The Council’s strategic business plan refresh, approved unanimously at the Council’s Budget meeting in February 2017, agreed the alignment of the Strategic Business Plan to Aberdeen City Community Planning Partnership’s Local Outcome Improvement Plan, as well as alignment to the coalition’s policy document “Smarter Aberdeen”. Our new policy document “Stronger Together” for 2017 to 2022 builds on the 2017-2018 strategic business plan, thereby ensuring the continuity of the priorities we set in our last administration whilst incorporating some new priorities which are a direct response to the changing economic and social conditions the City now faces. We recognise, of course, that our priorities must be delivered within the financial parameters agreed by the Council at the Budget meeting in February 2017. Aberdeen has been the northern powerhouse of both the UK and Scottish economy in recent times, but the fall in the global oil price has seen Aberdeen’s economic contribution reduce. We know the strength of the City’s business community and we commit to working with the business community and all relevant public partners in order to ensure the conditions for future business success are in place within the City. To unlock the economic potential of Aberdeen and reduce inequalities in our city, we see greater devolution of powers to the City from the Scottish government, and where applicable the UK government as a key requirement. -

The Society of Advocates in Aberdeen Aberdeen University Review Aberdeen University Review, LVI, no. 195, Spring 1996 THE SOCIETY OF ADVOCATES IN ABERDEEN By Dorothea Bruce As Executive Secretary and Librarian to The Society of Advocates in Aberdeen I often have to conduct visitors round Advocates' Hall and exhibit some of the Society's treasures. After they have overcome their initial surprise at finding such a handsome building tucked away in Concert Court, which is only a back alley, visitors usually want to know why and when the Society was founded, and why its members are set apart from the other solicitors in Scotland by being dignified by the title 'advocate'. No date of its actual foundation can be determined, original records having been lost in a fire at the Record Office in Castle Street in 1721, but one must assume that the Society grew out of the natural expression of the desire of members of any profession to incorporate themselves for the purpose of mutual assistance and the exchange of professional expertise. As to why the members call themselves 'advocates', William Kennedy, in his Annals of Aberdeen published in 1818, states that 'the practitioners before the courts of adjudicature (in Aberdeen) have for a period of upwards of two hundred and fifty years, been distinguished by the title of advocates, which appeared to be sanctioned by many public deeds, and by judicial proceedings in the courts of record: but by what authority it had originally been conferred upon them we have not been informed.'1 (See also Appendix I) The most convincing theory in explanation of our members' right to the term 'advocate' appears in Scottish Notes and Queries and is attributed to an unnamed 'learned friend, a recognized authority on such matters.' It is suggested that before the institution of the College of Justice by James V, in 1532, Edinburgh was the seat of the great Ecclesiastical Court of the Archdeacon of the Lothians, and those who practised there were Advocates. -

Shaping Budgeting Evaluation of process by PB partners Introduction This joint evaluation has been undertaken by Aberdeen City Council and PB Partners and an independent social enterprise commissioned by the Scottish Government to provide PB support in Scotland. Executive Summary Participatory Budgeting (PB) is a process whereby residents in communities vote directly on how resources are allocated, rather than a more traditional consultation mechanism. (PB) started in Brazil in 1989 and has now spread to over 1,500 localities across the globe with around 2,700 processes taking place. PB is a new mechanism which can deliver on increased participation in decision making a key feature of the Community Empowerment Act Scotland (2005) In June 2015 Aberdeen City Council allocated £100k of identified underspend to Youth Work and Under 12s activities in regeneration area in the city: Northfield, Torry, Tillydrone, Seaton and Woodside. • Funds were allocated using the PB model with the process in Northfield managed by Northfield total place and by the Communities and Partnerships team in the other areas • 59 bids were received totalling £440,000. 15 events were held between November 2015 and January 2016, with 3755 young people voting on their preferred project (one of the highest in Scotland). 28 bids were successful in gaining funding. 15 28 15 events were held between November 2015 3755 young people voted 28 bids were successful and January 2016 in gaining funding. • Several positives were noted on the process, these included: this was a genuine PB process; ACC demonstrated significant investment in developing innovative community engagement methods and responding to the Community Empowerment Act Scotland (2005); the process was delivered efficiently within given timescales supported by a well organised workforce; a wide range of bids were received; media coverage was impressive and created a positive profile of the regeneration areas. -
