CHAUDHARY: SHRI DILIPKUMAR MANSUKHLAL GANDHI: SHRI NARANBHAI KACHHADIYA: Will the Minister of HOME AFFAIRS be pleased to state: (a) whether the Central Industrial Security Force (CISF) has been mandated to provide security to all civilian airports in the country; (b) if so, whether all such airports are protected by the CISF; (c) if not, the reasons therefor and the details and number of airports where CISF security is mandated for but not provided along with the corrective measures taken/proposed to be taken by the Government in this regard; (d) whether other agencies that are patrolling the civilian airports instead of the CISF are trained appropriately in order to replace the CISF in their duties and if so, the details thereof; (e) the total funds paid to the CISF on an annual basis by public and private airport operators for providing security services during each of the last three years and the current year, State-wise; and (f) the unpaid dues to the CISF for providing security services to the airports, airport-wise along with the steps taken to recover all pending funds? ANSWER MINISTER OF STATE IN THE MINISTRY OF HOME AFFAIRS (SHRI HARIBHAI PARATHIBHAI CHAUDHARY) (a) to (c) : Out of 98 operational airports in the country, the Central Industrial SecurityForce(CISF) isdeployed at 59 --2/- -2- LS.US.Q.NO.324 FOR 26.04.2016 airports. The remaining airports are guarded by other security forces, including the Central Reserve Police Force (CRPF) and the State Police. For reasons of exigency and / or logistics, some of the airports are guarded by forces other than CISF. Induction of CISF is subject to joint survey to fix the strength required, Memorandum of Understanding between CISF and the Airport Operators, payment of security deposits etc. In some of the airports, the procedures prior to induction of CISF for guardingairports have not been undertaken by Ministry of Civil Aviation, as per their requirement. (d) : The Bureau of Civil Aviation Security (BCAS) appropriately trains and evaluates the suitability of personnel to perform aviation security functions. (e) : The total funds paid to the CISF on an annual basis by public and private airport operators of 59 airports for providing security services during each of the last three years, is as under : 2013-14 (April-March) Rs.983.30 crore 2014-15 (April-March) Rs.1042.46 crore 2015-16 (April-March) Rs.1012.71 crore The state-wise details are enclosed at Annexure-‘A’ (f): The total unpaid dues to the CISF for providing security services as on date is 545.18 Crore approx. --3/- -3- LS.US.Q.NO.324 FOR 26.04.2016 The airport-wise details are enclosed at Annexure-‘B’. According to PW, its A320 Neo engine “has been granted 180 minute ETOPS eligibility by the European Aviation Safety Agency.” Now, IndiGo has sought EDTO clearance for the Neos as it prepares to make make use of the extended range of these planes to fly them to farther places.
