Knew as We Politics Party Party Politics as We Knew It? is an investigation of welfare state reforms in Austria, Germany and the Netherlands from the early 1980s to 2006. In Party Politics as We Knew It? the post-World War II era, social democrats and Christian democrats played a central role in building and expanding welfare states. This book argues Failure to Dominate Government, Intraparty Dynamics that these parties still have room for policy choices but, especially since the 1990s, choices are different than predicted and explained by current dominant and Welfare Reforms in Continental Europe theories on the politics of welfare state reform. Their main weakness seems to be that they fail to pay attention to changes of dominant coalitions within social democratic and Christian democratic parties. Against a background of contextual challenges (fiscal austerity and changing constituencies), the cata- lyst for such internal change is a situation of failure to dominate government. Ha. Two pages of my dissertation are nothing compared to these two pages. You know that many people actually read these pages, along with the summary. Initially, your are also saddled with the burden of possibly forgetting to thank someone. Soon afterwards, you accept that thanking everyone requires writing another book. Indeed, writing a PhD thesis may sometimes feel like an individual journey, but the list of people who contributed to my development as a scholar and a policy maker is long. This paper was prepared within the framework of “A Growth Strategy for Europe” research project conducted by the Brookings Global Economy and Development program. Abstract: The excellent performance of the German economy over the past decade has drawn increasing interest across Europe for the kind of structural reforms that have relaunched the German model. Through those reforms, in fact, Germany has become one of the countries that benefit most from global economic integration. As such, Germany has become a reference model for the possibility of a thriving Europe in the global age. However, the same factors that have contributed to the German "global miracle" - the accumulation of savings and gains in competitiveness - are also a "European problem". In fact they contributed to originate the euro crisis and rep- resent elements of danger to the future survival of the euro area. Since the economic success of Germany has translated also into political influence, the other European countries are required to align their economic and social models to the German one. But can they do it? Are structural reforms all that are required? This study shows that the German success depended only in part on the vast array of structural reforms undertaken by German governments in the twenty-first century.

'Het is moeilijk om nieuwe leden te winnen', zegt Gerrit Voerman, hoogleraar aan de Rijksuniversiteit Groningen. 'Maar het blijkt mogelijk. En het is nodig.' Het Documentatiecentrum Nederlandse Politieke Partijen publiceerde deze maand de jaarlijkse stand: een groei van het ledenaantal met 10 procent, grotendeels dankzij Forum voor Democratie. 'Een verkiezingsjaar laat altijd aanwas zien', zegt Voerman. 'Wat opvalt is de sterke groei voor Baudet’s FvD met name onder jongeren.     The Malleable Politics of Activation Reform: the‘Hartz’ Reforms in Comparative Perspective Nigel Boyle[[email protected]] and Wolf Schünemann [[email protected]] Paper for 2009 EUSA Biennial Conference, April 25, Los Angeles. Abstract In this paper we compare the Hartz reforms in Germany with three other major labor market activation reforms carried out by center-left governments. Two of the cases, Britain and Germany, involved radically neoliberal “mandatory” activation policies, whereas in the Netherlands and Ireland radical activation change took a very different “enabling” form. Two of the cases, Ireland and Germany, were path deviant, Britain and the Netherlands were path dependent. We explain why Germany underwent “mandatory” and path deviant activation by focusing on two features of the policy discourse. First, the coordinative (or elite level) discourse was “ensilaged” sealing policy formation off from dissenting actors and, until belatedly unwrapped for enactment, from the wider communicative (legitimating) discourse. This is what the British and German cases had in common and the result was reform that viewed long term unemployment as personal failure rather than market failure. Second, although the German policy-making system lacked the “authoritative” features that facilitated reform in the British case, and the Irish policy- making system lacked the “reflexive” mechanisms that facilitated reform in the Dutch case, in both Germany and Ireland the communicative discourses were reshaped by novel institutional vehicles (the Hartz Commission in the German case, FÁS in the Irish case) that served to fundamentally alter system- constitutive perceptions about policy. In the Irish and German cases “government by commission” created a realignment of advocacy coalitions with one coalition acquiring a new, ideologically-dominant and path deviating narrative.
