PETA LOKASI PENEMBAKAN DI SEPANJANG JALAN PENAMBANGAN FREEPORT ............................... 34 Asia Report N°188 11 Maret 2010 RADIKALISASI DAN DIALOG DI PAPUA RINGKASAN IKHTISAR Di Papua, propinsi paling timur di Indonesia, terjadi pembentukan sebuah kelompok kecil pada bulan Oktober peningkatan kekerasan politik pada 2009, yang berlanjut 2008 bernama International Parliamentarians for West hingga 2010. Salah satu penyebab adalah meningkatnya Papua (IPWP) – telah mendorong para aktivis militan kegiatan para aktivis militan dari pegunungan tengah, untuk meyakini bahwa dukungan yang lebih banyak dari yang mayoritas dari mereka adalah anggota Komite internasional akan dapat mengubah dinamika politik di Nasional Papua Barat (KNPB). Para aktivis ini memutuskan dalam negeri. Beberapa kejadian kekerasan pada bulan sudah tak ada lagi harapan untuk mewujudkan tujuan April di Abepura, daerah di pinggiran ibukota propinsi utama mereka, yaitu sebuah referendum kemerdekaan Jayapura dimana sebuah universitas berada, pada masa lewat cara-cara damai, sehingga mengakibatkan sebagian pemilu legislatif, bisa dihubungkan langsung dengan mereka mendukung aksi kekerasan serta dalam beberapa KNPB. Anggotanya juga mungkin telah membantu kasus para aktvisi ini terlibat tindak kekerasan. Taktik memicu kekerasan di wilayah dataran tinggi kabupaten mereka dikecam oleh banyak rakyat Papua, tetapi pesan Puncak Jaya, lewat komunikasi dan koordinasi dengan mereka menggema luas, dan frustrasi yang mereka komandan TPN/OPM setempat, Goliat Tabuni. ucapkan adalah nyata. Banyak orang yang berada di kelompok yang sebagian besar anggotanya adalah dalam dan di luar Papua percaya bahwa pasukan keamanan mahasiswa dan mantan mahasiswa yang mengadopsi yang bertanggung jawab sebagai cara untuk menambah ideologi kiri yang militan dan menganggap diri mereka jumlah pasukan mereka dan pada akhirnya meningkatkan sebagai revolusionaris, berperang melawan negara kesempatan mereka memburu rente di Timika. Kedua, mereka semakin melihat bahwa satu- yang terlibat, yang disebut oleh warga Papua sebagai satunya harapan untuk dapat mencapai cita-citanya yaitu “satu piring, dua sendok”. dengan memperlihatkan kepada dunia bahwa Papua sedang dalam situasi darurat – dan hal ini berarti lebih terlihatnya manifestasi konflik. Kekerasan melonjak tahun 2009 sebagian karena tahun itu merupakan tahun diselenggarakannya Pemilu , dan pemilu memberikan sebuah fokus bagi sebagian aktivis pro kemerdekaan untuk melakukan aksi-aksi politik. Pemicu lainnya yaitu kegiatan di luar negeri – terutama Radikalisasi dan Dialog di Papua Crisis Group Asia Report N°188, 11 Maret 2010 Page ii Kekerasan, bercampur dengan kegiatan-kegiatan KNPB, telah berhasil meningkatkan profil Papua baik di dalam maupun luar negeri, dan telah menambah minat terhadap kemungkinan dialog antara para pemimpin Papua dan Jakarta mengenai berbagai masalah, yang ditujukan untuk menyelesaikan konflik. Jalan menuju dialog penuh dengan perangkap, dan ada kemungkinan gangguan dan banyak rasa ketidakpercayaan di antara kedua belah pihak. Banyak di pemerintah pusat yang percaya bahwa pembahasan apapun mengenai masalah-masalah non-ekonomi seperti otonomi yang lebih besar atau keluhan yang berhubungan dengan sejarah Papua hanya akan semakin memicu keinginan untuk merdeka dan mengaburkan perubahan positif yang sedang berlangsung. Mereka berargumentasi bahwa, tidak saja telah dilakukan “Papuanisasi” terhadap pemerintahan lokal dan sudah ada komitmen untuk mempercepat pembangunan, tetapi polisi juga secara bertahap telah menggantikan militer sebagai garis depan respon terhadap kegiatan separatis. Sebagian aktivis Papua percaya bahwa dialog seharusnya hanya dilakukan dengan mediasi internasional serta pilihan politik yang dibiarkan terbuka, bukan dialog dengan pilihan politik menerima otonomi dan menutup pintu kemerdekaan. Bahkan mereka yang menerima kedaulatan Indonesia percaya bahwa Jakarta memiliki sejarah hanya memberikan janji-janji tapi tak bisa menepatinya, dan apabila Jakarta setuju untuk melakukan dialog, hal itu hanya menjadi sekedar upaya Public Relations tanpa ada maksud untuk

    ELSHAM LEMBAGA STUDI DAN ADVOKASI HAK ASASI MANUSIA Institute for Human Rights Study and Advocacy, West Papua PRELIMINARY REPORT The Abduction And Assassination Of Theys Hiyo Eluay Was Premeditated And Politically Motivated December 13, 2001 Jayapura, Indonesia Introduction The abduction and assassination of Theys Hiyo Eluay (aged 64), chairman of Papuan Council Presidium, is a consequence of the culture of militarism and impunity since West Papua was annexed by Indonesia.[1] The violence started since the time when Sukarno, Indonesia's President, proclaimed TRIKORA (Triple Command of the People) on 19 December 1961 in Yogyakarta. The three points of TRIKORA were: (1) Disband the "puppet state" of West Irian created by the Dutch;[2] (2) mass mobilisation, (3) raise the red-and-white flag (the Indonesian flag) in West Irian ". At the time, many West Papuan civilians were intimidated and killed. Following integration with Indonesia, the Jakarta government began to adopt the militaristic approach by conducting military operations in a number of areas in Papua.[3] About 100,000 (one hundred thousand) West Papuans have been killed during 38 years of integration with Indonesia.[4] The process of destruction escalated particularly rapidly when the West Papuan people demanded independence from Indonesia in 1998 after the downfall of Suharto. Scores of peaceful rallies demanding independence staged by Papuans were dealt with by violence such as the Bloody Biak Incident (6 July 1998); Sorong (5 July 1999); Merauke (16 February 2000); Nabire (28 February-March 2000); Sorong (27 July 2000 and 22 August 2000); Wamena (6 October 2000). Funded in part by the governments of Denmark, Finland, Iceland, Norway and Sweden via the Nordic Council of Ministers and in part directly by the Nordic scholarly community, NIAS works to encourage and support Asian Studies in the Nordic countries as well as actively partici- pating in the international scholarly community in its own right. In so doing, NIAS has published books since 1969 and in 2002 launched NIAS Press as an independent, not-for-profit publisher aiming at a premium reputation among authors and readers for relevant and focused, quality publishing in the field of Asian Studies. The Institute of Southeast Asian Studies (ISEAS) was established as an autonomous organization in 1968. It is a regional centre dedicated to the study of socio-political, security and economic trends and developments in Southeast Asia and its wider geostrategic and economic environment. The Institute’s research programmes are Regional Economic Studies (RES, including ASEAN and APEC), Regional Strategic and Political Studies (RSPS), and Regional Social and Cultural Studies (RSCS). ISEAS Publications, an established academic press, has issued more than 1,000 books and journals. It is the largest scholarly publisher of re- search about Southeast Asia from within the region.

    73 West Irian and the Suharto Presidency: a perspective Bilveer Singh Introduction For Suharto, like many others, the struggle over West Irian1 was regarded as part of the unfinished business of Indonesian nationalism to end the much detested Dutch colonialism in the then Dutch East Indies. The fact that the Dutch surrendered all of its colonial territories at the Round Table Conference except West Irian only emboldened nationalists such as Su- harto that the struggle was worth pursuing, was winnable and that it was only a matter of time before the Dutch would capitulate. That the Dutch would hold on to West Irian for another twelve years was something un- foreseen and every passing year represented defeat and humiliation, this more than anything else was responsible for the unanimous decision that if West Irian could not be recovered through diplomacy, just as was the rest of Indonesia, then perjuangan or military struggle should be pur- sued. This directly involved Suharto in the West Irian issue, where just as in the struggle against Dutch colonialism prior to this, he was among those in the forefront leading the military struggle to win independence for Indonesia. In this context, Suharto’s involvement in the West Irian issue can be un- derstood from two different strategic positions he held, namely, first as the Commander of the Mandala Command tasked to militarily defeat the Dutch in West Irian and second, as Indonesia’s President, where his policies had a direct bearing on the future of the territory and the peo- ple therein. For the convenience of discussion, the role of Suharto and the West Irian issue can be examined through a number of phases.

    GENERATING REFORMS AND REFORMING GENERATIONS Military Politics in Indonesia’s Democratic Transition and Consolidation By SIDDHARTH CHANDRA and DOUGLAS KAMMEN* INTRODUCTION VER the course of thirty-two years, Suharto’s Indonesia occupied Odifferent positions on a spectrum of nondemocratic regimes rang- ing from authoritarian (Brazil, 1964–74 and Uruguay, 1973–85) to “sultanistic” (Idi Amin’s Uganda, 1971–79 and Rafael Trujillo’s Do- minican Republic, 1930–61).1 Suharto’s New Order began as a typical hierarchical military regime (1965–74), took on additional characteris- tics of bureaucratic authoritarianism (1975–88), and during its last decade came increasingly to resemble a sultanistic regime (1989–98). As the nature of the regime changed, so too did the political position of the military.
