Rik Van de Walle October 2019 i English Summary This dissertation examines the motives and central visions of three student demonstrations, each taking place within different historical and political contexts and each organized by a different generation of Kosovo Albanian students. The years 1968, 1981 and 1997 witnessed a proliferation of student mobilizations as collective responses demanding more national rights for Albanians in Kosovo. I argue that the students' main vision in all three movements was the political independence of Kosovo. Given the complexity of the students' goal, my analysis focuses on the influence and reactions of domestic and foreign powers vis-à-vis the University of Prishtina (hereafter UP), the students and their movements. Fueled by their desire for freedom from Serbian hegemony, the students played a central role in "preserving" and passing from one generation to the next the vision of "Republic" status for Kosovo. Kosova Republikë or the Republic of Kosovo (hereafter RK) status was a demand of all three student demonstrations, but the students' impact on state creation has generally been underestimated by politicians and public figures. Thus, the primary purpose of this study is to unearth the various and hitherto unknown or hidden roles of higher education – then the UP – and its students in shaping Kosovo's recent history. -

This dualism between the economic gains and ecological imperatives have remained largely unbridged. The Albanian experience is not an exception to this trajectory. Although the different political and intellectual elites have considered forests a national patrimony, they have failed to defend and expand the forest-cover which have been shrinking. The territory of today’s Albania, due to its geographical position, climatic influences, and topography has a very rich flora, including forests. Like everywhere else, human activity has historically played a critical role in the condition and distribution of forest cover in Albania. Until the establishment of the Albanian national state, both the rural population and the elite exploited the forests without paying attention to their regeneration. The Ottoman Empire started to implement policies for the central management of the forests, but in the Albanian provinces, their effects were limited. The Ottoman bureaucracy did not stop the rural communities and landlords to log the forests for fuel, export their timber, burn them for opening new pastures or rooting out the bandits hiding in them. -

STUDY Requested by the AFET committee Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them Policy Department for External Relations Directorate General for External Policies of the Union EN PE 653.621 - February 2021 DIRECTORATE-GENERAL FOR EXTERNAL POLICIES POLICY DEPARTMENT STUDY Mapping Fake News and Disinformation in the Western Balkans and Identifying Ways to Effectively Counter Them ABSTRACT Disinformation is an endemic and ubiquitous part of politics throughout the Western Balkans, without exception. A mapping of the disinformation and counter-disinformation landscapes in the region in the period from 2018 through 2020 reveals three key disinformation challenges: external challenges to EU credibility; disinformation related to the COVID-19 pandemic; and the impact of disinformation on elections and referenda. While foreign actors feature prominently – chiefly Russia, but also China, Turkey, and other countries in and near the region – the bulk of disinformation in the Western Balkans is produced and disseminated by domestic actors for domestic purposes. Further, disinformation (and information disorder more broadly) is a symptom of social and political disorder, rather than the cause. As a result, the European Union should focus on the role that it can play in bolstering the quality of democracy and governance in the Western Balkans, as the most powerful potential bulwark against disinformation. To date, scholarly research has nevertheless focused mostly on political aspect, pointing out the lack of civil rights and liberties under communist totalitarian systems. The same case is valid for the study of communism in Albania, as well. A majority of the works on the history of the communist regime in Albania either glorify the regime if they are products of that period, or blame it for its obvious negative sides, if these works have been written after the regime’s collapse. In an effort to overcome this dichotomy, the current thesis focuses on economic history, especially on the industrialization aspect I argue that the Albanian economy underwent a total transformation under communism, especially by switching its profile from an agricultural country into an industrial one, by emulating the Soviet models of industrialization. -

Temi e questioni di storia economica dell’Albania dalla dominazione ottomana al crollo del comunismo. Una rassegna bibliografica. I – Introduzione. Questo lavoro ha l’intento di proporre una prima bibliografia ragionata degli studi in lingua italiana, francese e inglese che ci possano aiutare a tracciare dei lineamenti di storia economica dell’Albania in Età Moderna e Contemporanea. A partire quindi dalla vigilia dell’inizio della dominazione ottomana del paese, nel XV secolo, fino alla caduta del regime comunista albanese nei primi anni ’90 del secolo scorso. L’Albania ha una storia travagliata: è passata dallo status di periferia occidentale dell’Impero Ottomano, durato fino al 1912, all’essere uno degli avamposti per gli investimenti economici in oriente dell’Europa, fino alla situazione di totale chiusura verso l’esterno durante gli anni del regime di Enver Hoxha. Questo carattere “periferico”, insieme con la morfologia montagnosa e impervia del territorio e con i caratteri antichi della popolazione autoctona, ha connotato l’Albania come una nazione continuamente isolata e marginalizzata, una terra di confine che ha suscitato nella comunità scientifica molte curiosità e diversi studi di tipo storico- antropologico. Gli albanesi stessi, per varie motivazioni storiche, sono un popolo da sempre votato all’emigrazione: un fenomeno che, come vedremo, è stato soltanto temporaneamente sospeso dal regime comunista e che è drammaticamente tornato agli onori delle cronache a partire dagli anni Novanta dello scorso secolo. Solo in questi ultimi anni l’Albania si apre nuovamente all’esterno in una maniera spesso affannosa e ricca di contraddizioni. Questo processo 1 disordinato è conseguente alla spinta di un popolo che per cinquant’anni è stato costretto a guardare ad un orizzonte che aveva nello stesso Mare Adriatico una barriera invalicabile. -

Country Policy and Information Note Albania: Blood feuds Version 4.0 February 2020 Preface Purpose This note provides country of origin information (COI) and analysis of COI for use by Home Office decision makers handling particular types of protection and human rights claims (as set out in the basis of claim section). It is not intended to be an exhaustive survey of a particular subject or theme. It is split into two main sections: (1) analysis and assessment of COI and other evidence; and (2) COI. These are explained in more detail below. Assessment This section analyses the evidence relevant to this note – i.e. the COI section; refugee/human rights laws and policies; and applicable caselaw – by describing this and its inter-relationships, and provides an assessment on whether, in general: • A person is reasonably likely to face a real risk of persecution or serious harm • A person is able to obtain protection from the state (or quasi state bodies) • A person is reasonably able to relocate within a country or territory • Claims are likely to justify granting asylum, humanitarian protection or other form of leave, and • If a claim is refused, it is likely or unlikely to be certifiable as ‘clearly unfounded’ under section 94 of the Nationality, Immigration and Asylum Act 2002. Decision makers must, however, still consider all claims on an individual basis, taking into account each case’s specific facts. Country of origin information The country information in this note has been carefully selected in accordance with the general principles of COI research as set out in the Common EU [European Union] Guidelines for Processing Country of Origin Information (COI), dated April 2008, and the Austrian Centre for Country of Origin and Asylum Research and Documentation’s (ACCORD), Researching Country Origin Information – Training Manual, 2013. -

The list includes the name of the party or alliance in the original language and in English, the party/alliance abbreviation as well as the corresponding party identification number. In the case of an alliance, it also documents the member parties it comprises. Within the list of alliance members, parties are represented only by their id and abbreviation if they are also part of the general party list. If the composition of an alliance has changed between elections this change is reported as well. Furthermore, the list records renames of parties and alliances. It shows whether a party has split from another party or a number of parties has merged and indicates the name (and if existing the id) of this split or merger parties. In the past there have been a few cases where an alliance manifesto was coded instead of a party manifesto but without assigning the alliance a new party id. Instead, the alliance manifesto appeared under the party id of the main party within that alliance.
