Mr. Chen Shuang Delivers Keynote Speech at the 10th Pan - Pearl River Delta Regional Cooperation and Development Forum in Guangzhou On 12 October, the 10th Pan-Pearl River Delta Regional Cooperation and Development (“PPRD”) Forum was held in Guangzhou. Mr. CY Leung, Chief Executive of the Hong Kong Special Administrative Region (“HKSAR”), attended and delivered a speech at the event. Mr. Zhu Xiaodan, Governor of Guangdong Province, Mr. Su Shulin, Governor of Fujian Province, Mr. Lu Xinshe, Governor of Jianxi Province, Mr. Du Jiaohao, Governor of Hunan Province, Mr. Chen Wu, Governor of the Guangxi Zhuang Autonomous Region, Mr. Wei Hong, Governor of Sichuan Province, Mr. Chen Min’er, Governor of Guizhou Province, Mr. Li Jiheng, Governor of Yunnan Province, Mr. Zhou Bo, Deputy Director of the Hong Kong and Macao Affairs Office of the State Council, Mr. Qiu Hong, Deputy Director of the Liaison Office of the Central People’s Government in the HKSAR, and a delegation comprising 50 representatives from various sectors in Hong Kong attended. Mr. Chen Shuang, Chief Executive Officer of China Everbright Limited, delivered a speech at PPRD – HK Trade Symposium titled “Hong Kong’s Role in Renminbi Internationalisation and China Enterprises ‘Going Global’. The PPRD Regional Cooperation was launched in 2003 with the aim of promoting trade cooperation among the various provinces of the Pearl River area, and establishing a complementary regional economy with shared resources and an extensive market. With the support of the Central government, the first PPRD Forum and Fair was held in early June 2004. On 3 June that year, representatives of various parties signed the PPRD Regional Economic Cooperation Framework Agreement. According to the agreement, there are 10 areas of cooperation, namely infrastructure, industries and investment, commerce and trade, tourism, agriculture, labour, education and culture, information systems, environmental protection, and health and quarantine. The agreement also outlined cooperation mechanisms including establishing a system of annual joint meetings among provincial governors, chiefs of autonomous regions, and executive heads of the Hong Kong and Macao special administrative regions; setting up a cooperation system for Government secretaries of the Hong Kong and Macao special administrative regions; and establishing a coordination system between Government departments.
