On 17 April Melanesianand Australian scholars in the School led a well-attended seminar todiscuss the events and their implications. Most of the papers presented here derive from that seminar, and from earlier media commentary. They are not intended as a full examination of the events of March-June 1997-several such examinations are forthcoming-but rather as a series of contemporary reflections, partly updated. Standish, Regan, May, Dinnen and Nelson are longtime observers of Papua New Guinea politics who have all spent considerable periods of residence in Papua New Guinea. Mandie-Filer is a Papua New Guinean scholar, currently at the Australian National University, who was in Papua New Guinea in March. Saovana-Spriggs is also a Papua New Guinean, who followed events in March-June from her present home in Canberra. Kabutaulaka is a Solomon Islands scholar who, like Saovana-Spriggs, has taken a particular interest in the political forces unleashed by the Bougainville conflict. As well as its tragic toll in lives and suffering, this conflict has had a significant impact on the national economy, in terms of potential revenue lost from the Panguna copper mine and the high cost of security operations. Since 1988 there have been a number of unsuccessful attempts to resolve the Bougainville situation, using both negotiation and military force (see the contributions by May and Regan in this volume). When Sir Julius Chan, deputy prime minister in the Wingti government(July 1992-August 1994), became foreign minister in January 1994 he made the resolution of the conflict one of his priorities. On becoming Prime Minister in August 1994, this became his main objective. While Chan adopted a number of different strategies to this end (see Regan's first contribution), his efforts ultimately achieved little. Having originally rejected the mercenary option in September 1996, Chan's later change of mind is to be set againstthe frustrations generated by successive breakdowns in negotiations with rebels, a series of humiliating military set-backs, and, not least, the prospect of a looming general election. The details of the Sandline proposal were set out in a report to government of December 1996 entitled Project Contravene and a Introduction I contract between Sandline and the government (both reproduced in the Appendices to this volume). Sandline envisaged a military strike by contracted foreign soldiers, working with the Papua New Guinea Defence Force (PNGDF), against key Bougainville Revolutionary Army (BRA) leaders, destroying their communications, loading and re-supply installations, and re-capturing the Panguna mine (see Regan's first contribution). Sandline International, the principal contractor withthe Papua New Guinea government, acted as brokers for the notorious South African private military organisation, Executive Outcomes. The South African company was, in tum, sub­ contracted by Sandline to supply the mercenaries and military equipment for this operation. Sandline's director, retired Lieutenant­ Colonel Tim Spicer, coordinated the negotiations surrounding Project Contravene. As discussed by Dinnen, Executive Outcomes is the most well­ known of the new breed of mercenary organisations that have evolved in the post-Cold War era and that have intervened militarily

    Country Report Papua New Guinea Papua New Guinea at a glance: 2004-05 OVERVIEW The governing coalition, led by the prime minister, Sir Michael Somare, should have a large enough parliamentary majority to defeat a no-confidence motion, if such a motion eventuates. However, the political scene remains unsettled, and the government’s effectiveness will be limited. The economic outlook is fairly positive for 2004-05. Inflationary pressures are easing, and improvements in agriculture, mining and oil activity should contribute to a pick-up in real GDP growth of more than 2% a year in 2004-05. The current account will remain in surplus in 2004, but will shift into deficit in 2005 as export revenue slips. Key changes from last month Political outlook • The opposition applied for a motion of no confidence in early July, but its application was rejected on “technical grounds”. If Sir Michael is eventually subjected to a motion of no confidence, he should have sufficient support in parliament to defeat it, barring extraordinary circumstances. Economic policy outlook • In the first quarter the government spent only 2% of its development budget. Therefore, there will be pressure on ministries and government agencies to speed up spending, particularly counterpart spending to facilitate the disbursement of international aid. Economic forecast • The kina continues to appreciate against the US dollar. By early July the kina had strengthened by around 6% compared with its value at end-2003. Stronger import demand will put some downward pressure on the kina during the remainder of the 2004. However, there are major variations among countries. Papua New Guinea is one of the countries with the lowest number of female representatives in parliament. Two questions are asked in regard to the representation of women. First, why is it difficult for women to be elected in Papua New Guinea? And second, how do we explain where women were able to challenge others to be elected? Formal institution such as the electoral system is just one way to discuss gender equality. There are other areas of gender inequality that interact with the formal system relating to social, cultural, and economic factors. An analysis of these factors shows that even improving formal institutions to increase the number of women in political participation, gender inequality is still a challenge within and outside the legislative office.

From 1970’s the demand for secession have been rife and despite early agreement for more autonomy and more mining revenue for the autonomous region, the demand never faded. Under Francis Ona’s Bougainville Revolutionary Army, the movement take a new heights. Bougainville Revolutionary Army took coercive measure to push the government to acknowledge their demands by taking over the mine at Panguna. Papua New Guinean government response was also combative and further exacerbate the issue. Papua New Guinean Defense Force involvement adding the issue of human rights into the discourse. This paper will seek to analyze the normative question surrounding the legitimacy of the right to secession in Bougainville Island.     ALL THE QUEEN’S AGENTS & CORPORATIONS The Queen’s Prerogative English law prohibits questioning the Monarchy about their personal holdings and business. This is true of most of Europe’s royalty, whether enthroned or not. The wealth of the Monarchies is held outside of the countries that made the wealth. The British Crown’s offshore banks hold the greatest personal wealth in the world estimated at $35 trillion. Perhaps the British Crown still owns and controls its Commonwealth Nations, including the American “colonies.” Monarchies are not supposed to be warlord bankers who create conflict and chaos to turn a profit or destabilize an economy for personal gain. But they have been for some time now, and history is a string of immoral wars caused by monarchies, the Vatican and other religions. Untold millions have died while kings and popes lived on to grab the wealth through well-established institutions that were created to control the people of the Earth. The Commonwealth of Nations, headed by Queen Elizabeth II, is made up of 53 nations, spanning the globe, accounting for one-fifth of the land mass of the Earth, and a very high percentage of its strategic resources and population. The Queen is a Knight of Malta and has vowed allegiance to the Pope through the largest insider trading club on the planet. The British Crown Agents are, in fact, also agents of the Vatican’s Knights of Malta. The Queen is a Knight of Malta The Sovereign Military Order of Malta (SMOM) took control of the power and wealth of the Poor Fellow-Soldiers of Christ and of the Temple of Solomon from within the Roman system.
