UPDATES ON MONSOON 2011 RESPONSE

Overview

 PMDA Sindh has reviewed Education cluster projects for revised appeal 2011 on 29th Dec.2011 and will make final recommendations during the strategic review meeting to be held in .  Districts level coordination mechanism has been rolled out by education cluster in Mirpurkhas and Sangher. Save the Children will Co-chair the Education coordination meetings in Mirpurkhas

with District Education Office and DevCon Co-chair in Sanghar respectively.  RSU, Sindh has issued revised school damaged schools data after validation and prioritization, now 3,710 are reportedly damaged (fully : 1,342, partially : 2,368) in addition some 1,100 schools used as IDP shelter are also affected in Sindh  Education ERWG Sindh has handed over data of school rehabilitated (1,087) and provided with

 Education response is continued in 10 flood affected district in Sindh through setting up of TLCs, provision of educational supplies in the TLCs and orientation of teachers through training sessions.

CRITICAL NEEDS

 Provision of education to children through TLCs where schools are damaged and no longer safe for educational teaching and learning activities.  Getting back affected children and teachers to school by supporting quick renovation of 2,790 partially damaged schools in Sindh (2,368) and Balochistan (422) is urgently needed.  To provide transitional school structures for 1,451 totally/fully damaged schools in Sindh (1,342) and Balochistan (109).

RESPONSE (as of 22 December 2011)

 In Sindh 2,107 TLCs (UNICEF 2.070 Save the Children 37) are functional, where 104,520 children including 46,958 girls are enrolled in 10 districts.

 Among them 38,353 number children and including 17,191 girls of is first timer attending the schools as per UNICEF report.

 Out of 2,107 about 990 of TLCs are in the area of return where 46,952 children including 21,141 girls are enrolled in these schools.

 Capacity of 3,200 TLC teachers including 972 females is enhanced by Cluster partners. Save the Children supported Training for School Council members in Mirpurkhas.

 Accumulatively Cluster has set up a total number of 2,117 TLCs (UNICEF 2070, Save the Children 35, and HANDS 10) that have been benefitting 112,176 beneficiaries including 44 % girls/females since the response was rolled out in September 2011 in Sindh. Out of total beneficiaries more than reached, 98 % are supported by UNICEF.  Teaching and learning activities are continued in 40 TLCs established with UNICEF support in

fully damaged schools, currently 5,700 children are enrolled in these TLCs in Jaffarabad. Some 21,000 children have been beneficiated from UNICEF supported schools supplies in 352 affected schools of Jalalabad and Kalat in Balochistan. This response in part of 2010 early recovery

GAPS AND CONSTRAINT

 Education Cluster has reached only 29% percent out of 388,509 its target beneficiaries.

By reporting period only 29% beneficiaries reached in Sindh out of the total target (national) of 388,509, Supports from all stakeholders are urgently needed to fill in the unmet needs in school rehabilitation, setting up TLCs and supplies in Sindh and Balochistan.

EDUCATION ERWG BENEFICIARIES COVERAGE UNDER 2010 MONSOON

RESPONSE Education Early Recovery responses for flood 2010 continues across Pakistan. A total number of 1294,988 beneficiaries have been reached as shown in the below graph.

PROVINCE WISE UPDATES ON EDUCATION ERWG ACTIVITIES

BALOCHISTAN

The Education early recovery working group, Balochistan memebrs supportd Early Recovery Education interventions throughsetting up TLCs, construction of TSS, School rehabilitation, teacher’s training, distribution of school

supplies, strengthening coordination mechanism both at provincial and district UNICEF supported TSS under construction in Balochistan level and reactivation of PTSMCs. By the reporting period 139,046 children and adults including 38,814 girls/females have been

Temporary Learning Centers: Altogether some 51,984 children including 13,788 girls have benefitted from TLCs since the reponse was rolled.currently 104 TLCs are functioning in district Jafarabad & Naseerabad where some 11,673 children are studying.

Transitional School Structures: TSS to 23 severaly damaged schools have been provided so far by UNICEF: (2), IDO( 15) and Taraqee Foundation(6), TF( 6) .

Out of 22 TSS planned 6 TSSs are expected to be completed by end of this week and will be hand over to education department. Other 13 TSSs are expected to be completed and hand over to education department by 31st Dec 2011 and remaining 3 sites are expected to be completed in first week of January 2012.

School Rehabilitation:

In total 302 schools have been facilitated so far in terms of minor repair /rehabilitation in District Sibi, Jafarabad, Loralai, Jhal Magsi, Bolan and Barkhan supporting education continuation of 26,010 students (7,213 girls & 18,797 boys).

Teachers Training :

During the reporting period, 339 more teachers have been trained on Disaster Risk Reduction (DRR) in district Jafarabad. Altogether 2,099 including female 528 teachers have been imparted with trainings by UNICEF(1,866), Save the Children(80), Taraqee Foundation(94), IDO( 59) and other ERWG memebrs The teachers have been trained on DRR, LSBE, Education in emergencies, School safety, Health & Hygiene, Psycho social support etc.

Beside this training workshops on Inter- agency Network for Education in Emergency (INEE) minimum standards were also organized in Quetta (Provincial level) and district Jafarabad (district level) attended by teachers,provincial & district education officials and representaives of Education ERWG organizations. Some 23 female and 40 male have been trained on INEE minimum standards of r Education in Emergencies in Balochistan.

PUNJAB

School rehabilitated by Save the Children in Muzaffargarh

Approximatly 477,095 beneficiaries including 199285 girls/females have been reached by Education intervetion in Punab . Under Coordination 9 pronvical level meetings held attended by 23 agencies, similarly 31 meetings held in 7 severely affected distritcs. In Hand over of Education ERWG punjab information, list of schools rehabliated and provided with TSS/TLCS was shared with PMIU Punjab and Pronvical Education office as per decsion of final Education ERWG meeting 12th December 2011 held in Department Education.

Temporary Learning Centres:

Overall the total number TLCs established by Education ERWG members’ stands at 771. Approximately 128,620 children (54,689 girls ) were benefited , these children also includes 17,229 children in 236 ECE centers in Muzaffargarh, Rajanpur, D. G. Khan and Rahimyar Khan, Mianwali, Bhakkar, Layyah and Multan districts

Temporary School Structures:

During the reporting period 10 new TSS established by UNICEF in Rahimyar Khan district. In total 85 TSS/ TLS were established against need of 292 Punjab. The construction of the TLS/TSS directly benefitted education of some 13,762 school children and teachers. Gender wise there are 6,708 boys 7,054 girls, 48 female and 60 male teachers).

Teachers Training :

In total 4,300 teachers including 45% female teachers have been trained from 1,230 schools as shown in the graph.

School Renovation:

In the reporting period 29 flood affected schools rehabilitated by Plan International in Rajanpur, Muzaffargarh and Layyah districts. Total number of school rehabilitation reached to 1,497 schools(673 girls schools ), some 255,526 children (40% girls)and 4,755 teachers (40% female) are studying and teaching in these schools in Muzaffargarh, Rajanpur, Layyah, D.G. Khan, Rahimyar Khan and Multan districts.

SINDH

Education Early Recovery will be phasing out on Dec 31, 2011 as per Government decision .Majority of the projects will be completed by December. There still is a huge gap in provision of transitional school structures and no additional funding has been received during the reporting period.

packets of Nido milk

School Renovation:

Additional 23 schools rehabilitated in Sindh, with this total school rehabilitated are now increased from 1,089 to 1,112 schools as shown in the graph below.

Transitional School Structure (TSS) Established: In reporting period additional 12 TSS have been established in affected district of Sindh, with this now 279 schools (HANDS: 150, Save the Children:89, KOHSAR:20, IRC:6,UNICEF:14) are provided with TSS/TLCS supporting education continuation of some 2,9409 children enrolled in these schools TSS completed with UNICEF support in village Suleman Construction work on 36 transitional Taluka Sujawal, District Thatta School structures has been initiated by UNICEF, and to be completed by the end of January 2012

Teachers Training: A total number of 8,169 teachers including 1,931 females have been trained on various areas including psychosocial support and DRR.

Khyber Pakhtunkhwa/FATA

2010 Flood Response

Education flood response benefited some 158,576 children and adult including 64,948 girls/females through various activities including setting up TLCs, school rehabilitation, teachers and PTC member’s training and provision of educational supplies.  Education cluster members reported rehabilitation of 63 schools (IRC: 20, UNESCO: 29, Hujra: 4, PRDS: 10) .Since the response started 199 TLCs were established by partners (UNICEF: 93, SC: 10, URDO: 50, PRDS: 20, NIDA: 10, Read Foundation: 16). Educational support to 26,472 children including 11,983 girls was ensured. ERWG partners provided educational supplies to 123,627 children in flood affected schools

 Some 14, 420 children including 5,768 girls belonged to 93 schools are currently studying in tents and rented building with UNICEF support. 70 schools under tents are reopened in Shangla and Swat whereas 23 other schools are currently conducting learning activities in rented building. . Education Response to Conflict in KP and FATA

 FATA ERAP Frame work has been developed led by UNDP,FDMA together in consultation of cluster. Project proposal are being receiving for Early Recovery FATA by clusters, Education cluster has chalked out strategy based on Interagency Early Recovery Needs Assessment (IAERNA) recently held for FATA ER in four agencies, Bajuar, Mohmand, Orakzai and SWA

 Similarly OCHA is coordinating Pakistan Humanitarian Strategic Framework (PHSF) 2012 which is in draft form. The PHSF provides donors and other stakeholders with strategic guidance on responses required in 2012 to address outstanding needs of vulnerable populations in (KP) province and the Federally Administered Tribal Areas (FATA) in north-western Pakistan. It seeks to ensure a continued focus on conflict-related humanitarian needs, on the basis of an assessment

of vulnerability and a set of specific and defined planning assumptions.

Camp schooling in Jalozai camp

Camp education is continued in Jalozai IDP camp, currently 19 schools supported by UNICEF (13) and IRC (6) are functional, some 4,000 children of Bajuar and Mohmand agencies are studying.

Camp schooling in Kurram

Five school tents were pitched. 8 recreation kits, 717 note books, 749 solar lamps, and water coolers, black boards and Meena Ki Kahnihave have also been provided to the camp school. Peak enrollment reported was 1,000 (715 boys and 285) and 10 teachers were deployed by Education Department to support education of IDP children. After repatriation, enrolment is 640 (487 boys and 153 girls) whereas 7 male teachers are engaged.

UNICEF supported Education of children in Naqai camp , through provision of Educational supplies and support to teachers’ salaries, schools tents, 18 School in a Box, 20 Recreation Kits, and 20 schools in a carton 128 mats stationery and “Meena Ki Khanai” was provided for three Temporary learning Centers

(TLCs) in Nahaqai Camp. Peak enrollment in three TLCs recorded was 1991 (1203 Boys and 788 Girls). Now the camp is decommissioned however track of the students is available with UNCEF Field Coordinator.

Education response in FATA area of return

UNICEF under FATA programme is focusing on Education in Emergencies in IDP camps, Education in Emergencies (Welcome Back to School Initiative) in the areas of return, Early recovery in Bajaur, Mohmmand; Khyber; Orakzai; South Waziristan and North Waziristan agencies; Frontier Regions of Peshawar, Tank and DI Khan.

Out of total 580 schools, the community mobilization activities have been started in the catchment villages of 530 schools. Community meetings are being conducted to encourage parents to get their children enrolled especially girls, Ulema (religious leaders), Maliks (community elders), and general community are involved in community mobilization process.

Taleemi Islahi Jirga (TIJ) is nomenclature for Parent-Teacher Committee in FATA. TIJ is an organized form of local community participation in school affairs. Till now 159 (133 boys and 26 TIJ’s in girls primary schools) have been formed.

Case Study:

“My Dream Came True”

My name is Naseer Ahmad and I am a 7 years old. I have two brothers and one sister. My father is a poor farmer, and we belong to a very poor family of Basti Sojal which is situated in the Island of Taunsa, During flood 2010 my family and I faced horrible circumstances. Our house, cattle and school were swept away. In flood emergency government of Pakistan and social development organizations helped our people with food, shelter, health and livelihood. During relief activities UNICEF team visited our village and organized meeting with community for shelter school establishment. They ensured us that they will establish shelter school in our area and provide all education supplies. I was very excited as there was no education opportunity in my area. I was glad to hear this because my dream of getting education was going to come true. On next visit Sudhaar (NGO) team along with education department conducted final meeting with our community for shelter school place. Our community donated place for shelter school in January 2011 Sudhaar NGO with the support of UNICEF established shelter school and provided us all education supplies. We all were very excited to receive school bags, notebooks and other related material. In this way I have started my education with keen interest, with the passage of time I have learnt a lot. My parents are happy and they are also committed to send me city for higher study. I am very hopeful for my bright future. I am committed for completion of my education. I will become a teacher and serve my poor community as well. I am very thankful to Sudhaar and UNICEF who give me opportunity to get education and way forward.
