As exemplied by three cases in Yogyakarta, South Sulawesi and West Sumatra, three local Muhammadiyah branches have participated in the last three DPD elections (2004, 2009, and 2014), with each winning a seat each in the 2014 election. is reveals the inherently political nature of civil-cum-Islamic social-religious organizations such as Muhammadiyah, which will manifest itself whenever opportunities become available. Yet, due to different organizational strengths and the social-cultural capital of each local branch office, diverse approaches and political strategies were used to mobilize members and sympathizers, thereby encouraging them to vote. Keywords: Muhammadiyah, Political Islam, Regional Representative Council, Indonesia Elections. 75 Studia Islamika, Vol. 26, No. 1, 2019 DOI: 10.15408/sdi.v26i1.6422 76 Amika Wardana, Syahrul Hidayat Abstrak: Pembentukan Dewan Perwakilan Daerah dalam sistem politik Indonesian sejak tahun 2004 telah membuka peluang baru bagi individu atau organisasi masyarakat sipil – yang direspon oleh Muhammadiyah – untuk terlibat dalam lembaga legislatif tanpa secara formal masuk dalam sistem politik. Sebagaimana ditunjukkan oleh 3 kasus di Yogyakarta, Sulawesi Selatan dan Sumatera Barat, ketiga wilayah Muhammadiyah tersebut telah berpartisipasi dalam ketiga Pemilu DPD, 2004, 2009 dan 2014; dan masing-masing memenangkan satu kursi pada Pemilu 2014. Perilaku politik ini membuktikan bahwa adanya kesadaran politik yang terus ada dalam organisasi sipil-sosial-relijius seperti Muhammadiyah; yang berpotensi diartikulasikan apabila terbuka kesempatan. Namun karena perbedaan kekuatan organisasi dan modal sosial-budaya masing- masing wilayah Muhammadiyah, terdapat berbagai variasi pendekatan dan strategi politik yang digunakan untuk memobilisasi suara anggota dan simpatisan Muhammadiyah dalam Pemilu. Kata kunci: Muhammadiyah, Politik Islam, Dewan Perwakilan Daerah, Pemilu Indonesia. ﻣﻠﺨﺺ: أح إﻧﺸﺎء اﻠﺲ اﻟﺘﻤﺜﻴﻠﻲ اﻹﻗﻠﻴﻤﻲ ﰲ اﻟﻨﻈﺎم اﻟﺴﻴﺎﺳﻲ اﻹﻧﺪوﻧﻴﺴﻲ ﻣﻨﺬ ﻋﺎم ٢٠٠٤ ﻓﺮﺻﺔ ﺟﺪﻳﺪة ﻟﻸﻓﺮاد، وﻣﻨﻈﻤﺎت اﺘﻤﻊ اﳌﺪﱐ، ﻣﺜﻞ اﳉﻤﻌﻴﺔ اﶈﻤﺪﻳﺔ ﻟﻠﻤﺸﺎرﻛﺔ ﰲ اﻠﺲ اﻟﺘﺸﺮﻳﻌﻲ دون اﻟﺪﺧﻮل رﲰﻴﺎ ﰲ اﻟﺴﻴﺎﺳﺔ. وذﻟﻚ ﻛﻤﺎ ﺣﺼﻞ ﰲ ﺛﻼث ﺣﺎﻻت، وﻫﻲ ﰲ ﻳﻮﻏﻴﺎﻛﺮ، وﺳﻮﻻوﻳﺰي اﳉﻨﻮﺑﻴﺔ، وﺳﻮﻣﻄﺮة اﻟﻐﺮﺑﻴﺔ. ﻓﻘﺪ ﺷﺎرﻛﺖ ﻫﺬﻩ اﻟﻔﺮوع اﶈﻤﺪﻳﺔ اﶈﻠﻴﺔ ﰲ ﺛﻼﺛﺔ اﻧﺘﺨﺎت اﻠﺲ اﻟﺘﻤﺜﻴﻠﻲ اﻹﻗﻠﻴﻤﻲ اﳌﻨﻌﻘﺪة ﰲ ٢٠٠٤ و ٢٠٠٩ و ٢٠١٤، ﺣﻴﺚ ﺣﺼﻞ ﻛﻞ ﻣﻨﻬﺎ ﻋﻠﻰ ﻣﻘﻌﺪ واﺣﺪ ﰲ اﻧﺘﺨﺎت ﻋﺎم ٢٠١٤. وﻗﺪ أﺛﺒﺖ ﻫﺬا اﻟﺴﻠﻮك اﻟﺴﻴﺎﺳﻲ أن ﻫﻨﺎك وﻋﻴًﺎ ﺳﻴﺎﺳﻴًﺎ ﻻ ﻳﺰال ﻗﺎﺋﻤﺎً ﰲ اﳌﻨﻈﻤﺎت اﻟﺪﻳﻨﻴﺔ ﻣﺜﻞ اﶈﻤﺪﻳﺔ؛ وﻫﺬا اﻟﻮﻋﻲ ﺳﻮف ﻳﻈﻬﺮ ﻧﻔﺴﻪ ﻋﻨﺪﻣﺎ ﺗﻜﻮن اﻟﻔﺮﺻﺔ ﻣﻔﺘﻮﺣﺔ. وﻣﻊ ذﻟﻚ، وﺑﺴﺒﺐ ﻧﻘﺎط اﻟﻘﻮة اﻟﺘﻨﻈﻴﻤﻴﺔ اﳌﺨﺘﻠﻔﺔ ورأس اﳌﺎل اﻻﺟﺘﻤﺎﻋﻲ واﻟﺜﻘﺎﰲ ﻟﻜﻞ ﻣﻜﺘﺐ ﻓﺮﻋﻲ ﳏﻠﻲ، ﰎ اﺳﺘﺨﺪام أﺳﺎﻟﻴﺐ واﺳﱰاﺗﻴﺠﻴﺎت ﺳﻴﺎﺳﻴﺔ ﻣﺘﻨﻮﻋﺔ ﻟﺘﻌﺒﺌﺔ أﺻﻮات اﻷﻋﻀﺎء واﳌﺘﻌﺎﻃﻔﲔ ﻣﻌﻬﻢ ﰲ اﻻﻧﺘﺨﺎت. اﻟﻜﻠﻤﺎت اﳌﻔﺘﺎﺣﻴﺔ: اﶈﻤﺪﻳﺔ، اﻹﺳﻼم اﻟﺴﻴﺎﺳﻲ، اﻠﺲ اﻟﺘﻤﺜﻴﻠﻲ اﻹﻗﻠﻴﻤﻲ، اﻻﻧﺘﺨﺎت اﻹﻧﺪوﻧﻴﺴﻴﺔ. DOI: 10.15408/sdi.v26i1.6422 Studia Islamika, Vol. 26, No. 1, 2019 e Multiplicity of Muhammadiyah’s Political Engagement 77 ndonesia and Turkey were once celebrated as Muslim-majority country democratization success stories. Both, however, then largely Ifailed or proved themselves to be politically unstable (Künkler and Stepan 2013). Whilst the project of political Islam has transformed and proliferated emphasizing the shift to the commitment to democracy, it is expressed by not merely Islamic political parties but also in wide range of forms, from the jihadi movements glorifying violence and terrorism to socio-religious organizations who traditionally concerned with missionary programs (da‘wah) and provision of social welfare, education, and healthcare services (Bayat 2007, 2013; March 2015). Typically, social-religious activities conducted by Islamic organizations are both constrained and enabled by the politics of a given state. ey therefore reect a desire to participate in politics, they articulate an Islamic political agenda, and they support political democratization in that country. Furthermore, the motives, forms, and strategies of Islamic activism and political engagement, as conducted by Islamic organizations, have varied, including their commitment to democracy and to conduct violent or militant actions (Wiktorowicz 2004). is article addresses the political engagement of Muhammadiyah as a prominent Islamic social organization, alongside Nahdlatul Ulama, in terms of its motives, forms and strategies during Indonesia’s democratic transition. ere exist different trajectories of Islam in the social-individual life of Indonesian society and in the realm of politics. Selain itu, pemilihan tersebut juga sebagai wujud perubahan Tata Tertib DPD RI No. 1 Tahun 2014 yang mengatur masa jabatan pimpinan selama lima tahun menjadi No. 1 Tahun 2016 dan No. 1 Tahun 2017 dengan aturan dua tahun enam bulan. Secara otomatis periode pimpinan DPD RI 2014-2019 berubah menjadi periode 2014-2017 dan terpaksa berakhir pada April 2017. Namun demikian, Mahkamah Agung (MA) melalui putusannya No. 38P/HUM/2016 dan 20P/HUM/2017 membatalkan perubahan Tata Tertib DPD RI tersebut dan mengembalikannya pada Tata Tertib DPD RI No. 1 Tahun 2014. Akan tetapi, pemilihan tersebut tetap berlangsung dengan diwaranai kericuhan yang berdampak terhadap buruknya citra moral DPD RI. In the course of the purges, hundreds of thousands, perhaps even over a million people are believed to have been killed, disappeared, raped, or tortured by state security forces and non-state actors abetted by the government. A large number of people were also allegedly detained in the decade following the purge with little regard for due process of law. Ensuring justice and remedies for the victims and their families is a legal obligation under Indonesian and international law. In the 850-page report released on 23 July, Komnas HAM found that state officials were responsible for the persecution of alleged members or supporters of the Indonesian Communist Party (PKI) after the failed 1965 coup. Teknik analisis data menggunakan teknik kualitatif yang selanjutnya disusun secara sistematis sehingga menjadi data yang konkrit mengenai Dualisme Masa Jabatan Kepemimpinan Dewan Perwakilan Daerah Republik Indonesia Pasca Putusan Mahkamah Agung No.20P/HUM/2017, selanjutnya data tersebut diolah dan dianalisis menggunakan teori hukum Islam, yaitu Fiqh Siya>sah Dustu>ri>yah. Hasil Penelitian ini menyimpulkan bahwa Mahkamah Agung melalui Putusan Nomor 20P/HUM/2017 membatalkan dan menyatakan Peraturan Tata Tertib DPD No. 1 Tahun 2017 tidak mempunyai kekuatan hukum yang mengikat karena bertentangan dengan Lampiran II Huruf C5, nomor 155 Ketentuan Peralihan UU No 12 Tahun 2011 tentang Pembentukan Peraturan Perundang-Undangan. Menurut pendapat hukum Mahkamah Agung pada dasarnya mulai berlakunya Peraturan Perundang-Undangan tidak dapat ditentukan lebih awal daripada saat pengundangannya, dengan demikian nomor 155 Ketentuan Peralihan itu menegaskan tentang larangan asas retroaktif.

The Hindu, Buddhist and later Muslim faith travelled to Indonesia from the shores of India. The Indonesian folk art and dramas are based on stories from the great epics of Ramayana and Mahabharata. The shared culture, colonial history and post-independence goals of political sovereignty, economic self-sufficiency and independent foreign policy have unifying effect on the bilateral relations. Political Relations During our respective struggles for independence, the national leaderships of India and Indonesia led by Jawaharlal Nehru and President Sukarno collaborated closely in supporting the cause of Asian and African independence and later laid the foundation of the Afro-Asian and Non-Aligned Movements at the Bandung Conference in 1955. Since the adoption of India’s ‘Look East Policy’ in 1991, there has been a rapid development of bilateral relations in political, security, defence, commercial and cultural fields. The current Government wants to further deepen the relationship with East Asia and has therefore rightly titled its policy as “Act East”. State Visit of President Yudhoyono in January 2011: During the State Visit of President Mr S. B. Yudhoyono to India in 2005, the two countries signed a Joint Declaration on Establishing a Strategic Partnership. In January 2011, President Yudhoyono visited India as the Chief Guest on the occasion of India’s Republic Day. During the visit, 16 Inter- Governmental Agreements were signed which included an Extradition Treaty, Mutual Legal Assistance Treaty, an MoU on Establishing a Biennial Trade Ministers’ Forum, an MoU on Cooperation in Oil and Gas, an MoU on Science and Technology Cooperation, and a Cultural Exchange Programme.

The first is to enhance justice for the people in the region. Secondly, to expanding and increasing the participation of local communities in national life. The process to form this state institution is done by amending the 3rd amendment of the 1945 Constitution of the Republic Indonesia. However, in doing that amendment there was an internal conflict within the body of DPD-RI involving the old and the new leaders of this institution last year. The length of leadership tenure which was initially made 5 years was amended to became 2.5 years. The different length of leadership tenure was then canceled by the Supreme Court and it was decided to be the same as other institution such as The People’s Consultative Assembly and The House of Representative in that the leadership tenure should be in accordance with the electoral cycle of 5 years.
