1.0 OPEN ENDED COMMENTS . Study on commuter rail along coridor could help relieve congestion as well as reduce the regions carbon footprint more effectively than expanding . . I am strongly opposed to paying tolls for what should be a public . I would be in favor of raising taxes as an alternative to toll roads. . Widen 288! Use common sense. Tolls can cause gridlock too! . Will this new be like beltway 8 where we have paid for it 3 times and more. . Thank you for at least starting to address this need. I have lived in Pearland for 30 years an I am considering moving because of the and congestion. No plan will not be an option, and just acknowledging that there is a problem and saying oh well is not an option. . make to get on beltway 8 from sh 288 . The Hardy Toll Road is approx. 26 miles and costs about $2.60 to drive from Downtown Houston to Montgomery County. I consider that to be a reasonable fee. Anything over $2.50 on Hwy 288 from Hwy 6 to US 59 would be cost prohibitive. The state already owns the right of way and should partner with Metro to limit the cost. . I don''t mind tolls if they''re reasonable. Toll roads should revert to standard roads once paid off!! They shouldn''t be a continuous source of taxes and revenues!! I voted for the initial creation of the toll road authority on the basis that it would go away eventually!!! . I''d rather have a rail system in place to carry a lot more people and cut down on emissions. Tnere are too many on the road with ONE person in them! Houston has to increase it''s mass transit system! I''d ride a train everyday to work if it was available! Wake up Houston! . I would prefer to have mass transit as an option(train or park and ride) but express lanes would greatly improve traffic flow into Houston. . We need feeder roads because the backups are caused due to entering and exiting . Tolls are fine, but they never go away, even after the improvements they "pay" for are long paid off. . 2 STEPS TO MAKE 288 COMMUTE BETTER: 1. create a feeder, and get rid of as many merging lanes as possible. 2. increase and impose speed limit during rush hour, especially on the outer 2 lanes. there''s way too many people on their phones texting in the left going 55mph. more lanes won''t fix that!!! . please do not build a toll road on 288, it will be a nightmare just like 10 . It is a crime that there is no mass transit in this corridor. Just by extending Metro or light rail to Broadway or 288 could take as many as 400 cars per hour off the road. . In addition to toll lanes this project should add at least two free lane each direction. Also the Feeder should be extended from the beltway all the way to 610 each direction. There is open land in both directions to make this happen. No other main HWY going in/out of Houston has less than four free lanes in addition to a toll lane. To say that Brazoria County is one of the highest growing populations in TX, we should at least have the same amount of lanes if not more than the Katy express way. . I think toll express lanes are a waste of valuable lane space. People don''t use them. I won''t use them. 288 has some definite bottleneck points that can be addressed through proper lane planning, making the toll express lanes unnecessary. Bottom line: I would much prefer the road to be properly designed, and I WILL refuse to use a toll lane. . If the lanes are toll lanes they need to be very reasonable in cost, i.e., < .50 for traveling North in the mornings and < .50 for traveling South in the evenings. Otherwise don''t tear up SH 288 and create more of headache to drivers with ongoing construction. That is crazy. . Give us the toll way already. . we pay taxes which are suppose to build our roadways..tolls seem like a money grab . please help the congestion. public transportation would be great! . My daily travel time on 288 varies significantly. In order to have a more consistent commute time, I have had to alter my working hours so that I can leave my house later to avoid significant delays in the morning. I am very much in favor of more reliable, dependable commute times and am willing to pay the required toll fees to ensure a more consistent schedule in the mornings. . I would NOT want 288 to become a jungle similar to I‐10. The beauty of the project should be highly concidered ‐ IE ‐ Trees / Plantings / Grass / Green Space.

. I would love to see a Park & Ride in Pearland (FM 518 & Hwy 288) as this will alleviate the morning traffic as well as being more environmental friendly. Also, if we can have an HOV lane on 288 it will definitely help with the traffic as well. . I leave my house do early to avoid the congestion that starts after 0600. . I am expecting a HOV lane instead of toll lane for 288. . Would love to have some type of park and ride option in this area. . Increase number of on‐ off ramps and always have U turn at every . . I would like a lane increase, but do not support the toll ways. If there could be more lanes as part of the it would loosen up the congestion. However, I feel that the toll road will not loosen the congestion significantly because very few people will be using it since they have the option to drive without paying a toll.‐ EXAMPLE: katy freeway toll road isn''t used as much as the actual freeway. . I dont believe toll lanes are the best option for 288.A lot of traffic is slowed down by traffic enforcement in the afternoons on 288.also a lot of people coming from pearland going to the medical center. I think a mass transit option would help traffic more then toll lanes. . Light rail it. Reliable and widespread public transportation needs to be supporteed for health, evironmental and energy dependency needs. . I would only pay a minimal fee on a daily basis to use the toll. It is not worth $30 or more per month for me to save 10 or 15 minutes. . service roads needed now. . The Texas Lottery was approved with the understanding that the income from ticket sales would be used for Education & Texas Roads. Where is that $ going to? . Has lite rail been considered? . I strongly feel transportation dollars being used for the Grand (Hwy 99) should be re‐focused for improving Hwy 288 and reducing congestion to the Houston CBD. The Grand Parkway will result in increasing urban sprawl and environmental harm. Hwy 99 Segment B and C are wastes of limited transportation dollars. Thanks . Can''t we just paint in a HOV lane in the shoulders for free travel for carpoolers? . Where 288 splits into 59 and 45 ‐ those lanes need to be restripped BADLY. When it rains, drivers cannot distinguish where the lanes are and I have nearly been sideswiped several times. These lanes have been like this for the past three years. This is a safety concern and traffic hazard. . Why not a regular HOV lane? . Some sort of rail or bus service would be far preferable to the addition of toll roads. . The growth of the area indicates that more is needed than just adding some one‐way, part‐time tollways. While the quickest option to provide some traffic relief would be best to implement soon, the entire corridor needs massive improvement to supprot the current population and forecast future expansion. The primary option for which should not be limited to tolls. Unless I can get on the free at the closest entrance to my house and be guaranteed I won''t hit the pedal before getting to my exit, I would not consider a tollway a preferred option. Instead it would be a considered alternative based on conditions of the situation. . Just add an additional regular lane in each direction between Hwy59 and FM518 (in Pearland) on 288. DO NOT ADD A TOLL LANE ‐ I WILL NOT USE IT. I''d rather pay an extra $.05 in gas taxes on every gallon than pay a toll to drive on a freeway. . This hasn''t worked on Katy Freeway. Why are you blindly trying to apply it here? How about a park and ride to TMC? How about true frontage roads with proper highway exits between hwy8 and 610? Meaning, proper accl. and deaccl. lanes for traffic to merge onto 288. I just see more of the same ignorance with this project. . If you make the tolls to high people will not use them as there are still alternate ways into Houston. . this is just another tax for something we already pay taxes for‐‐stop wasting our taxes on other unnecessary items and use our existing taxes to build the road. Do you government people not have to pay taxes too? You are going to break the bank soon and then where will government be? . Tolls would need to be reasonable. For example, the SH130 tollway got a lot more traffic when they lowered their tolls for a period of time. The most I would pay to go from Mchard Rd to 610 would be $1. . I am not sure putting another toll road is the answer to the traffic problems here. The road is too narrow for the number of people who live in this area. Taxes are also already very high there already. Good luck introducing another new tax to help pay for the road. The city has exploded since the initial development and surely there is enough tax money from increased residency to pay for expanding the road. Nearly everyone there commutes into the city. . I would rather see a train running every 15 minutes to downtown than spend a billion dollars on more highways that will have to be maintained, feed sprawl, and add more smog. Of course, more lanes is better than nothing... . thanks for asking us through this questionnaire. . It is criminal that there is no mass transit on 288. Buses or light rail could remove as many as 400 cars an hour from this route!

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D2

. Poor traffic planning seems to be most of the problem, not ready for the population growth south of houston. Dah. . take a lane or two from southbound 288 for traveling in the AM towards downtown. then switch, take a lane or two from Northbound traveling in the PM towards south to SH 6. . Mass Transit, please. There are so many single‐person commuters on 288. Why can''t we have mass transit to Brazoria County? Even if it took me LONGER to get to and from work, if I had a reliable way to use mass transit, and there was a schedule that gave me at least one mid‐day option to leave work, as well as rush hour commute, I would use it every week. Perhaps not 5 days/work week, but I can imagine very few weeks indeed in which I wouldn''t use the concept at all. Rather than encouraging more traffic, let''s do something to ACTUALLY reduce it! . I personally feel the toll roads are a good idea, but more effort should be placed on adding HOV lanes because there are several people from my office who have talked about carpooling but there is no benefit for doing so (we cannot use an HOV lane and reduce travel time so why bother). Also, several of us have talked about having park‐and‐rides along 288 and taking a commuter bus into town. The bus option would be even better if you combined the park and ride commuter buses with a new HOV lane. . Some days I spend 40 ‐ 50 minutes on 288 to go 5 ‐ 7 miles (to work, the build‐up is McHard to Airport and on the way home from work ‐ OST to Airport are very conjested). Any expansion to improve these areas would be greatly appreciated. . We desperately need an on‐ramp directly to/from Beltway 8. It is insane that everyone has to exit and sit through a traffic light to go from 288 to the Beltway or vice versa. Pearland is the third largest city surrounding Houston now ‐ please update the roads to match! . Please start ASAP. There''s no reason not to add 5 or 6 lanes to 288, each way. There''s a ton of room on both sides of the freeway. Also please move the FM 2234 exit on the southbound side of 288. People keep slowing down to go up that over BW8 and it backs up the traffic at that exit. . glad to hear about the express lane on 288. If fees are too high i will continue driving on the regular lane. Regular lanes are still getting people to work. . We pay taxes for road maintenance. Because money is spent foolishly, you demand we pay tolls. Stop being crooks. . The state is to use the dollars we pay for registration on our vehicles as well as taxes on fuel to fund road improvements. Because those taxes have been diverted the government is looking for new funding. Please cut your spending just as I do in my own budget. . Traffic congestion is horrible from 518 through to downtown during rush hours. Something needs to be done . Please initiate a better way for drivers on 288. Expanding the lanes or starting tolls are good ideas. Pease don''t make them so expensive that no one wants to use them and so cheap that it gets just as congested as regular lanes. Thank you for considering an option. . Yea, I have lived in the pearland area for over 22 years and have heard of improvements to 288 for almost as long. Good luck i will be retired by the time you all figure out what you need to do with this traffice problem. . Yes, yes, and yes! We desperately need traffic solutions on the 288 corridor. Development continues to grow south of the Beltway and quality of life is negatively impacted by the horrendous traffic. When school starts on August 27, traffic will TRIPLE! Yes, yes, and yes to toll lanes! . Looking forward to have express lanes on SH288.... just don''t get crazy on the toll fares ;) . Please look into a light rail to the Medical Center or even to the airport‐ I think that will cut down on congestion. A toll‐way BOTH directions will be better. . Traffic south bound in the evening between the south loop 610 and the south belt that it is actually faster to exit on and off the freeway. Addition of a feeder road for local traffic would help ease some congestion along with a better on and off of the beltway would also help. . need park & ride..not toll road . Please find a solution for this before I retire. I would not like a park and ride. It is not a long route between the medical center and Pearland area. So I think the best way to solve this would be an HOV lane or express lane. . With the number of newcomers into Texas, there is no reason to have toll roads. More residents means more vehicles, which in turn means more fees collected from registration stickers. Texas needs stop stealing from Texans and use the money it collects on such fees for its desinated purpose, period! . Feeder roads from 610 to SH6 would help. An interconnect for BW 8 in all directions would also help. BW traffic would probably increase with easier access. . I do not support new taxes for any new roads. the economy is difficult enough. Traffic is horrible on 288 during business hours. . I am for the possible express lane toll roads if the cost is minimal. Anything over 2$ for the whole trip would be ridiculous. I also feel that a possible light rail line being extended south down the 288 corridor would be beneficial as well. . HWY 288 has not kept up with housing starts in the area. Too many people to travel not enough highway infrastructure.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D3

. Please consider something besides pouring more concrete and putting more cars on the road. Fast‐track light rail planning/construction or other mass transit. Don''t have exits that disadvantage people who live closer, and only support developers who want to build more houses further out. . I love living in Pearland, but cannot understand why the rail system is not available for those of us that work in the Texas Medical Center everyday. the traffic continues to get worse all the time. . HOV lanes should be added that do not charge a toll. . Toll roads are too often "sold" to the public as a solution to congestion and the public told that the toll will go away once the road is paid for. Then the toll never goes away. I think the solution to paying for the roads is better management of the tax money already collected. . I would rather that you all figured out how to do trains from downtown to Southern Brazoria County, to Galveston, to Katy, to Conroe, etc. I lived in and always took the train downtown. It''s ridiculous that we just keep laying more concrete. . What about some mass transit option into the Medical Center or Downtown? . Toll Tax must be reasonable and guarantee reliable travel time. . On occasion when police patrol the entrance ramps going North between Beltway 8 and 610 South Loop in the AM the traffic is 30‐50% lighter. People are getting off and on thinking they are getting somewhere faster. . My dad lives in Sugar Land, and they just opened the toll portion of US59, but it''s like $4.50 one way. Way too expensive. I don''t see the justification in paying that much if I''m only going to save 10‐15 minutes. . There needs to be a connecting from BW8 West to 288S, 288N to BW8E and 288N to BW8W . Make the tolls reasonable. Do not use private company for toll ownership. . please build the new toll lanes barracaded from the free lanes so that idiots have no possibility of skipping in and out of the toll lanes illegally. . Tolls are way to expensive in Houston. The roads are not kept free of debree. They should be A1 plus roads. . I am in strong favor of widening 288 south from 610. what could be done also is have an HOV lane. the traffic will only get worse on 288 as more and more people are moving out of Houston, but in commuting distance. Also alot of people go to and from the Medical Center downtown as alot of the doctors come to Pearland, Tx certain days a week. . Please build the toll roads! They will help with my travel time and allow more time for me to spend with my family. . Minimize headaches and delays during construction of the additional lanes. Last Monday when lanes were closed at Southmore, the commute was stressful and never over 20 mph from Pearland . All tolls in Houston are higher than they should be and have been for years on top of that there are times when the traffic on the tolls is just as bad as the regular lanes.... And has only gotten worse!! People driving on tolls driving under the speed limit should be pulled over for hindering traffic in my opinion... . Why not make a feeder road that is complete. . Please do something about the congestion. 288 is incresingly worse every quarter. Would like to see tolls and additional lanes. Would like to see this occur before the feeder roads are overbuilt along 288. . This has been needed for so long! Start the project now as the problem will continue to get much worse with all of the new development! . 288 needs to be widened just as 59 and I 10 have been to accommodate the growth of the Pearland area. Creating a toll lane is not a very good option, however having a metro rail line down 288 is a great option and it is a greener option. . Take back the fuel tax that has been given to the schools and return it to the fund that us used for maintenance of roadways . I would really prefer a solution that increased the number of normal lanes and included toll lanes in both directions. If we continue with the single alternating‐direction toll lane, i hope it will have at least 2 lanes. . I thought the planning for this was done in 2008. . I object to the way tollroad contracts are being awarded to foreign companies and are consistently collected using electronic surveillance. Also, new roads are sold to the public as toll roads with the promise that the toll will end when the road is paid for but not only do they not end the tolls, they increase them. I do not believe any promises regarding any concessions to make tolls more agreeable or advantageous to the public. Too many lies have destroyed my trust. . why not just add more lanes like what was done on I‐10...they added lanes for those who did not want to pay tolls AND also added express lanes for those that did. I have no problem for the tolls as long as additional non toll lanes are added as well. . More important would be to have the Beltway 8 traffic congestion off‐loaded from main 288 N‐S traffic. Either better on/off points, cloverleaf, ramps, etc. Too much congestion b/w 518 and Belt 8 clogs 288. . The current traffic condition on 288 is ridiculously slow. I waste 2 hours of my day commuting to and from work. I strongly support the road improvements with reasonable tolls. If road conditions do not change, I will move out of Pearland to avoid the heavy traffic. . Would love for there to be public records/information of upcoming improvements. . Extending the light rail line to Pearland with satelite parking areas would be a good solution to the congestion issue.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D4

. If by any chance I may have misrepresented my feelings toward the SH288 improvement I want to clarify that I am all for it (with or without tolls). . Construction would be a nightmare. . I am VERY, VERY, VERY concerned about the congestion ON Broadway/518 that is a result of exiting traffic from 288. This light makes it almost impossible to cross 288, as the light is very short for the amount of traffic constantly buildng up here. I have resorted to driving through the subdivision to 2234 and taking a back way around to the other sisde of 518 or to simply enter 288. This is a HORRIBLE INTERSECTION THAT NEEDS IMMEDIATE, IMMEDIATE, IMMEDIATE attention!!!!! Thank you, and God bless you for listening and for making a difference. . I would love to see rail service to the Pearland area. . na . Build it now !!! . My total drive time is only 2 minutes more than taking the toll road according to your plan. Why would I pay??? I leave for work at 5:45 AM and only have a 40 minute drive time. I go home at 3:00 pm and have the same drive time. I''m not going to pay.

. Add feeder roads on 288 instead in express lanes. It''s the people entering and exiting the freeway that slow it down. . Would prefer the express lanes operate like those on I‐10, where carpooling is encouraged by making it free for carpoolers during business hours. Short of that, the lower the toll the better. I understand it will make more people choose to take the new lanes (since they are more affordable) ‐ but I find it completely unreasonable to spend more than 10 dollars in a work‐week in tolls. If the tolls are too high, then I''ll just take the normal lanes and hope there are enough rich people paying tolls to lesson the congestion for my commute. . They need to repaint the lines on 288 going on 59 north!!!!! . Room for the rail currently exists in the median. Parking and terminal area is available because the property on 288 is still not developed. Cost can be reduced compared to paving and autos. Will allow for the perfect use of the Astrodome as a central terminal to disperse the riders to existing rail or via bus to other locations within the city. The maintenance of highways within the city is reduced because of the decrease in wear and tear from traffic. ETC. ETC. Rail on 288 would not face much opposition because of the lack of development, there would not be a severe stress on lose of business from construction. This is a WIN WIN if you move fast! . Please start this construction SOON!!! . I strongly favor an express toll‐based lane, but wonder why with all the property down the middle of SH 288 that it would only be one lane, alternating direction depending on time of day ‐ why not two lanes, one each way? I also would prefer to see an HOV lane, like that on 59 south (i.e. the type that doesn''t use jersey barriers) ‐ although, I realize that a toll lane would help cover the construction costs. I look forward to ANY change to improve the time and reliability of travel along this stretch of highway, as it''s VERY long overdue. . I hope not to see it cost more then $5 per day round trip for my commute. Expenses are high enough added to auto costs by itself. If costs reach up to the $5‐15 round trip range, then I suggest better public transportation. i.e. train, tram, etc. This would remove the auto costs and allow myself and consumers to spend more on the public transportation and not the . So I hope even with managed lanes there is room left over for an eventual train of sorts to be included in the route in the future as Houston grows. . More important than express lanes would be to off‐load congestion for Beltway 8 traffic. Most congestion is b/w CR 59 and Belt 8, just to get onto Belt 8. Going on Belt 8 to 45 and 45 to NASA 1, the biggest/longest/most‐congested part of my trip is just the sliver of 288 from CR 59 to get _off_ onto Belt 8. Need better Feeder/on‐off‐ramps/clover‐leaf to off‐load that congestion from rest of 288 traffic. . Add more regular lanes. Once toll roads are created, the tolls are constantly increased. . I am okay with adding a toll lane/HOV (free) lane like on US 59. If only toll lane, then add another free lane so that 288 has 4 lanes in each direction. . Most of the congestion along 288 is due to poor planning by the city of Houston. All roads that cross Almeda and Mykawa are aligned for an east‐west rather than a north and south through Sunnyside. Commuters going to work are not traveling east and west, they are traveling north and south. This applies to 288. The freeway should not clog at Belfort and Reed. No one is going to work from Reed and 288. This is not difficult to figure out. Lastly, commuters should not have to pay for a state road we have already payed for when the city of Houston isn''t cooperating in traffic planning. I talk regularly with the city of Houston, TxDot about this. . No new taxes. Much much less "administration"! . I oppose tolls on publicly supported roadways. High speed commuter rail to downtown & Galleria with lines out to major population centers‐ Pearland/Alvin, Sugar Land, Katy, Woodlands, Kingwood/Baytown, Clear Lake/League City would be a much better option.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D5

. Tolls are a convenient way to pay for avoiding traffic but they must be reasonably priced and must serve the purpose of reducing traffic. A rail service would be just as economical. . I would like to see the city/county leadership consider the extension of the rail system to provide a more economical, environmentally friendly option. I believe the rail system would reduce pollution, decrease the amount of vehicular traffic and provide a safe ride to work. Also, it would provide safe commute to sporting events and events downtown, reducing the chance of intoxicated drivers on the road. I disagree with the toll system ‐ it doesn''t work on I‐10 and won''t relieve the congestion on 288 either. . Better interchange with Beltway 8 would incourage toll usage of that road and decrease exit and on ramp congestion of Hwy 288. . I would not use toll lanes if installed as this would add a new monthly expense and not alleviate others. Would prefer a rail line to tmc and downtown that could operate along 288. This would cost a fee but would eliminate need for gas and parking. . I believe a more reliable, more useful, and more cost‐effective option would be to build a train/light rail down the middle of the median of 288, that would tie into the METRO station at Fannin and Bellfort. Seeing as the vast majority of the citizens of north Brazoria County are employeed either in the Texas Medical Center or Downtown Houston, I think it could be the areas first real success at mass transit. I believe any effort to charge drivers to make a trip that they have been making for free, without any real guarantees that it will shorten their drive, will be unsuccessful. A train, on the other hand, could guarantee drivers a consistent, reliable travel time, not to mention decrease their fuel bills and the impact of so many cars on the environment. Thank you for allowing citizens to take part in this survey. . Only travel to/from work on 288 when school is out for the summer or long holidays. Otherwise I take alternate route on 6 to Ft Bend Tollway. Saves ~15 ‐ 20 minutes of travel time one way per day. . Please, please do something to alleviate the situation on the 288 corridor. We moved to Pearland because of the proximity to Downtown and the Medical Center, and our commute is worse than some friends who live much further out. We would very much welcome the toll roads. . Something needs to be done to 288... It is getting too congested and stressful. Even a pay option would be nice when you need to get to your location. . 288 desperately needs an alternate route to commute to Houston. It should not take over an hour to travel 22 miles one way. Over 2 hours are spent every day sitting in traffic without any wrecks involved. I highly support the toll alternate, however the fees need to be reasonable/comparable to others around the city. My husband and I often commute to save gas as well, from sitting in traffic. Pearland is a fast growing suburb of a large city, it''s time to address the commute issues as there is no other reasonable alternate route. . I have been eagerly waiting for opening of new lanes on the SH288 as it is a daily commute nightmare. For a trip of 20 minutes, it sometimes takes 40 minutes. I would certainly welcome opening of the express lanes as well as start of Park and Ride service to alleviate this problem which has been bothering me for more than three years. . You should model Katy freeway. I mean anytime both ways should open.. . Something needs to be done on Hwy 288, specially from FM 518 to US 59.. Travel time during morning and afternoon travel time is outrageous. With no service roads from Beltway 8 to US 59 causes commuters who don''t need to enter the highway have to merge to highway traffic. . I now use Almeda most of the time due to the congestion problems on 288. I would rather deal with red lights than stop and go traffic. The other thing that is badly needed is a connector to/from Beltway 8. . I like the I‐10 West Freeway being really wide, and extra wide with HOV and Toll Road. . I strongly support a traffic solution for State Highway 288. I have even considered moving back to Houston to avoid the traffic congestion that has increased on 288 for those living south of 610. I would also support an option to pay the toll or carpool (HOV) as available on other Houston area freeways. I would appreciate an update on the survey results and a possible timeline communicated through a website or media. Thank you!!! . Ideally, I like the public forum survey to allow residents/commuters to express opinions/concerns; it''s obvious that there are issues on SH288 due to overwhelming amounts of vehciles all traveling down a common highway‐basically the demographics growth have not been able to handle the amount of new residents and new business, the roads remain the same size. Increasing lane space (see I‐10 improvements) will alleviate all the bottlenecking, but implementing tolls to "force" residents to pay for the project is not very appealing. Chances are, many ppl will relocate before the project even begins, as that is a personal consideration‐however, at least the idea is rolling. . Concerned about travel during construction for express lanes. Access to downtown from Pearland area is limited. Not sure if the "means" will be bareable for the justified "ends". . My first preference would be to use light rail. My second preference would be to use a commuter bus. Driving on an express toll road is my third choice.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D6

. I would be VASTLY more interested in a light rail solution that would serve both the med center (by connecting to existing light rail) and downtown. As a second choice, bus mass transit. Adding toll lanes for cars is a bit better than nothing, but far from being the best solution. . The tie up of traffic on SH 288 starts from McHard Rd. up to Airport. Once you get past Airport the traffic opens up. There is never a tie up at 610 or past it. The Beltway is heavily congested trying to get on 288. . Please help S288. . With gas prices already being high, it would be ridiculous to pay $4 something each day to save 20 minutes!! . I would rather see additional lanes on 288 instead of tolls. If toll lanes are added the prices must be reasonable. . I currently commute every day to work using Almeda due to the extreme congestion on 288. If there were less congestion on 288 (such as through added lanes), I would consider using 288 for my commute instead. . I would for toll lanes knowing that one day once it is paid for it would be reduced or even gone once it was all paid for. . Please expand 288. The traffic is very painful to drive thru. . I would prefer a toll road down the middle of 288 that is operational in both directions 24/7 instead of lanes dedicated to one direction of travel based on the time of day. Congestion on 288 in both directions at the same time is not rare. . I am much more in favor of mass transit!!! I would LOVE to see the MetroRail brought straight down the middle of 288 from downtown. It would provide more flexibility and easier commuting! . 288 has become a dump for trash and things falling off of cars and trucks. Many loads are not secured well. What can be done to discourage the practice of trashing our highways? What can be done about loads that are not tied down and secured? I nearly had a bad accident which was caused by an empty plastic bucket which was flying out of the back and into my line of travel. I did not have time to respond and the bucket became stuck in my wheel well. I needed to pull off of 288 at the nearest exit and try to get bucket out of my wheel well. Also, maintenance of guard rails used to be prompt. Now, there is a long delay in fixing damage. . Controll access to freeway with signals. . Alot of the on‐ramps of 288 are very dangerous to get onto. There are many places where the on‐ramp lane is immediately an exit lane and it makes it very difficult to safely merge into ongoing traffic. . The new toll/express lanes do not help my commute. I do a reverse commute and the new lanes would not be open in the direction I need to travel! I need a solution to avoid the congestion on northbound 288 between 610 and I45 during the evening commute. . Build it; they''ll come . Thank you for the survey. I will not gain any time from this project ‐ this will just move more traffic to the feeder roads because people will not want to pay more tolls. I pay 160.00 per month already. What do you think?? . since im over 250,000 use that tax money and increase the number of lanes. . A transport train would be ideal for us so we dont have to pay parking at the medical center. thanks! . Anything would be helpful to ease the congestion on 288. I believe we have the worst drive time sometime in the city and something needs to be done about it. . A bus transit system should be considered . Add regular lanes . Train or other public transport would be a more attractive option. . Please put in a park and ride bus service to downtown houston . Proper expansion of the bottle neck at I‐610 will reduce some congestion. The mix master is a horrible design and needs a major upgrade. A Tax Increment Reinvestment Zone would help generate funds for this highway improvement since more businesses are moving in the area. . Please just add frontage lanes and maybe one extra lane to the current 3 lanes available. Toll is unnecessary and just an obvious bonus cash machine. Yes more lanes are needed but I am against managed toll lanes . I would like to see the option for Hov lanes too. Would the results of this survey be made public? I commend the simplicity and ease of this survey. . We have needed and Express Lane on 288 for years now. I think this would be a great idea because the population in the southern region is increasing yearly as more and more people are moving away from the big cities to suburbia. Great Idea! . We need transportation such as high‐speed light rail on the 288 corridor. I is wasteful to continue to build roadways which only become congested in short period of time. The classic examples or the beltway 8 and westpark tollway which have not remedy any congestion issue during peak morning and afternoon drive timess. . To reduce congestion stop having police cause rubber necking distractions by engaging in traffic enforcement activities on the direction of flow opposite to rush hour flow during rush hour. . Congestion on 288 is rediculous. entrance ramps are poorly placed and designed. Crossing under 610, 288 is reduced to two lanes? Travel time boards are useless. If board says 20 minutes it actually means 30.

. My commute is relatively short, and I have the flexibility to arrive early in the morning or later in the morning. Therefore, I usually choose a travel time that avoids the most congested travel times. Because of my travel pattern, I would probably not use the express lanes very often. However, I strongly support building them and funding them through tolls. . traffic on 288 is terrible, we need this however, we should not have to pay tolls or if we do they should be very low. . it would be great to have a traditional park and ride in pearland along 288 . Since I carpool, I would also be in favor of a HOV lane. . I can afford to pay for tolls, but it still isn''t worth it to me. I would rather have the extra few bucks (every single day) than getting to work 15 minutes earlier, or getting home 15 minutes earlier. There are only 3 lanes on 288. As long as the new toll lanes will be an additional lane that suckers will pay for and thus reduce traffic on the other 3 lanes, I am all for it. If you are stealing a lane and leaving us with 2 toll free lanes... that would not be nice (the words my brain uses are a little more harsh than that). . 288 needs to be expanded. This should not require paying a toll. The road is much too small to handle all of the traffic. This is just like I‐10 was in the 90s going to Katy. The size of the freeway should be doubled WITHOUT a toll. Adding a toll in addition to expanding the road is fine, but we shouldn''t have to pay because the government isn''t taking care of the roads. This wil ultimately hurt the property values in Pearland and beyond. 288 has a very bad reputation for traffic and people don''t want to deal with it, so they don''t move to Pearland. . You could improve 288 in the afternoon if the Houston Police wouldn''t conduct a speed trap every day for 288 North travelers while all South bounders slow down to watch them. It adds 5 to 10 minutes to the trip to get from I610 to Bltwy 8 for the onlookers to see some Northbounder get a ticket! . Express lanes do not help reduce traffic congestion, and are certainly wasteful during none peak times. Absolutely not worth the money nor time tearing up the highways to do it. . How about park & ride bus service or light rail to the medical center area? Many people in this area work in the medical center. . Develop more light rail! . Traffic sucks. Punish non‐mergers. . Expanding the highway should be funded by property taxes and federal transportation dollars, not toll lanes that collect tolls indefinitely. . Many of us in the silver lake community work in the med center and already pay upwards of 150.00 per month on parking. This needs to be kept in mind when setting price. Also consider allowing vehicles with 2 or more persons to use lane ferr of charge. . hurry up and fix 288!!!!!! Block those folks who drive on the shoulders to avoid slow or stopped traffic . Toll Roads is not the answer for Houston problems. Federal gasoline taxes are collected to maintain and pay for new road construction. If new taxes are needed to construct new roads, then I will support it. Few things you over look: (1) Houston needs a rapid rail system into the heart of the city, from all directions, to reduce the number of cars on the roads. (2) Make your Beltway 8, the planned 99 grand parkway, and any future by pass roads toll‐free. (3) I oppose toll‐roads!!! Why??? I already pay taxes for roads and bridges. . Traffic congestion is really an issue. The sooner the congestion can be addressed by mass transit and/or by an express lane the better. Thank You . Tollway should be free for HOV drivers. Also, construction of "express lanes" should not cause major traffic delays on SH 288. . I am in favor of tolls to pay for improvements, but once the said improvements have been paid for the tolls should be eliminated. I am not in favor of the city or private companies profiting from the tolls paid by citizens. . HOV lanes with 2+ riders should be FREE of tolls to encourage carpooling, which will then reduce the number of cars on the freeway. Tolls for single riders should be reasonable, under $2.00 each way. I strongly favor road improvements on 288. With residential development, it is in Pearland''s advantage to expand the roads to accommodate the growing population. . I would be willing to pay tolls, but more than $2.00 seems too high. Also, I don''t think the lanes should be dedicated to HOV since there aren''t buses etc. servicing the Pearland area. Have any considerations been given to expanding public transportation like light rail down 288? Seems like it would be a good and easy solution since the light rail runs just south of 610 already . There are a lot of drivers performing illegal driving strategy on Hwy 288 by driving on the median / break down lane. Jumping off the feeder and jumping back on...forcing their way into traffic. This causes a lot of wrecks and/or road raging. Please find a way to circumvent them cutting off people who stay on the freeway and wait their turn in traffic. HPD needs to get more involved in "safety" for those of us who stay on the freeway and are waiting our turns in traffic. There are not enough lanes for the amount of people who travel in on Hwy 288. If you add more lanes, it will make traffic flow and the lane jumpers a lot less frequent.

. Tolls were to pay for a road and stop. That never happened. They are a money grab. Even when I use my tag, I am slowed down anyway. . I think you should consider rail into the medical center. Many people who live in Pearland work in the Medical Center or Downtown. Many of us would love that option. The toll is unfair to people who make less money, and is like spending public money for the benefit of those with more money (able/willing to spend a lot of money). The toll pricing you indicated was rediculous. If you look at the Katy Toll ROad, I hardly ever see anyone on it. It''s a waste of money. . During peak traffic times on 288, it would help if HPD were NOT running their speed traps on the flowing side as it really slows the traffic from rubber‐necking. . Tolls need to be reasonable. I would be willing to pay less than $2/trip. Some of the hypothetical questions with the high tolls were unreasonable! . I definately support these additional lanes. I leave as early as I do every day to avoid the congestion. My trip home is much worse and takes an additional 15 minutes. . Please make the toll reasonable for a roundtrip fare 5 days a week. . If the toll is affordable, $1.50 each way, there will be significant use of this proposed system. Keep the fees reasonable and affordable for the median income of those household who would travel the route and you will fare greater usage and ultimately higher return. . Why do all roads being built now have to be toll roads? Doesn''t every dollar we pay at the pump collect taxes to pay for roads? Where is that money going? I think hybrid cars should pay an additional tax since they do not use gasoline as much (where taxes are collected to pay for roads). Hybrid cars use the same roads gasoline cars use. . We need an entrance and exit ramp from/to 288 and beltway 8. . 288 alone has brought too much traffic and crime to Brazoria county, can we demolish 288? Bltwy 8 was even worse, can we demolish them both? . express lanes may be an option, but there are LOTS of medical ctr employees in the Pearland area. Why not offer train service and tie into the Fannin station? . Please add express lanes to SH288. . prefer not to answer salary question. Picked the lowest value. You should have an option not to answer that question. I have been a victim of identity theft and even though I trust you, you do not use https: in the survery and so it is sent unencrypted. You should not ask personal questions on an unencrypted web site. Very poor form. Very disappointed in this! . It would be convient only if the tolls were not high in cost. I leave home about 30 minutes early to avoid a lot of traffic. . Tolls MUST be reasonable. People will pay, but must be affordable and have an end date. If the highway has paid for itself, why continue tolls and why tolls are always increasing. $1 at each toll gate is a fair price, more would be un‐reasonable. . I favor building regular roads and toll roads. Toll roads can be used by people who can afford them and others can use regular roads. . I think extending the Metro rail out to Shadow Creek Ranch would be a better solution! SCR is full of medical center people that work a variety of shifts and are exhausted at the end of their day. We would love to sit back and take the train all the way to the Ranch!! . What about rail transit? Help the environment & ease traffic congestion. . I disagree with the proposal for building express lanes without expanding the highway itself. 288 is in need of more than just express lanes; it is an undersized roadway for the number of cars traveling on it every day. Harris County has also been known to be unscrupulous regarding tolls and whether they would ever be removed from the roads (Beltway 8). . The Sam Houston toll road was built to help traffic and yet it gets extremely congested every day. Tolls are not the magic solution. Especially when the public is told that the tolls are only in place until the road is paid off. Please don''t try to feed us that lie again! . I have a strong opposition to toll roads that are never paid out!!! Once the tolls have paid for the road the tolls should stop!!! . This was from a social event to my home. Checked wrong box. . I support using the center median for some type of help with the congestion on Hwy 288, however, I think the light rail should be used. It could link up to the rail line that is already in use in the Medical Center and downtown. That would be a more environmentally friendly and forward thinking solution than just another toll road. . As a resident of West Pearland, I am dissapointed to hear via this survey that what is being considered to alleviate traffic on 288 are toll lanes. I believe that an expansion project of 288 should include some form of mass transit (either express light rail service at least to the medical center, or at least HOV lanes reserved for Metro buses or carpools). A toll lane will only segregate those who can afford to pay tolls from those who can''t, but will not encourage carpools or mass transit from Pearland / Manvel to the Medical Center or Downtown. If it was up to me, I would prefer that 288 from Highway 6 to downtown Houston should look like US highway I‐210 close to Pasadena CA, where light rail lines are in the center of the highway, with about 5 lanes of regular traffic in each direction, plus feeder roads of about 2 lanes in each direction. Light rail

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D9

is at the same level as the highway, and the few stations between Arcadia / Monrovia and Pasadena have pedestrian access above the highway to parking lots either north or south of the highway. Now that would be awesome! Since I seriously doubt this is even been considered here in Houston metro, the next best thing would be to model 288 like I‐45 South between the Clear Lake Area and Downtown, where HOV lanes used to be reserved for buses and carpools, with just a few park and ride centers in between. Thanks for listening. . 1. PUT EXIT RAMPS ON/OFF 288 & BELTWAY 8!!!!!!!!! 2. put a light rail line down the center of 288 instead of a toll road. 3. Put entrances to the shopping centers from SH288 (entrance before 518 from the feeder road) . Put in an overpass or some sort of way to access the new Sam''s Club from 288 near Shadow Creek Ranch other than going to 518 or 2234. It''s going to be even crazier there when that store opens. Flyways to access the Beltway from 288. . The express lanes would not benefit me as I already travel opposite rush hour traffic. . There are a few reasons I am opposed to the construction of toll lanes in SH288: 1. I don''t believe this will solve any problems. It may ease congestion slightly, but no other highways with toll lanes in Houston are congestion free (as you seemed to guarantee when describing the lanes in the middle of this survey). It would be interesting to know the total number of drivers on the highway and the number of drivers which use toll lanes. The percentage using toll lanes must be small ‐ so what is to think that this percentage will be different for 288? 2. If one assumes that one uses the toll‐way round‐ trip 5 days/week, 50 weeks/year, the total cost of tolls per year (even for the smallest toll rate that was offered in this survey of $0.45 one‐way) is more than $200. (This number increases to $2,500 for a $5 one‐way toll indicated in the survery!) These are certainly non‐trivial costs for an average family to consider. I would prefer to wait a few minutes more in traffic every day so I can have an extra $200 (or more) in money to use for personal things. 3. I do not believe that people who do not use the toll lane should be expected to pay for its construction. Individuals who use this lane should be responsible for financing it (along with our department of transportation). 4. Resources exist (TV news, Houston Transtar, etc.) for monitoring traffic to make an informed decision on when to leave and whether to consider an alternate route. This assumes people have internet access. However, I believe this is a pretty safe assumption for the majority of travelers given widespread internet access and the rate people use cell phones to access the internet. 5. In the short term, the addition of these lanes (and bridges) is really going to slow down traffic and increase congestion during their construction. 6. I would like to reiterate point #3. I do not want to pay any more in taxes to finance the construction of this toll‐way. Thank you for your time. . Tolls are riduculous, a rip‐off, and are only getting worse. Cities could afford to pay for new roads without tolls in the past. Why can they not afford it now??????? . TXDOT has done extremely poor planning for traffic volume. You should be ashamed . The first item that needs to be fixed on SH288 is connections of all the frontage roads. This will help the flow out by keeping the folks that exit and then enter to try to get "ahead" of the drivers causing the traffic to slow down due to merging issues.

. Can''t we have an HOV lane vs toll? Or how about the optional, it''s free if HOV or toll if you want to use it and you drive alone. Too late to actually build a road wide enough to accommodate the people using it. . I think it is not important to the survey our income. If we say that we would pay then that should be enough. In this day of trying to protect our privacy ‐ this is not appropriate. carmen . Why not expand 288 without putting a toll‐road in? You could enclose the middle of the and use the wide expanse of grass to make at least two more lanes on each side. . Roads are generally the responsibility of the public as a whole ‐ tolls place the burden on those most often to use the route ‐ even though access benefits all. Toll roads never finish paying for themselves and often are underbuilt for traffic volumes once road is completed. This necessitates continuation of the toll to pay for expansion and maintenance. . It is about time! I have traveled along 288 for the last 6 years and it is just getting worse! Please hurry with the construction and include if possible an entrance and exit for Orem/Almeda, Beltway 8, FM 518 and Hwy 6. . Express Lanes are not the best solution! A rail line that connects to light rail line at fannin south line and a normal expansion of 1‐2 additional lanes on each side would be better, reduce congestion, and be a better long term solution!!! . More lanes are indeed needed; however, they should not be toll lanes. There has been enough growth and taxation in the Pearland area to justify the cost of an expansion of 288. 288 was expanded south of CR59 for absolutely no reason at this time and that money should have been spent expanding 288 between Sam Houston Tollway and IH610. . TXDOT has talked about expanding 288 for years ‐ I attended a meeting way back in 2007 ‐ and yet nothing has been done despite huge expansion into the Pearland Area. The best you can talk about is toll roads, why? There is no public transportation available to residents. I would support tolls if there were options to allow public transportation downtown. The amount of traffic on 288 almost guarantees that the toll roads will be jammed as well. So why bother? In the survey you ask if tolls should be used to support road construction ‐ I already support road construction with every gallon of gas I buy. So where is the benefit ‐ its going to side roads right now instead of where it is needed the most ‐ on 288. . Offer reduced tolls for multiple passengers in one vehicle

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D10

. I often find 288 gets congested due to the amount of merging traffic from side roads south of IH610(Reed, airport, orem, almeda, etc) as once you pass south of Beltway 8 traffic is usually moving fluidly. Limiting the influx of traffic from these roads by use of a stop light as used elsewhere, could help ease some of the congestion as well. . The one thing I very much dislike about toll roads is that once the road is paid for the tolls never go away or decrease. I understand the roads need to be taken care of...but I believe someone is making a huge profit on these tolls. I think a lot of people are mislead that the tolls are solely for the upkeep of the road. . The congestion on 288 is horrible. Express lanes would help but the fees are appear unreasonable. . I''m looking for a good park and ride. Is a train or light rail even considered? I would do that in a heartbeat. . Why cann''t you introduce HOV lanes to Avoid Traffic, instead of Express Ways. It will take long time to build express ways, still that time we have to suffer this traffic jams. Can you start HOV now using left most lane of 288 south in morning rush hour to travel norht, and left most lane of 288 north in the evening rush hour to travel south . POOR Survey. Very Poor, too many questions. You will not get the results you wish for. Mis‐use of state property to use portable DMS signs. You will screw up SH288 with your lexus lane construction. . Beltway 8 has traffic just as bad, but you pay the toll. I hope this doesn''t happen to the new one on 288. . Desperatley need toll roads along 288. . Tolls can and are appropriate in some cases, however, at a reasonable rate. Most rates identified within this survey were totally unacceptable. Express lanes or some form of improvement is needed on 288, we must understand the growth in the area and accommodate the residence accordingly. I am looking forward to see what''s to come in the furture. . While I support the idea of an express lane to pay for widening Hwy 288, I would like to see a plan in place to convert the lanes to free usage once the bonds are paid off. . 288 needs to be widened and/or have an expressway sooner than later. The south area continues to grow at a rapid pace without any additional lanes being added. . Please insure that, unlike the current design, you do not design a freeway that punishes law abiding citizens while rewarding law breakers the way it currently does. . Improve alternate routes to 288: ‐Widen Cullen Blvd from 2 to 4 lanes just North of Beltway 8 so that it is as wide as the sections to the North and South. ‐Improve access to from Beltway 8 to Almeda Rd, North. . Why wasn''t a high ramp put in? They were built for all other highways around Houston? And who thought a 2 lane toll would work very long? . I love the Katy HOV and the cost for toll lanes changing according traffic conditions. Having a choice is a great thing! Thanks! . I am willing to pay a toll; However, it has to be a reasonable rate. Expenses do add up. . Travel times can be improved on with just starting with DELAY signals on the on ramps. It is amazing to me that there is not a feeder road on each direction. This "Evacuation Route" has grown far beyond this and is not tolerable from a taxpayers point of view let alone your need for TOLLS! . No option would guarantee congestion free traffic. Most Houston toll roads are congested during peak commute hours. I am much more concerned about having sufficient lanes to manage traffic during emergency evacuation situations. Please add a northbound emergency lane beginning at SH 6. . If this Tollway is considered, you may want to incorporate plans of a connector to the Medical Center from 288. Most of the people who live in the area south of the beltway work in the Medical Center. . I am in support of a toll road to be used as an alternative, but I do not want to pay high tolls nor do I want my taxes increased. . I resent the question on household income. . When the choices were coming up between using the toll at this cost vs. not using the toll, the toll prices on a lot of the questions were extremely high. I am willing to pay a toll at a reasonable price. I would not pay $5 or $10/trip to get to work 20 minutes earlier, I would rather save the money. . There are no feasible alternate routes for travel from Hwy 6 to US59. FM 521 is just as congested and the lights are not syncronized. If the City of Houston would add feeder roads between Beltway 8 and Airport ‐ like the city of Pearland did between 518 and the Beltway ‐ it would decrease congestion significantly until the Express Way is completed. At the moment, you have to enter the freeway at Beltway 8, Almeda Genoa, Orem and Airport, even if you don''t need to travel the hwy. Thanks! Can''t wait! . Stop drivers using the exit/on ramps to get around traffic jams. It slows down traffic with merge and they are speeding . I support a toll road, but please keep the tolls reasonable. $6‐10 tolls would keep me from using this. Paying $2 one way seems reasonable. . There are "back roads" ways to get around congestion on my morning northbound route on 288. If the on ramps to new toll lanes are not convenient and fast, I''ll continue to use my "back roads" route to not pay toll. However, there is no 288 alternative in the afternoon southbound route.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D11

. I strongly believe that there should be rail travel up State Highway 288 to connect with Reed Rd terminal. We should be moving to mass transit and not bldg more roads!!!!!!!!! Get it? . How about a light rail to the Galleria area? Would love to save the gas and emissions. . I think the toll prices should be lower than the suggested toll prices in the hypothetical scenarios. The extra lanes would help out with the congestion tremedously, unless the price of the tolls is too high and people refuse to utilize the lanes, if so the congestion problem will still exist. . I do NOT believe that the solution for the traffic congestion on 288 is found in more lanes. Houston desperately needs "mass transit". I believe there should be a Rail from Pearland to the Texas Medical Center OR a robust "park‐and‐ride" system. . Taxes should go towards public transit options that reduce traffic. . I would like to see the state focus on connecting Beltway 8 to 288 instead. . There should be to double feeder lanes from Belfort to almeda genoa . We traveled on the first day of school and traffic was less that day. Less congestion than usual for that time of day. . I strongly agreed that Hwy 288 should be expanded to accomodate more vehicles and fix the congestions at 288 and 610 to handle the lane expansion. However, I strongly disagree that I should have to pay a toll to drive on a state highway! . ‐‐ please provide entrance ramp at West Orem ‐‐ please provide exit ramp at Airport Blvd (for ramp to Hobby Airport) ‐‐ most importantly: we do NOT want an "exit" ramp at West Orem! it will dump many more cars onto our 35 MPH residential West Orem!!! . instead of tolls, why can''t SH 288 be expanded by two lanes in each direction and have NO tolls? . the cost would be a Major Factor if I used a toll road. what about just widing 288? . Need park and ride. keep in mind that a lot of comunters from pearland work in the medical center. a lot of us work 12 hr shifts 7 am to 7p. need hours to accomodate this . Please implement the speed lanes, ASAP! Thanks you. . I strongly oppose to the toll method of alleviating traffic congestion on 288. The construction time for one lane is a waste of taxpayers dollars. This probably would make the state a lot of money seeing that you can change tolls perpetually and increase fees for a static product. I would much rather a reasonable tax over a longer period to add multiple lanes between Hwy 6 and 610 that will fit the needs of steadily growing West Pearland Area. . The Bailey Road entrance between SH6 and CR59 was not included‐that''s where I enter. . put the toll in to pay for the road construction. remove toll once the road is paid for. or reduce the toll significantly to maintain the road. i do not support the toll making profits for the company that performs the contruction and city . The solution to the traffic problem in Pearland/Manvel is to implement the Metrorail. Many of our residents work in the medical center and would utilize this service to avoid 288 traffic and also to avoid challenging parking situation in the medical center. . Would expect the toll between Highway 6 and 610 to not cost more than $2.00 when using an eztag, espcially if you agreed to use X amount. . Please add entrance ramp at West Orem. Please add exit ramp at Airport (NOT West Orem). . The congestion on 288 is the worst of all Houston highways. We need more lanes whether they be toll lanes or non‐toll lanes!!! . Put in the lanes becuase it will help! . The highway should be improved without a toll. . I have adjusted my office hours & work from 6:30 am ‐ 3:30 pm to avoid the traffic. I don''t make enough $$ to pay for tolls. . Do not put an exit ramp on W.Orem. The exit should be at Airport and the entrance ramp at W. Orem. . Congestion on SH288 is getting worse each year. . Adding 1‐2 extra lanes to expand the road would also be helpful. Another alternate would be to build feeder roads that run parallel to the highway instead of forcing all traffic on to the highway. But I agree that something should be done because the traffic is horrible on 288. . Please consider widening the free lanes as this would relieve much of the traffic issue. . My biggest issue on 288 is all the people using the lane as a regular lane for traffic. . The traffic and congestion and tripled since I have lived in this area. The traffic continues to increase from the growth in this area and the commute from outerlying areas into Houston. I would welcome the express lanes. . Express Lanes are a good idea, but will only be utilized if it is cost effective for the user and the reliability of the travel time is realistic. These express lanes would need to be additional lanes (not take up existing lanes on SH288). Another idea is to provide "Flyovers" to and from Beltway. . NO tolls I hate paying double taxes . Please create exit a Airport blvd. it wiil alleviate speeding freeway traffic from detouring in City Park subdivision where a lot of families frequently walk through neighborhood and on walking

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D12

. I am strongly opposed to toll lanes. For those of use that have to stick to a budget, the tolls really add up! Building the lanes benefit the wealthy and punishes those of us that are struggling. . Adding express lanes on SH‐288 would be an excellent improvement to alleviate congestion between SH‐6 and US‐59, and make our travel on this highway far more safe. Thank you. . I would like to see an interchange between 288 and Beltway 8 in all directions to prevent the need to be delayed by traffic lights. . If the county were to setup a tollway, I would expect the tolls to be removed when the toll fares have paid for the construction of the express lanes. I would not like it to be setup like the beltway where the users of this freeway have paid for the tollway a few times over and we are still paying for it. Makes me wonder where my toll money is going and how it is benefiting me. I don''t mind paying tolls as long as it''s benefiting the user and the toll fees are lowered if the freeway is already paid for. Toll fee can be used for upkeep. . Please just build more lanes. No tolls please. I would rather have across the board tax increase. . Tolls roads server a purppse, however once the road is paid for the tolls never drop in cost only increase to pay for other projects as with BW8. I have no problems paying for tolls at a reasonable rate, but there needs to be away to reduce the tolls, once the roads are paid for. . I am not opposed to increasing the number of lanes on 288 but I don''t think making it toll lanes reduce the traffic issues. . This is really need. with the growth and furture growth of City Park!!!!! . As long as you keep the current lanes toll free, I am comfortable with the addition of the toll lanes; however, if toll lanes were forced on the entire 288, I would find somewhere else to live that did not require taking the tolls. I do not believe drivers should be forced into paying tolls!! . I strongly support creating an HOV lane. However toll roads have been used inappropriately by local government so far, Beltway 8 is a prime example. It was supposed to be paid for and made into a regular highway but government has allowed or required that project to be run in a manner that would prevent it from ever being paid off. Similarly the set up of the HOV on ramp from downtown onto the I45 south where cars must enter from Pierce and cannot turn right from Dowling makes no sense. I would support putting a light rail system to get people from the highway 6 area into the medical center along 288 as that would go the furthest to relieve congestion and improve the environment. All of your questions comparing toll costs against time need to be considered for round trips and every day. That would be a signifcant cost to each person even at 50 cents a trip. . thanks for putting together the survey ‐ very clear and easy to use! . Light Rail expansion goes from Kirby near Reliant Stadium to Pearland Town Center at 518 is ideal ! . I have always been opposed to tolls! We pay other fees for the reason of keeping roads maintained. Tolls ALWAYS incease in prices and NEVER remain at a fixed rate. The beuracracy of it adds to fees. NO THANK YOU! You should be expanding roads with the taxes and fees we already pay (just like you had the HOV for FREE for 2 or more riders on 59). If you want to raise the license renewals and inspection fees a couple of dollars for everyone ‐ that might be OK but the Highway department sooner or later will make it impossible to travel the Houston area without paying a fee for getting around town ‐ Can''t wait for the day I can move away and I am a native Houstonian. I just feel sorry for my children that are here. NO MORE TOLLS! . Instead of focusing your efforts on a toll road you should be focusing your efforts on HOV lanes, park‐and‐rides, a bus system, and/or light rail. It is absolutely ridiculous that every other major suburb (even in Houston) has these amenities and Pearland is years behind. A major city like Houston (4th largest in the nation) should have a mass transit system in place. It takes me over an hour to go 16 miles and it is only getting worse as more and more people move out to this area. We have actually contemplated moving because the commute is becoming such a hassle. I have even started to base my search on other areas of the country that are further ahead when it comes to commuting and city planning because it really has turned in to a big issue. I feel like I lose valuable time with my family at night and valuable time I could be spending at work in the morning because I am spending 2 (sometimes 3) times the amount of time I need on my commute. 16 miles in one hour ‐ you tell me how many cities in the country find this kind of commute time acceptable. To put it into perspective ‐ you can ride a bicycle around 15‐20 miles per hour. . make the tolls reasonable and people will line up to use them, $2‐$3 from Hwy 6 to I‐59, and be a money‐making cash machine for Harris and Brazoria county, TxDOT, or whoever funds them. . Usually Have to be north of the beltway by 6:00 AM to avoid congestion, anything that adds lanes between the beltway and 610 will help, won''t have to leave so early to avoid spending the morning sitting on 288. . why not try diamond lanes instead of toll lanes first to promote carpooling? . I remember when the Harris County Toll Road Authority wanted to build the Sam Houston Toll Road, they said that we would only pay tolls until the roads/project paid for outsells and it has since paid for itself many times over and still the told keep going up and up and up!!! If they turned the toll road into a regular flowing road after it paid for itself, or were capped at the amount that the tolls could be raised to, like no more than $.50 each way...for ever!!, then quite possible I would

agree to it, but given the traffic congestion even on the Sam Houston Toll Road,I don''t see how paying that much money to travel a road that you travel over 50 times a month would benefit me or my family. . Lower the tolls, saving 4‐8 minutes of travel time per day does not equate to charging $1.00 per day or more... . Since when did we have to start paying on roads we pay for in taxes? I think it''s rediculous that the city/state can''t provide roads for the growing city and not have to pay extra for it. I think it is discrimanatory that you have to pay extra to get somewhere with less traffic. make it available to everyone! The tollway is making so much money because tolls havent been reduced even thought the road is paid for...GREEDY PEOPLE!! Give us a break a provide roads that aren''t tolled! . Express lanes doesn''t work. I 10 is a good example. In the peak hours it is still a parking lot. I would rather vote for expanding the number of lanes in 288. We have more cars and people on the hwy than it can possible handle. Add 2 more lanes on each side from hwy 6 to 610, it will ease the congestion for next 10 years :) . The traffic problem on SH288 begins at Pearland (FM 518) or McHard Road. It starts there. It does not start South of Pearland (FM 518). This should be examined and so should the Beltway 8 traffic to SH288. The back up begins at FM 518 or McHard Rd. It is slow until some mornings Airport Blvd. or Reed Rd. Then it opens up and moves good ‐ speeds of 55MPH plus. There is absolutely no given reason for the back up of traffic from Pearland to Airport or Reed. It makes no sense! It must be driver ignorance. Another thing is the Bridge on SH288 at Almeda Genoa ‐ cars literally stop at the bridge. This makes no sense either. It is ridiculous. The biggest part of the traffic tie up is caused by slow drivers. And if there are cops parked on SH288 shooting radar or not, you can forget trying to even drive the speed limit. Cars come to a hault on SH288 when they see a cop car. . I use beltway 8 frequently ‐tolls keep going up as does traffic congestion ‐ traffic hurts even more when you are paying a premium for driving in it. Tollways are not the way to go . I think it is utterly ridiculous that the public have to pay to use public roadways. Beltway 8 tolls were supposed to go away after the bond was paid...yet a toll is still collected, and increased every so often. Why? Filling pockets? Show us (the people) exactly where that money goes...every single dime. Why are there at least a dozen cars at each toll booth? I''d love to see what a day is like for them...surely hard at work making sure no one skips out on the $1.50 toll. Shame on the Houston Leaders for allowing this... Yes, I pay Beltway 8 tolls in the summer months when I know 288 is tolerable, but I revert back to I‐45 and side roads throughout the other 9 months. Every day I pat myself on the back for being patient in traffic and remind myself I just saved an additional $3 ‐ 5 dollars. $15 a week (conservatively) x 52 weeks is $780 dollars a year. I enjoy saving that money for my daughter''s and my Family''s future. . I would use the toll road is the toll is under $3.5 eachway ($7 a day) . I am supportive of toll roads to pay for projects if there is a guarantee that as of a certain year the roads will be deemed paid for and will return to public service. Unlike the Sam Houston Tollway that remains a toll road long after it paid for itself. . I mostly drive to just outside 610 and take Metro''s Light Rail. Wouldn''t doing something with Metro ‐ park n ride or rail ‐ be CHEAPER???? I''d rather pay a fare than a toll. Tolls seem like a cheat in the long run and they always go up more than fares.

. traffic is only congested for 2‐3 hours total a day on sh288, i do not believe that warrants million in construction cost and tolls, plus tolls never go away always go up even after the debt is gone. instead texas should encourage more people to use flex hours if they are bothered by congestion, i do not see how 3‐4 years of construction will make congestion better. . You can''t build these lanes soon enough! Thank you. . mapping feature does not work. No location icon never shows up and trying to get details for the other entry is hard. . The most I''d be willing to pay in one direction is $1. I''m very skeptical of toll roads as Harris county promised to stop toll collection once the toll roads were paid for, and now they''re collecting millions over the cost. Forget the toll road if your plan is to rob the citizens! . Traffic moves very well on 288 traveling North in the afternoon and evening time. During this time of day traffic traveling South on 288 is backed up and congested. The traffic tie up traveling South can start back at Highway 59 and doesn''t end until reaching FM518 in Pearland while traveling South on 288. Once you make it past Pearland traveling South, there is traffic but it is moving at speeds of 60MPH+. There is no understanding as to why the traffic backs up until Pearland FM 518. It is crazy. Once you make it past Pearland it is a smooth ride all the way to Hwy 6 and farther South on 288. . BUILD RAIL!!! . What about extending the train out to our area? It already ends in the general direction of 288. The train would reduce emissions AND congestion. Maybe questions about this should be included on the next survey. I would definitely pay to ride the train because that would also save me money on parking once I get to my destination, not to mention gas. Because of this, I could afford to pay more to ride a train than I would to take express lanes. Traveling on Hwy 288 to downtown is the actually shortest distance commute it Houston, but it is the most frustrating because it takes just as long as other freeway commutes due to the traffic. It is frustrating because there are no shortcuts. Other than Almedia, which is just as congested, Hwy 288 is generally the only route into Downtown from Pearland without going out of your way. Thank you for addressing this issue on 288.

. Please do something to cut down the traffic and congestion on 288. When we moved to our new house in 2001, it was never this bad. It seems to me that the freeway is becoming from bad to worse. I know there are thousands of people who commute this freeway and would be happy to pay a toll to be able to be on time in the morning and evening. Currently there is no way to predict the traffic on 288; it is either bad or really, really bad. I feel that everyone in the 77584 zipcode will happily support a toll road going down 288. Thank you. Shaki Commissariat 281‐797‐2357 . In the future maybe you all can research the positive effects of building a ramp to and from the beltway and 288, like the one from the belt to I‐10. During rush hour, it becomes dangerous sometimes to exit 288 to get on the Belt due to stopped traffic from the long line to turn eastbound. . Before any toll road is built, they really need to build flyovers from the Beltway 8 lanes to 288. 288 toll lanes do me no good unless the intersection is eliminated first. . Some of the prices listed were outrageous. No one is going to pay $14 a day to commute. There is plenty of room to add a lane WITHOUT tolls. . I''d be willIng to go to $1.00 per trip . I cannot stress strongly enough how desirable expansion via a tollway is for the residents of suburban areas along the 288 corridor. This project should receive strong support. . gas is already high an traffic will be even more by adding this to 288 asking people to pay to travel in a lane will only create more traffic . The only reason I did not choose any toll options is the cost was way to much. The bad part of 288 is in between beltway 8 and 610. The toll for that stretch should be no more then 50 cents. Do that and you would drastically cut traffic. If that stretch of road can cut my 288 drive time in half for that price I would definitely use it... . it is time for the 4th largest city in the US to look at the big picture and focus on public transporation like the train. . Provide entrance ramp at West Orem No exit ramp at West Orem . Toll booths have run their course in Houston. We need to look more towards a dependable rail system minimizing personal vehicle use to reduce the pollution in Houston. Pollution seems worse in Houston now than in LA. . I do not support adding toll lanes to SH288 because the money collected from tolls often is not dedicated to highway improvement. Additionally, the tolls remain in place long after the construction costs have been paid. . We need new lanes . I do not mind a reasonable toll fee as long as I am guaranteed that traffic is going to move. It is extremely frustrating to pay a toll, only to watch the feeder roads move faster, i.e. South Sam Houston Tollway in the mornings during the week. . I wouldn''t mind paying a REASONABLE toll, but $10 each way is WAY too much. That''s $100 per week! . Will this expressway have exits at all major intersection or any major intersections..ie fm 518; bltwy8? . What about light rail? . I do not understand why our current taxes are not enough to expand 288 ( a highway that is over 20 yrs. Old) that has had very little to no improvements. Sure they added a express(tollway) to I‐10 Katy freeway but they also added two lanes per side. . An express and ir two o expedite traffic is a very good idea and outta I favor. . Just widen the lanes by raising taxes or looking for available governmental funding (state/federal), don''t put in a toll road. The socialeconomic impact is too great on hourly workers and those working paycheck to paycheck ‐ that can least afford to pay the toll. . Please, Please, Please, do something about this traffic on 288. It is very stressful, which you had no questions concerning this issue. Traffic is worse when there is an accident. People are just angry drivers when in traffic which increases accidents. I know it is time to do something!!! People have been communting for 10 years or more...this change is way overdue!!!! Thanks for surveying...this at least gets the ball rolling!!!!! . The counties and state are happy to collect gas taxes from us and don''t mind the development of areas along 288, but when it comes time to actually improve the main corridor to most people''s work the best you can offer is toll roads. No HOV, no public transportation. Its enough to make me want to move. Every other road in this city has been improved so that traffic can move with or without paying a toll ‐ we don''t count. Thanks for nothing. . I will not support a new toll road. The toll roads have become a cash cow and previous promises to make toll roads free once that specific toll road was payed for have turned out to be lies. I would support high speed, elevated rail from Freeport to Downtown Houston and I would use it as long as the commute from the time I entered a train car to the time I stepped off is no more than 45 minutes. This would allow 15 minutes to actually get to my office making the total trip no more than an hour. . ABSOLUTELY!! Build a toll lane exactly like the one on I‐10. The rates are very fair and generally it is a great time saver. I am greatly in favor of the on demand toll scale. I will usually ju,p in it any it,e of day if it only a dollar for the entire trip if for no other reason than safety. There are days when I will take the Katy toll road at 1:30 since it is only a dollar just to avoid most of the morons on the road but I will spend the $4 every day at rush hour to avoid the massive delays.

. Some of the congestion is also due to having no overpass access from 288 to beltway 8. This would be very nice to have and cut 10 minutes off my trip easily. . Toll fee should be reasonable. The options on 10 questions were high. . Toll roads are built with the intent to collect fees until the road is paid for. After that time the roads are suppose to be turned public but it never happens. Several toll roads around Houston are paid in full but continue to collect millions in toll every year and the money seems to disappear. Also, most toll roads are turned over to the highest bidder and managed by foreign companies who are only interested in it as a profitable business. Using automatic gates and scanners eliminate American jobs! I already spend enough of my money on road tax thru payroll taxes, fuel taxes and vehichle registrations. Where will it end. . I have an easy tag and kinda despise toll roads now used to travel bw 8 from 288 to I10 both ways everyday. I would almost rather take hwy 6 and sit at the lights then pay the ever increasing toll and sit in the parking lot called the beltway, that tolls are too high on now. . I am really excited that this plan is being considered... it''s about time! . $10 to $20 a day is NOT reasonable! That can be a $400 a month expense, and how many people these days can throw away that kind of money? . Why the option of HOV (High Occupancy Vehicles) lane is not considered along SH 288. . If the toll is reasonable I am sure people would pay it & use it. I also use Almeda Rd as an alternate, which has better flow than 288 in the mornings. If Almeda Rd. was 3 lanes going northbound in the morning & 3‐lanes going South in the afternoon. I believe this would alleviate traffic on 288, as well. Thanks for the opportunity to participate in a survey! . It is about time we did something to improve the congestion on 288. I moved here in 1998 and have seen the traffic worsen slowly but the situation has been unacceptable for the past 5 years or so. This should have been done 5 years ago! Traffic worsens every year. . Build as early as possible This is needed urgently. I knowpeople moved only due to congestion on 288. thanks. . Stop people from driving on the shouldar and cut other drivers off. . We pay too much in taxes as it is. I oppose paying more taxes. Where are our dollars going that go to roads & bridges? We are being taxed out of existance. Not too many people keep getting raises to keep up with all the taxes being charged. . TXDOT . Traffic on 288 has become unberable after school season started. NEED IMPROVEMENTS ! . 2 express lanes is not enough!! Unless it''s two express lanes traveling northbound and then another two express lanes traveling southbound....totalling 4 express lanes . The tolls are just as congested and the roads lately . hurry up and get it done. . I believe that it is the government''s responsibility to maintain public infrastructure, and feel that it is almost a criminal act to turn over OUR infrastructure to a private, for‐profit firm. If it''s too difficult to have txdot build a highway, then change the process, or replace it''s management. . In addition to the express lanes may be a reliable public transport e.g. Train Service if extended to pearland may help to reduce the traffic congestion. At the same time it will lower emissions and will be a lot more green for environment. . No 288 Toll Road!!!!!!!!!!!!!!!!! . I don''t believe we should just "raise taxes" to pay for highway improvements, we should look at cutting spending and streamlining processes before raising taxes. . Make express lanes please! . Do something quick . I already pay taxes for the roads I use. I do not intend to pay more money in the form of tolls to use these roads. If others want to pay and use them and get off of the regular lanes, it would obviously decrease traffic congestion and my travel time. . Adding a single "Bi‐directional" toll road on 288 is a waste of money. It is only a temporary fix and additional road work will take place as soon as the new road is completed. I have travelled this route for almost 15 years and it is clear that Houston is expanding south along the 288 corridor. You can plainly see this by the businesses and housing that have been built along 288. As the market gets better, traffic congestion will only get worse. Due to current low bond rates and low construction costs, building a super hightway (similar to what was done on I‐10, including the toll/HOV lanes) is the best option. We do not need to make the same mistake on 288 as was done on I‐10 and almost all other Houston highways, where we are constantly trying to catch up to the traffic. Let''s get ahead of it now and fix the problem permanantly not temporarily. . I don''t agree with the policy of increasing toll fees to "eliminate" traffic on toll roads like the increases on Belt way 8. There is never a payoff, no matter how much money is taken in through tolls. If you travel toll roads , you know that the speed people drive on the frontage roads increases to the point that drivers are passing the toll road drivers. I would be interested to see what traffic incident stats are on frontage roads of toll roads. Seems speeds are never enforced on toll rods or frontage roads.

. Although the survey was for my most recent trip using 288, I think that most of the congestion starts at Airport becuase the entrance ramp ends and doesn''t give people enough time to get on. West Orem stays congested without any reason. There should be a feeder road that connects Airport and West Orem to relieve some of the traffic. Also, if express lanes are added where would the entrance ramps start? How would you guarantee that the travel times would be decreased? There are many times were the HOV and Ez Tag lanes are moving at a slower pace than the regular lanes which is fustrating because you have spent money and could have stayed in the regular lanes. I think 288''s main problem is that it doesn''t feed traffic onto the highway in a logical manner. . what about hov lanes? . Need to spend money expanding Sam Houston tollway from 45 to 59. 2 lanes is not enough. Also need to consider some sort of rail system from downtown to at least Pearland, there is space for this development, gas prices are high and the city of Houston compared to other large cities has horrible transportation system. Los Angeles has rail system that runs parallel to the freeways, we have a very basic metro rail system that overall does not serve this city very well. Tollway is not so effective either when they only build two lanes then 10‐15 years later is overloaded. . Hurry up and get this built . widen out 288 with express lanes and regular lanes and also considering making ramps to access beltway 8 and also coming into pearland making high ramps to get on from the beltway instead of exiting the freeway and having to get back on. . Please do something about the congestion on SH 288. The morning an evening traffic is so unreasonable, I remain at work for two additional hours every work day reading my Nook rather than sit on the highway from 1705 hrs. to 1800 hrs.. I would love to leave work, and go home. Help! . Try this solution first: ‐ Create on/off ramps for 288 and the Beltway (this should create more flow) ‐ Expand current lanes to 4 both ways . As someone who have gone to the meetings on 288; this is the same rehash of old ideas. With the cost of gas going up regularly; we need an economical and environmentally friendly idea to move people. Rail. Commuter train. Putting more roads down doesn''t work anymore. . make the tolls affordable and we will use the roads! Don''t be greedy :) . The issue is that Pearland and Manvel have outgrown themselves and 288 is the most convenient way to travel to Houston and surrounding areas. There have been no improvements made to 288 since it was built but the population the travels on it has likely tripled. Extremely poor planning! My commute is 35 miles and it usually takes over an hour. That is insane. Please fix it! . Toll roads are literally highway robbery. I already pay 80$ a month in tolls to drive on the roads in my own city. Proposing new tolls should be covered by taxes so ALL people can use the roads, not only people who can afford to "cut" in line. It''s not fair. . I don''t understand if we ALL pay taxes why must only the people that can afford it be able to use it? It isn''t fair. . I would support a resonable toll fee for faster travel. If the entire road from HWY 6 to in inside 610 becomes a toll way and I can not travel for free, I will make other arrangements to get to work. . Please remedy the horrible traffic congestion on SH 288 immediately! . Please ease the congestion on 288 between McCard and AlmedaGenoa! . I really have a problem with paying tolls because when they began, it was said to only last until the tollways are paid for. They have been paid for repeatedly and now the tolls are not only not going away but constantly going up. Gas is already high and now the additional cost for tolls is ridiculous. The highways are still and roads are still bad. No one would object as much to paying a low fee toll, but the prices we are paying in Houston are a rip off. . We need on off ramps between SH 8 and 288 . I am willing to pay a toll to avoid congestion and allow me to arrive at work free of the stress of traffic, but over $4 is the maximum amount I am willing to pay one way especially if drive time is only going to be decreased by 15 minutes. . Entrance ramp at West Orem and exit ramp at Airport Boulevard . with gas prices, adding more cost is unreasonable. Light rail better option. Adding more cars results in increased pollution, then we will not meet air quality standards. If anything, give free access to hybrid or electric cars or those that get more than 40 mpg. Other cities like DC give preference to these vehicles as incentive. . It has taken way too long for improving the commute on SH288, where you can easily see that the driving situation is getting worse and worse with time goes by. . Operate Buses from Pearland to TMC and Downtown, this will remove lot of cars from the 288. Just copy what Woodland is doing, they are operating Woodland express buses to TMC, downtown with WiFi. People can work during their travel. . I would only use the toll if traffic were unusually heavy and only if the cost was below $1.00. Any more and I won''t use it at all. . It''s disappointing that existing taxes, such as those on gasoline, aren''t being used to widen 288.

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D17

. I don''t mind paying for tolls as long as the cost is reasonable. I would not pay more than $1.00/each way or so for my short drive on SH288. . I am in favor of the toll lanes and would use them intermittently when needed, but would not want to pay a high toll (greater than $1) for this option and would not use them everyday. . At what point in development is the idea for a park and ride in this corridor? How about a park and ride system that uses the proposed express lanes? . The congestion between the beltway and I‐610 is so bad because people ride the numerous feeders and then aggressively force their way back onto the highway at the last possible minute. This causes sharp braking and so backups. I also see people speeding on the shoulder numerous times a week and similarly forcing their way into traffic. These behaviors are stupid and dangerous and stressful to drive around. I STRONGLY favor tolls and not just an extra lane. I want to avoid the stupid people ;) . In Ft. Worth, Texas they have the T‐Transit, which is a bus that came out to Burleson, south of Ft. Worth and I rode that bus to downtown and they had one going to Gen.Dynamics, Bell Helicopter (for example) and there is no mass transit out to Rosharon or Angleton or even to Pearland. I believe people would ride the bus if it was available and to me that it a better way to go. Thank you for having this survey out there for us to take. . Should be TXDOT funded HOV with tolls for single drivers . Why can''t HOV Lanes be implemented instead of express lanes with tolls? I feel the hypothetical time saving options versus regular traffic demonstrate either: 1. little time savings; or 2. exorbitant toll rate. With that said, the time savings does not justify the toll amount. . Tollways have not eased congestion in Katy, the Beltway is consistently congested, and the Fort Bend Tollway sits in the middle of nowhere, largely unused. Tollroads have not eased Houston''s congestion problem. Why would I pay $5‐11 each way to still sit in traffic for an hour? Even your system indicated that the trip should only take approximately 30 minutes. With the majority of Houston''s 4million+ day‐time population commuting from locations outside the 610 loop, or even outside the Beltway, the inner‐loop rail system in its current form is largely useless. However, if this system were extended out to the Beltway in a few key directions, it would significantly ease traffic congestion and reduce pollution. While I will not pay upward of $5 each way to sit in traffic for nearly an hour, I would pay $5 to ride a clean quiet train for 30‐45 minutes where I could drink my coffee, catch up on reading, and save gas money and wear and tear on my car. Tollways are not the answer, and they are certainly not the only option. Please desist building these useless money pits and invest in mass transit options that work for the people of Houston, most of whom actually live far outside the city limits. . Please HURRY and solve the problem of traffic congestion on Hwy 288! . My income has nothing to do with this nor do most of the other questions. Nor does most of the other personal info. Tolls roads should not be used. It should be funded like most other roads. After a period of time, the tolls bring in far more money than the cost of the highways and maintenance. . I agree something needs to be done with regards to 288. It''s horrible. I don''t know what answer is. Question for you: what happens to all the trees that were planted inside the loop, closer to Hwy. 59? I''ve loved watching them grow and would hate to see them bulldozed down. Where''s the environmental protection in that if they are? . Adding an extra lane on 288 between FM 518 and 610 Loop would ease congestion. Also adding a HOV/ Toll Road in addition to the added lane will help pay for it all. Let''s think ahead as congestion will only grow the more is built in Pearland and beyond. . I believe the lanes should be limited to carpools, vanpools and metro buses (HOV lanes) during the weekdays and toll lanes on the weekends. Assuming the plan for a metro stop happens. . I think you will make the traffic worse by delaying traffic with the construction project. . I live 12 miles from work and it takes about 1 hour when school is in session. I am for tolls only if it makes it worth my while, which would be 30 minutes, instead of an hour. . I believe additional lanes are needed on SH‐288, but I am not for them being built as a toll road. The wide expanse of SH‐288 was well thought out and should not be hindered by tolls. Free public highway expansion should be built. . The latest black top that was repaved is of very poor quality and is very loud. It is not much better than a dirt road. . Feeder roads are needed on 288 . HOV and HOT lanes are a must on 288. Expansion should also include right‐of‐way for light or commuter speed rail. The red line should be extended from Fannin down to Pearland Town Center where a multi‐use retail residential park and ride should be built. . TX 288 was paid for by the taxpayers. You can''t rightfully use it to charge tolls. You need to make beltway 8 free now that the 30 year bonds are paid for. You''ve already paid for the construction. Stop charging. . Keep the costs down! . Several of the pay roads already in place are "pay parking lots" during peak times and the tolls continues to go up. Texas is one of the few states with the MOST toll roads and the freeways are still in horrible condition. The elected officials and

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D18

Governor have made this a revenue pipeline to oil there filty pockets. Ever since we "the public" was lied to about beltway 8 being free after it was paid off, we simply don''t have faith in any of you because you continue to lie at every turn. However; we will see how the 288 situation will turn out, there''s no limit on crooks "elected officials" from Harris, Brazoria and Fort Bend Counties who will all have their hands out for a toll each time that we pass through their county in the future on 288. Please know, the public is not stupid, we are taking notes and watching how the game is being played. . I support a toll road on 288 if an intersection will connect with the Beltway and you can use it when entering 288 at 518 . Additional lanes are pass due for 288, toll lanes are not acceptable. Toll lanes create a more class based society where working and lower middle class people have to sit in traffic but the upper classes do not. This is not the American way. Tax the wealthy and build the damn lanes . I get up at 4:30am to be on the 288 by 6:00 am so I have a traffic‐free drive to work. I am at work at 6:15am to 6:30am but my work day doesn''t begin until 7:30am. It''s worth it to beat the traffic however. I can get a lot done early in the am. . I think the tollway would be of advantage if traveling at peek traffic times and I would be likely to use them but at non peak times the regular roads would suffice for me. In other words I would only use the tollway when I felt it would benefit me. . We would take the metro or Star vans but not available in our area along with so many other people. So many people commuting from Angleton and Lake Jackson everyday to Houston. Would be nice to have more van pools into the Galleria area. Toll road/Express lane would be very nice in the near future. Willing to pay whatever it takes to get to work quicker. I have been commuting to Houston for 23 years. Anything helps. Have a great day. . I would prefer toll/HOV lane for both directions, similar to I10 East/West towards Katy. This is because a single lane with a direction swapped (planned, like I45 N/S), is closed and left unused on the weekends, during mid‐day and evening. So it is only used 6 hrs of a 24 hr day, 5 of 7 days a week. An HOV/toll in both directions could be utilized all day every day, resulting in additional usage/tolls, with roughly the same width requirements as a single lane. . I would expect that the taxes that I pay would cover road improvements. I don''t understand why can''t the goverment expand TX‐288 without having to make lanes "express lanes" and charge tolls. . I am not sure why toll lanes are the only option being presented here. If Pearland and Houston commerce really wants to grow it needs access to mass transit. Move forward like every other elite metropolitan area in the world. I would pay $5‐$7 for a round trip train ticket from pearland to houston if it was reliable, well‐designed, and secure. I understand mass transit is usually identified with crime but if legitimate stations are built it should deter crime. . An exit ramp, for travellers accessing 288 from BW8, would be nice in order to avoid the feeder road/intersection, as well as from 288 directly to the BW. . I will miss the green space between the regular mainlanes. :( . Express lanes are all right if they allow free travel for those who car pool like the Katy Tollways. I car pool with 2 other people to do my bit to reduce congestion and fuel consumption and I would expect some appreciation in the form of free access too express lanes in return. . There are few things you can consider. Traffic congestion occur because of the feeder roads merging into the main lanes. There should be a design where feeder roads runs parallel to the main lanes and goes into exit. This is the design I have seen in other major cities. Las Vegas is an example. This way a driver entering the main lane get enough time to change the lane. The current system of directly merging into the main lanes simply halts the incoming traffic. To avoid slow down people change to their left lane and so on. This slows down the traffic on all lanes. Another reason of congestion is some "smart ass" people trying to get ahead by taking a feeder road exit and trying to merge ahead. There shold be penalty for such crimes. Cops should be preventing this rather than pursuing someone going 5 miles/hr over the speed limit. Why can''t we extend the metro rail service to at least Pearland. It is already at Fannin south. Plese consider that as an option. . Consider expanding the number of lanes in both directions of 288 instead of adding only a single express lane. . There is so much median space between both directions of 288 that there could easily be more lanes added in the middle. I don''t agree that these should cost tolls to use: there''s dispute that the Beltway $ should still be collected since the work has been paid off; I already have to pay to park in the Med Ctr to get to my job (about $3/day) and while gas and other epxenses go up I haven''t gotten a raise in 5+ years so I couldn''t justify paying to drive to work too; other commuters have more lanes without needing to pay tolls to get to their destinations. Please just widen 288 on tax payer (incl. businesses!) collections. . Something has been needed to ease congestion on 288 from the south for years‐‐at this point just about anything would help! . FM 518 East bound lanes that enter SH 288 need TWO left turn lanes. Currently only one left turn lane. . Would MUCH prefer rail!! . I wish that 288 had the non‐stop entrance/exit ramps at the Beltway 8, just as they do for all other major freeway crossings at the BW8. Having to exit and wait at the red lights to enter/exit BW8 and 288 adds at least 20 minutes to my total drive. Thank you. . Add lanes for everyone to use and quit making us pay tolls for them. Increase taxes and build the roads we need and stop trying to find another way to generate "revenue" like the Sam Houston Tollway.

. I would love to see a toll lane ‐ I take them whenever possible. But I would rarely pay more than $10 one‐way. I''d be happy with $5 or $6. . While I''d love to see a toll road option that''s reasonable and a means to ease the horrible congestion on 288 in the mornings, I also am hoping that adding such a toll road won''t also bring lengthy construction to this already congested area of highway. . Not sure tolls are the best answer, versus better and more proactive city planning and possibly looking into developing a mass transit system. If the plan is to fix traffic congestion with construction, why not construct either more non‐highway outlets/feeds into the city or construct a mass transit system to aid: (a) the flow of traffic, thereby reducing commute time; (b) create jobs; and reduce the stress on the environment? . It''ll be great if NO Toll is introduced on H288 express lane. impossing toll would create unncessary budden on the financially strained comuters/drivers. . Either a toll road or just add additional lanes for traffic. The worst of it is usually between Mchard and then clear up after Almeda Genoa. Was glad to see the police dept. out this morning ticketing the people who decide to drive on the shoulder every morning to pass all the other people trying to get to work also. I have had several near misses due to the people on the shoulder and then cutting into traffic and cutting people off . . I would agree to a toll if the price were reasonable. Not like some of the examples used in the survey. More than $3 is not reasonable . It is unfortunate that the state is considering putting a paid toll on 288. Freeways in other parts of the city have been expanded without citizens being charged tolls. I think the same principles should be applied when expanding 288. . We need to do whatever it takes to remedy the traffic situation on 288. There is so much empty space and too much traffic. Lived here 10 years and the fact that it takes me more than an hour one way to go 15 miles is ridiculous. . Horrible traffic on 288, getting worse by the day. There are a lot of opportunities for improvements to facilitate traffic flow. Hope something comes out of this! . DO IT!!! . The sooner something is done, the better. We have waited years for improvement in traveling. Have you considered rail? . Whether or not express lanes are chosen something needs to be done to manage the traffic congestion. It is limiting growth and is forcing people to look to move out of the area. Morning commutes from pearland are often the most congested in Houston and it is unacceptable. . Please hurry with the construction of the new road!!! . The taxes that are paid at the pump and to the US government are supposed to pay for road improvements. I have found that taxes or tolls are usually not used for the purposes they are imposed for. . Please don''t make the traffic worse with road work . Public or mass transportation would be a better solution to traffic problems than toll lanes. The center of 288 should be used for a rail system. . I would be more interested in Light rail and other metro options. I could support a toll lane if it is also an hov lane. . Direct connectors 288 to Sam Houston Tollway badly needed. . What ever happen to the concept of limited access highways? There are too many on ramps between hwy 8 and 610 and several are poorly designed. For instanse on 288N, the Reed on ramp and Belfort exit are right before a major interchange with 610, WHY? Both of these ramps should be closed, all they do is impeed traffic flow from 288 to 610. We don''t need to pay more money for more poorley designed roads. We need to correct what we have now. . give the option for not wanted to give you my income information ‐ i chose the lowest amount because i don''t wish to divulge that type of information. . If you build it they will come. Please build for the future. Don''t let 288 end up like 290. Let''s get it right the first time! Thanks for your hard work and assitance!!!!! . I think adding the toll lanes is a great idea provided the tolls are kept low. Considering people using the toll lanes would prbably be using them traveling twice a day during the work week the costs add up fast if the tolls are too high. . SH288 desperately needs new lanes, toll or otherwise. The commute from Pearland has steadily gotten worse over the past few years, and SH 288 is now a significantly worse commute than I10 (from the Memorial Area) and 59. The only saving grace for SH288 is that there are relatively few accidents. I will support a toll option, but only if the tolls are reasonable. Some of the questions in this survey contemplated tolls of $10 or more. A $10 toll would add up to $20 per day, or $320 per month in a 20‐work‐day month. That is much too expensive. Tolls need to be affordable so that people can actually afford to use the roads. My concern with tolls is that for‐profit companies use thee as money makers, when really they should be used only to cover the cost of the infrastructure improvements. . DO NOT bring Metro Rail into Pearland!!!!! . If toll lane cannot be done, prefer to have additional lane added on both side of HWY 288 N and S bound, Traffic is getting horrible everyday. PLEASE HELP!

. poor choice of words in some questions....paying a toll cannot provide a guarantee of problem less commute. Have you guys seen the traffic or just sitting in an office taking surveys. Metro bussed stalled in HOV lanes. once you''re in between the concrete walls you are at the mercy of the people in front of you and the condition of their vehicles hoping they dont stall . A viable mass transit is an option also. A train into downtown with a few stops, or maybe busses. . Tolls are a form of double taxation. I pay 38 cents per gallon (in a 30 gallon tank for an F150 4x4). That is more to the government for road building and upkeep than the oil and gas company who finds, drills, collects, and converts to usable form the fuel. Tolls in Texas NEVER go down, or away (see Beltway 8 Toll Bridge I watched being built). In California, I can point to an example of a toll bridge reducing, then removing the toll completely, once the bridge was paid off. In Texas? Not going to ever happen. Tolls are the same thing as the red light cameras ‐ a revenue stream to be passed along to the citizens instead of calling it a TAX. . I am in favor of the toll road as long as it is cost effective. I can''t justify spending over 30 dollars a month in tolls to drive to and from work. . PLEASE HURRY! CONGESTION JUST TOO MUCH ESPECIALLY NOW WITH SCHOOL STARTING!! VERY BAD! . Consider a rail system down the center of 288... . I am appalled that 288 will have no free hov lanes whereas every other highway in Houston does! Beltway 8 tolls just increased again and I anticipate that a toll road on 288 will mimic the constant increase. I am NOT in favor of a toll road on 288. . Why would I pay toll for this 288 when 59, I‐10, 290 and 45 do not? I‐10 has an option plus HOV ‐ There should be more options available. . The SH288 area needs both managed toll lanes and rail. The land is there to have both. More lanes more cars. The plan put forth does not answer the problem of traffic on SH288 . i suggest a high speed mass transit system perhaps above an hov lane. Make a trip from hwy six to 59 in twenty minutes for maybe $2.00 per day and buy monthly passes or have direct deductions . changing the right emergency lane to an on/off lane between Almeda Genoa Rd & W Orem Dr as well as W Orem Dr & Airport Blvd might alleviate some of the traffic as well so that vehicles have a longer time to get up to speed before merging with traffice. Also, having the cops sit at the W. Orem Dr. exit writing tickets for those that are driving in the emergency lane on the right between Almeda Genoa Rd. & W. Orem Dr. causes even MORE backup! . A toll road should not be the only option to reduce the extensive travel times on 288 entering/exiting the city of Houston. Put in an additional non‐toll lane. . We reliable mass transit in Brazoria county, not just toll lanes. . HOV lanes elsewhere are not paid for by tolls. . I don''t quite get why the lanes change direction. Just add one or two lanes, express toll or HOV, to each side. Please do any of this soon!!! . Put more than 2 lanes. 2 lanes isnt enough. Switching them is a bad idea. They should be permanent one way lanes! I suggest 4 new lanes, 2 on either side. 1 can be EZ tag but the other should be regular. You cant keep using tolls to get away from a very poor traffic system. Also is anyone going to work on increasing the lanes of FM518/Broadway where it meets 288? There is a lot of congestion that occurs at intersectiosn near 288. It is a road hazard! fix this please . If you place the toll too high and the congestion continues to increase, I will pick an alternate route before I pay a ridiculous toll. I would use the Fort Bend Pkwy except that I would have to deal with 5 school zones on the northern end of my trip that offsets any advantage of using the Pkwy . Thank you for soliciting opinions of those who travel SH 288. . Worst at our entrance (Almeda‐Genoa) are the cheaters who cut lanes to get on ramp and drive shoulders up to Orem only to exit and re‐enter. Easy quick fix and revenue generator is to start ticketing them...100''s per hour = lots of revenue. Could help pay for the new lanes which would be great. . If you complete the Kirby Dr road construction it will reduce traffic in Hwy288 to 610 loop from W Orem area. Depending on traffic situation am/pm I would decide whether to use Almeda Road or Hwy 288. Meaning I use 288 may be 2 days per weekdays. About paying toll ‐ time saving and distance covered to reach 610 in the morning is not worth, as I am a early bird. Returning home, I am not at rush. . I support toll roads but think this section of 288 should be improved for all... but if toll road is the quickest way...... We should have the option between HOV and toll lanes, similar to I‐10 towards Katy. . I have used SH‐288 for morning and afternoon commutes for more than 10 years. I am strongly in favor of the proposed express/toll lanes, however I would like to offer an additional observation and some suggestions. One of the main causes of congestion (besides just the number of cars) along the stretch between FM 518 and 610 is “leapfroggingâ€. This refers to drivers who exit, only to reenter at the next on ramp. Perhaps this might not occur if congestion is eased by the proposed express lanes, but in the meantime, why not meter the entrance ramps on the north bound side in the morning and south

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D21

bound side in the afternoon? In addition, lengthen the timing on the north/south bound access road traffic lights so that leapfrogging becomes less attractive. Bottom line is that any improvement will be a welcome change! . I am in favor, if I had filled out this survery yesterday it would have been an hour commute. Once school is back in session the traffic on 288 is horrific. I sometimes spend 20 minutes just getting to the beltway from Bailey Rd. It''s normally a 4 minute drive. If we had tolls then others would take them and hopefully give less congestion for me :) . Paying a reasonable toll amount to alleviate travel times to and from downtown Houston from Lake Jackson for my daily commute and to alleviate my daughters'' travel times to and from the University of Houston is acceptable and can''t come soon enough. We are ready and I''m buying an EZ tag today. . I love the idea of the toll way on Hwy 288 and would definitely use it if indeed the cost is honest and fair with us commuters. Also, my other concern would be what happened when we finished building Bltwy 8 and paid for it? It was said that there would be no more tolls and here we are, years later still paying. I like and support the idea but do your studies and demographics‐ most households south of FM 518''ish will not be able to afford ($6 one way or $12) round trip daily. I am certainly glad someone is looking into it. Thks. . Promote carpooling . The consideration here is that you pay the toll and have a more expedited travel time. If you pay a toll and still sit in traffic it would be frustrating. Also, for my trip I pust the 518 ramp as you do not have an option for bailey/101 which is still north of highway 6. . Glad to take the survey. Because my home is so close to the med center (where I work), riding a van pool and car pooling isn''t worth the cost savings (it was when I lived in The Woodlands). I''d like to see expansion of free lanes on 288, as there is just too much development in the Pearland area to support only 3 lanes in each direction. . Please don''t add a toll road. Its unethical to make the poor suffer in traffic while the rich zoom past. Houston just needs to bite the bullet and improve 610, so the feeders can be expanded. We keep trying to do quick fixes and it just makes 610 worse, which makes everything else worse. . I am tired of pays high tolls on Texas roads. Keep tolls low priced and reasonable. . High toll prices would be a deterrent to my willingness to use the toll lanes. I''ve calculated the difference between toll routes versus , taking into consideration both time, AND mpg differences between the two modes. Time is flexible. Income is not flexible. . We don''t need a toll road on 288, we need additional travel lanes added to the existing highway. There is plenty of room to add lanes to 288. . I understand the need for toll roads to help pay for highway construction but would like to see policy change and tax dollars be used for social services and programs (like roads) instead of wars. having said that I would pay a toll if it where the only way to add more lanes to HW 288. As our community grows out here there will be more people commuting and more congestion if nothing is done about it. I also see a huge need for on and off ramps from HW 288 to Beltway 8. thank you . Something needs to be done, NOW. 288 is now the most heavily congested freeway in the Houston area, based on regular traffic reports watched each morning. . Consider ramps directly from and to 288 and the Beltway 8. It was poor planning to build the Beltway 8 that requires travelers to exit 288 and go through traffice to access the Beltway. . I would not pay more than about $1.50 on a regular basis. I''d pay more on a *very* occasional basis. It is absurd that you are *just now* looking into maybe possibly starting to ease 288 traffic congestion. Put an express train down the middle. Have it connect to the light rail at the Fannin South station. THAT I would pay a lot more to use b/c I wouldn''t have to drive. . 288 is in desperate need of either an express lane or HOV lane. I feel those that ride with 2 or more in their vehicle should be given priority to the express lanes since so many people that I have observed in the morning are single drivers. Those who would like to use an express lane but are single person vehicles should be required to pay a toll or an increased toll than those with multiple riders. Although I am not aware of how this could be enforced, I''m sure there is some type of system to monitor compliance. Hope to see an express system really soon. I take my daughter to private school located off 288 North and it requires an extra early start to avoid being tardy. With the Pearland area growing so quickly, something needs to be done to address this horrific traffic situation that we are forced to deal with not only in the mornings but on our travel home in the evenings also. . After seeing the beltway construction was paid for and tolls did not stop as initailly promised, in fact thay have increased. I have zero trust for a toll based transportation system. . The map feature worked poorly. . I am not in favor of an exit ramp at W. Orem . 288 really need improvement! Let''s do it. . It''s not a bad way to improve 288 to have an express lane for those who need it. However, don''t ruin the good in it by charging an unrealistic price to use it. Most of our cars are NOT Mercedes and BMW''s. Thank you.

. Park and ride lot and express lanes will help 288 traffic a lot. Thanks. You need to get someone to post the survey on the Silverlake and Silcreek community yahoo groups here in Pearland and Manvel so you can get a better response. . Why are we looking and adding additional tolls, that remain forever, why not start mass transit and use the trains from downtown to the suburbs . I''m in favor of an express lane or lanes but the tolls have to make sense. Balancing the savings of gas on reduced stop and start traffic congestion, plus lost time is part of the formula. But the sticker shock of adding $2 or $3 per day to a commute from Pearland to Houston will kill this idea. . I am in strong support of adding express lanes to Hwy 288; however, I do not believe I would use them if the price of the toll exceeds the value of time saved. If it only saves me 15 minutes, I will NOT pay $5 or more for a toll. . Adding lanes to 288 is long overdue. The drive time is so bad that I have debated moving to another city to avoid the fatigue and hassle of driving in congested traffic. I''m willing to pay a toll, as long as it is not too high. . Look at light rail as an option. Whatever you do, do it now! . Please build the toll lanes, new free lanes, or rail along 288! Please build it soon! The commute is terrible, and is nearly forcing my family to move "inside the 610 loop". . I would like to have an entry area at W. Orem and I think the exit ramp should be at Airport so it has acess to HCC and Hobby Airport . Progress is part of the city. The city needs to provide additional routes for people to move around. Cities receive plenty of taxes with the people living in their jurisdiction. I should not have to pay a toll to go places. . I strongly disagree with paying tolls. 288 need to be expanded People pay too many taxes already. The expansion need to be free for all users. . I absolutely cannot afford to pay toll. The highway expansion is needed, but I can''t pay a toll to use it. . I feel that with the current taxes that we pay, that there shouldn''t be a need for toll roads. I don''t understand why we must pay extra for roads when other cities are able to provide their citizens roads with less congestion and not collect tolls. . There has been talk of this project for years. You need to get moving. An interchange between 288 and Beltway 8 makes sense too. Lets get going!!! . What is wrong with running the MetroRail to Pearland. It has less of an impact on the enviornment; less smog, decreases usage of fuel, job opportunities and more cost effective. Several people that live in Pearland work in Med Center. We need better Public Transportation, much like the rail system in D.C. Houston and Pearland''s short distance presents a unique opportunity for this to be a possibility. I think this would have a bigger and better impact on both city economies. We need to forget the politics and do the right thing for our future generations. . Some of the proposed tolls where outragous. People are not going to pay over $3.00 to travel that short of a distance everyday. Something needs to be done about the traffic. . I think the road should be widened without the tolls and tax revenues could be reallocated to pay for it (cut some of the government waste in other areas, I am sure there is more than enough to cover the widening of this road.) If that doesn''t happen, I would still support the toll lanes because it would take some of the congestion off the lanes I am traveling since plenty of other people would pay tolls. I would use the toll lanes occasionally, but not regularly ‐ I get to work very early to avoid traffic, but the PM rush hour is harder to avoid and I may need a faster route sometimes. If tolls were reasonable, I might use it every day in the PM. I live 13 miles from work and it shouldn''t take an hour to get there. Whatever the solution, something must be done about this road. With the continued growth in our community it will only get worse if we don''t do something about it. It is already notably worse than it was last year. . With the room on 288; Why can''t it be expanded like I‐10: enough lanes that are free to relieve the increased traffic due to growth. Express rail should be ran down 288 . I would pay more if I did not have to use my personal vehicle, i.e. trains or buses. I cannot afford high toll fare and gas. Trains and buses will improve air quality. A trade study should be looked at to see the 50 year operational and upkeep costs of roads/bridges verses a true commuter train system. . Widen the road with the HIGH taxes we already pay, and stop robbing me of my time by putting in toll lanes and roads that MOST people don''t use. It costs ENOUGH to drive back and forth to work without charging folks to pay to drive on a road that WE ALL PAID FOR to begin with!! Like the Beltway that was supposed to become a FREEWAY 15 years ago!!! Theifs! . Why not rail? . I couldn''t afford to pay between $9 and $13 ONE WAY on a daily basis to travel. I would have to elect the longer travel time due to an exorbitant toll. . 288 can be expanded without the use of toll roads. Brazoria County has stated it has funds available for HOV lanes and other expansion. However, That would only get the lanes to Beltway 8. If Tx Dot could get Harris County to bring funds to the table, this could get done without tolls. . These express lanes are vitally important to this area. I spend too much time commuting to and from work each day. In addition, during the work week, there is always heavy traffic and congestion on SH288. If there is an accident, construction

Resource Systems Group, Inc. SH 288 Express Lanes Stated Preference Survey Report November 2012 Page D23

or inclement weather, that further delays travel times. I welcome the express lanes and would gladly pay to ride on the tolls with less congestion and a faster option to get to downtown Houston. The commute to/from work is the worst part of my day as I know it usually takes at least an hour or more to get home. . please provide entrance ramp at west Orem please provide exit ramp at Airport Blvd we do NOT want an exit ramp at west orem It will dump many more cars onto our 35 MPH resi‐ dential boulevard west orem . Often times I avoid Sam Houston Pkwy and take Beltway 8 which is toll free. . The traffic is bad enough now, I can only imagine how bad it will get during construction of a toll road. TXDot nor its contractors does nothing to instill confidence that it will be done properly. It seems they are better at creating traffic conjestion then preventing it. Also the tolls have to be reasonable. I travel in two directions five days a week (my problem I know) but will not be able to take advantage of the toll road due to expense. That why I bring my lunch to work everyday. Small amounts add up very quickly over time. Hope this helps . New lanes or highways cannot keep up with growing demand for efficient transportation. A coordinated train/light rail system is the best solution for long term growth. I would like my resources used toward planning and design of smart cities. . Add stoplights on the entrance ramps like they have on I45 and 59. . Think expanding 288 is about 5 years late. Not sure why things have to be terrible before addressing, especially with all the open space in the middle that was for "planned expansion". Not sure why these have to be toll roads but would be better than nothing. . Why not just complete the service road from hwy 6 to 59. Right now EVERYONE has to use 288 at some point in their travel which is the reason for the traffic. If we have the Service road then we''ll have the service road, 288 and 521 as routes all the way into downtown. . Question are too vague to provide an accurate response. In addition, extending the metro rail or provide buses for the area. . If we pay for roads and improvements, I suppose tolls are OK. Elected officials are never honest and I feel they take advantage and overtax or oversee us for everything while we pay for their exemptions from these types of payments. I am not in agreement with their abuse of my pocketbook. . I support tolls for improvements if they are for a specific amount of time. However when it comes to 288 I think more lanes instead of dedicated certain time/way lanes would be more effective. . I think a toll should be $1.50‐$2.00 from 518/288 to downtown. Also, a toll of $1.00‐$1.50 from 518/288 to the Medical center area would be good. . You forgot to include in your choices for "begin trip" the entrance at County Rd 101, south of 59 where I get on. . Lived here since 2003 and 288 is usually a parking lot. Not sure why something hasn''t been done to date. Time to stop surveying and planning and just get it done. Expansion to 288 should have been done 5 years ago. . Something must be done to address the traffic problem. I support rail, toll road, express lane and even buses if it will help with this growing problem. . Is there a way to make sure the toll roads are easy to enter and exit? It would also be nice if the tolls roads are always open in northbound and southbound directions, because 288 can be horribly congested either way regardless of the time of day. Also, it would be great if we could have some HOV lanes like on 59 where you can just get in and get out. . What is wrong with expanding 288? And who is paying for this survey? . provide a service road on 288 from 518 to 610 by connecting those ramp that merges to 288.Its mostly whats causing the slowdown on 288. . Why put tolls on highways that never had tolls? Also, I am not happy with the fact that construction occurs on the toll roads I am paying to use just to bring it to one lane. I shouldn''t even be charged if construction is going on during regular hours of use. . Express lanes area great idea. Hopefully they will get started on them very soon. The traffic on 288 is horrendous north bound in the mornings and south bound in the evenings. And they are building more and more apartment complexes and neighborhoods all the time in the 288/Pearland area; which will only add to the problem. . Why can''t you just add regular lanes to HWY 288. All other major highways and freeways 15 minutes into downtown have at least 4 lanes or more. . Please quit wasting time and build the expressway! . I believe something such as a high speed rail that would help take cars off the road should be built. 288 is the perfect place to start. High speed rail could connect with the light rail that already runs to the medical center and downtown. A lot of people who live in the 288 corridor work in the medical center and downtown. . Strongly in favor of road expansion on 288. Willing to pay tolls if under $3. Road expansion should include feeder roads where there currently are not any. High Occupancy Vehicle (HOV) lanes should also be free of charge to encourage car‐ pooling, which results in less congestion.
