BRIDGETON BOARD OF EDUCATION PUBLIC ACTION MEETING October 13, 2020 The public action meeting of the Bridgeton Board of Education was called to order at 6:00 p.m. by Mrs. Peterson. Board Members present were Erica Mosley, Mary Peterson, Tyrone Williams, Dulce Gomez, Marian King, Kenny SmithBey, Albert Morgan, and Ashlee Todd. Angelia Edwards was absent. Also in attendance were Dr. Keith Miles, Jr. Superintendent, Mrs. Nicole Albanese, School Business Administrator, Mr. Maurice Tyndell, Director of Human Resources, Dr. Celeste Merriweather, Assistant Superintendent and Mr. Albert Marmero, Board Solicitor. Prayer was offered by Mr. Williams. OPENING ACTIVITIES/Mission Statement

OPEN PUBLIC MEETING STATEMENT The Open Public Meeting Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of the public bodies at which any business affecting their interests is discussed or acted upon. Bridgeton Board of Education has caused notice of this meeting to be published by having the date, time and place thereof posted on the electronic picture board in the Thomas C. Lane, IV Administration Building, posted on the district website and advertised in South Jersey Times, Bridgeton and The Press of Atlantic City, Pleasantville, on October 9, 2020.

Information: 1.6 PRESENTATIONS - Dr. Miles provided a power point presentation on accomplishments that have occurred in the district from July to the present. He also explained the hybrid schedule and food service distributions. Dr. Miles presented Bulldog of the Month. A slide was displayed showing the qualifications of bulldog of month. Each student received a plaque and incentive. Dr. Chris Tavani presented a power point on 2020 graduation information. The power point is attached to the minutes.

There were no HIB incidents to report this month.

PUBLIC PARTICIPATION Dr. Tiffanie Thrbak spoke thanking the Board for the support of the midget football league. She introduced some of the athletes that participated in the league. Mr. Jonathon Morris spoke to the Board as the coach of midget football and thanked them for support.

Mr. Tyndell introduced Ms. Ester Carter who has been recommended as Assistant Principal. She thanked the Board for the opportunity.

APPROVAL OF TEXTBOOKS/MATERIALS/CURRICULUM Action (Consent): 2.1 Social Emotional Learning (SEL) Program (Grades K-8) Resolution: Approved Social-Emotional Learning (SEL) Program designed to foster improvement for students (grades K-8) in the 5 core competencies identified by CASEL: Self- Awareness, Self-Management, Responsible Decision-Making, Relationship Skills, and Social Awareness. The blended system allows for flexible implementation in a variety of settings, including in-class, after-school, during homeroom or advisory, or in any other unique situation such as remote and hybrid instruction.

3. APPROVAL OF PROFESSIONAL DEVELOPMENT Action (Consent): 3.1 Food and Nutrition Virtual Conference Resolution: Approved Jacqueline Mermer and Allison Wentzell to attend the Virtual Annual Academy of Nutrition Conference. The conference will offer live streamed education and interactive sessions. The conference will be held on Saturday, October 17, 2020 -Tuesday, October 20, 2020. Total Cost $420 =Registration for Jacqueline Mermer $225 and Registration for Allison Wentzell $195.

Action (Consent): 3.2 Professional Development for Staff Members Resolution: Approved Virtual Professional Development for staff November 1, 2020 - June 30, 2021, from 1:30-3:30 PM. Topic: Trauma-Informed Classroom - Part 2 through the NJ American Academy of Pediatrics, Safety and Trauma Informed Care Initiatives (NJAAP). Two presenters are board certified pediatricians who are experts in the fields of ACEs, trauma-informed care and secondary, traumatic stress and are well versed in connecting community-based support for students and families. Action (Consent): 3.7 The Leader In Me Virtual Community Coaching Day at Buckshutem Road School Resolution: Approved The Leader In Me Virtual Community Coaching Day on October 22, 2020 (raindate will be October 30, 2020) hosted by Buckshutem Road School. During this virtual coaching day, Principals and Lighthouse Coordinators from other area 'Leader In Me' Schools from New Jersey, Pennsylvania, and Delaware will connect with other Principals and Lighthouse Coordinators to learn from each other, gain new knowledge, and build a support network involving the areas of professional learning, student learning, family learning, leadership environment, shared leadership, and leadership events. Jacques, Esq., Legal One Consultant, will be presenting the topics November 1, 2020 - June 30, 2021, from 1:30 PM - 3:30 PM. It will include the latest national research on the use of social media and best practices for promoting responsible use. Participants will gain an understanding of the latest trends in cyberbullying and the most effective strategies available for school leaders, educators, parents, and students. There will be a review of the latest case law involving cyberbullying and social media use by students and staff members. This session will provide tips for promoting responsible social media use by students, parents, and staff. Participants will learn how social media sites provide built-in security settings and explain how they work. Not to exceed $1,600.00.

Action (Consent): 3.9 Rowan University Masters Program Inquiry Research Project Resolution: Approved Mrs. Kristi Lancaster, Teacher at Indian Avenue School, to conduct a Rowan University Masters Program Inquiry Research project. The project will determine how online learning affects confidence in Mathematics in students with disabilities. The participants of the study will receive a perception survey as created by Rowan University and will receive parent consent before any data is collected. All information analyzed will be confidential and no student identities will be shared in the study. The data will be summarized to assist teachers with understanding student perceptions of remote learning and its impact on his or her confidence in mathematics.

Action (Consent): 4.4 Bridgeton High School Americorps Ambassadors Program Resolution: Approved the Americorps Ambassadors Program for the 2020-2021 school year. Americorps Ambassadors are a year round resource for Bridgeton Public Schools. All Ambassadors have passed extensive background checks and training to be able to volunteer in the school system. During the school year, they can assist classroom teachers, tutor students, and help with enrichment activities through the guidance department. They are also available to assist with Summer School and other summer enrichment activities provided by Bridgeton Public Schools. The Americorps Ambassadors are affiliated with the Families to College Center and work with our students who attend after school. There is no cost to Bridgeton Public Schools for this valuable resource.

Foster Early Childhood Center Visit with Santa on December 15 &17, 2020, in order to accommodate all students according to our Covid-19 School Reopening Plan. This event will give our students a chance to experience the magic of the holiday season. The students will be able to write letters or draw pictures to give to Santa and Mrs. Claus increasing their print, phonological, and literacy knowledge/skills. There will be a small craft for them to complete and place their Santa and me picture in, as well as enjoy Santa's favorite treat of milk and cookies. All CDC social distance guidelines will be observed. If this event needs to be virtual, Santa and Mrs. Claus will be videotaped with a message for the kids and story hour, reading "TWAS THE NIGHT BEFORE CHRISTMAS". The original craft will be sent home for the students to complete along with their parents, with detailed instructions in their home language on how to complete.

During the assembly students will learn the importance of preservance, inclusion/diversity, positive self talk, standing up against bullying and growth mindset. Action (Consent): 4.15 Indian Avenue School Zonda Dance Assembly Resolution: Approved Indian Avenue School Zonda Dance Assembly that will be held virtually on November 25, 2020. There will be 2 shows for 45 minutes each show. Chris "Zondaflex" Tyler will encourage students to stay active, positive, and kind for a successful future while having a blast! Zonda Dance combines hip hop dance moves with student success principles that include messages on achievement, motivation, bullying, personal power and so much more. Encouraging all students to get moving and focus on the power of persistence! The program teaches students dance moves and strategies to stay focused on becoming the most successful one can be. This is an interactive presentation that will get everyone involved, up and moving with crazy, energetic, and fun dances with Chris' exciting instruction. Several topics are combined into one presentation, and they can be customized for each school's needs. Topics include (but are not limited to): Bullying & Cyber Bullying, Overcoming Adversity, The Power of Perseverance, Character Building, Overall Kindness, Productive Teamwork, Respect, Living a Positive Lifestyle and more. This virtual assembly meets Indian Avenue 2020-2021 ASP Smart Goal 3, Step 6.

14048 October 13, 2020 Action (Consent): 4.16 Indian Avenue School Positive Behavior Support in Schools (PBSIS) Virtual Assembly Resolution: Approved Indian Avenue School Positive Behavior Support in Schools (PBSIS) Assembly for Corey the Dribbler. This virtual assembly will be held on December 21, 2020 for Grades K-8. The program is offered through Academic Entertainment. The program inspires the students with Corey's 4R's 4 Success; Respect, Responsibility, Ready to Learn and Reading is Power. Treating others with Respect, the value of kindness, self -respect, eating healthy, staying active, having a great attitude and being ready to learn. During this high energy interactive assembly students will learn about Corey's journey to become a Harlem Globetrotter and learn some new tricks. The program will be pre-recorded and available to all grade levels as deemed appropriate by their schedule. This Assembly meets Indian Avenue's ASP Smart Goal 3, Step 6.

Action (Consent): 4.17 Special Education Department - After School Counseling for "Classified Students" Resolution: Approved the Special Education Department to provide after School Counseling to our "Classified Students" that may require additional social and emotional support as recommended by their Individualized Educational Plan (IEP). In addition, these efforts will reduce may reduce out-of-school suspensions of our "Classified Students". Subsequently, these efforts will bring the District into Compliance with State and Federal Regulations. Three or Four Practitioners will be needed to provide counseling after school (School Psychologist and School Social Worker). Duration of counseling will be 11/09/2020–6/30/2021. Not to exceed $15,376.00.

Action: 12.8 Approval of Bridgeton High School WAWA Pre-employment Program Motion by Mr. Williams, second by Ms. King approving the 2020-2021 BHS WAWA Pre- Employment Program and the partnership with Pathstone Program through a grant provided by the Cumberland WIB for the duration of October 2020 through June 30, 2021. The Pathstone agency will work with up to 30 BHS students on workplace readiness and to prepare them for the Wawa Summer Youth Employment Program. Students will meet after school at BHS 2 days a week. All students, even those not hired by Wawa, will have a paid work experience upon successful completion of the program. ACE Program Description: The ACE Mentor first came to New Jersey in 1999. The ACE acronym stands for Architecture, Construction Management, and Engineering. The Cumberland County chapter of ACE first began in September 2004. ACE is an after school mentor program that provides direction for high school students who may be exploring careers in architecture, construction management, or engineering. Cumberland County College is a lead partner in the program along with Larry Merighi of Manders, Merighi, and Associates Architectural Firm, and other architectural, engineering, and construction management firms and several school districts. The program participants meet at the Millville Center for the Arts (High St. in Millville) one day a week from 4:00 – 6:00pm. While at the center, the students meet with professionals from ACE fields and college professors to work on “real life” projects. BHS students have been participating in the ACE program since 2005. Bridgeton Public Schools Obligations: There are no financial obligations for the district. Students are recruited through PLTW classes. Students are required to provide their own transportation to Millville. An informational meeting for students and parents is held at the beginning of the program. Approved BHS Families to College Program for the 2020-2021 school year. Families to College is located at 40 E. Commerce St. and is associated with the United Advocacy Group and Give Back Foundation. Students are encouraged to attend after school to participate in mentoring, college readiness, and recreational activities. Families to College is a year round resource for our students (and their families) and is open Monday–Thursday after school until 6:00 PM. On Friday it is open until 5:30 PM. Bridgeton Public Schools will provide transportation for students from BHS to the FTC Center at 40 E. Commerce St. immediately after school and provide a ride home from FTC center for students at approximately 5:30 PM each day, similar to an activity bus schedule. OTHER BOARD ACTION ITEMS Information: 13.1 First Reading Revised Policy 6171.2 Gifted and Talented 6171.2 Gifted and Talented – The content in this policy was replaced with the requirements of the Strengthening Gifted and Talented Education (P.L. 2019, c. 338;N.J.S.A. 18A:35-34 through N.J.S.A. 18A:35-39). The policy covers program requirements including multiple services that should be provided; identification of gifted and talented students for all levels K-12; a complaint process for individuals that do not believe the district is in compliance with law; and reporting requirements to the Commissioner appointed State Coordinator of Gifted and Talented Services.

Action: 13.2 Approval of New Policy 6114R Pandemic Response Team Approved new policy 6114R Pandemic Response Team as attached. BRIDGETON BOARD OF EDUCATION FILE CODE: 6114R Bridgeton, New Jersey PANDEMIC RESPONSE TEAM The board of education authorizes the chief school administrator to establish school-based Pandemic Response Teams in each of the district schools to centralize, expedite, and implement COVID-19-related decision-making. Each school team should have a liaison that reports to the chief school administrator or his or her designee to ensure coordinated actions across the district. Pandemic Response Teams Members shall include diverse representation from the school community to plan for re-opening. Pandemic Response Teams Members of the school teams shall include a cross section of administrators, teachers and staff, and parents/guardians. Pandemic Responses Teams should represent a cross-section of the school and district, including its gender and racial diversity. Having diverse representation from the school community shall help inform the decision-making and communication processes. If feasible, the chief school administrator or his or her designee may task existing and related school-level teams such as the existing crisis response team, in forming the Pandemic Response Teams. If a school does not have an existing crisis response team, a Pandemic Response Team shall be appointed to support all planning, management, and decision- making related to the school’s COVID-19 response actions.

B. The Pandemic Response Team is responsible for:

1. Overseeing each school’s implementation of the district’s reopening plan, particularly health and safety measures, and providing safety and crisis leadership; 2. Adjusting or amending school health and safety protocols as needed; 3. Providing staff with needed support and training; 4. Reviewing school level data regarding health and safety measures and the presence of COVID19 and reporting that data to the district as required; 5. Developing and implementing procedures to foster and maintain safe and supportive school climates as necessitated by the challenges posted by COVID-19; 6. Providing necessary communications to the school community and to the district; 7. Creating pathways for community, family, and student voices to continuously inform the Team’s decision-making.

Implementation The Pandemic Response Team shall meet regularly and provide the community with timely updates and any changes to protocols. As the needs of New Jersey communities evolve, Pandemic Response Teams will be well-versed in creating pathways for community, family, and student voices to continuously inform the Team’s decision-making. These teams will serve a critical role in building confidence and addressing concerns as they arise. The teams will ensure accurate, timely and transparent information is shared within the school community. The teams shall keep minutes of their meetings and forward the meeting minutes to the chief school administrator.
