13165 August 14, 2018 BRIDGETON BOARD OF EDUCATION PUBLIC ACTION MEETING August 14, 2018 The public action meeting of the Bridgeton Board of Education was called to order at 6:00 p.m. by Ms. Albanese. Board Members present were David Gonzalez, Ashlee Todd, Albert Morgan, Dulce Gomez, Angelia Edwards and Mary Peterson. Erica Mosley, Kenny SmithBey Jr. and Tyrone Williams were absent Also in attendance were Dr. Thomasina Jones, Superintendent, Dr. Robin Harden Daniels, Assistant Superintendent, Mrs. Nicole M. Albanese, School Business Administrator, and Mr. Stephen Bacigalupo, Board Solicitor. Prayer was offered by Mr. Gonzalez.

1. OPENING ACTIVITIES/Mission Statement

PUBLIC PARTICIPATION Ms. Sara Echevarria from United Advocacy Group addressed the board about her group who advocates for parents with children with special needs. They meet 1 time per month and she wanted to ensure that all of the schools are aware of their services. A back to school bash will occur at the end of the month. Jean Scarani of Upper Deerfield PreK addressed the board. She has a letter of intent for 3 classrooms. She advised that her enrollment is low this year and she does not want to keep the 3rd class. It is causing her to lose revenue and it would be a hardship for her business. Ms. Edwards asked how many students she has in a class. She responded 15 per classroom and right now she has 24 enrolled. She believes that they can get 6 more students but not 21. Mr. Morgan advised that Mrs. Albanese would get back to her.

Information: 1.8 PRESENTATIONS - PARCC Test Results - Dr. Tavani presented the 2018 PARCC results to the board and public in a power point (attached). He explained that you need to add level 4 and level 5 to obtain the percent passing by grade. The state comparisons show that overall the passing percent for 11th grade LAL is 38% while we are at 31%. These low passing rates overall are why the State is moving away from PARCC. Mr. Gonzalez asked how the data is used by the schools. Dr. Tavani said they meet with teachers who were successful about their strategies. We also receive item analysis which is reviewed by C&I and shared with teachers. Dr. Jones also explained about the articulation meetings and the ability for staff to share practices and data. Dr. Jones echoed the issues with the test and how the state and Governor do not think it is a valid test. Ms. Todd asked if we know when the change will take place? Dr. Tavani said the state anticipates about 2 years from now. Dr. Jones added that she shared her concerns with the state for students who are bilingual and this may be their first experience with a computer. Dr. Jones introduced Ms. Torres who is recommended as the Assistant Principal at Cherry Street School. Ms. Torres gave a brief history of her credentials from Vineland. She was a bilingual specialist on the PIRT team in last position. Ms. Edwards asked her last position.

APPROVAL OF PROFESSIONAL DEVELOPMENT Action (Consent): 3.1 Houghton Mifflin Harcourt (Go Math) Professional Development Resolution: Approved Houghton Mifflin Harcourt (HMH) Professional Development. Houghton Mifflin Harcourt (HMH) mathematics (Go Math) for grades K-5 was Board approved to be updated on March 20, 2018 (12993). For implementation purposes and to provide instructional staff with working knowledge of the programs new adaptive software and online assessments, HMH will provide up to 9 professional developments to the district at no cost.

Action (Consent): 3.2 Facing History Argument Writing Professional Development Resolution: Approved the Facing History Argument Writing Professional Development. This workshop is designed for 6th thru 8th grade English Language Arts Teachers. The purpose of this workshop is to provide middle grade teachers with best practices to 1) instruct students in writing argument and 2) instructing teachers cite evidence from informational and narrative text when crafting an argument. The workshop aligns to the NJSLS for reading, writing, speaking and, listening. This in-district full day workshops will take place on September 5th and January 25th.

This is to purchase pavers underneath the picnic tables and clean up the . The money will be raised by seeking donations from both online and local sources. The Bridgeton School District assumes no responsibility or obligation to provide for released time or financial consideration for services performed by the interns. The interns are expected to perform such tasks as required by the school district and university as part of the program in addition to their regular contracted obligations. A. 13203 August 14, 2018 Action: 12.5 Approval of BHS Acceptance of Grant from Senator Walter Rand Institute and Gateway Community Action Partnership of Bridgeton Motion by Mr. Gonzalez, second by Mrs. Peterson approving the acceptance of the Senator Walter Rand Institute grant of $2,500 and Gateway Community Action Partnership of Bridgeton grant of $5,000 which would be used to support the previously approved Youth Court (January 2018). These grants, totaling $7,500 would be used to cover the cost of staff members stipends and training. Bridgeton Board of Education will not incur any costs except for small, miscellaneous expenses such as printing out materials. Youth Court is a student-run, non- binding alternative to the regular juvenile court and school disciplinary process. The Bridgeton Youth Court would be composed of 20 students who will commit to a full year of service on the Youth Court. The Youth Court will be facilitated by 3 trained staff (1 supervisor and 2 teachers) who will be responsible for training Youth Court participants and overseeing the Bridgeton Youth Court. The Bridgeton Youth Court would hear general misconduct “cases” once every two weeks and prep for upcoming Youth Court sessions on the off weeks. Youth Court and prep sessions will take place in the Media Center at Bridgeton High School. If the Media Center is not available, Youth Court will take place in the Media Center Conference Room. Complete Care and Bridgeton High School will work together to advertise student and staff positions during the spring of 2018. Motion carried, roll call vote was 4-1-1, with Ms. Gomez abstaining and Ms. Edwards voting no.

Information: 13.2 First Reading Revised Policies 6153 (R) Field Trips – The Field Trip Committee reviewed and revised the Field Trip Policy. All items added are highlighted. 4111 Recruitment, Hiring and Selection and 4211 Recruitment, Hiring and Selection – These policies were both updated to reflect new requirements that resulted from P.L. 2018, c.5 the Pass the Trash law that amended N.J.S.A. 18A:6-7.6 through N.J.S.A 18A:6-7.13. The new law requires the district to conduct an employment history check on applicants that are applying for positions in the district that involve regular contact with students. Information must be requested from the applicant and verified with current or former employers of the applicant regarding any child abuse or sexual misconduct investigations involving the applicant; if the applicant was disciplined, discharged or separated from employment for child abuse or sexual misconduct; and/or if the applicant had a license, professional license, or certificate suspended, surrendered, or revoked while allegations of child abuse or sexual misconduct were pending or under investigation, or due to an adjudication or finding of child abuse or sexual misconduct. The applicant must provide written authorization that consents to and authorizes disclosure of the information and records and that releases those employers from liability that may arise from the disclosure or release of records. This does not apply if, after investigation, the allegations are found to be false or the alleged incident of child abuse or sexual misconduct has not been substantiated.
