CDD 355.357 Apresentação Almirante de Esquadra (FN) Almirante de Esquadra Alexandre José Barreto de Mattos Eduardo Bacellar Leal Ferreira Comandante-Geral do Corpo de Comandante da Marinha Fuzileiros Navais O “Seminário Internacional 13 anos do Brasil na MINUSTAH: Lições aprendidas e novas perspectivas”, ocorrido em novembro de 2017, na Escola de Operações de Paz de Caráter Naval, teve como propósito analisar a participação brasileira na Missão das Nações Unidas para a Estabilização do Haiti, identificar as principais lições aprendidas e apresentar as perspectivas para as Operações de Paz do Brasil. Organizado por iniciativa da Marinha do Brasil, por meio do CFN e com apoio do Ministério da Defesa, em parceria com a Organização das Nações Unidas (ONU), a Academia Brasileira de Letras (ABL) e a Pontifícia Universidade Católica do Rio de Janeiro (PUC-Rio), o seminário, que reuniu especialistas civis e militares, brasileiros e estrangeiros, diplomatas e acadêmicos, promoveu um importantíssimo debate sobre os principais aspectos da MINUSTAH, que representa um marco na história da participação brasileira em Operações de Paz, assim como o maior emprego de força militar pelo Brasil desde o fim da Segunda Guerra Mundial. O indiscutível sucesso da atuação brasileira, envolvendo mais de 37 mil militares de nossas Forças Armadas, por si só, já repre- senta um grande feito, sendo motivo de orgulho para todos nós. Para a Marinha do Brasil, o assunto tem importância capital. A participação de membros do Almirantado como coordenadores e palestrantes nos diversos painéis do seminário refletiu, de for- ma inequívoca, o comprometimento da Força com as Operações de Paz, cuja primeira atuação brasileira remonta à década de 40, quando o então Capitão-Tenente John Munro atuou como Obser- vador nos Bálcãs. 13 anos do Brasil na MINUSTAH: lições aprendidas e novas perspectivas Antes mesmo do mandato da MINUSTAH, os Fuzileiros Navais estavam presentes para proteção da Embaixada Brasileira e evacuação de não combatentes. Com o início da missão, os militares passaram a atuar segundo suas características de força estratégica de pronto emprego e de caráter expedicionário, compondo os Grupamentos Operativos dos 26 contingentes brasileiros, atuando com profissionalismo em todo o espectro das operações militares. Em 2004, a utilização dos navios da Marinha do Brasil, em um esforço conjunto com a Força Aérea Brasileira, permitiu o deslocamento, em curtíssimo espaço de tempo, de todo o contingente brasileiro para aquele país, incluindo pessoal, material e equipamentos. Isso demonstrou a capacidade de mobilização e projeção de poder do Brasil. Hoje, mesmo após o término da MINUSTAH, a Marinha do Brasil exerce importante protagonismo no cenário internacional, com um Almirante brasileiro no comando da Força-Tarefa Marítima da UNIFIL, a bordo do navio Capitânia, sendo o único país não integrante da OTAN a comandar uma força-tarefa no mar. Assim, o presente livro, utilizando-se de artigos, transcrições e outros textos, produzidos, preponderantemente, com base nas apresentações realizadas no “Seminário Internacional 13 anos do Brasil na MINUSTAH: Lições aprendidas e novas perspectivas”, tem como propósito consolidar alguns dos principais aspectos desse período histórico das Operações de Paz brasileiras, permitindo perpetuar as experiências e os ensinamentos obtidos, além de abrir o horizonte para perspectivas futuras em possíveis novas operações. Por fim, parabenizamos a Escola de Operações de Paz de Caráter Naval pela forma como organizou e conduziu o Seminário, sendo a ela creditado todo o sucesso alcançado. Dentre outros aspectos, destacam-se o sucesso obtido pela Força de Paz na estabilização daquele país, o grande efetivo de militares brasileiros que participaram da operação, atingindo marca superior a 37.000, o fato do Brasil ter mantido a liderança do contingente militar durante toda a longa duração da missão, a realização de operações conjuntas e multinacionais, a forte interação entre atores civis e militares, o grande engajamento regional (em 2014, mais de 79% tropas eram oriundas de países da latino-americanos), e o mandato, amparado no Capítulo VII, que demandou ações em todo o espectro das operações militares, incluindo o uso da força. Assim sendo, a presente obra, concebida sobretudo com base nas apresentações realizadas durante o Seminário Internacional “13 anos do Brasil na MINUSTAH: Lições aprendidas e novas perspectivas”, procura apresentar e debater importantes reflexões sobre período tão importante da nossa história recente. Nos dias 28 e 29 de novembro de 2017, o Seminário, promovido pela Marinha do Brasil, em parceria com a Organização das Nações Unidas (ONU), a Academia Brasileira de Letras (ABL) e a Pontifícia Universidade Católica do Rio de Janeiro (PUC-RIO), reuniu, no Centro de Instrução Almirante Sylvio de Camargo, civis e militares, acadêmicos e diplomatas, que tiveram participação ativa durante o processo ou que se dedicaram ao estudo das operações de paz. Assim, este livro, organizado no âmbito da Escola de Operações de Paz de Caráter Naval (EsOpPazNav) busca retratar e perenizar 13 anos do Brasil na MINUSTAH: lições aprendidas e novas perspectivas as experiências de um momento tão intenso, de modo a permitir extrair importantes lições aprendidas e identificar perspectivas para a atuação futura do Brasil em operações da mesma natureza. Ms. Amos expressed her concern about the lack of protection for civilians, and emphasised the continuing need for humanitarian assistance. “The daily reality for many people in this province is immensely difficult. Armed men regularly attack villages, looting, raping, maiming, killing, kidnapping, and burning the villages before leaving,” Ms. Amos said. “This forces entire communities to live in a perpetual flight mode, relying on humanitarian assistance for their survival.” Since 2009, over half a million internally displaced people have returned to areas as they become more stable, but an even greater number have since been newly displaced elsewhere. Sexual violence, mostly committed by armed groups, remains a huge problem. Thousands of incidents are reported in North and South Kivu every year. “Sexual violence is only one symptom of a much deeper problem. Entire communities are being deprived of their right to a dignified life,” said Ms. Amos. Humanitarian operations are heavily affected by insecurity. In 2010, 200 incidents affecting humanitarian workers were recorded in the two provinces, compared to 179 during 2009. Over 80 per cent of these involved non-governmental organizations (NGOs), which are crucial partners of the United Nations in providing humanitarian aid.

Haut-Uele and Bas-Uele districts are the scene of brutalities committed by the Ugandan armed group Lord's Resistance Army (LRA). The LRA has killed nearly 2,000 civilians and abducted nearly 3,000, including an estimated 1,500 children in these districts since December 2007. In the village of Bangadi, located approximately 50 kilometres from the border with Southern Sudan, Ms. Amos heard harrowing testimonies from survivors, who had been abducted by the LRA. “The LRA continues to commit atrocities against civilians, and those who have been displaced have no prospect of going back home any time soon,” said Ms. Amos after her visit. “The LRA are brutal. They have mutilated and killed many local people, and hundreds of kidnapped children have never returned.” Only a few hundred LRA fighters are estimated to be in the DRC. But despite their relatively small number, the insecurity and humanitarian impact of their presence is enormous. The limited road access in the Uele districts renders humanitarian operations difficult and costly. The LRA has caused the displacement of almost 300,000 people in the DRC alone. In addition to the DRC, the LRA has attacked civilians in Southern Sudan and the Central African Republic (CAR), as well as in Uganda.

Ö 521 children demobilised from armed groups and forces since February 2007. Ö 411 incidents of mine and unexploded explosive ordnance (UXO) recorded since 2005. Ö Consolidated Appeals Process mid-year review launched. Context Eastern Chad continues to be affected by deteriorating security with persistent bandit attacks and sporadic clashes between armed groups. On 14 May, two gendarmes working for the governmental body in charge of the security of camps (CNAR) were killed and another one injured in a bandit attack 3km from Touloum camp (Iriba). One of the bandits was arrested by the police. On 25 May, clashes between elements of armed groups in the Am Naback (Iriba) refugee camp resulted in four refugees being wounded. Since the beginning of the year, around 40 cases of attacks targeting humanitarians and partners (including five fatal cases) in eastern Chad have been registered. To minimise logistical constraints caused by the onset of the rainy season, humanitarian actors have continued to pre-position food and non-food items in their areas of intervention despite the limited resources.     UNITED NATIONS NATIONS UNIES Humanitarian Action in Chad: Facts and Figures Snapshot Report, 16 April 2008 Refugees and related humanitarian action Overview Sudanese refugees ¾ There are currently over 250,000 Sudanese refugees in Chad. Over 243,000 are hosted in 12 camps in the country’s east. ¾ During the month of February, when several areas of West Darfur were heavily hit by armed conflict, over 13,000 Darfurians fled to Chad’s eastern town of Birak and surrounding areas, approximately 60 km east of the town of Guereda. During March, the Office of the United Nations High Commissioner for Refugees (UNHCR) has transferred 5,357 of these newly arrived refugees from Birak to Kounoungou refugee camp, near Guereda. In the coming weeks, the UNHCR will offer transport to more refugees to Mile refugee camp, also near Guereda. Upon arrival, refugees are being provided with tents and non-food items, including mats, blankets, jerry cans, kitchen sets, mosquito nets, and hygiene articles. Work is ongoing to extend the camps, and to install additional water points. Once arrived to the camp, refugees have access to the assistance and protection provided through all projects implemented by UNHCR’s partners. Those refugees who choose to stay at the border are receiving protection assistance. Protection monitoring teams have also been deployed to the border to provide advice to refugees in need, to register families for relocation, and to follow up on vulnerable individuals including separated children. ¾ The response programme of UNHCR for the refugees is based on the principle of ensuring the safety and dignity of refugees, thereby comprising four main pillars: protection; socio-economic well-being; self-reliance through income generation and skills-training; and promotion of community-based approaches for coexistence with the host communities.
