Project eligibility under the Gold Standard Hasanbeyli Wind Power Plant is eligible under the Gold Standard due to following conditions: 1- Hasanbeyli WPP was considered to have 50 MW capacity, which necessitate the project to be considered large scale project under rule of UNFCCC and be eligible under the Gold Standard. 2- Although Turkey has recently ratified Kyoto Protocol, she does not have any emission caps and established DNA to provide letter of approval for VERs. Hence the project is to be evaluated as VER. 3- Hasanbeyli WPP is a renewable energy project 4- Hasanbeyli WPP reduces CO2. 5- Hasanbeyli WPP does not receive ODA. 6- Hasanbeyli WPP was not previously announced to be going ahead without the revenues from carbon credits. 7- Hasanbeyli WPP does not claim Green or White Certificates, or equivalents. A. 2. Current project status Hasanbeyli WPP is in the early stage of development. The project has 50 MW (20 x 2.5 MW) capacity licence from EMRA (Electricity Market Regulatory Authority) which is issued in November 2011. For the project there are no real key project cycle stages yet as equipment procurement, construction, commissioning. SECTION B. DESIGN OF STAKEHOLDER CONSULTATION PROCESS B. 1. Non-technical summary CO2 Emission Reductions by Grid-Connected Electricity Generation from Renewable Sources: Hasanbeyli Wind Power Project Local Stakeholder Consultation Meeting Sarayova, 24.02.2012 Eksim Enerji A.Ş. (Eksim) plans to invest into new wind power plant to generate electricity and feed it into the Turkish grid. The wind power plant is planned to be built close to Sarayova village of Hasanbeyli district in the province of Osmaniye in Turkey. The project consists 20 turbines with 2.5 MW rated power for each. Having 50 MW installed power in total, the project will generate around 150 GWh electricity annually. Comparing with baseline situation for electricity system of Turkey, this amount of electricity generation will lead around 100.000 tonnes carbondioxide emission reduction per year. In addition to the CO2, the project will reduce SOx and NOx emissions which arise from electricity generation from mainly coal power plants. The project licence has been granted in November2011 from EMRA. Environmental Impact Assessment studies have completed positively and with this, the critical permissions to start project activity has been completed. Installation of the turbines is expected to start at the end of April 2012 and the expected commissioning date of the project is the beginning of 2013. The closest settlement to the project area is Sarayova village which is 1 km away to the project area. Only small part of the project area will be actually used by the roads and turbines, the remaining areas will be left to usage of the villagers as it is before the implementation of the project activity. The project will create temporary jobs during construction and permanent jobs during operation. In both cases, the project developer will prefer to employ the local people if the competency required for the related job is met. In addition to the employment, the project will have contribution to the local economy with subcontracts and procurement. At the meeting in Sarayova, the plan to build the wind power project will be presented to the public for the first time. The purpose of the meeting is to inform public and stakeholders about the plan and present and discuss social and environmental impacts of the project. The following pages show a checklist that shall be used for discussing and evaluating the expected social and environmental impacts together with the meeting’s participants. Apart from this kind of invitation other stakeholders were invited by local announcements such as announcement hanged on school and announcement in newspaper. All possible stakeholders were tried to be contacted via different kinds of communication ways such as sending letters to the invitees and local announcements. After sending letters to stakeholder, telephone calls were done to confirm receipt of invitation letters. Although all invitees respond positively to the project, many of them did not attend to the stakeholder meeting. Some reasons for non presence of stakeholders are: lack of personnel that can attend to the meeting and lack of interest in project activity. iv. Text of individual invitations To Whom It May Concerns, Ankara, 02.02.2012 Subject: Hasanbeyli RES 50 MW WPP Local Stakeholder Consultation Meeting Eskim Enerji A.Ş. (Eskim) is developing a wind power project near Sarayova Village in Hasanbeyli District of Osmaniye province, Turkey. While there is positive evaluation of Environment and Forestry Directorate of Osmaniye Province on the licensed project, work on technical feasibility of the project continues. With this project, environmental sound and climate friendly electricity production will be feed it into the Turkish grid. The work on realizing this project as emission reduction project within Gold Standard Organisation’s framework has been initiated. Project owner will gain additional income for the generation and trading of certificates attesting emission reductions achieved by the project of Verified Emission Reductions (VER). This income will make the project economically viable while at the same time creating experiences for Hasanbeyli to invest for emission reduction projects.
