No. AAI/TPT/ENGG( C )/NITB-Counters/2014-15 Dated:28 .11.2014 NOTICE INVITING e-TENDER (3 BOT – 3 Envelope Open Tender) 1. Item rate tenders are invited through the e-tendering portal by Asst. General Manager (Engg-Civil)-I , Airports Authority of India, Tirupati Airport, Renigunta-517520 on behalf of Chairman, A.A.I from the eligible contractors for the work of “Providing Counters in New Integrated Terminal Building at Tirupati Airport” at an estimated cost of Rs 38.98 Lakhs, Time allowed 02 ( Two ) months. The tendering process is online at e-portal URL address https://etender.aai.aero/irj/portal or www.aai.aero. Aspiring bidders may go through the tender document by “Guest User” Login. Prospective Tenderers are advised to get themselves acquainted for e-tendering participation requirements at “Guidelines for bidders”, register themselves at AAI e- tendering portal, obtain ‘User ID’ & ‘Password’ and go through the ‘Self Help files’ available in the Home Page after log in to the portal https://etender.aai.aero/irj/portal or www.aai.aero. They should also obtain Digital Signature Certificate (DSC) in parallel which is essentially required for submission of their application. The process normally takes 03 day time. The tenderer may also take guidance from AAI Help Desk Support. Tender fee of Rs 573/- will be required to be paid by way of online payment through HDFC gateway provided at the portal itself. Last date and time of sale of tender documents is 08.12.2014. Upto 17.30 Hrs. 2. Following 3 envelopes shall be submitted through online e-portal by the bidder. Last date and time of submission of bids (Envelope I, II & III) is 10.12.2014 up to 17.30 hrs. Envelope –I :- Containing qualifying requirements of Contractor / Firm :- The tenderer shall submit their application by downloading the “PQ Proforma” from the e- tendering portal, fill up the required information and upload the digitally signed file of scanned documents and firm’s bio-data in support of their meeting each criteria mentioned below in the “PQQ folder” in Technical Bid / Attachments Section in the portal. Uploading of application other than specified above shall not be considered. Hard copy of application shall not be entertained. Qualifying requirements of contractors / firms i) Should have valid Permanent Account Number (PAN) and valid Registration on the Date of issue of Tender in appropriate class of CPWD / MES/P&T/Railway/State PWD/ PSU/ Municipal Corporations & Development Authorities of Delhi, Mumbai, Chennai and Kolkata / Specialized agencies having experience in similar nature of works. Cont..2 //2// ii) Should have satisfactorily completed (# Phase / Part completion of the scope of work in a contract shall not be considered, however pre-determined phasing of the work will be accepted) three works, each of Rs. 15.59 Lakhs or two works, each of RS. 19.49 Lakhs or one work of Rs. 31.18 Lakhs single contract of similar nature of works (or) Building Works. during last seven years ending on 31.10.2014 in India. Client certificate for experience should show the nature of work done, the value of work, date of start, date of completion as per agreement, actual date of completion and satisfactory completion of work. Firms showing work experiences certificate from non- government /non-PSU organizations should submit copy of tax deduction at sources certificate in support of their claim for having experience of stipulated value of work . iii) Should have annualize average financial turnover of Rs. 11.69 Lakhs against works executed during last three years ending 31st March, 2014. As a proof, copy of Abridged Balance Sheet along with profit and Loss Account Statement of the firm should be submitted along with the application. Firms showing continuous losses during the last three years in the balance sheet shall be submitted along with the application. Firms showing continuous losses during the last three years in the balance sheet shall be summarily rejected. Envelope –II: - Technical Bid contains scanned copy of Unconditional Acceptance of AAI’s Tender Conditions and EMD. Scanned copy of earnest money deposit (EMD) of value Rs. 77, 960/-. In the form of Demand Draft / FDR/Bank Guarantee (as applicable) as stipulated in the notice inviting tender may be submitted in “Tech Bid Folder” in Technical Bid / Attachments section of e- tendering portal along with Unconditional Acceptance of AAI’s Tender conditions . Envelope – III: - The Financial e-bid shall be submitted in “Items” section of e-Tendering portal. Unconditional rebate i.e. header discount (%) if any is to be put in “Bid Invitation Information Price Component” section only. 1. Original EMD, hard copy of signed Unconditional Acceptance of AAI’s Tender Conditions to be send to the Asst. General Manager(Engg-Civil)-I, Airports Authority of India, Tirupati Airport, Renigunta 517 520 and should reach to Bid Manager before the date & time of opening of pre-qualification of tender (Envelope –I). Tender of the tenderer whose EMD and unconditional acceptance of AAI’s tender conditions are not received by the time of the opening of pre-qualification of tender then their tenders will be summarily rejected. Any postal delay will not be entertained. 2. Bid Opening Process is as below :- Envelope –I: Containing Documents for pre-qualification bid (uploaded by the contractors / firms) shall be opened on 12.12.2014 at 11.00 hours. The intimation regarding acceptance / rejection of their bids will be intimated to the contractors / firms through e- tendering portal. Envelope –II: Technical bid opening date is 17.12.2014 at 15.00 hrs. (Depending on pre-qualification, any changes in the date shall be intimated through “Notification to Bidder” section). Cont..3 //3// If any clarification is needed from the bidder about the deficiency in these uploaded documents in Envelope-I and Envelope –II, he will be asked to provide it though collaboration folder in e-tendering portal. The bidder shall upload the requisite clarification / documents within time specified by AAI, failing which tender will be liable for rejection. Envelope – III: The financial bids of the contractors / firms found to be meeting the qualifying requirements and technical criteria shall be opened on 19.12.2014 at 11.00 hrs. (Depending on Technical Bid evaluation, any changes in the date shall be intimated through “Notification to Bidder” section). 3. AAI reserves the right to accept or reject any or all applications without assigning any reasons. AAI also reserves the right to call of tender process at any stage without assigning any reason. 4. AAI reserves the right to disallow issue of tender document to working agencies whose performance at ongoing project(s) is below par and usually poor and has been issued letter of restrain / temporary / permanent debar by any department of AAI. AAI reserve the right to verify the credential submitted by the agency at any stage (before or after the award the work). If at any stage, any information / documents submitted by the applicant is found to be incorrect / false or have some discrepancy which disqualifies the firm then AAI shall take the following action: a) Forfeit the entire amount of EMD submitted by the firm b) The agency shall be liable for debarment from tendering in AAI, apart from any other appropriate contractual /legal action. 5. Consortium /JV companies shall not be permitted. No single firm shall be permitted to submit two separate applications. 6. Purchase preference to Central Public Sector Undertaking shall be applicable as per the directive of Govt. of India prevalent on the date of acceptance. 7. If the entity participating in any of the tenders is a private or public limited company, Partnership firm and any of the Directors / Partners / Proprietor of such company is also a director of any other company or partner of a concern or a sole proprietor having established business with AAI and has outstanding dues payable to the Authority, then the said entity shall not be allowed to participate in AAI tenders.     CENTRAL INDUSTRIAL SECURITY FORCE CITIZEN'S CHARTER INTRODUCTION:- We are one of the specialized Central Para-military Forces of India under Ministry of Home Affairs. We came into existence in the year 1969 with a meagre strength of about 3000 men for providing security to Public Sector Undertakings (PSUs) and Government Installations. Today we have grown up to a strength of about 1, 05,000 officers and men and taken up a multi faceted role in the field of internal security which includes Airport Security, Security of Government Building, Monument Security, Disaster Management, VIP Security and security of critical installations like Delhi Metro in addition to our traditional role of providing industrial security. Currently we are providing security to 277 units including 56 domestic and international airports spread all over the country. We also have a Fire Wing which looks after the fire protection and fire prevention services of 77 units with a strength of about 5000 well trained man power. Hitherto our services were only available to Government Organisations and PSUs but by amendment in CISF Act the Government of India has permitted us to offer Consultancy Services in the field of Security and Fire Protection to public as well as private sector. Accordingly we have a Consultancy Wing located at our Force Head Quarters, which is ISO 9001: 2000 certified and offers its Consultancy Services to both the Government and the Non Government Organizations. Our Head Quarter is located at 13, CGO Complex, Lodhi Road, New Delhi and is headed by Director General. Þ Water Management: • Reduction of 63.08% from the GRIHA base case has been demonstrated in building water demand by installing water efficient fixtures. • Reduction of 57.21% from the GRIHA base case has been demonstrated in the landscape water demand. • Gunny bags were used for curing of columns and ponding technique was used for curing slabs. Þ Energy Optimization & Occupant Comfort: • For achieving visual comfort: » 80% of the living area meets daylight factor as prescribed by NBC 2005). • For achieving thermal comfort: » EPI reduction of 44% from the GRIHA base case has been demonstrated through the integration of high-performance systems. Þ Renewable Energy Technology installed on Site: • 5 MWp solar photovoltaic system has been installed on site. Þ Sustainable Building Materials: • Reduction of 64.8% from the GRIHA base case has been achieved in embodied energy of non-structural system by using fly ash bricks.

Passenger traffic has increased from about 95,000 in May 2020 to 240,000 in September 2020. z Airport privatisation is one area that continued to gain steam even amidst the disruption caused by the pandemic. The first round of privatisation of Ahmedabad, Jaipur, Lucknow, Guwahati, Thiruvananthapuram and Mangaluru airports has been completed. Under the government’s stimulus package, six airports have been identified for the second-round bidding for operations and maintenance on a PPP basis.
