Your request has been considered under the above legislation. You have requested the following information: The number of children in Coventry who are on an EHCP/Statement of Special Educational Needs 1,330 (as at January 2015) The number of children who are undergoing assessment for an EHCP 113 The number of children on an EHCP/Statement of special Educational Needs who are in mainstream schools within Coventry 515 The average number of children on an EHCP/Statement of special Educational Needs in each mainstream school within Coventry The breakdown you have requested above is being withheld as it falls under the exemption in Section 40 (2) and the related first condition of Section 40 (3) of the FOIA, which relates to personal information. This is because the Council considers that the requested information, while not naming individual children, still meets the definition for personal data set out in Section 1(1) of the Data Protection Act 1998 as the average number of children at the schools would be sufficiently low enough to increase the risk of the children being identifiable. The individuals involved would not have a reasonable expectation that this information would be disclosed to the world at large. The Council has considered it is not likely that releasing the requested information would be meaningful/useful or beneficial to the public, which is the prime consideration when considering the public interest. The number of children being assessed for EHCP/Statement of Special Educational Needs who have left Finham Primary since September 2012 0 The number of children with an EHCP/Statement of Special Educational Needs who have been moved from Finham Primary to Woodfields since September 2012 0 The total number of mainstream schools within Coventry 85 Primary 19 Secondary The SEN budget allocated to Finham Primary each year since September 2012 Budgets are provided to schools on a financial year basis (April to March) not on an academic year basis (September to August) so we cannot provide the SEN budget allocated for each year since September 2012 but can provide the SEN budgets for the previous three financial years (please see below). 4 Please note that by ‘SEN budgets’ we are referring to the school’s notional high needs budget and any high needs top-up funding allocated. It should also be noted that below figures demonstrate the allocation of High Needs funding, however, it is for the school to determine how best to spend its funding and we cannot guarantee that the school spend all/only this funding on High Needs pupils. 2012-2013 £80,243 2013-2014 £70,482 2014-2015 £79,209 The breakdown of spending of the SEN budget of Finham Primary each year since September 2012 It has been established that the Council does not hold the above information and are informing you as required by Section 1(1) of the Act. Each piece you produced should be numbered by you for ease of marking and so that it flows in chronological order. Any advice, which is given whether you accept this or reject it, must be recorded in your annotations. Art is something that cannot be produced in isolation and the skill of accepting criticism or rejecting advice is a quality that the examiner will look for when allocating marks.
