The study has been carried out in a manner consistent with Scottish Transport Appraisal Guidance (STAG) and is considered appropriate to feed into the transport appraisal input to a STAG Part 1. The study follows on from original work undertaken by JMP Consulting and its final report (Aberdeen South Access Study – Final Report) produced in November 2006. This follow on study has been undertaken as a result of the Scottish ministerial announcement on 1 December 2005 with regard to the preferred Aberdeen Western Peripheral Route (AWPR) alignment corridor with an additional new spur road to Stonehaven. The announcement presented a configuration of the AWPR sufficiently different from that previously considered to warrant this updated study. On 2 May 2006 the Minister announced the preferred alignment for the AWPR and the Stonehaven spur. The purpose of this study is to revisit the previous study by JMP, as a result of the revised route for the AWPR and consider the proposed short, medium and long term options including a 1,000 space Park & Ride facility, introducing any alternative options where necessary. The main focuses of the study are the A90 (T) Stonehaven Road and A956 Wellington Road corridors to the south of Aberdeen including the four main road bridges over the River Dee: • Bridge of Dee • Queen Elizabeth II Bridge • King George VI Bridge • Victoria Bridge The Scottish Transport Appraisal Guidance sets out the process to enable practitioners (and decision makers) to identify value for money transport solutions to identified transport problems. This Transport Scotland/Scottish Government guidance provides a framework for practitioners to use when undertaking a transport planning and appraisal process from the earliest phases of planning, through appraisal and implementation to post evaluation. The main recurring themes in the Guidance are in seeking to be: • Objective led – all activities and decisions should arise from the established aims of the planning organisation with respect to transport and associated policy areas • Open minded – the Guidance suggests working up transport proposals on a basis of defined objectives supported by a thorough understanding of the problems and opportunities in the area, rather than seeking to fit an existing proposal retrospectively to planning objectives • Pragmatic – work done should reflect the relative need for accuracy, the scale and expected impacts of proposals and their costs • Auditable – it must be possible to see clearly how planners have moved from objectives to their final conclusions • Inclusive – effective involvement of stakeholders is not presented as a chore but as a crucial input to arriving at a final proposal which meets expectations and which can be delivered This report sets out the process and conclusions from the first phases of the STAG process as set out below: • Analysis of problems, issues and constraints • Objective setting • Option generation, sifting and development Page 1 of 53 19 May 2008 69607 • Appraisal • Conclusions 1.2 Study Aims In undertaking the appraisal, SIAS has made use of the S-Paramics microscopic simulation traffic models developed by JMP Consulting which were used in the previous study. The main aims of the study are to: • review the Aberdeen South Access Study in light of the revised proposed route for the AWPR • review the options identified in the original study for the short, medium and long term • review the preferred location for a Park & Ride facility to the south of the city • identify and test alternative solutions where appropriate Information from ASAM, the Aberdeen Sub Area Model of TMfS will be used, taking cognisance of the preferred route of the Aberdeen Western Peripheral Route (AWPR) and any other proposals currently contained within the Modern Transport System. In accordance with the Modern Transport System (MTS) Strategy for the north east up to 2011, this study will investigate elements of the original study objective to “investigate proposals to improve traffic flows and reduce delays for all modes of traffic on Trunk and Local roads approaching Aberdeen from the South” in traffic operation terms. Further objectives have been developed in accordance with local and regional strategies. Although the aim of the study at this stage is not to produce detailed designs, the deliverability of any improvements identified and their compatibility with wider objectives should be considered, with further investigation and detailed design requiring to be considered at a future date. 1.3 Report Format This core document provides an overview of the study and is accompanied by the following appendices which provide more detail for the key stages: • A: Aberdeen Sub Area Model (ASAM) assumptions and growth • B: Stakeholder Workshop summary and Initial Option Sifting • C: Technical report for 2008 short term traffic model testing • D: Technical report for 2012 medium term traffic model testing • E: Technical report for 2027 long term traffic model testing • F: Appraisal Summary Tables Page 2 of 53 19 May 2008 69607 2 ANALYSIS OF PRESENT AND FUTURE PROBLEMS 2.1 Introduction A comprehensive problem, issues and objective setting workshop was held on Tuesday 6 March 2007. This workshop was attended by key officers from Aberdeen City Council, Aberdeenshire Council and Nestrans as well as the Police Service, Fire Service, Councillors, Bus Operators, members of the business community and other parties (a list of invitees is provided in Appendix B). This chapter presents an analysis of existing and potential constraints, problems and opportunities.

    Shaping Budgeting Evaluation of process by PB partners Introduction This joint evaluation has been undertaken by Aberdeen City Council and PB Partners and an independent social enterprise commissioned by the Scottish Government to provide PB support in Scotland. Executive Summary Participatory Budgeting (PB) is a process whereby residents in communities vote directly on how resources are allocated, rather than a more traditional consultation mechanism. (PB) started in Brazil in 1989 and has now spread to over 1,500 localities across the globe with around 2,700 processes taking place. PB is a new mechanism which can deliver on increased participation in decision making a key feature of the Community Empowerment Act Scotland (2005) In June 2015 Aberdeen City Council allocated £100k of identified underspend to Youth Work and Under 12s activities in regeneration area in the city: Northfield, Torry, Tillydrone, Seaton and Woodside. • Funds were allocated using the PB model with the process in Northfield managed by Northfield total place and by the Communities and Partnerships team in the other areas • 59 bids were received totalling £440,000. 15 events were held between November 2015 and January 2016, with 3755 young people voting on their preferred project (one of the highest in Scotland). 28 bids were successful in gaining funding. 15 28 15 events were held between November 2015 3755 young people voted 28 bids were successful and January 2016 in gaining funding. • Several positives were noted on the process, these included: this was a genuine PB process; ACC demonstrated significant investment in developing innovative community engagement methods and responding to the Community Empowerment Act Scotland (2005); the process was delivered efficiently within given timescales supported by a well organised workforce; a wide range of bids were received; media coverage was impressive and created a positive profile of the regeneration areas.

    A Guide to the History, Archaeology and Natural History of Tullos Hill Archaeology Tullos Hill, along with adjacent Kincorth Hill, together form part of the very lowest coastal fringe of the Grampian Mountains – hence the cherished local name ‘the Gramps’. Not only are the two hills alike in character, being higher, wilder, more ‘natural’ landscapes in the midst of conurbation, but they also share a great deal in terms of archaeology and early history. Their more recent histories diverge, however, with Kincorth Hill being heavily exploited by quarrying and encroached upon by housing developments, while Tullos Hill, having first supported a Second World War Anti- Aircraft Battery and Prisoner of War Camp, was then affected by industrial sprawl and Excavation at Bronze Age ring cairn, 2010 © CFA Archaeology Ltd landfill operations. From its ancient origins to medieval burghs and King Robert The Bruce, from the Jacobite connections to the expansion in the Edwardian and Victorian times, the ‘Silver City by the Golden Sands’ has a long, important, and interesting history with many of its people contributing to the wider world. The city started out as three separate royal burghs – Old Aberdeen, New Aberdeen and Torry plus the parish of Woodside – which expanded and merged together to form the city as a whole. There was a major expansion in the Georgian, Edwardian and Victorian eras as the city made its first fortunes based on fishing, granite quarrying and shipbuilding and many of the grand buildings were built during these times. It also included the main thoroughfare, Union Street, which was raised up away from the mud and dirt and built on a series of bridges – it was such a major project it almost bankrupted the city! Outwith school times, pupils will be able to utilise services 3 and 18 to travel between home and school on their respective routes. Changes for 2020/21 The service 22C has been renamed 22B but will operate the same route. As a result of a tendering exercise services 21A, 22A and 22B will now be operated by Stagecoach Bluebird. There will be no change to routes or timetables as a result and the Lochside Travel pass will continue to be accepted on the services 22A and 22B. As a result of this change, only Stagecoach tickets will be accepted on the service 21A. Bus Pass for pupils in Torry and Kincorth The bus passes will be loaded onto pupils Accord cards, in school, throughout the first few weeks of term. As bus passes will not be loaded onto all pupils Accord cards immediately, if you are using one of the school time services (22A, 22B, 31, 181, 182 and 183), bus drivers will let any children in uniform on the buses for the first 4 weeks of term, up to Friday 10th September 2021, without the bus pass product being on the Accord card.

This document considers past and current trends, emerging issues, challenges and opportunities that will impact on public services delivery. 1. Introduction This Strategic Assessment has been produced on behalf of Community Planning Aberdeen and aims to be a comprehensive analysis of the demand, supply and delivery of services in the Torry neighbourhood. The Community Empowerment (Scotland) Act 2015 places Community Planning Partnerships (CPPs) on a statutory footing and imposes duties on them around the planning and delivery of local outcomes, and the involvement of community bodies at all stages of community planning. Tackling inequalities will be a specific focus, and CPPs have to produce “locality plans” at a more local level for areas experiencing particular disadvantage. In June 2016 Community Planning Aberdeen endorsed a proposal to develop plans for three localities: Locality A (pop. Locality B (pop. Locality C (pop. The strategic assessment has been structured around the Economy, People, and Place themes to retain consistency with the Local Outcome Improvement Plan and to ensure that there are clear links between the strategic vision and priorities for the city and those of individual communities.
