This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies.

LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. These changes have affected the cost-benefit calculations of media ownership and led to the entrance of Chinese capital into the Hong Kong media scene. The digital media arena is also facing the challenge of intrusion by the state. The early stirrings of the SARS pandemic caused people to rethink almost every aspect of the way they lived their daily lives. Due to the quavering of the overall market sentiment and the limited knowledge of such pandemic, even tasks as routine as buying a morning paper or meeting friends for dinner were regarded as risks that many were unwilling to take. For Next Media and its employees and shareholders, the outbreak of SARS in March 2003 also affected the business to a certain extent, especially when millions of dollars were invested into facilities and manpower to ensure the successful launch of Taiwan Apple Daily. Fortunately, statistics proved that readers in Taiwan were highly receptive to the newspaper, just like the Hong Kong market when Apple Daily was launched nine years ago. Now that the SARS panic and pandemic have receded, with consumer confidence and market recovery back on it leap, it is time once again to take stock of achievements made and lessons learned during the year gone by. Overview of Major Markets Hong Kong The Hong Kong newspaper and magazine market remains fiercely competitive. As of 31 March 2004, there were a total of 51 locally published newspapers and 866 locally published periodicals registered with the Television and Entertainment Licensing Authority. The SARS crisis led to a dramatic decline in advertising spending across all industries and corporations in Asia.

    LC Paper No. CB(2)120/06-07(01) Opinion Survey on LCSD’s Performing Arts Programmes (2004) Background and Survey Objectives The Leisure and Cultural Services Department (LCSD) commissioned MDR Technology Ltd. to conduct an opinion survey on its audience and non-audience of the performing arts programmes from November 2004 to January 2005. The objectives were to study: a) their demographic and socio-economic profile, b) the reasons for their attending or not attending LCSD performing arts programmes, c) the evaluation of the programmes they attended and the non-audience’s programme preference, and d) their opinions on the publicity channels for the programmes. Survey Methodology and Enumeration Results 2. The target population was people aged 15 or above. 4 054 audience drawn from 46 LCSD’s performances organized by the Cultural Presentations Office and the Festivals Office completed a questionnaire and 2 009 non-audience was interviewed by telephone. The response rate was 83.9% and 71.2% respectively. Major Findings AUDIENCE SURVEY (a) Demographic and Socio-economic Characteristics 3. The audience profile was as follows: a) 61.9% was female and 38.1% was male. b) 78.6% were adults of age 20 to 59. 1 c) 54.7% were of education level at tertiary or above. d) 61.8% were employed, with professionals at 28.5%. e) Within the 37.1% unemployed, 14.2% were students. f) 57.7% had a monthly income of $10,000 or more while 13.9% earned more than $50,000. g) 64.4% studied or worked in the urban areas h) 45.5% resided in the New Territories.
