REDAKSI Sebagai bagian dari Indonesia selama 50 tahun program di Papua harus memperhatikan dua Papua masih Baja diterpa oleh gejolak politik yang kata kunci yaitu perdamaian dan pembangunan berdampak pada konflik vertikal dan horizontal Papua adalah daerah khusus yang sebenarnya Semenjak terintegrasi ke wilayah NKRI hingga lahir dari gejolak ketidak percayaan terhadap saat ini Papua selalu mempertanyakan dirinya pusat Oleh karena itu pembangunan politik dan sendiri Apakah benar integrasi ke dalam NKRI ekonomi di Papua harus mampu menciptakan merupakan kesadaran pendahulunya ataukah rasa McMoRan Copper Gold Inc dan British justru mempertanyakan pertanyaan itu Apakah Petroleum selalu berupaya memperbarui kontrak menemukan akar masalah dan Solusi konflik karena sangat diuntungkan dari hasil bumi Papua sudah sangat penting Jika pertanyaan itu sangat Sungguh ironis Besarnya keuntungan yang penting pemerintah pusat hendaknya segera diperoleh perusahaan perusahaan tambang duduk bersama dengan kelompok di Papua untuk di Papua tidak sebanding dengan kontribusi segera membahasnya lebih dalam Papua hanya mereka terhadap Indonesia dan terutama bagi menghendaki perbaikan atau peningkatan ke Papua Inilah kenyataan yang diungkap oleh Sri hidupan mereka terutama dalam hal pendidikan Yanuarti dalam artikelnya tentang Kemiskinan kesehatan pembangunan ekonomi rakyat dan dan Konflik Papua di sependapat bahwa setiap kebijakan dan berkontribusi bagi masyarakat Papua terutama IM masyarakat sekitar perusahaan Tingginya angka jalan tengah penyelesaian konflik Papua Otsus kematian ibu hamil dan balita karena kekurangan Papua justru menjadi bagian masalah konflik gizi di Kabupaten Mimika merupakan bukti Papua buruknya tingkat kesejahteraan manusia di batik Dana otsus bagi Papua yang meningkat angka pendapatan asli daerah PAD yang tinggi jumlahnya setiap tahun selama sepuluh tahun Ironisnya perusahaan perusahaan sangat abai terakhir ternyata tidak memberikan perubahan dengan rehabilitasi lingkungan dan bahkan begitu yang berarti bagi kesejahteraan masyarakat saj a meninggalkan tailing limbah penambangan Papua Ironisnya banyak dana otsus yang men sehingga kebun sagu masyarakat mati dan ikan guap digunakan para elite birokrasi dan politik di sungai semakin sulit didapat Papua untuk politik pencitraan dan memperkaya Upaya pengelolaan SDA juga sedang diri Masyarakat pada akhirnya menilai bahwa digalakkan di Papua dengan dalih percepatan otsus sebagai kompensasi permintaan merdeka pembangunan sekaligus menjawab persoalan tidak terlaksana dengan baik dan bahkan gagal krisis pangan dan energi Kali ini pemerintah Mardyanto Wahyu Tryatmoko dalam artikelnya mencanangkan mega proyek Merauke Integrated Politik Kebijakan Pengelolaan Dana Otonomi Food andEnergy Estate MIFEE dengan mem Khusus Papua mengulas persoalan dana otsus buka lahan seluas 1 2 juta hektar untuk pertanian secara mendalam Menurutnya terhambatnya dan perkebunan secara terpadu Apakah proyek distribusi dana otsus disebabkan oleh faktor ini benar benar dimanfaatkan terutama untuk ma internal dan faktor keseriusan pemerintah syarakat lokal Persoalan ini diulas oleh Rosita pusat Faktor internal     Governing New Guinea New Guinea Governing An oral history of Papuan administrators, 1950-1990 Governing For the first time, indigenous Papuan administrators share their experiences in governing their country with an inter- national public. They were the brokers of development. After graduating from the School for Indigenous Administrators New Guinea (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, Leontine Visser (Ed) and has in many cases curbed professional careers. The politi- cal and administrative transformations under the Indonesian governance of Irian Jaya/Papua are then recounted, as they remained in active service until retirement in the early 1990s. The book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationship with superiors and colleagues, the murder of a Dutch administrator, how they translated ‘development’ to the Papuan people, the organisation of the first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organisation. Leontine Visser is Professor of Development Anthropology at Wageningen University. The recent tragedy in Wamena, a town situated in the hinterland of Irian Jaya, has refocused attention on the remote and restive province. This outbreak of violence, in which over 30 people were killed and dozens injured, was triggered when a group of Brimob police removed one of the separatist ‘Morning Star’ flags that were flying in the town. However, most of those killed were transmigrants. This event, together with the subsequent shift in stance towards the separatist movement, signals a definite change in both the tactics and policy being used by the central government. This change is of immense importance, as it provides insight into the current power struggle among the political elite in Jakarta and could have the most profound implications for the government’s attitude towards other provinces with secessionist tendencies. In the words of one of the 1,025, as reported by a Dutch journalist: Indonesia, as the strongest military power in Southeast Asia, is able to strike fear into any country. Jakarta [is] not interested in us Papuans but in West Irian as a territory. If we want to be independent. we had better ask God if he could find us an island in the Pacific where we could emigrate. 115 million Indonesians had fought for West Irian for years . they had made many sacrifices in the struggle and therefore would not allow their aspirations to be crossed by a handful of Papuans.
