F. LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. -

YOUR PARTNER IN INTELLECTUAL EXCELLENCE. focus Message from the Librarian The Hong Kong University Libraries Wins Obscure Honour: Providing the most food for the world’s copy cataloguers! The Libraries recently received a sort of recognition that perhaps only a librarian could love: HKU Libraries submitted 75,912 original cataloguing records making it the largest contributor among the Online Computer Library Consortia (OCLC) libraries to the OCLC WorldCat database. This may sound like a type of visibility that the University could do without, but it relates to an important cost saving technique for libraries. To understand what this is all about I need to first introduce what is OCLC and what is copy cataloguing. OCLC started out in 1967 as a state-wide library consortium in Ohio: the Ohio College Library Center. One of its main programs was the sharing of cataloging records, e.g., when a participating library bought a new book and created a record for it in their catalogue, they would also enter that record in the OCLC computer database. Then, when another library bought the same book, instead of doing the cataloguing themselves they would check the database and copy the record or change or adapt the record them for use in their local OPAC– hence, copy-cataloging or adaptive cataloguing. Message from the Librarian But the utility of sharing such records soon spread beyond the not years, for other libraries to catalogue them first so we borders of Ohio and eventually the borders of the United can copy their records later. -

"Forever... and Again" by Michel J. Duthin FADE IN: OPENING CREDITS Close up of the needle of an old record player that surfs on the black vinyl record groove. A jazz trumpet gently plays a deep melancholic melody. As a man’s fingers lift it, the needle scratches on the record. Music stops. The fingers put back the needle at the beginning of the track and -- -- the same piece of music plays again. But, after several notes, the needle jumps and is stuck. THE RECORD IS NOW SCRATCHED END OF OPENING CREDITS EXT. COAST ROAD - NIGHT A wild coast road by night under the torrential pouring rain. Trees are shaken and bent under the wind and rain assault. A genuine rain wall falls on the road and streams on the asphalt, transforming the road into a pool. The hard rain roars and nearly covers the soundtrack. Suddenly, like two lighting, cars headlights flash from the two sides of the screen. From the left, a white Japanese car -- From the right, a black European car -- The rain noise covers the two cars engines roars. The cars now face each other. The clash is inevitable -- The two cars, striking head-on, are embedded and lift one each other. The white car stays on the road for a while and slowly rolls to the right side of the road. 2. The black car is propelled in the air. It barrels, makes several tumbles in a clash to finish its course at the foot of a tree. The metal is crushed, distorted around the stump. -

LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. These changes have affected the cost-benefit calculations of media ownership and led to the entrance of Chinese capital into the Hong Kong media scene. The digital media arena is also facing the challenge of intrusion by the state.
