SECTION A. PROJECT DESCRIPTION

A. 1. Project eligibility under the Gold Standard

Hasanbeyli Wind Power Plant is eligible under the Gold Standard due to following conditions: 1- Hasanbeyli WPP was considered to have 50 MW capacity, which necessitate the project to be considered large scale project under rule of UNFCCC and be eligible under the Gold Standard. 2- Although Turkey has recently ratified Kyoto Protocol, she does not have any emission caps and established DNA to provide letter of approval for VERs. Hence the project is to be evaluated as VER. 3- Hasanbeyli WPP is a renewable energy project 4- Hasanbeyli WPP reduces CO2. 5- Hasanbeyli WPP does not receive ODA. 6- Hasanbeyli WPP was not previously announced to be going ahead without the revenues from carbon credits. 7- Hasanbeyli WPP does not claim Green or White Certificates, or equivalents.

A. 2. Current project status

Hasanbeyli WPP is in the early stage of development. The project has 50 MW (20 x 2.5 MW) capacity licence from EMRA (Electricity Market Regulatory Authority) which is issued in November 2011. For the project there are no real key project cycle stages yet as equipment procurement, construction, commissioning.

CO2 Emission Reductions by Grid-Connected Electricity Generation from Renewable Sources: Hasanbeyli Wind Power Project

Local Stakeholder Consultation Meeting Sarayova, 24.02.2012

Eksim Enerji A.Ş. (Eksim) plans to invest into new wind power plant to generate electricity and feed it into the Turkish grid. The wind power plant is planned to be built close to Sarayova village of Hasanbeyli district in the province of Osmaniye in Turkey. The project consists 20 turbines with 2.5 MW rated power for each. Having 50 MW installed power in total, the project will generate around 150 GWh electricity annually. Comparing with baseline situation for electricity system of Turkey, this amount of electricity generation will lead around 100.000 tonnes carbondioxide emission reduction per year. In addition to the CO2, the project will reduce SOx and NOx emissions which arise from electricity generation from mainly coal power plants. The project licence has been granted in November2011 from EMRA. Environmental Impact Assessment studies have completed positively and with this, the critical permissions to start project activity has been completed. Installation of the turbines is expected to start at the end of April 2012 and the expected commissioning date of the project is the beginning of 2013. The closest settlement to the project area is Sarayova village which is 1 km away to the project area. Only small part of the project area will be actually used by the roads and turbines, the remaining areas will be left to usage of the villagers as it is before the implementation of the project activity. The project will create temporary jobs during construction and permanent jobs during operation. In both cases, the project developer will prefer to employ the local people if the competency required for the related job is met. In addition to the employment, the project will have contribution to the local economy with subcontracts and procurement. At the meeting in Sarayova, the plan to build the wind power project will be presented to the public for the first time. The purpose of the meeting is to inform public and stakeholders about the plan and present and discuss social and environmental impacts of the project. The following pages show a checklist that shall be used for discussing and evaluating the expected social and environmental impacts together with the meeting’s participants. As it is presented in table 1, invitation process for local stakeholder meeting was followed and 20 associations/governmental offices were invited with invitation letters or by calling. Apart from this kind of invitation other stakeholders were invited by local announcements such as announcement hanged on school and announcement in newspaper.

All possible stakeholders were tried to be contacted via different kinds of communication ways such as sending letters to the invitees and local announcements. After sending letters to stakeholder, telephone calls were done to confirm receipt of invitation letters. Although all invitees respond positively to the project, many of them did not attend to the stakeholder meeting. Some reasons for non presence of stakeholders are: lack of personnel that can attend to the meeting and lack of interest in project activity.

Eskim Enerji A.Ş. (Eskim) is developing a wind power project near Sarayova Village in Hasanbeyli District of , Turkey. While there is positive evaluation of Environment and Forestry Directorate of Osmaniye Province on the licensed project, work on technical feasibility of the project continues. With this project, environmental sound and climate friendly electricity production will be feed it into the Turkish grid.

The work on realizing this project as emission reduction project within Gold Standard Organisation’s framework has been initiated. Project owner will gain additional income for the generation and trading of certificates attesting emission reductions achieved by the project of Verified Emission Reductions (VER). This income will make the project economically viable while at the same time creating experiences for Hasanbeyli to invest for emission reduction projects.

The Gold Standard Scheme sets high demands on the involvement of stakeholders into the project development process with Local Stakeholder Meeting. As FutureCamp Turkey on behalf of Hasanbeyli we are organizing this meeting in the framework of Gold Standard Scheme. In this meeting, project will be introduced to the participants and assessment will be held.

Although it is explained in the announcements and invitation letter that it is possible to comment on the project by sending e-mail or just calling, there was no solid feedbacks, comments or questions by phone call or e-mail as a result of these announcements on Hasanbeyli WPP.

Reading through the evaluation forms, it becomes clear that there is a positive approach of local people for Hasanbeyli WPP. Besides being positive and supportive for the project, local people had expectations for possible use of wind power for electricity production. Another expectation of local people was employment of young generation in the project, which is also a concern of project developer. In total there were 10 original evaluation forms gathered in the meeting, but for the report 5 of them is translated and original copies are attached in Annex 4.

Discussion and questions during the meeting

i. Minutes of physical meeting(s)

The stakeholder meeting was held on 24th of February 2012 in one of class of primary school in Sarayova village, Hasanbeyli / Osmaniye. At the meeting besides project developers, there were five representatives from local state institutions, many participants from the villages and head of the village. Although NGOs are proactively invited to the meeting and invited to deliver their comments, they have refrained to express comments and regret that they cannot participate in the meeting due to lack of staff.

The place of meeting was chosen to be the closest place to the project area and closest village which was Sarayova Village. All local people are informed about meeting in advance by local announcements.

Additionally, one week before the meeting village mayor was called and announcement of upcoming meeting was done.

Before presentation, agenda of the meeting and non-technical PDD was distributed to the participants for broader view. Project presentation and description was made by representative of FutureCamp Turkey and Eksim Enerji A.Ş. including information about project developers, the technology and operation of the power plant, estimated emission reduction amount of the plant, the importance of revenue from emission reduction and the project characteristics which makes this project different from other power plant projects in Turkey. Before passing to blind sustainable development exercise, question and comments were taken from participants about further clarification of project.

During and after presentation some questions were raised by participants, which were answered by Project Manager Mr. Ünsal and presenter. One of the most important topics raised during meeting was whether it could be possible to build the construction site to Hasanbeyli. Since this project includes several districts, the mayor of Hasanbeyli has concerns for local people to be able to work on this project, he insisted on construction site and route to be located in Hasanbeyli district. The concern of local people was answered by project developer. He stated that 70% of the project belongs to Hasanbeyli, so they will built the construction site to the closest place. They are making some feasibility studies to decide the best location for the construction site.

During the meeting, representative of local governmental institutions expressed their support for renewable energy project of Hasanbeyli WPP. While the project is in the planning phase, all feedbacks are important for better understanding of demand from local people.

At the end of the meeting, continuous input mechanism is discussed and the book has given to the head of the village with a protocol see annex 5. All local stakeholders agreed on this mechanism. E-mail addresses and phone numbers of project owner and consultant were announced. Local stakeholders were encouraged to give feedback about the project.

The questions and answers are given in below section (ii. Assessment of comments). All questions received and minutes of the meeting was recorded during the meeting. Questions and comments raised by participants were addressed in assessment of the comments.

The meeting was closed by a general support from participants.

Give reasoning behind the decision. The stakeholders didn’t raise any concerns except some request for employment opportunities. The request and concern of villagers for local employment was answered by project developer as there is priority of local people to be employed in the planned project. Therefore, no concern was raised during the meeting which necessitates revisiting sustainability assessment.

Own sustainable development table and blind exercise with stakeholders are almost same, so the own table will be used also as consolidated table. Participants of the local stakeholder meeting have positive view about WPPs, they did even lead to a better evaluation of the indicators than the previous assessment done by the project developer: stakeholders did positively score; “Livelihood of the poor”, “Quantitative employment and income generation”, and “Technology transfer and technological self-reliance”. Although indicator related with income generations are positively scored, comparing with baseline, there may not be significant result of this indicator by the project. Thus, this indicator is scored neutral in final evaluation in order to be conservative. The indicator of technology transferred scored neutral in final evaluation due to difficulties in monitoring the parameter.

Some of participants expressed their concern regarding impact of the project to grazing lands. Although project are covers large part of the land, only turbine’s plots will not be used as grazing areas, other remaining project area could be used by villagers. Therefore we can conclude that by occupying the land only for turbine spots, the impact of this project to the soil condition is negligible.

Justification choices, data source and provision of references

Air quality Electricity generated from the wind farm partially substitutes electricity generation from fossil fuel fired power plants that represent a large share of the Turkish grid generation mix. Dust emergence connected to the project activity appears only for a short time during the construction phase and will be caused by digging foundations, land arrangement works and construction of the roads. While construction will start on first months of 2011 which is rainy period of the project region, there would be minimum dispersion of the dust. Hence, we can conclude that there will be minimum impact of the dust emissions on the project area.

Therefore, in the SDM the positive effect of the project on the air quality is scored with (+).The positive impact of wind energy on air quality is described in Sustainability Monitoring Plan (section G) of GS Passport. Net project generation shall serve as evidence of positive impact of the project activity on this indicator and will be monitored annually as indicated in Section G. Amount of avoided wastewater to be discharged to the environment will be monitored during operation of the project activity as described in the Sustainability Monitoring Plan (section G) of GS Passport.

Soil condition In the baseline, thermal power plants emits significant amount of NOx which have negative impact to the quality of soil. The adverse affect of emissions of NOx on soil conditions is acid rains http://en.wikipedia.org/wiki/Acid_rain. Acid rains can damage soil conditions badly. With proposed project activity significant amount of NOx emission will be avoided due to substituting partially thermal power plant electricity generation. Other pollutants For this indicator, noise is defined as relevant parameter with the project activity. Since impact of noise can be significant only close area of the project, surrounding area of the project activity is selected as impact assessment boundary and for the baseline, continuation of current situation which is noise stemming from wind, movement of leaf and daily life in the close villages.

In the context of the wind farms noise of the turbines can be considered under other pollutants. The distance of the project to closest settlement (Sarayova settlement) is more than 1 km. While noise level is 55.00 dBA in 500 meter from WPP, regarding Distance Related Noise Graphic for industrial plants according to Regulation of Assessment and Management of Environmental Noise, the noise level from Hasanbeyli WPP is far below allowed level4 i.e., the noise caused by the wind turbines will not affect the villages in the area. Therefore, in the SDM the negligible effect of the project on the other pollutants is scored with (0).

Since the indicator is scored (0) and noise level in the close settlement is negligible. The parameter is related with noise level during operation will be not be monitored as described in Sustainability Monitoring Plan (section G) of GS Passport. Biodiversity For this indicator, the impact of the project activity can be on birds. The project area consists of semi-forestry land positioned on the hills and it is not natural protection zone. According to PIF, there is no endemic species around the project area5.The dominant vegetation consists of small trees, bushes and grassland.

In the project area, there is no risk for birds, because project area is neither on the way for migrating birds nor an area for birds according to PIF6. Therefore, in the SDM the negligible effect of the project on biodiversity is scored with (0) and not to be monitored. Technical jobs created by project activity are highly qualified as the wind power plants in Turkey are not common practice and having experience on operation of these plants creates advantages for these employees. The project developer will ensure trainings on health and safety issues. Therefore, this indicator is scored with (+).

Therefore this parameter is scored with (0).

Since this indicator is scored zero and no mitigation measure is required, chosen parameter, i.e. number of people under poverty line, will not be monitored. The International Energy Agency criticises dependency on oil and gas services imports and demands for expansion of renewable energy in Turkey (cf. However, as the improved access to energy services does not affect the local public (as the electricity is delivered to the grid) and cannot be assigned to specific consumers and therefore not be monitored, a conservative score of zero is applied to this indicator.

Because of the introduced new technology, the regional tourist interest in the region will increase, which is expected to influence the regional development and with it the employment situation. The positive effect of the project to this indicator is described in Sustainability Monitoring Plan (section G) of the GS Passport. Share of natural gas fired electricity in Turkish electricity mix will be reported to show continuous positive impact of the project as described in section G. Technology As the project developer is a Turkish company using the returns from the GS VER project to transfer and enable the realization of the wind farm, the Turkish capabilities, competencies and self-reliance technological regarding the introduction of innovative technologies are strengthened. The fact that the project self-reliance activity is not common practice in Turkey is comprehensively derived in section B.4 part of the PDD). The project developer considers the investment into and the operation of a new technology in Turkey as a contribution to technological self reliance due to the gathered experience with the proposed project. And some of the employees will be trained for wind power plant related issues. However, since it is difficult to substantiate and monitor that these trainings will lead an important know-how and technology transfer, this indicator is scored with (0) in the SDM, to be conservative.

SECTION E. DISCUSSION ON SUSTAINABILITY MONITORING PLAN

Monitoring of indicators was discussed during the meeting. While some of indicators especially “air quality”, “water quality and quantity”, “soil conditions”, “Balance of payment and investment”, “Technology transfer and technological self-reliance” to be monitored have to be calculated with emission reductions, local people may have difficulties to contribute those monitoring. The monitoring of “Quantitative employment and income generation” and consequently “Livelihood of the poor” were discussed with participants, while villagers were wondering whether there could be local employment. Although both indicators were not added to Sustainability Monitoring Plan, they could be interviewed during validation with local people.

SECTION F. DESCRIPTION OF THE DESIGN OF THE STAKEHOLDER FEEDBACK ROUND

Following the LSC, the PDD and GS Passport will be completed during April 2012. As soon as these documents are finalised, both validation and stakeholder feedback round will be initiated. The stakeholder feedback round shall include:  Upload of documents (LSC report, PDD, GS Passport) to a Turkish website (either project developer’s website or FutureCamp website)  Letters to the stakeholders which were invited via letter to the LSC, referring to the available documentation, describing the procedure and asking for comments.  Public announcement at project site and neighbouring villages, pointing to available documents in the internet as well as print-outs in mayor’s office and the place of the LCS meeting (or adequate alternative with public access).  LSC report will be available in Turkish, PDD and GS Passport in English  Announcements and documents shall contain clear contact data (Address, Telephone, and E-mail of project developer) where stakeholders can leave comments and ask questions.
