    USAID COUNTRY PROFILE PROPERTY RIGHTS AND RESOURCE GOVERNANCE CÔTE D’IVOIRE OVERVIEW The West African country of Côte d’Ivoire is divided between two large agro-ecological zones: the northern savannah zone, where food crops, cotton and livestock predominate; and the fertile forest zone of the south, where most of the country’s cash crops, including cocoa and coffee, are produced. Nearly 64% of land in Côte d’Ivoire is used for agricultural purposes, and 68% of the labor force works in agriculture. Almost all farmland is held and transferred according to the rules and norms of customary law. Land is viewed as belonging to the lineage of the original inhabitants of an area. A village chief or other notable can allocate use of the land to extended family members or, as often happens in the south, to outsiders. Because customary procedures for the transfer of land are not well defined or consistently applied, their use has led to conflict, especially in the last few decades as population growth, immigration and commercialization of agriculture have increased competition for land. In 1998, with assistance from the World Bank, Côte d’Ivoire adopted the Rural Land Law, which aims to transform customary land rights into private property rights regulated by the state. Because of an extended period of political turmoil from 1999 to 2011, and lack of resources devoted to the effort, very little has been done to make the Rural Land Law a reality for most Ivoirians. Unsustainable farming techniques and a growing demand for fuelwood and commercial timber have decimated Côte d’Ivoire’s natural forests, which have declined from approximately 13 million hectares when the country became independent in 1960 to 2.5 million hectares in the 1990s.

The country has become the largest producer of cocoa in the world (40%). In the two first decades of independence, impressive economic growth was fueled by cocoa exports. But the Ivorian miracle evaporated after the collapse of cocoa prices and the debt soaring. The country plunged into a serious economic crisis, followed by a political crisis that culminated in civil war in the early 2000s. The primary commodity sector in Côte d’Ivoire has been highly vulnerable to illicit financial flows. Large and persistent discrepancies between Côte d'Ivoire’s cocoa export statistics and the cocoa import statistics of major partners such as the Netherlands, Germany and France are indicative of substantial capital flight through export misinvoicing. With a focus on the four major periods in Ivorian political history, this paper analyzes the trend of illicit financial outflows in the cocoa sector, the mechanisms of resource rent capture and personal enrichment that fuel them, the key national and foreign players, and their ongoing responsibilities. Under the Houphouët-Boigny regime (1960-1993), through the management of the country’s Agricultural Product Stabilization and Support Fund, the president had full control over the cocoa sector and used it to enrich himself and his associates. He and his successor Bédié (1993-1999) colluded with exporting companies in which Ivorian political leaders were shareholders.

    COUNTRY REPORT Côte d’Ivoire Mali At a glance: 2001-02 OVERVIEW Despite pressure from the Organisation of African Unity, General Guéï has refused to delay the presidential election any further. It is to be held on October 22nd. General Guéï has announced that he will stand as a candidate. An attack on his residence in September prompted a purge of the military and government. Generals Lassana Palenfo and Abdoulaye Coulibaly have taken refuge in Nigeria after a warrant was issued for their arrest in connection with the attack. Both are suspected of supporting the RDR leader, Alassane Dramane Ouattara. All political activities have now been banned until the official election campaign begins on October 7th. Key changes from last month Political outlook • The presidential election will be held on October 22nd. It is now clear that General Guéï will do everything he can to remain in power. It is therefore unlikely that the contest will be fair or transparent. The outcome of the election may be challenged as a result. Discontent and division are likely to persist in the army, posing a constant threat to the country’s stability. Economic policy outlook • The risk of fiscal slippage will remain extremely high. Discussions with the IMF will not resume before next year. Economic forecast • Activity in both the private and public sectors has remained depressed, and real GDP is now forecast to contract by 1.5% in 2000. It will grow by 3% in 2001 and 5% in 2002, assuming external assistance is resumed. • The exchange rate is now estimated to average CFAfr703.4:US$1 in 2000.

C’est la traduction française de ce texte qui est publiée ici, sans mise à jour. Synthèse La filière cacao est le poumon de l’économie ivoirienne depuis que le pays a acquis son indépendance. La Côte d’Ivoire est aujourd’hui le premier producteur de cacao au monde (40%). Au cours des deux premières décennies après l’indépendance, l’impressionnante croissance économique du pays a été alimentée par les exportations de cacao. Le miracle ivoirien a néanmoins pris fin avec l’effondrement des prix du cacao et la flambée de la dette. Le pays a sombré dans une grave crise économique, suivie d’une crise politique, laquelle a abouti à une guerre civile au début des années 2000. Le secteur primaire des produits de base en Côte d’Ivoire s’est montré très vulnérable aux flux financiers illicites. Des écarts importants et persistants entre les chiffres du cacao exporté de Côte d’Ivoire et les chiffres du cacao importé par les principaux partenaires tels que les Pays-Bas, l’Allemagne et la France suggèrent qu’il se produit une substantielle fuite de capitaux.
