As a result, the PW-powered A320 Neos with Indian carriers — IndiGo and GoAir — do not have “extended diversion time operations” (EDTO) clearance. “This clearance is required for aircraft with two or more engines to operate routes where the nearest suitable airport to make an emergency landing or divert to is more than an 60 minutes away at any point during the journey. The PW powered Neos in India have to fly on routes where an alternate landing airport is within 60 minutes away,” said a regulatory official. According to PW, its A320 Neo engine “has been granted 180 minute ETOPS eligibility by the European Aviation Safety Agency.” Now, IndiGo has sought EDTO clearance for the Neos as it prepares to make make use of the extended range of these planes to fly them to farther places. IndiGo did not comment on this issue. It also did not say what all routes it would operate the Neos on once and if EDTO clearance is given to them.

The Tata Group may finally buy out the beleaguered Jet Airways which, for a third quarter in a row, posted huge losses (to the tune of Rs 1,297 crore) last week. Tata Sons Chairman N Chandrasekaran is said to be keen on the acquisition, and has apparently set the ball rolling with a feasibility study. If it works out, the Tatas will become a majority player in the skies, with this third acquisition after Vistara and Air Asia. Or not. When Chandrasekaran ran the idea by the Board recently, he did not exactly receive an enthusiastic response. Among other things, a $2 billion capital infusion may be too large a price to pay to acquire only 24 per cent of market share. Analysts say at the heart of the dilemma is a clash of personalities. Chairman Emeritus Ratan Tata is allegedly not in favour of a deal unless Jet Airways Chairman Naresh Goyal, who owns a 51 per cent stake, steps down. “Jet Airways might survive, but I don’t know if Naresh Goyal will,” says Kuljit Singh, a partner at Ernst & Young. Jet Airways has outlasted post-Liberalisation industry shakedowns; global fuel crises; and the 2008 recession. But, as of June 30 this year, the company’s net debt stood at Rs 7,364 crore – down from Rs 8,149 crore on March 31, 2018. Its stock price has also dipped sharply -- from Rs 883 in January to Rs 163 recently.

EXECUTIVE SUMMARY 0.1 PROJECT BACKGROUND Dehradun Airport is owned by the Airport Authority of India (AAI), also known as Jolly Grant Airport and it serves for domestic flights only presently. Nestled in the foothills of the Himalayas, Dehradun Airport is located about 20.5 km southeast of Dehradun, in the state of Uttarakhand, India. The airport is popularly known as Air Gateway of Garhwal as it plays an important role in the Tourism of Uttarakhand. The proposed project is a modernization/expansion project of Dehradun Domestic Airport at Jolly Grant village, Dehradun, Uttarakhand, involving construction of a new terminal building, apron extension and development of commercial facilities. The existing terminal building will be demolished. Existing Dehradun airport is spread over an area of 132.09 Ha. (326.42 Acres) of land which was acquired by AAI and the estimated cost of the project is INR 344.75 crores.
