    In an effort to make residents aware of flood risks and encourage them to take action to reduce risk, many of Monmouth County’s coastal communities are participating in the Monmouth County High Water Mark Initiative. Through this initiative the County and its partners have recently placed nearly 100 high water mark signs throughout 14 towns and 2 federal sites. The High Water Mark (HWM) Initiative is a component of the National Flood Insurance Program (NFIP) aimed to increase community awareness of flood risk and encourage risk This guide is intended to help you and your students understand the importance of the High Water Mark Initiative and provide you with mitigation actions. Russell, Gifu University ABSTRACT As the number of mixed race people grows in Japan, anxieties about miscegenation in today’s context of intensified globalization continue to increase. Indeed, the multiracial reality has recently gotten attention and led to heightened discussions surrounding it in Japanese society, specifically, in the media. Despite the fact that race mixing is not a new phenomenon even in “homogeneous” Japan, where the presence of multiracial people has challenged the prevailing notion of Japaneseness, racially mixed people have been a largely neglected group in both scholarly literature and in wider Japanese society. My dissertation project offers a remedy for this absence by focusing on representations of mixed race people in postwar Japanese popular culture. During and after the U.S. Occupation of Japan (1945-1952), significant numbers of racially mixed children were born of relationships between Japanese women and American servicemen. American-Japanese mixed race children, as products of the occupation, reminded the Japanese of their war defeat. Miscegenation and mixed race people came to be problematized in the immediate postwar years. In the 1960s, when Japan experienced the postwar economic miracle and redefined itself as a great power, mixed race Japanese entertainers (e.g., models, actors, and singers) became popular.

    Livia Kohn DOUMU: THE MOTHER OF THE DIPPER Introduction The goddess Doumu 4- f.J:, the Mother of the Dipper, is a Daoist stellar deity of high popularity. Shrines to her are found today in many major Daoist sanctuaries, from the Qingyang gong. jf.i;inChengduA lllthrough Louguan tttfL plearXi'an iN~)to Mount Tai * t1Jin Shandong. She represents the genninal, creative power behind one of the most central Daoist constellations, the Northern Dipper, roler offates and central orderer of the universe, which is said to consist of seven or nine stars, called the Seven Primes or the Nine Perfected. 1 The Mother of the Dipper appears in Daoist literature from Yuan times onward, there is no trace of any scripture or material associated with her in Song sources or libraries. 2 Her major scripture, the Doumu jing4- f.J: ~I (translated below), survives in both the Daoist canon of 1445 and in a Ming­ dynasty manuscript dated to 1439. The goddess can be seen as part of a general tendency among Daoists of the Ming to include more popular and female deities into their pantheon, which in turn is related to the greater emphasis on goddesses in popular religion and Buddhism at the time. 3 In I Edward Schafer calls them the Nine Quintessences (1977, p. 233). 2 Van der Loon (1984) has no entry on any te;-.."t regarding her worship. 3 A prominent example of a popular goddess at the time is Mazu ~ 111 or Tianfei f:. 9(.. who was also adopted into the Daoist pantheon. Tyler, Adviser Professor Richard Torrance ______________________________ Professor Naomi Fukumori Adviser Department of East Asian Languages and Literatures Copyright by Jeffrey Angles 2004 ABSTRACT During the twenty-five years between the beginning of the Taishō period in 1912 and the Japanese invasion of China in 1937, the spread of medical psychology and sexological discourse helped contribute to the development of new ideas about masculinity and gender in Japan. Popular literature represented one forum in which people explored, promoted, and qualified these new ideas. The manifestations of male-male desire that one finds in the literature of the period, however, do not just passively reflect changes in contemporary ideology. Literary developments also helped shape the idioms that writers used to describe the subject. This dissertation examines the representations of male-male desire in the bestselling works of two authors active during this window of change: the poet, writer, and painter Murayama Kaita (1896-1919) and the mystery author Edogawa Ranpo (1894-1965). Through critical analysis and original translations of their works, this dissertation shows that their depictions of desire between men were shaped not only by changing ideas about gender relations but also the artistic movements and genres with which both authors were associated.
