissioning of a new USGS research vessel (R/V Articus). The USGS has provided some of the very best research on Great Lakes fisheries to the various management jurisdictions. The total amount requested is $1,000.00. Any chapter that would like to contribute should contact Dennis Eade at the MSSFA office for specific details. B. 2016 Committee Assignments (Stoney): Scott emphasized that the problem with our committee structure in the past has been the difficulty of members residing in far reaching locations attending 4 meetings per year. As an alternative, a chapter or group of chapters could adopt a mentorship position over a particular committee and collect ideas from all the other chapters and stakeholders. The mentored collaboration and more concentrat- ed involvement could yield more developed and actionable items from the various committees. Scott proposed the following committee designations: Finance and Budget; Junior Membership Programs; Strategic Planning; Conservation Projects; Website Development. This approach could provide much more opportunity for local chapter members to be involved at the state level and expand the breadth of ideas. C. Steelhead Bag Limits (VanderMaas): Some fishing stakeholders are pushing the DNR to propose a 1 fish daily limit for Steelhead on the Mus- kegon, Pere Marquette, Little Manistee, and Big Manistee Rivers. Motion by (VanderMaas) that MSSFA support the keeping of the daily creel limit of 3 Steelhead on all rivers with the understanding that we would reevaluate our position if biological data were obtained that suggested that limits should be lowered; second by (Braden); passed

Motion by (VanderMaas) that the MSSFA support the use of chumming in our rivers with the understanding that we would reevaluate our posi- tion if biological data were obtained that suggested that chumming is harmful to the health of steelhead or other fish species; second by (Davis); passed 10.
