    PART III Emerging Development-Based Land Value Capture Practices in Developing Countries 159 CHAPTER 6 Financing a Metro with Development Rights of Public Land, Nanchang, China China’s public sales of development rights are a major funding source for local governments in delivering infrastructure projects. These sales have often led to the rapid conversion of rural agriculture land into urban land for industrial and residential uses but without an adequate economic ratio- nale or planning. With increased concern over the negative impacts of such rural–urban land conversion, policymakers in reform-oriented cities have already started taking longer-term approaches in public sales of develop- ment rights, focusing on sustainable finances and urban development. Nanchang is one of these cities. Its public land leasing scheme attempts to incorporate the principles of transit-oriented development (TOD) into new metro finance. As this scheme has not yet been fully implemented, it is too early to assess whether it will generate the desired outcomes. If success- fully executed, however, Nanchang’s development-based land value cap- ture (LVC) schemes could provide a good model for other Chinese cities. Urban Development Context Population and Urbanization Trends Nanchang’s central location in southeastern China relative to the Pearl River and Yangtze Delta regions, and to the junctions of major high- ways, makes it a major transport hub (map 6.1). The provincial capital, Nanchang is also a regional center for agricultural production in Jiangxi province. The city has many manufacturing firms including those produc- ing cotton textiles and yarn, paper products, processed food, agricultural chemicals and insecticides, and Chinese medicine and other pharmaceuti- cals.

Background 2. On 22 April 2008, the Chief Executive-in-Council decided to invite the MTR Corporation Limited (MTRCL) to proceed with further planning and design of the Hong Kong section of XRL. Subsequently, the railway scheme was gazetted under the Railways Ordinance on 28 November and 5 December 2008 and the MTRCL started the detailed design in January 2009. To address concerns expressed by members of the public during the consultation period and to incorporate design changes, we gazetted the amendments to the railway scheme on 30 April and 8 May 2009. We also briefed this Subcommittee on the project on 14 May 2009. The XRL 3. The XRL is an express rail of about 140km long linking up Hong Kong with Guangzhou via Futian and Longhua in Shenzhen and Humen in Dongguan. Its terminus in Guangzhou (hereinafter referred to as the "New Guangzhou Passenger Station") will be located at Shibi, the centre of the Guangzhou - Foshan metropolitan area. The terminus of the Hong Kong section is located in West Kowloon, an area in vicinity of commercial and tourist areas. Organophosphate esters (OPEs) are contaminants of emerging concernemerging 11 contaminants in recent years and studies concluded that urban areascenters were a significant source of 12 OPEs. Samples were collected from six ground-based sites located in Chengdu, a typical fast 13 developing metropolitan of southwest China and were analyzed for seven OPEs in atmospheric PM2.5. -3 14 The concentrations of Σ7 OPEs in PM2.5 ranged from 5.83 to 6.91 ng· m , with a mean of 6.6 ± 3.3 15 ng· m-3, and the primary pollutants were TBEP, TnBP, TCEP and TCPP which together made up more 16 than 80% in the Σ7 OPEs. The concentrations of Σ7 OPEs were higher in autumn/winter than that in 17 summer. Nonparametric test showed that there was no significant difference in Σ7 OPEs concentrations 18 among the six sampling sites, but the occurrence of unexpected high level of individual OPEs at 19 different sites in autumn might indicate that there was a noteworthy emission. Very strong correlation 2 20 (R = 0.98, p<0.01) between the OPEs in soil and in PM2.5 was observedsuggested the atmospheric 21 PM2.5 settlement is an important source of OPEs in soil.
