Blasko1 Introductory Note: The Central Intelligence Agency’s World Factbook defines “merchant marine” as “all ships engaged in the carriage of goods; or all commercial vessels (as opposed to all nonmilitary ships), which excludes tugs, fishing vessels, offshore oil rigs, etc.”2 At the end of 2014, the world’s merchant ship fleet consisted of over 89,000 ships.3 According to the BBC: Under international law, every merchant ship must be registered with a country, known as its flag state. That country has jurisdiction over the vessel and is responsible for inspecting that it is safe to sail and to check on the crew’s working conditions. Open registries, sometimes referred to pejoratively as flags of convenience, have been contentious from the start.4 1 Dennis J. For the first half of the 20th century, China faced political chaos. Following a revolution in 1911, which overthrew the Manchu dynasty, the new Republic failed to take hold and China continued to be exploited by foreign powers, lacking any strong central government. The Chinese Civil War was an attempt by two ideologically opposed forces – the nationalists and the communists – to see who would ultimately be able to restore order and regain central control over China. The struggle between these two forces, which officially started in 1927, was interrupted by the outbreak of the Sino-Japanese war in 1937, but started again in 1946 once the war with Japan was over. The results of this war were to have a major effect not just on China itself, but also on the international stage. Both modes are closely linked to international trade, deriving from it their growth. Also, as a service industry to trade international shipping, which is by far the main mode of international transport of goods, has facilitated international trade and has contributed to its expansion. Total seaborne trade volume was estimated by UNCTAD to have reached 5330 million metric tons in 2000. The report discusses the web of regulatory measures that surround these two segments of the shipping industry, and which have a considerable impact on its performance. As well as reviewing administrative regulations to judge whether they meet their intended objectives efficiently and effectively, the report examines all those aspects of economic regulations that restrict entry, exit, pricing and normal commercial practices, including different forms of business organisation. However, those regulatory elements that cover competition policy as applied to liner shipping will be dealt with in a separate study to be undertaken by the OECD Secretariat Many measures that apply to maritime transport services are not part of a regulatory framework but constitute commercial practices of market operators. -

Akio Takahara Professor of Contemporary Chinese Politics The Graduate School of Law and Politics, The University of Tokyo Abstract At the 19th Party Congress Xi Jinping proclaimed the advent of a new era. With the new line-up of the politburo and a new orthodox ideology enshrined under his name, he has successfully strengthened further his power and authority and virtually put an end to collective leadership. However, the essence of his new “thought” seems only to be an emphasis of party leadership and his authority, which is unlikely to deliver and meet the desires of the people and solve the contradiction in society that Xi himself acknowledged. Under Xi’s “one-man rule”, China’s external policy could become “soft” and “hard” at the same time. This is because he does not have to worry about internal criticisms for being weak-kneed and also because his assertive personality will hold sway. Introduction October 2017 marked the beginning of the second term of Xi Jinping's party leadership, following the 19th National Congress of the Chinese Communist Party (CCP) and the First Plenary Session of the 19th Central Committee of the CCP. Although the formal election of the state organ members must wait until the National People's Congress to be held in March 2018, the appointees of major posts would already have been decided internally by the CCP. -

NATIONAL REPORT BY THE EUROPEAN UNION MARCH 2020 Enhanced Black Carbon and Methane Emissions Reductions Arctic Council Framework for Action National report by the European Union 2020 1 Introduction To overcome the challenges of climate change and environmental degradation the European Commission announced the European Green Deal1 in December 2019. This communication outlines a roadmap to transform EU, reaching the target of no net greenhouse gas emissions by 2050, decoupling economic growth to resource use, enhancing the efficient use of resources, moving to a clean and circular economy and , a zero pollution ambition, including updates to EU regulation on air quality. The actions that are necessary to reach for the goals include investments in environmental-friendly technologies, decarbonisation of the energy sector, development of a cleaner private and public transport, and an increased energy efficiency in buildings. 2 Black carbon emissions and future projections 2.1 Black Carbon emissions have been reduced by almost 40 % since 2000. Mayor reductions occurred in the road transport sector. where emission levels decreased by almost 60%; a sensible reduction occurred in the off-road sector where 2017 emissions are less than half of 2000 ones. A strong contribution to BC emission in the EU27+UK comes from the residential sector (C_OtherStationaryComb in the graph) where no significant emission reduction occurred from 2000; in 2017 emissions from this sector accounted for 38 % of the total. 2.2 Figure 1 provide a visual representation of Black Carbon emission trend for the EU27+UK since 2000 aggregated at GNFR level. Projected emissions are not provided due to lack of reporting from some EU Member States which make not relevant the creation of an aggregated projected emission level for the EU27+UK. -

ASIA REPORT ISSUE NO. 47 DECEMBER 2019 Cross-Strait Relations under Stress: Chinese Pressure and Implications for Taiwan As China increases pressure on governments and corporations around the world to support its political objectives, Taiwan has emerged as a focal point in the region that exemplifies how to withstand or mitigate Chinese challenges. Nevertheless, Chinese military and political belligerence has numerous implications for Taiwanese security and domestic politics ranging from the tightening of Taiwan’s international space to the use of Chinese sharp power to influence the electorate. The Sigur Center for Asian Studies recently hosted a conference featuring two expert panels to discuss the impacts of Chinese pressure campaigns on Taiwan and other involved nations as well as how cross-strait relations might proceed because of these actions. Keeping Taiwanese Democracy Secure The conference began with opening remarks from Christine M. Y. Hsueh, Deputy Representative at the Taipei Economic and Cultural Representative Office. Deputy Representative Hsueh highlighted Taiwan’s role as a beacon of democracy, which contributes to pressure and attacks from China, such as election interference. With the recent failure of the “one country, two systems” policy in Hong Kong and Chinese President Xi Jinping’s threat to use force in reunification with Taiwan, the Taiwanese government is working to ensure that the status quo is not unilaterally altered by Chinese aggression. Although Taiwan faces many challenges in maintaining security and stability, outspoken support from Vice President Mike Pence and other figures in the current US administration have been encouraging signs for Taiwan moving forward.
