Chief of Mission Priorities Italy has long been one of our closest allies and best trading partners, with exceptionally strong bonds between our people, including tens of millions of Americans of Italian descent, and the exchange of millions of travelers and students between our two countries every year. Italy embraces its role as a founding member of NATO and the European Union, and Italian politicians and diplomats frequently observe that Italy has had a consistent foreign policy since the beginning of the Italian Republic in 1946, despite frequent changes of government. Under NATO, Italy hosts over 30,000 U.S. military and Department of Defense civilians and their families on five bases. Italy has been the second leading troop contributor to both the Defeat-ISIS Coalition in Iraq and the Resolute Support Mission in Afghanistan, and is strongly committed to UN peacekeeping. Italy has been a steadfast partner in international forums and our single most important ally for projecting military power into the greater Mediterranean. After studying the piano privately with Alessandro Longo, and harmony and composition with Camillo de Nardis and Paolo Serrao at the Conservatorio di San Pietro a Majella, Naples, he attended the Leipzig Conservatory where he completed his composition studies with Salomon Jadassohn. He worked all over Europe as a touring pianist before returning to Italy where he eventually settled in San Remo. He held several academic positions: first as a teacher of composition and then director at the Liceo Musicale, Bologna, then as director of the Liceo Musicale (later Conservatory) of Turin and professor of operatic studies at the Conservatorio di San Cecilia, Rome. As a composer, he speacialized in opera but also produced ballets, orchestral, chamber, instrumental and vocal works. He is best known for having completed Puccini’s "Turandot." The prevalence in the Republic of San Marino (near Rimini), in Sicily, and no doubt in the rest of Italy, is of the same order of magnitude as in Europe-that is, 40-60/100 000. The contrast of this with the very low prevalence in Malta (only 60 miles (96 km) away from Sicily) of 4/100 000 should provide a clue to the genetic and environmental factors responsible for multiple sclerosis. In the past it has been reported that there is a gradient was 41/100 000 (table 2). AMERICAS WATCH OVERVIEW Human Rights Developments The trend witnessed over the last decade toward elected civilian government in Latin America and the Caribbean experienced a serious challenge in 1991, as the Haitian military on September 30 overthrew the only freely elected government that Haiti has known in its nearly two hundred-year history of independence. The coup was accompanied by a killing rampage by Haitian troops unparalleled even in that troubled nation's recent history. Nonetheless, encouragement can be drawn from the unified response of the hemisphere's governments, which have coordinated diplomatic and trade efforts through the Organization of American States (OAS) to reverse the coup and restore Jean- Bertrand Aristide to the presidency. Elsewhere in the hemisphere, the spread of elected government continued with the May 25 presidential elections in Suriname, reinstating an elected civilian government after a December 1990 military coup. The government's principal challenge is to assert civilian authority over military strongman Colonel Desi Bouterse, who has exercised de facto control, when not formally governing the country, since overthrowing the elected civilian government in a prior coup in February 1980. In Paraguay, the nation's first-ever municipal elections on May 26 marked a significant broadening of political pluralism there. Only the government of Fidel Castro in Cuba continued to resist pressure to open up its political system, instead jailing scores of independent activists for their peaceful advocacy of change and subjecting others to violent "acts of repudiation" orchestrated by security forces. Despite this salutary trend toward democratic governance, the hemisphere's worst human rights offenders remain the security forces of some elected civilian governments. -
