Adoption of agenda REGI_OJ (2011)1122v01-00 The agenda was adopted with modifications mentioned below: Point 4 to 9, the exchange of views on the reports forming part of the legislative package on the future cohesion policy, were merged and debated together on 22 November in the afternoon and on 23 November in the morning. Point 12 was postponed to the next meeting on 19/20 December 2011. A new point was added on 22 November at 15:00: Exchange of views with Michalis Chrysochoidis, Greek Minister in charge of Development, Competitiveness and Shipping about Greek's position in the Eurozone. 2. Chair's announcement to inform the Committee on the WPoFCP meeting the 22 November 2011-12-21 Members of the WPoFCP discussed and agreed to propose the following to the Committee on Regional Development regarding the negotiations strategy: PE476.080v01-00 4/12 PV\884511EN.doc EN 1.1. The political target deadline for the adoption of the legislative package should be the end of 2012. The regulations should not be adopted before concluding the procedure on the MFF. However, the work is to be done in a parallel way. 1.2. The Rapporteurs will pursue negotiations with the EC and presidency individually, as it is customary in Parliament, but coordinated by the Chair and at the WPoFCP. The EC and the presidency will present regularly to the WP their views and the advancement the works. The Chair will participate in the trilogues when necessary or pertinent as requested by the Rules of Procedure and Code of Conduct. 1.3. The Rapporteurs should present their draft legislative reports in spring 2012. This could allow going to plenary either before or immediately after summer. 1.4. Most relevant issues and topics will be debated at the WP and later, when the debate is ripe, at the committee. The package should be dealt with at committee level as frequent as needed and at least every two meetings. Decisions on procedure and any other major issue will need to be always taken by the committee. Not all the reports should always be at the committees agenda; this would depend on the needs and problems arising during the negotiations. 1.5. Coordination with other committees is important in this procedure. Coordination with EMPL is central as they are responsible for three regulations in the package. The Chairs of the two committees should meet in order to further clarify and align positions if necessary. CONT is a committee which claims exclusive competence in several articles of the General regulation and the ERDF. Even if REGI cannot accept to break down the General regulation in pieces, we consider of paramount importance to have enhanced relations with the committee. The Chair and the secretariat will try to find an agreement which will make possibility a closer cooperation with this committee. Finally, the Chair reminded that it has also been decided to use the Working Party as a forum for debate, coordination and receiving evidence.
