Chronology of key events 1990 13 July 1990 With a Declaration of the Ministry of Foreign Affairs, Bulgaria accepts the invitation extended by NATO to establish regular diplomatic liaison. Mrs. Lea Cohen, Bulgarian Ambassador to Belgium, is authorized to maintain diplomatic liaison with NATO. 1991 4 April 1991 Establishment of the Atlantic Club of Bulgaria, the first non-governmental Atlantic association outside NATO member states. Since October 1992, the Atlantic Club of Bulgaria has been associated with the Atlantic Treaty Association (ATA), initially as an observer and later as an associate member. 12-14 June 1991 Dr Manfred Wörner pays the first official visit of NATO Secretary General to Bulgaria. 20 December 1991 Bulgaria participates as a co-founding state in the inaugural meeting of the North Atlantic Cooperation Council (NACC). 1994 14 February 1994 The President of Bulgaria, Zhelyu Zhelev, signs the Partnership for Peace Framework Document at NATO Headquarters. 25 November 1994 Bulgarian Deputy Foreign Minister Todor Churov visits NATO Headquarters. Bulgaria’s PfP Individual Partnership Program with NATO is formally accepted. 1995 28 September 1995 Bulgaria participates in a meeting at NATO Headquarters for a presentation of the conclusions of the Study on NATO Enlargement to NACC and PfP Cooperation partners. 16 October 1995 Bulgaria accedes to the Status of Forces Agreement between the NATO member states and the PfP countries (ratified by the National Assembly on 5 April 1996). 1996 1996-1998 Bulgaria participates in a number of meetings with NATO within the Intensified Dialogue with interested partners on NATO membership issues. 2-3 May 1996 NATO Secretary General Javier Solana visits Bulgaria. -

Regional Dimension of Participation in Missions Abroad Rade Rajkovchevski, MSc and Dimitar Kirkovski, MA Abstract The events in the 90s had serious implications on the peace and stability in Europe and beyond. The collapse of the USSR and Yugoslavia; political instability and the initiation of democratic processes associated with transitional changes in post-socialist countries; the need to redefine national doctrines, including NATO's strategies; the intensifying effects of globalization associated with economic migration and refugee crises; increasing porosity of borders that allowed illegal crossings, trafficking of illicit goods and large influx of people to Europe considerably changed the security picture of the continent. In the areas that were recovering from the consequences of ethnic conflicts, the efforts of the international community to resolve the security issues between states turned out to be the appropriate solution for the acceleration of reforms in the security sector in the framework of fulfilling the requirements set for the Euro-Atlantic integration processes. In 2003 the Adriatic Charter was founded, following the pattern of the Vilnius group several years before in 2000. Thus, the region of Southeastern Europe, from users of services of foreign military missions, began contributing to world peace support missions. Although several years ago it was impossible, today the state representatives and army’ officials think loudly about forming a military unit of the Western Balkans countries which will have the task to train the Afghan security forces, maybe as soon as year 2012. Regional cooperation in the military missions is not an unknown practice in Europe. The Czech Republic and Slovakia, Scandinavian countries, Benelux and others regionally connected countries practiced sending their troops on joint missions decades ago. -
Statement by the Heads of State and Government Of
STATEMENT BY THE HEADS OF STATE AND GOVERNMENT OF ALBANIA, BULGARIA, CROATIA, ESTONIA, LATVIA, LITHUANIA, MACEDONIA, ROMANIA, SLOVAKIA AND SLOVENIA ON THE OCCASION OF NATO SUMMIT IN PRAGUE (25.11.2002) [1] We, the Heads of State and Government of Albania, Bulgaria, Croatia, Estonia, Latvia, Lithuania, Macedonia, Romania, Slovakia and Slovenia, reaffirm that political solidarity and a commitment to the democratic values will continue to be the foundation of our cooperation with each other and with NATO allies. [2] In the two and a half years since we first met in Vilnius, Lithuania, we have sought to make our own contribution to a Europe that is free, and united by the fundamental principles of democracy, free market economy, and human rights. We have also set the goal of acting in solidarity in response to the new threats to the Euro-Atlantic community. To this end, we have joined NATO nations in operations from Kosovo to Kabul and have acted as members of the Alliance in the fight against terrorism. [3] We welcome the decision of the North Atlantic Council to invite Bulgaria, Estonia, Latvia, Lithuania, Romania, Slovakia and Slovenia to begin accession talks with NATO. This decision is a success for all of our countries and a success for democracy. It is also a recognition of the tremendous efforts our countries put into reforms. We believe that Albania, Croatia and Macedonia are an essential part of the Euro-Atlantic community and should be invited to begin accession talks at the earliest opportunity. We are committed to accelerate the process of reform in each of our countries and to work together to support the aspiration of Albania, Croatia and Macedonia for membership in NATO. -

The Statehood of 'Collapsed' States in Public International

Introduction Over the last few years the international community has been witnessing a phenomenon commonly referred to as ‘State failure’ or ‘State collapse’, which has featured the disintegration of governmental structures in association with grave and intense internal armed conflicts, to the point that the social organization of society what international law considers the government of the State, a legal condition for statehood – has almost, or in the case of Somalia totally, disappeared from the ground. Such a loss of effective control that the government exercises over the population and territory of the State – the other legal conditions for statehood – pose several complex international legal questions. First and foremost, from a formal perspective, the issue is raised of whether a State that looses one of its constitutive elements of statehood continues to be a State under International Law. Such a question may only be answered after considering the international legal conditions for statehood, as well as the way current international law has dealt with the creation, continuity and extinction of States. If entities suffering from State ‘failure’, ‘collapse’ or ‘disintegration’ and referred to as ‘failed’, ‘collapsed’ or ‘disintegrated’ States continue to be States in an international legal sense, then the juridical consequences that the lack of effective government create on their condition of States and their international legal personality have to be identified and analysed. Our point of departure will therefore be to analyze ‘State collapse’ and the ‘collapsed’ State from a formal, legal perspective, which will allow us to determine both whether 122 Pablo Moscoso de la Cuba the entities concerned continue to be States and the international legal consequences of such a phenomenon over the statehood of the concerned entities. -

Division and Realignment in Europe, 1945 – 1992 | Sample answer Why was there an uprising in Hungary in 1956, and why did the Soviet Union take steps to crush it? (2018) The Hungarian uprising of 1956 appeared to represent all that the Cold War stood for. The citizens of Hungary and the rest of the Eastern European ‘satellite states’ were governed by a Marxist- Leninist Russia. Those who challenged Soviet authority paid a harsh price. Before World War II, the Hungarian government had been anti-communist and anti-Russian, allying with Hitler in 1940. Following the defeat of German forces on Russian soil, the red army had pushed retreating Germans through Hungary, which the Soviet troops then began to occupy. In 1956, Soviet leader Nikita Khrushchev made a secret speech condemning Stalin’s policy and announcing the de- Stalinisation policy, which he would follow. However, fierce opposition to Soviet rule in Hungary began to grow, leading to an uprising against Khrushchev’s USSR. Over a period of time, the Hungarian nation mourned its loss of identity in its Stalinist country. Russian culture and language became forced onto the Hungarian population. Hungarian street signs quickly were replaced by Russian ones, while Russian became the primary language in education. Hungarians had been devout Christians, but communism discouraged religious belief. The Hungarian Catholic church was penalised when its leader Cardinal Mindzenty was sentenced to life imprisonment. Discontent grew, and hatred towards the Soviet Union became a common sentiment. Once a proud nation with a strong sense of identity, Hungary was now a puppet state of the USSR. -

US-Adriatic Charter of Partnership: Securing the NATO Open Door Policy* IVAN GRDEŠIĆ Faculty of Political Science, University of Zagreb Summary The US-Adriatic Charter, an initiative in the spirit of the 1998 U.S.-Baltic Charter, was proposed jointly by the Presidents of Albania, Croatia, and Mace- donia to President Bush at the NATO Prague Summit in November 2002. It was signed by four ministers of foreign affairs in Tirana on 2 May 2003. The Charter as a diplomatic project had two objectives – to secure the open door NATO policy and to provide the framework for the cooperation and mutual support of candidate countries. It was successful on both accounts. The Charter partners made strong commitments in the areas such as democratic reforms and the creation of the con- ditions for NATO membership. An additional effect of the Charter has been the very palpable progress in the relationships of the countries of South East Europe by improving the security conditions in the region. The US-Adriatic Charter of Partnership is a successful example of cooperation among small states with com- mon interests. The study is based on a one-year ethnographic field research in Varese City. The political party Northern League and its followers (Leghisti) has been chosen to observe the state-society relationships. It has been discovered that among others, three factors were instrumental in the process by which the state-society relationships has been deteriorated so as to open the path for an alternative legitimacy claim such as Padanian nationalism. Initially, revelations of political corruption and illegal state practices, failure of the state to address problems related to globalization such as global economic integration and uncontrolled immigration were instrumental. Later, struggle of hegemony and subjugation between the League and the state has been another important cause for deteriorated relationships. This study also provides qualitative data on the processes by which those deteriorated relationships and state failures contributed the rise of xenophobia and suggests that this failures of the state coupled with the problems brought about by the uncontrolled immigration and global economic expansion is likely to open a path for criminalization of both immigrants and local people. As a result of Yanukovych’ refusal to sign, students flocked to the Independence Square in Kyiv, better known as the Maidan Nezalezhnosti, to protest his decision. The students were later joined by ordinary Ukrainians, who protested in favor of a better relationship with the European Union and the West in general. -

Some of Tthese challenges include violent extremism, terrorism, proliferation of nuclear weapons and missiles, failed states, cyber-attack, and lack of security for energy resources. But the opportunities on the other hand are numerous: opportunities for partnerships, other forms of engagement, working opportunities with people in these regions to help them in their effort to look for the same goods from a more global place: stability, self-determination, rule of law and prosperity. We have some examples. a) NATO's relations with Russia through the NATO-Russia Council have not fulfilled its promises. At the same time, Russia is threatening to suspend its participation in CFE (Conventional Armed Forces), the arms control treaty that is Europe's security helmet.
