Kilęs iš pasitu- rinčių valstiečių Juozo Petrulio (?–1900) ir Izabelės (buv. Jankevičiūtė) šeimos (turėjo 30 ha žemės). V. Petrulis jauniausias 5 vaikų šeimoje: vyriausias brolis kun. Alfonsas Petrulis (1873–1928), Vasario 16-osios Nepriklausomybės Akto signataras; seserys – Adelė Balsevičienė ir Emilija Peseckie- nė. Lietuvis, katalikas. Vedęs, žmona – Ona (buv. Liutkutė). Vaikai: Algirdas, Vytautas (Vytas) ir Mindaugas. 1941 12 03 sušaudytas Uchtos apylinkėse (Komijoje, SSRS). Palaidojimo vieta nežinoma. 1900 m. baigė Kupiškio pradžios m-klą. Bro- lio remiamas mokslus tęsė Mintaujos (dab. Jelgava, Latvija) g-joje. 1904 m. pašalintas. G-ją baigė eksternu. 1916 m. baigė Maskvos Prekybos i-tą įgydamas ekonomisto specialybę. Į visuomeninę ir politinę veiklą įsitraukė I p. k. metais. Priklau- sė LDNKŠ Maskvos skyriui. Įstojo į Rusijoje kuriamą negausią liberalios pakraipos Demokratinės tautos laisvės santaros (Santaros) partiją. Vienas iš partijos spaudos organo „Santara“ leidėjų. Karo metais pradėjo rašyti straipsnius ekonominiais ir ūkiniais būsimos nepriklausomos Lietuvos klausimais. Kaip Santaros atsto- vas dalyvavo 1917 m. Lietuvių seime Petrograde. Čia rėmė kairiųjų partijų po- ziciją, kad Lietuvos ateitį reikėtų sieti su demokratizacijos procesais Rusijoje ir neskubėti vienašališkai siekti valstybės nepriklausomybės.
