Role Statement The Position Project Manager, Great Melbourne Telescope Restoration Department and Strategic Collection Management Department; Division Research and Collections Division Classification Grade 5; Value Range 1 Position Type Full time; Fixed-term for 3 x years until January 2022 Salary Range $95,275 per annum; paid pro-rata (Base of Grade) Position Number MV/9421 Reports to Head, Strategic Collection Management Date Prepared November 2018 Purpose of this Position The purpose of this position is to provide Project Management leadership for the successful completion of phase two of the Great Melbourne Telescope (GMT) Restoration Project over a three-year timeframe. The position will be responsible for ensuring the delivery during this period of specific project outcomes for which Museums Victoria has received external funding through Creative Victoria and philanthropic trusts. Primary Accountability This position is accountable for managing key deliverables of the GMT Restoration Project within a complex risk, stakeholder, communications, and procurement environment. Duties 1. Lead and manage the delivery of a complex, highly technical heritage restoration project involving an extensive component inventory, multiple disciplines and both internal and external engineering services within an environment of often competing priorities. 2. Develop and maintain the project schedule and budget tracking documentation required for all auditing and reporting purposes, in consultation with project curators, volunteers and the project steering committee. 3. Communicate with external organisations, particularly suppliers and contractors involved in the delivery of services required for the telescope restoration, in consultation with conservators, curators, and engineering workshop staff. 4. Prepare project documentation including work proposals, ‘scope of works’ instructions and ‘request for quotation’ briefs for external equipment suppliers (in consultation with other team members), co-ordinate tender assessment panels, place orders, and manage deliveries of equipment & supplies. 5. Manage the weekly works schedule and task allocation for the project team, including the provision of required materials and equipment, and maintain project records (such as weekly workshop diaries, attendance logs and visitor records). 6. Manage the Health & Safety Plan for the project, including creating, compiling and disseminating risk assessments, operating procedures and Safe Work Method Statements; maintaining records of high risk licences, Material Safety Data Sheets and training records; and ensuring the maintenance of safe and clean working environments. 7. Provide general supervision for a team of volunteers and museum staff; inspire a cohesive team environment through effective communication of milestones, progress reports, museum workplace policies and duties for each team member. 8. Liaise with external project partners and prepare reports and acquittal documents for internal and external stakeholders, sponsors and Creative Victoria. 9. Manage the process of developing appropriate safe working procedures and controls for the operation of the telescope, according to the current SafeWork Australia publication “2013 Guide for Managing Risks Involving Heritage Plant”. 10. Comply with Museums Victoria's policies and procedures and with relevant legislation and regulations. Note: The incumbent can expect to be allocated duties, not specifically mentioned in this document, but within the capacity, qualifications and experience normally expected from persons occupying positions at this classification level. Selection Criteria 1. A proven track record of leading and delivering complex technical projects within specified time frame and budget constraints. 2. A tertiary qualification in engineering, project management or a related technical field and /or a proven track record of substantial relevant industry experience. 3. Proven leadership and people management experience and extensive teamwork skills at a senior management level, together with the ability to collaboratively resolve problems and co-ordinate resources to achieve agreed project outcomes. 4. Demonstrated experience in delivering conservation or restoration work on heritage artefacts, buildings or sites and familiarity with the principles of the Burra Charter. 5. Demonstrated proficiency in contemporary project management methodology, including familiarity with specialist project management and engineering design software. 6. Demonstrated effective written and verbal communication skills, including the preparation of succinct professionally expressed instructions or advice relating to engineering works and experience in conveying complex technical issues to non- specialist audiences. 7. Proven ability in managing contractors, specialist manufacturers, external consultants and engineering design services, including tendering, tender evaluation and oversight of technical evaluation and quality control. 8. Familiarity with and experience in addressing statutory obligations of the Victorian Occupational Health and Safety Act 2004 and related regulations in workplaces involving the use of machine tools, power tools, welding, cranes and heavy engineering. 9. The successful applicant is required to undergo a National Police Records Check and be assessed as suitable (new employees are required to meet this cost). 10. The successful applicant will be expected to hold an Australian driver’s licence and be an Australian citizen or holder of an appropriate Australian residency visa. Note: A current high risk licence for the use of overhead cranes or forklifts and a heavy rigid vehicle driver’s licence would be advantageous, but not essential, for applicants to this position. The incumbent must be prepared to work from each of the Museum's main sites, if required. Inherent Physical Requirements Museums Victoria has a duty of care to all staff.
