SUMMARY OF CHANGES Other than nonsubstantive, technical changes, this bulletin is revised to clarify that sales tax exemption for certain coins, bullion, or legal tender applies to coins, bullion, or legal tender that would be allowable investments in individual retirement accounts or individually-directed accounts, even if such coins, bullion, or legal tender was not actually held in such accounts. INTRODUCTION In general, an excise tax known as the state gross retail (“sales”) tax is imposed on sales of tangible personal property made in Indiana. However, transactions involving the sale of or the lease or rental of storage for certain coins, bullion, or legal tender are exempt from sales tax. My name is Allison Brown and I will be your Crisis Director for this committee. I am a sophomore majoring in Biomedical Engineering with a focus in Biochemicals. This is my second time being a Crisis Director, and my fourth time staffing a conference. I have been participating in Model United Nations conferences since high school and have continued doing so ever since I arrived at Penn State. Participating in the Penn State International Affairs and Debate Association has helped to shape my college experience. Even though I am an engineering major, I am passionate about current events, politics, and international relations. This club has allowed me to keep up with my passion, while also keeping with my other passion; biology. I really enjoy being a Crisis Director and I am so excited to do it again! This committee is going to focus on a very serious topic from our world’s past; Apartheid. The members of the Presidents Council during this time were quite the collection of people. It is the aim of this dissertation to attempt to address an aspect of this lacuna by focussing on the Progressive Federal Party's responses from 1981 until 1989. The thesis develops an understanding of the period as one entailing conditions of organ.le crisis. It attempts to show the PFP' s behaviour in the context of structural and conjunctural crises. The thesis periodises the Party's policy and strategic responses and makes an effort to show its contradictory nature. An effort is made to understand this contradictory character in terms of the party's class location with respect to the white dominating classes and leading elements within it; in relation to the black dominated classes; as well as in terms of the liberal tradition within which the Party operated. -

Without his driving will and dogged commitment to the principles of liberalism, especially his willingness to fight on when all seemed lost for liberalism in the apartheid state, the Progressive Party would have floundered. He led the Progressives out of the political wilderness in 1974, turned the PFP into the official opposition in 1977, and picked up the pieces after Frederik van Zyl Slabbert’s dramatic resignation as party leader in February 1986. As leader of the parliamentary opposition, despite the hounding of the National Party, he kept liberal democratic values alive, especially the ideal of incremental political change. Nelson Mandela described him as, “one of the architects of our democracy”. For more information, please contact [email protected]. UNITED STATES STRATEGIC MINERAL POLICY I. INTRODUCTION The United States is dependent on foreign sources for many of its strategic minerals.' In 1985, for example, this country imported more than ninety percent of its columbium, manganese, mica, strontium, baux- ite, cobalt, tantalum and platinum group metals.' Historically, the United States has relied on several politically unstable or repressive re- gimes for some of these strategic mineral supplies. For example, in the early part of this decade, the Republic of South Africa was the dominant source of American imports of chromium, manganese and platinum group metals.3 The United States also imported much of its cobalt from Zaire during the 1980's.4 During this same period, Chile was this coun- try's largest copper supplier.5 Despite abusive human rights practices6 in these mineral-rich countries, the United States has continued to import their minerals, and thus support them economically, while offering only token signals of disapproval of these countries' human rights abuses. -

CONFESSING TO REMORSE ABOUT THE EVILS OF APARTHEID: THE DUTCH REFORMED CHURCH IN THE NINETEEN-EIGHTIES T. Dunbar Moodie, Emeritus Professor, Hobart and William Smith Colleges, also Research Associate, Society, Work and Development Institute (SWOP), University of the Witwatersrand Abstract: The transition in South Africa from apartheid to a constitutional democracy with equal rights for all has been described and celebrated in innumerable accounts. The best overview is probably Patti Waldmeir’s, Anatomy of a Miracle. What is missing from such stories, however, at least in English, is careful discussion of the role in the transformation process played by the Dutch Reformed churches (and other Afrikaner cultural organizations) in preparing Afrikaners for transition to democracy. The purpose of this paper is to examine theological debates and political struggles within the majority Nederduitse Gereformeerde Kerk (NGK) that led to public confession in 1990 of remorse about the evils of apartheid. The most fundamental change, however, came earlier, at the 1986 General Synod, well before F.W. de Klerk’s 1989 political leap forward. The paper seeks to describe personal, intellectual, cultural and political processes within the church that brought about this institutional transformation. The best book in English on change through the late 1970s and early 1980s in the NGK (the majority Dutch Reformed Church in South Africa with around 80% of white Afrikaans- speaking reformed church-goers) remains Apartheid, Change and the NG Kerk, by J.H.P. Serfontein.1 Based on years of extensive interviews with church people, it contains many appendices with translations of important documents as well as an admirable effort to situate church debates within political developments from 1978 to 1982.
