However, there are major variations among countries. Papua New Guinea is one of the countries with the lowest number of female representatives in parliament. Two questions are asked in regard to the representation of women. First, why is it difficult for women to be elected in Papua New Guinea? And second, how do we explain where women were able to challenge others to be elected? Formal institution such as the electoral system is just one way to discuss gender equality. There are other areas of gender inequality that interact with the formal system relating to social, cultural, and economic factors. An analysis of these factors shows that even improving formal institutions to increase the number of women in political participation, gender inequality is still a challenge within and outside the legislative office. -

The project is widely known to be totally illegal and the PNG Forest Authority accepted this as early as 1995.1 The illegality of the project was confirmed in the Independent Forestry Review (2001)2 and has been publicly acknowledged by the Prime Minister.3 Local landowners have been complaining since 1995, calling for an Ombudsman Inquiry and for the project to be shut down.4 However the project is still on going with more than US$50 million worth of logs having been exported. Meanwhile the Government has lost out on potential tax revenues because of illegal tax exemptions given to the project and the local people have suffered a catalogue of negative social and environmental impacts. So why has no effective action been taken to stop the project and prosecute some of those who have been involved? The map below may begin to give an answer to this question and should be seen in the context of the widespread allegations of political corruption and institutionalised mismanagement in the forest industry. -

Challenges to Anti-Corruption Activism in PNG
Devpolicy Blog from the Development Policy Centre Australian aid | PNG and the Pacific | Global development policy http://www.devpolicy.org The (soft) power and the passion: challenges to anti-corruption activism in PNG Author : Grant Walton Date : February 19, 2016 While organised ‘civil society’ is relatively weak, Papua New Guinea has a long history of anti-corruption activism. The churches, unions, landowner groups, students as well as local and international NGOs have all been involved in fighting abuses of power. And there has been some success. In 1997, concerns about corruption fuelled protest towards the government’s attempt to bring in mercenaries to fight the civil war in Bougainville, which became known as the Sandline Affair. This led to the resignation of the then prime minister Sir Julius Chan. In 2005 a Community Coalition Against Corruption (including NGOs like Transparency International PNG and the churches) helped scupper two parliamentary bills aimed at reducing the power of the Ombudsman Commission and increasing Members of Parliament's constituency funds. They collected tens of thousands of signatures, which were presented to parliament. (This only temporarily stopped the rise of discretionary funding as these funds have grown exponentially since 2013). The propensity for citizens to resist corruption should have increased since these success stories, as access to the internet has spread throughout the country. Citizens are now better informed about alleged corruption than ever before. However, questions remain about the willingness of citizens to en masse protest the country’s many corruption scandals. My research with anti-corruption activists in Port Moresby suggests this is because the PNG state is still central to shaping citizens’ responses to corruption. -

Published on June 3, 2020 Credit: Drew Douglas (CC BY-NC 2.0) PNG’s unanswered constitutional questions pile up By Michael Kabuni On 29 May 2020, on the eve of James Marape’s first anniversary as Prime Minister of Papua New Guinea (PNG), the Supreme Courtdismissed the case intended to declare his election as Prime Minister invalid. The case was dismissed on competency grounds, and not on substantive grounds. This case adds to the Link: https://devpolicy.org/unanswered-questions-pngs-constitutional-questions-pile-up-20200603-1/ Page 1 of 5 Date downloaded: September 27, 2021 Published on June 3, 2020 number of controversial issues in PNG that need clarification from the courts. In this article, I will discuss four of these issues. James Marape’s election in 2019 The substantive matter in this case was whether the election of James Marape was valid. After Peter O’Neill resigned on 28 May 2019 there was a vacancy for the position of Prime Minister in the parliament. Three candidates were nominated on 30 May 2019: James Marape, Peter O’Neill and Mekere Morauta. All accepted their nomination, and the Speaker closed nominations. Just before the election of the PM, Peter O’Neill withdrew as a candidate. The parliament proceeded to elect James Marape as Prime Minister. In August 2019, Patrick Pruaitch, then the Leader of the Opposition, challenged James Marape’s election in court. He argued that Peter O’Neill’s decision to withdraw as a candidate for Prime Minister after the nominations had closed was unconstitutional. However, in September 2019 Pruaitch left the Opposition and joined the Marape-led coalition government. -

COUNTRY REPORT Papua New Guinea At a glance: 2001-02 OVERVIEW The government has been making progress in implementing its economic reform programme. However, economic activity in all sectors has been fairly subdued in 2000. The EIU estimates real GDP growth of 2.9% in 2000 and forecasts 3.8% in 2001 and 7.0% in 2002. Economic activity will pick up in the next few years with the development of major minerals and gas projects. Growth will also be driven by stronger domestic demand as interest rates fall. Inflation remained high in 2000 but should fall in 2001 and 2002 as price stability becomes the primary focus of the Bank of Papua New Guinea (the central bank). The current account will remain in surplus in 2001 but will fall into deficit as imports of capital equipment for these projects rise significantly in 2002. The kina is steadily depreciating but should remain in an acceptably narrow trading range in 2001 and 2002 as capital inflows counterbalance the increasing demand for imports. Key changes from last month Political outlook • Sir Mekere Morauta has reshuffled his cabinet again in an attempt to rid the government of disloyal members. The former prime minister, Sir Michael Somare, was the latest casualty. He was dismissed for not voting with the government on the integrity bill. The bill was eventually passed by a vote of 84-0. Economic policy outlook • Changes to the tax regime for gas, oil and mining, announced in the 2001 budget should encourage new exploration and development in these areas. Economic forecast • We have revised downwards our estimate for GDP growth in 2000 from 4.1% to 2.9% following a decline in economic activity in all sectors.
