civita-rapport Kompetent kapital Innovasjon, eierskap og skatt Velstandsnivået i Norge er høyt. Store investeringer har blitt kanalisert inn i oljesektoren og i eiendom. Annet næringsliv har det magrere. I forhold til vårt velstandsnivå er det lite privat kapital tilgjengelig til investeringer i næringsliv utenom oljesektoren. Spesielt gjelder dette høyrisikoprosjekter som skaper innovasjon, nye bedrifter og omstiller eksisterende bedrifter, og med det legger grunnlaget for fremtidig velstand og skatte- inntekter. Investorer i risikokapitalprosjekter er mangfoldige, fra forretningsengler, private forvaltermiljøer, aktive eierfond til den største kapitalisten i Norge, staten. Aktive investorer i risikokapitalprosjekter bidrar også ofte med kommersialiseringskompetanse, en helt nødvendig ressurs for å utvikle en god ide til en nyskapende bedrift. Rapporten trekker på statistikk, forskning og illustrerende caser til å analysere betydningen de ulike risikokapitalaktørene har for verdiskaping og omstillingsevne. Rammebetingelsene for risikokapital bestemmes politisk. Rapporten presenterer en rekke grunner for hvorfor rammebetingelsene bør bedres og fremmer en rekke risikoreduserende og aktivitetsstimulerende forslag ved innovasjonsprosjekter, etablering av nye bedrifter og videreutvikling av eksisterende bedrifter. Gjennomført enkeltvis eller samlet, vil de foreslåtte forbedringene bidra til å stimulere til et mer mangfoldig, nyskapende og konkurransedyktig næringsliv. Over tid danner det grunnlaget for gode lønninger og robust privat og offentlig velferd.
