AC KNOW LEDG MENTS I Had the Privilege of Living in the Three AC KNOW LEDG MENTS I had the privilege of living in the three largest cities in Indonesia during the fi rst twenty- fi ve years of my life. I was born in Medan the same year Suharto came to power. My family moved to Surabaya when I was sixteen and, after completing my architectural engineering degree, I moved to Jakarta and worked there. Out of these three cities, however, Jakarta was the one I knew the least, and this is largely because I only lived there for less than two years before I left for graduate study in the United States, thanks to a Fulbright award. Like other recent migrants to the capital city, I knew of the vast opportu- nities Jakarta off ered but had diffi culties in making sense of a city, which in the early 1990s, was changing far more rapidly than the two cities of my youth. Today, every opportunity to visit my family in Jakarta is also a reencounter with the continuing rapid change of the city and its impact on people’s lives. Little did I realize that my frequent visits would both deepen my understanding of the city and limit my view of Indonesia. I have learned to see Jakarta as the Indonesia I have come to know, and therefore most of my academic work thus addresses aspects of the city’s po liti cal cultures, with a degree of ignorance about other places. The main reason, I think, has to do with the fact that the capital city is still the core of Indonesian life and the center of rapid change, for better and worse. Furthermore, the majority of my extended family and many of my friends and schoolmates from Medan and Surabaya have moved to Ja- karta and made the city their home. These factors perhaps have made it impor- tant to me that I write about Jakarta in order to make sense of the city. After the New Order could be seen as part of my continuing conversation with the city, a loose successor to Behind the Postcolonial and The Appearances of Memory. Like the previous books, After the New Order is discursive in its choices of topics, but its narrative structure progresses in a direction that indi- cates both changes from and continuities with the previous po liti cal order. Readers will notice that I have or ga nized the chapters using terms associated with Fernand Braudel. The notions of longue durée and “conjunctures,” for in- stance, I owe to Binghamton University’s Fernand Braudel Center where I at- tended many seminars as a graduate student in the 1990s, picking up ideas to think about linkages between diverse yet simultaneous phenomena, espe- cially from those presented in the “Culture and the World- System” series or- ga nized by my mentor, Anthony D. King, and Ali Mazrui. The infl uence of this attendance is not so much the adoption of a world- system approach to ix x ac know ledg ments Jakarta, but rather a sense that the worlding of the city might be linked to currents in postcolonial studies and Foucauldian discourse analysis in vogue at the time. While I can locate my intellectual subjectivity in this past learning experi- ence, it is far more diffi cult to recapture the infl uence of diff erent people whom I have had the opportunity to meet since then who have shaped the present work. So as with my previous works, I owe a debt of gratitude to friends and colleagues, old and new, who have supported my work. Finally I dedicate this book to the memory of Wastu Pragantha (Pak Tjong), whom I fi rst met in 1990 soon after I moved to Jakarta and worked as his teach- ing assistant at Tarumanagara University. We were good friends right up until his death. I turned to him for discussion during every fi eld trip. His generosity allowed me to fi nd a way of seeing and also living the world of Jakarta. Pak Tjong was a classmate of the leading developer, Ciputra, and worked for the legendary Governor Ali Sadikin, two of the most infl uential as well as contro- versial fi gures who have occasionally formed part of my critical stories of Jakarta. In August 2010, Pak Tjong took me to the City Hall, which he helped design, and where he worked for many years. Throughout the many years of our friendship, he was always generous and open to my reading of the city and its people, pointing out my reductive accounts but also continuing to encourage my writing about the city. He would have been keen to see the result of our lat- est fi eld trip, which turned out to be our last, and my depiction of his Jakarta City Hall that appears as the fi rst chapter in this book. Four months after this book manuscript was delivered to the publisher, card- carrying residents of Jakarta elected a new governor. Joko Widodo, previ- ously the mayor of Surakarta, defeated the incumbent Fauzi Bowo. Popularly known as Jokowi, this unassuming, populist leader and his vice governor, Ba- suki “Ahok” Tjahaja Purnama, are both known as upstanding politicians. They are now expected to manage the complex city of Jakarta, which is plagued by fl ood, corruption, and debilitating traffi c, and is divided by socio-economic xii ac know ledg ments disparity as well as occasional ethnic or religious confl icts. So far they have been doing exceptionally well— giving citizens hope that a new time has fi nally arrived. They seek to bring the social into the consciousness of urban subjects by overcoming uneven development, unfairly distributed public ser vices, and a divided city. One could say that they seek justice within the time of capital. It is however, still not clear what kind of space will be produced in their construc- tion of a new time after Suharto..

Wacana ini bisa dianggap sebagai jalan keluar dari kegaduhan politik yang ditimbulkan akibat pemilihan gubernur (pilgub) DKI Jakarta. Pilgub DKI Jakarta bermuara pada iklim politik yang tidak sehat. Polarisasi masyarakat semakin menguat dan itu tidak hanya terjadi di DKI Jakarta tetapi seluruh pelosok negeri. Masyarakat yang secara politik tidak terkait dengan DKI Jakarta pun turut ambil bagian dalam memanaskan situasi politik. Instabilitas politik di DKI Jakarta bisa berdampak pada instabilitas ekonomi. Tulisan ini berusaha menelaah wacana pemilihan gubernur DKI Jakarta oleh presiden dengan menggunakan konsep desentralisasi asimetris. Ada dua mekanisme yang bisa digunakan, yakni mekanisme “minimum demokrasi prosedural” dan “zero demokrasi prosedural”. Studi literatur digunakan untuk menyintesiskan data-data dan argumentasi yang dibangun oleh penulis. Harapannya, tulisan ini bisa memberikan pemikiran dan alternatif baru dalam khazanah ilmu politik, khususnya dalam kajian mengenai pemilihan kepala daerah. Without a doubt, Jakarta has increasingly become the major core of the agglomeration processes transforming it and its satellite cities into a Mega Urban Region (MUR). This paper traces historically the interactions between migration, ethnicities and local politics in Jakarta from the 1960s to the 2000s focusing on the latest development, in which the phenomenon ‘Ahok’, the nickname of Basuki Tjahaja Purnama, a Chinese-Christian from the small district of Belitung, has become an increasingly popular Governor of Jakarta. The paper argues that through the recent developments in Jakarta the politics have apparently been transformed into more civic, rather than ethnic politics. The nature of Jakarta as a proliferating migrant city transcends narrow cultural identities as well as conventional party politics into a more active citizenry through the widespread use of social media.     BAB III HASIL PENELITIAN DAN PEMBAHASAN Provinsi DKI Jakarta memiliki kondisi geografis lautan yang lebih luas dari daratan sehingga memiliki potensi sumber daya laut yang cukup besar, yakni berupa sumber daya mineral dan hasil laut. Sumber daya mineral yang dihasilkan, tepatnya di Pulau Pabelokan, Kepulauan Seribu, berupa minyak bumi dan gas mulai dieksploitasi sejak tahun 2000 dengan rata-rata kapasitas produksi sekitar 4 juta barel per tahun. Kekayaan laut yang dapat dieksploitasi berupa ikan konsumsi dan ikan hias. Selama lima tahun terakhir, tiap tahunnya rata-rata produksi ikan konsumsi mencapai 123 ribu ton dan produksi ikan hias mencapai 59,86 juta ekor.1 Pantai Utara Jakarta atau yang biasa dikenal dengan Teluk Jakarta adalah sebuah kawasan perairan yang kaya berbagai macam hasil laut seperti laut-laut umumnya di Indonesia. Tidak bisa dipungkiri perairan teluk jakarta ini menjadi pemasok kebutuhan ikan bagi masyarakat Jakarta, selain itu banyak sekali masyarakat yang tinggal di pesisir Teluk Jakarta berprofesi sebagai nelayan yang menggantungkan hidupnya di Teluk Jakarta tersebut.2 Reklamasi Pantai Utara Jakarta tidak lepas dari adanya kontroversi yang telah menarik perhatian masyarakat secara luas.     Efektivitas Koalisi Gemuk Parpol Pilkada DKI Jakarta 2012 Achmad Syarkowi Jazuli. Abstrak Pertarungan Jokowi-Ahok dan figur incumbent Fauzi Bowo-Nachrowi dalam pilkada DKI Jakarta tahun 2012 lalu dianggap sebagai toggak penting dalam pemilihan kepala daerah di Indonesia. Kekalahan koalisi gemuk Fauzi Bowo menjadi bukti bahwa oligarki partai dapat dikalahkan sosok Joko Widodo. Dengan menggunakan teori Arennd Ljiphart, dapat diketahui bahwa koalisi gemuk yang dibentuk Fauzi Bowo tidak sekuat koalisi yang diciptakan Joko Widodo. Mesin Partai dalam koalisi gemuk tidak berjalan karena sikap pragmatis partai yang berakiibat keputusan elit partai tidak diikuti kader dan simpatisan. Hasilnya Fauzi Bowo dengan koalisi gemuknya gagal meraup suara diputaran kedua. Kekalahan Fauzi Bowo dapat dilihat bahwa pemilih di Jakarta semakin cerdas karena pudarnya kekuatan partai dalam mempengaruhi pemilih dalam pilkada. Kata kunci : Pilkada, koalisi gemuk, partai politik, oligarki partai Abstract The previous election race between Jokowi-Ahok and the incumbent Fauzi Bowo-Nachrowi on Jakarta governor election on 2012 has made significant turning point on Indonesia’s local election. The failure of the big coalition of Fauzi Bowo has proven that party’s oligharcy system may not work against the the figure of Joko Widodo. Applying Arennd Ljiphard , it is shown that big coalition established by Fauzi Bowo were not as strong as Joko Widodo’s. The political machines within the coalition has not worked as expected due to pragmatic behaviour shown by party elites which in turn has not managed to draw many support among the party loyal followers. This election clearly used religious and ethnic populism strategy that divided Jakarta citizens into two groups: A Muslim Governor’s supporters Vs. Incumbent`s supporters. The root of the Muslim governor’s supporters was the rejection of some Islamic organizations against the rise of Chinese-Christian Incumbent Governor – Basuki Tjahaja Purnama or “Ahok”. This sentiment found a momentum when Ahok was accused of blasphemy against Islam that provoked Muslims furious. Moreover, Anies Baswedan became a successful candidate utilizing the sentiments and used mosques to echo the resistance against non- muslim Governor candidate.     Evictions in Jakarta Through the Lens of the Media Tassaya Charupatanapongse and Andrew Jarvis 99 Evictions in Jakarta Through the Lens of the Media Tassaya Charupatanapongse and Andrew Jarvis Abstract: Studies of evictions in Jakarta often focus on the evictions process, its impacts, and the justifications given by the Jakarta administration. However, these studies often fail to discuss the role that the Indonesian mass media plays in facilitating the discussion surrounding evictions. To address this gap in research, we use a traditional qualitative discourse analysis and Wordle, a visualization tool, to analyze The Jakarta Post’s news articles over a twenty-year period. From this analysis, we conclude that evictions in Jakarta are justified by a need to dredge rivers, that replacement housing remains a common form of compensation, and that resistance methods increasingly involve legal means. Furthermore, we offer a step towards understanding the past and current state of evictions in Jakarta. Today, Jakarta has become synonymous with displacement as the government evicts residents to accommodate the increasing demand for land. The Indonesian government, namely the governor of Jakarta, has authority to decide when, where, and how evictions, which disproportionately impact the urban poor, are executed in the city.

    BAB I PENDAHULUAN I. 1. Permasalahan Penelitian Perkembangan dunia media sosial memiliki pengaruh terhadap kehidupan manusia. Kehadiran media sosial telah meleburkan ruang privasi seseorang dengan publik, sebab berbagai kegiatan masyarakat tidak terlepas dari media sosial. Fenomena penggunaan media sosial secara berlebih, telah terjadi di sejumlah kalangan. Hingga tahun 2018, terdapat 3 miliar orang atau setara 40% populasi dunia menggunakan media sosial, dengan menghabiskan rata-rata 2 jam setiap hari untuk membagikan, menyukai, hingga memperbaharui perangkat (Brown, 2018). Terdapat kaitan antara penggunaan media sosial secara berlebih dengan bagian fungsi otak yang mengelola perasaan senang dan bertugas memberi sensasi kepuasan atas pencapaian reputasi sosial, oleh karena hal tersebut muncul sikap penggunaan internet secara kompulsif (Sulaiman, 2015). Keberadaan media sosial membuat peredaran informasi di masyarakat kian sulit terbendung. Tingginya tingkat penggunaan media sosial, menjadikan konten apapun dengan cepat akan diketahui banyak orang. Media sosial merupakan bagian dari media komunikasi yang digunakan masyarakat pada zaman modern ini, sehingga dapat menjadi wadah untuk free speech dimana para penggunanya tidak dibatasi saat membagikan apa yang terjadi pada mereka, atau mengunggah berbagai peristiwa di sekitar mereka (Maria, 2018). 1 Salah satu media sosial yang memiliki jumlah pengguna terbesar saat ini ialah instagram. Dirilis perdana pada Oktober 2010 di Apple App Store oleh perusahaan Burbn, Inc, aplikasi instagram berhasil memikat para penggunanya. Survei yang dibuat oleh firma penelitian pemasaran GlobalWeb Index, yang dilakukan di 32 negara dengan jumlah responden hingga 170 ribu orang, menunjukkan ketimpangan antara pengguna baru facebook yang hanya 3%, sementara instagram mencapai 23%. Hal ini membuat facebook pada tahun 2012 mengakuisisi instagram (Nistanto, 2014). Selain presentase jumlah pengguna baru, ada pula pertumbuhan pengguna aktif bulanan atau monthly active user instagram, yang mencapai 1 miliar pengguna pada bulan Juni 2018.
