The changing world order and new alliances or groupings form the theme of two articles in the National Security, Land Warfare and Strategy Section. The challenges and payoffs of employment of armour in restrictive terrain and modernisation efforts of the Indian Army forms the balance of the first section. The second section on Regional Neighbourhood focusses on Chinese aggression and India’s response strategy, confronting Chinese mechanised forces in case of any PLA intrusions, understanding the Military-Jihadi Complex in Pakistan and ways to neutralise their impact and the last article tackles India’s energyCLAW securityS and need to develop sufficient reserves. The last section covers two articles on understanding the ‘Centre of Gravity’ and the impact of biological warfare and bio-terrorism. Despite these two opinion, PRC’s alliances with the members of Shagai Cooperation Organisation and the political structure of SCO’s members show that another pole is slowly taking shape.

Threat Tactics Report: China Introduction In 2015, the Director of National Intelligence (DNI) released a statement on worldwide threats and identified China as a threat actor currently challenging the United States (US) in its cyber, space/counterspace, nuclear, and territorial reclamation activities.1 These activities, China’s growing influence in Asia, and its continued willingness to display its diplomatic and military power present a significant concern for US security interests.2 Given the US’s pivot to the Pacific and the recent influx of US military service members, an understanding of one of the region’s largest threat actor’s military capabilities, tactics, and techniques is necessary. This Threat Tactics Report (TTR) will provide an overview of China’s People’s Liberation Army (PLA) Army’s military capabilities, with an emphasis on its tactics and techniques in order to explain to the US Army training community how China’s military fights. In order to accomplish this, this report will include information on the PLA Army’s doctrine, force structure, weapons and equipment, and an analysis of its capabilities. The report contains five sections. Section 1 is an introduction that provides an overview of China’s military strategy. Section 2 details China’s PLA Army capabilities. Section 3 highlights tactic and technique examples of the PLA’s Army, complete with graphics depicting the tactics. Section 4 provides information on key weapons and equipment available to the PLA Army that have the potential to challenge US Army forces.

The report shall address the current and probable future course of military-technological development of the People’s Liberation Army and the tenets and probable development of Chinese security strategy and military strategy, and of the military organizations and operational concepts supporting such development over the next 20 years. China’s military progress also informs the widely-held view that the United States and China are engaged in a “great power competition.” Congressional actions on these issues could shape, and be shaped by, U.S. defense strategy, budgets, plans, and programs; U.S. policy toward China, U.S. partners and allies in the Indo- Pacific, and the region more generally; and U.S. defense industrial policies, among other things. The People’s Republic of China’s (PRC’s or China’s) ruling party, the Chinese Communist Party (CCP), is modernizing, reforming, and reorganizing its military, the People’s Liberation Army (PLA), to defend the Party’s interests and meet defense requirements set by China’s leaders. These interests and defense requirements have expanded in recent decades as China’s economic and geopolitical power and ambitions have grown. The CCP’s national defense priorities include defending the Party; protecting what it views as China’s sovereignty, territorial integrity, and unity; protecting China’s growing overseas interests; deterring nuclear attacks and maintaining a nuclear counterattack capability; and deterring and countering acts it views as terrorism.
