Project Scoping Opportunity on Amendments to Forest Service Land Management Plans for Canada Lynx The Uinta-Wasatch- is proposing to remove obsolete standards, guidelines, and definitions from the 2003 Revised Forest Plan for the Uinta-Wasatch Cache National Forest and the 2003 Land and Resource Management Plan for the Uinta National Forest that were adopted from the 2000 Canada Lynx Conservation Assessment and Strategy. The Forest is proposing these amendments so that future management for Canada lynx habitat and its prey can be consistent with the best available scientific information. The responsible official is Forest Supervisor of the Uinta-Wasatch- Cache National Forest. Dates: To be of most use by the Forest's interdisciplinary team, comments concerning the scope of the proposal and analysis should be received 14 days following the publication of this notice in the Salt Lake Tribune. Nature of the Decision To Be Made The decision to be made by the responsible official would be to approve the plan amendment. The scope and scale of the proposed action is to update the current out-of-date direction found in the 2003 Uinta and Wasatch-Cache Forest Plans. This action will provide the most current direction on National Forest System lands in the Uinta National Forest and the Wasatch-Cache National Forest. We hereby give notice that substantive requirements of the 2012 Planning Rule (36 CFR 219) that are likely to be directly related, and therefore applicable, to the amendments are in sections 219.8 (a) (ecological sustainability) and 219.9(b) (diversity of plant and animal communities), specifically, "(b) additional, species-specific plan components."). Administrative Review The decision to approve the plan amendments would be subject to the objection process identified in 36 CFR part 219 Subpart B (219.50 to 219.62). According to 36 CFR 219.53(a), those who may file an objection are individuals and entities who have submitted substantive formal comments related to the plan amendment during the opportunity to provide public comment.
