Country Profile Republic of Niger Giraffe Conservation Status Report Sub-region: West Africa General statistics Size of country: 1,267,000 km² Size of protected areas / percentage protected area coverage: 14% (Sub)species West African or Nubian giraffe (Giraffa camelopardalis peralta) Conservation Status IUCN Red List (IUCN 2012): Giraffa camelopardalis (as a species) – Least concern Giraffa camelopardalis peralta – Endangered In the State of Eritrea: West African giraffe are fully protected under Niger’s ‘Loi N° 82-002 du 28 Mai 1982 portant reglementa- tion de la chasse’ (Law No. 82-002 of 28 May 1982 regulating hunting) and may not be hunted. Issues/threats Once widely distributed across the Sudano-Sahelian Zone, from Senegal to Lake Chad, West African giraffe (Giraffa camelopardalis peralta)1 have been eXtirpated from most of their former range as a result of anthropogenic pressure (Hasannin et al. 2007; Ciofolo & Le Pendu 2002; Le Pendu & Ciofolo 1999; Ciofolo 1995; Dagg & Foster 1976; Happold 1969). Population growth, civil unrest, illegal hunting, habitat alteration, destruction and fragmentation as well as a series of intense droughts have all contributed to the dramatic decline in the distribution and range of West African giraffe (Hasannin et al. 2007; Suraud & Dovi 2007; Niandou et al. 2000; Le Pendu & Ciofolo 1999; Ciofolo & Le Pendu 1998; Ciofolo 1995; Dagg & Foster 1976; Happold 1969). This session will highlight the efforts of three countries to leverage cash transfer programs for the delivery of additional services that enhance human capital and nutritional outcomes toward a more holistic approach. These interventions are particularly focused on children and youth both in terms of early childhood development, and the facilitation of productive employment for young people. A key element in all programs is the ability to expand underlying delivery systems to efficiently incorporate these new services. Country Cases Djibouti Originally structured as a short-term response to the negative impacts of the financial crisis, an innovative Social Safety Net Program with a particular focus on women has been developed and implemented in Djibouti. The SSN program links employment creation opportunities to the improvement of nutrition practices. -

Tahirou with Hamissou Rhissa, Falmata Hamed, Hamadou Goumey, and Idi Mahamadou Mamane Noura January 2016 • The system of teacher deployment and distribution is undermined by the personal interests of Key teachers. messages • There is a lack of incentives for administrators or political leaders to uphold the formal rules of teacher deployment and distribution. • There is a lack of regulations, accountability mechanisms and sanctions governing the distribution of teachers. • Parents and pupils who could benefit from a more equitable distribution of teachers lack influence over the system, may lack the means to engage in the problem, and are more likely to find individual solutions. • Collective action for better public education is rare. Most instances of collective action related to education are either teachers’ unions seeking high teacher wages, or local communities working together to manage a schools’ resources, usually led by an NGO or government initiative. While teachers’ unions state that they may call on their members to respect the placements which they are given, collective action by unions or communities does not directly address the problem of teacher distribution. • The problem of teacher distribution is systemic and is maintained by misaligned political and financial incentives within the education system. The recommendations suggest a reform to the system which would alter incentives and motivate changed behaviour over the deployment and transfer of teachers.
