Mr. Chen Shuang Delivers Keynote Speech at the 10th Pan - Pearl River Delta Regional Cooperation and Development Forum in Guangzhou On 12 October, the 10th Pan-Pearl River Delta Regional Cooperation and Development (“PPRD”) Forum was held in Guangzhou. Mr. CY Leung, Chief Executive of the Hong Kong Special Administrative Region (“HKSAR”), attended and delivered a speech at the event. Mr. Zhu Xiaodan, Governor of Guangdong Province, Mr. Su Shulin, Governor of Fujian Province, Mr. Lu Xinshe, Governor of Jianxi Province, Mr. Du Jiaohao, Governor of Hunan Province, Mr. Chen Wu, Governor of the Guangxi Zhuang Autonomous Region, Mr. Wei Hong, Governor of Sichuan Province, Mr. Chen Min’er, Governor of Guizhou Province, Mr. Li Jiheng, Governor of Yunnan Province, Mr. Zhou Bo, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, Mr. Qiu Hong, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR, and a delegation comprising 50 representatives from various sectors in Hong Kong attended. Mr. Chen Shuang, Chief Executive Officer of China Everbright Limited, delivered a speech at PPRD – HK Trade Symposium titled “Hong Kong’s Role in Renminbi Internationalisation and China Enterprises ‘Going Global’. The PPRD Regional Cooperation was launched in 2003 with the aim of promoting trade cooperation among the various provinces of the Pearl River area, and establishing a complementary regional economy with shared resources and an extensive market. With the support of the Central government, the first PPRD Forum and Fair was held in early June 2004. On 3 June that year, representatives of various parties signed the PPRD Regional Economic Cooperation Framework Agreement. According to the agreement, there are 10 areas of cooperation, namely infrastructure, industries and investment, commerce and trade, tourism, agriculture, labour, education and culture, information systems, environmental protection, and health and quarantine. The agreement also outlined cooperation mechanisms including establishing a system of annual joint meetings among provincial governors, chiefs of autonomous regions, and executive heads of the Hong Kong and Macao special administrative regions; setting up a cooperation system for Government secretaries of the Hong Kong and Macao special administrative regions; and establishing a coordination system between Government departments. 21 October 2017 ‘INITIAL ASSESSMENT OF XI JINPING’S WORK REPORT AT 19TH PARTY CONGRESS’ By JAYADEVA RANADE The crucial 19th Congress of the Chinese Communist Party (CCP) opened in Beijing on October 18, 2017, amidst stringent security restrictions in Beijing and other major cities in China. Nearly a thousand foreign reporters from 130 countries are reported to be covering the Congress. The Congress was preceded by other important meetings, namely the 7th and last Plenum of the 18th CCP Central Committee (CC), and of the Party’s powerful anti-corruption body the Central Discipline Inspection Commission (CDIC) chaired by Xi Jinping’s close associate and Politburo Standing Committee member, Wang Qishan. CCP CC General Secretary Xi Jinping, who holds fourteen formal positions -- more than any other CCP leader so far -- is poised to emerge stronger from this Congress. His sustained anti-corruption campaign has eliminated opposition in the Party and military and drastically reduced the influence wielded by his predecessor once removed, Jiang Zemin. In September 2017, China’s official media publicised that more than 176 CCP cadres equivalent to the rank of central Vice Minister and above had been dismissed and arrested for corruption and that more than 14,000 officers of the People’s Liberation Army (PLA) had been similarly dismissed, including more than 86 officers of and above the rank of Major General. Just weeks before the Congress, Xi Jinping publicly demonstrated his authority by arresting two top Generals, appointing 20 Generals to command thirteen new Group Armies and promoting close associates to head the PLA Army (ground forces) and PLA Air Force.
