The School is well known in Russia and abroad for its active work in pro- moting civil society, and as a forum which brings together young politicians, journalists and businessmen from the very varied regions of Russia. Here in the School these young people have the opportunity to listen to world class experts, and to engage in free-ranging discussion with them about the most pressing problems of political and economic life. All who participate in the School's programmes acquire not only knowledge, but new and reliable friends as well. Today, the School is a centre for mutual enlightenment, for strengthening the values of democracy and public service, for nourishing respect for the law, and for developing new ideas. I wish the staff and alumni of the School the best of health and prosperity, and I look forward to the further successful development of the School itself. During the last 10 years the School has contributed by its unique methods and manner in introducing and strengthening ideas of respect for the rule of law, human rights and civic responsibility in the Russian Federation. The School has become known as a forum in which one can leave new facts and ideas, learn how to debate, to argue, to weigh the merits of different ideas thus initiating new ways of thinking and behaviour amongst young political leaders in Russia and some other countries. The example of the Moscow School has inspired the launching of similar initiatives in South Caucasus and in South Eastern Europe. I have the honour to announce that in recognition of its success and accomplishments since its foundation in 1992, the Moscow School of Political Studies will be awarded the Council of Europe Pro Merito Medal. Page 6 ANNUAL REPORT Rep_2008_txtN3.qxp 1/3/2010 2:08 PM Page 7 Hiroshima Foundation for Peace and Culture Award The 2006 Hiroshima Prize for Peace and Culture was awarded to Ms Elena Nemirovskaya, Founder and Director of the Moscow School for Political Studies, in recognition of her pioneering contribution to the development of civic culture, political dialogue, deliberative democracy and the respect for human rights in Rus- sia and other post-Soviet countries. According to Daniel Tarschys, Chairman of the Hiroshima Foundation, “The Moscow School for Political Studies is a unique independent centre for political education and discussion. Assembling opinion leaders from all parts of Russia and from a wide spectrum of political persuasions, it seeks to deepen the understanding of democratic principles and political processes”. The 2006 Hiroshima Prize was awarded on 2nd April, at a ceremony at the Södra Teatern in Stockholm. And, to my mind, the awareness of it and intellectual openness to new challenges of the contemporary world takes us all to the School. Discussions during the School seminars provide an opportunity for every participant not only to learn something new, but also to gain the aware- ness of one’s biases and ideological complexes interfering with the advance to our goal: the cre- ation of modern democratic society in Russia. As an institution, the School is, first and fore- most, to educate and help master the existing experience. We strive to create intellectual situa- tions promoting skills of independent thinking, the ability to conduct dialog and reach compromise. Modern thinking in terms of political culture is thinking about the efficiency of democratic institutions, and of the civil society at the same time. This country needs people of modern thinking today. For it is only a free, inde- pendent mind that is able to analyze contemporary problems, take responsibility upon itself, and make proper decisions. As for the issues with discuss, they are traditional for this country: how we can improve the welfare of Russian people, help Russia take the position it deserves in the globalized world; in what way we can consolidate and expand the civil society, doing it with dignity and generosity, with full awareness of our share of risk and responsibility implied by our involvement in this process. Page 10 ANNUAL REPORT Rep_2008_txtN3.qxp 1/3/2010 2:08 PM Page 11 INTRODUCTION ABOUT THE SCHOOL The Moscow School of Political Studies (MSPS) is an independent, non-governmental, not-for-profit organisation established in 1992 with the support of the Council of Europe. The School is chartered under the laws of the Russian Federation. The mission of the School is to foster the development of civil society and democratic institutions in Russia, based on the rule of law, strict observance of human rights and the encouragement of civic initiatives. The School’s core activity is seminars <http://eng.msps.su/?page=110> for young leaders of all political persuasions: elected politicians, central and local government officials, busi- nesspeople, journalists, academics and NGO representatives. Since the School’s inception, over 10,000 people <http://eng.msps.su/?page=207> from Russia and abroad have partici- pated in its seminars. These events, ranging from a day to a week, allow participants the unique opportunity to attend lectures given by world-class experts <http://eng.msps.su/experts.html>, and most importantly provide a forum for discussion and exchange of ideas. The School also has a substantial publishing programme <http://eng.msps.su/?page=129>, with books by Russian and foreign authors, a quarterly magazine <http://eng.msps.su/pub- lishing/magazine.html> (“Obshchaya Tetrad”), and newsletters <http://eng.msps.su/publish- ing/Newsletter.html>. The invaluable work of the School has been recognised <http://eng.msps.su/?page=69> by the Russian government and many governments in the West. In 2002 the MSPS was awarded the “Pro Merito” Medal by the Council of Europe. The School’s founder and direc- tor, Dr. Elena Nemirovskaya, was awarded an OBE by the British government in 2003, a Peace and Culture award by the Hiroshima Foundation in 2006, and the Ordre national de la Légion d’Honneur by the French Republic in 2009. The School’s motto is Civil Enlightenment for Civil Society.
