Are First Nations “imagined” within the construction of Canada? Symbol of Iroquois (Haudenosaunee) Confederacy, which the Mohawk (Kanien:keha’ka) are one First Nation within this group. By Michelle Jack 5/4/05 Com. 509 Final Paper Introduction Investigation into the “imagined community” of Canadian national identity to find the First Nations or Native American place within this construction is the basis for my study. By looking at newspaper discourse, I am going to investigate how Natives are constructed, and whether they are included in this imagined community of Canada and its’ media construction. The research questions that will guide this study are: What does the Toronto Star’s coverage of the Akwesanse/Mohawk and Oka land dispute indicate about the hierarchy of First Nations and ‘others’ within Canadian national identity? Is there improved awareness in Canadian newspaper discourse after the crisis of First Nations/Aboriginal issues? Background The globally covered, Native resistance standoff in Canada in 1990 brought Native issues to the forefront of mainstream Canadian media. As the standoff progressed, the global media informed the world of Canada’s Aboriginal dealings, or lack there of with all First Nations. There is debate about what ignited the start of the uprising in the Mohawk community and when the first spark lit the fire of conflict, however the military and police got involved July 11, 1990, and the Akwesasne (Mohawk) of the tribal community Kanesatake held out against the Canadian Army and Provincial police (SQ) for 78 days before the activists, Mohawk Warriors, as a group decided to surrender to “authorities.” "For those of us who stayed, there was a real sense of community. -

Drawing on ethnographic and ethnomethodological approaches, this dissertation looks at the ways in which normative notions of law, tradition, the state, and citizenship are constructed through face to face interactions between BSOs and cross-border travellers. Chapter Three The Order Comes to Life: Appointments, Refinements and Change His Excellency has asked me to write to inform you that, with the approval of The Queen, Sovereign of the Order, he has appointed you a Member. Esmond Butler, Secretary General of the Order of Military Merit to Corporal R. L. Mailloux, I 3 December 1972 nlike the Order of Canada, which underwent a significant structural change five years after being established, the changes made to the Order of Military U Merit since 1972 have been largely administrative. Following the Order of Canada structure and general ethos has served the Order of Military Merit well. Other developments, such as the change in insignia worn on undress ribbons, the adoption of a motto for the Order and the creation of the Order of Military Merit paperweight, are examined in Chapter Four. With the ink on the Letters Patent and Constitution of the Order dry, The Queen and Prime Minister having signed in the appropriate places, and the Great Seal affixed thereunto, the Order had come into being, but not to life. In the beginning, the Order consisted of the Sovereign and two members: the Governor General as Chancellor and a Commander of the Order, and the Chief of the Defence Staff as Principal Commander and a similarly newly minted Commander of the Order. The first act of Governor General Roland Michener as Chancellor of the Order was to appoint his Secretary, Esmond Butler, to serve "as a member of the Advisory Committee of the Order." 127 Butler would continue to play a significant role in the early development of the Order, along with future Chief of the Defence Staff General Jacques A. -

Beyond Quotas Private Property Solutions to Overfishing ELIZABETH BRUBAKER In March 1996, Glen Clark, the premier of British Columbia, pre- dicted that the Fraser River commercial sockeye fishery would be shut down for the year. “It’s pretty clear from the numbers,” he explained, “that it won’t sustain a commercial fishery” (Cernetig 1996a). The warning followed two nearly disastrous years in Brit- ish Columbia’s salmon fishery. In 1994, several million Fraser Riv- er salmon failed to appear at their spawning grounds. The board reviewing their disappearance concluded that fishermen had come within 12 hours of wiping out the province’s most impor- tant sockeye run. “The resource is now, more than ever before, critically endangered,” it warned. “If something like the 1994 sit- uation happens again, the door to disaster will be wide open” (Fraser River Sockeye Public Review Board [FRSPRB] 1995: xii, 12). Academics agreed that a crisis loomed. Biologist Carl Walters cautioned that, in the absence of profound restructuring, the Pa- cific salmon fishery would likely go the way of the Atlantic cod fishery (Walters 1995: 4). The following season again saw salmon shortages. In August 1995, with the returning salmon numbering two-thirds less than pre-season estimates, federal Fisheries Minister Brian Tobin closed the Fraser River sockeye fishery with a grim comment: “As it stands now, we don’t have a fishery. Period. And unless the 151 Fish or Cut Bait! numbers change, we won’t have a fishery in the future” (Damsell 1995). In a news release on November 8, 1995, British Columbia’s fisheries minister, David Zirnhelt, described the year’s salmon returns as “the worst in memory,” noting that harvest volumes had declined 42 percent from recent averages (Valhalla 1996). -

IN SEARCH OF MINERVA’S OWL Canada‟s Army and Staff Education (1946-1995) by HOWARD GERARD COOMBS A thesis submitted to the Department of History in conformity with the requirements for the degree of Doctor of Philosophy Queen‟s University Kingston, Ontario, Canada January, 2010 Copyright © Howard Gerard Coombs, 2010 ABSTRACT The intellectual history of the Canadian Army from 1946 to 1995 can be traced through the curriculum utilized by the Canadian Army Staff College and the Canadian Forces College to educate the Canadian Army staff officer in conducting warfare within theatres of war. This body of knowledge was analogous to what today comprises the operational level of war. It is a structured vision of conducting conflict that was reaffirmed and sustained by institutional memory created in the crucible of the Second World War and traces its antecedents to the military operations of the Napoleonic Age. These ideas were preserved almost unchanged throughout the Cold War until the introduction of operational art in the late 1980s, as a result of United States influence. The ability of the Canadian Army to maintain this professional knowledge, as a coherent, unchanging whole throughout a period buffeted by social and political change indicates the separateness of the military profession within Canada. This arose from the absence of consistent and durable political guidance during the immediate post war era. As a result the use of the Canadian military as an instrument of national power became disjointed. By default, the unifying factor in Canadian defence activities was maintaining relevance within alliances, particularly in supporting the Pax Americana.
