I have telephoned luncheon invitations from the Secretary- General^ as you requested., to all who were originally invited to the luncheons for Ambassadors El Kony and Tomorowicz next week, informing them of the combined farewell luncheon to take place on the ?0th. Originally, when the Secretary-General made up the guest lists, there were a number of Ambassadors, listed below**, who expected to be away for the 22nd and 23rd and who declined the original invitation, tin view of the slight possibility that some of these might have returned by the 30th, would you wish me to call them again or shall I keep the list as it was previously finalized by the SG?

Dear Mr. Secretary-General:

Miss Eddy has just telephoned the news of your kind invitation to lunch on July 3rd. I have been laid up for the last few weeks with a mild attack of hepatitis and am staying in bed in the hope that I will be well enough to join Justice Goldberg, Robert Benjamin and Elmore Jackson on our return visit to the UNA of the Soviet Union, leaving on July 8th.

Although an invitation to lunch with you is a privilege that I would normally get out of a sick bed for, I think with this trip in mind and objectives that mean so much to both of us it is best for me to stay down and in bed and try to make it. I do hope you will understand. Please accept my deep thanks for thinking of me.

We expect to be in the Soviet Union from July 8 through July 22nd and during the trip hope to conclude details for parallel policy panels on at least three subjects. When we return we will welcome the chance to inform you of our progress.

A four-ounce rock from the moon, brought to earth by the AjDollc^^ astronauts who landed on the moon on 20 July 19^9, will go on display to the public at United Nations Headquarters on Monday, 14 September.

The displays which will be permanent, will also include a small United Nations flag carried to the moon on board Aj^llp^J-l.. The display will be located in the foyer of the General Assembly building, near the Meditation Room. The moon rock, irregular in shape and about 1-1/2 inches in diameter, is enclosed in a plexiglass case within a glass case containing the display as a whole. The moon rock and flag were presented to the United Nations on the first anniversary of the moon landing. The presentation was made to the Secretary-General, U Thant, by Thomas 0. Paine, Administrator of the United States National Aeronautics and Space Administration (NASA). The presentation ceremony at Headquarters on 20 July was attended by the three Apollo 11 astronauts - Neil A. Armstrong, Edwin E. Aldrin, Jr., and Michael Collins. Dear Mr. Secretary General:

One year ago today Neil Armstrong and Edwin Aldrin emplaced on the lunar surface a small silicon disc bearing goodwill messages from the leaders of more than seventy nations around the world. On this anniversary of man's first voyage to the moon, I am honored to present to you an exact replica and an enlarged framed reproduction of that disc. Besides the goodwill messages, the disc contains excerpts from statements on America's goals in space by each of the four Presidents that have led the U.S. space program, and lists Congressional and NASA officials with important space program responsibilities, including all former Administrators and Deputy Administrators .

The printing of the half-dollar-sized silicon disc was etched by a special microminiature electronics process developed to produce high reliability circuits for space flight. Each message was reduced 200 times to a size smaller than the head of a pin and appears on the disc as a barely visible dot. Through a high- powered microscope the printing is sharp and clear, however. The messages and statements on the enlarged reproduction, where the messages are reduced only 10 times, can be read with the help of a small magnifying glass. At the top of the disc is the inscription: "Goodwill messages from around the world brought to the moon by the astronauts of Apollo 11." Around the rim is the statement: "From planet earth — July 1969." The goodwill messages are in the center of the disc and the Presidential statements and list of Congressional and NASA officials are at the bottom.

The goodwill messages were received from Afghanistan, Argentina, Australia, Belgium, Brazil, Canada, Chad, Chile, China, Colombia, Congo, Costa Rica, Cyprus, Dahomey, Denmark, Dominican Republic, Ecuador, Estonia, Ethiopia, Ghana, Greece, Guyana, Iceland, India, Iran, Ireland, Israel, Italy, Ivory Coast, Jamaica, Japan, Kenya, Korea, Laos, Latvia, Lebanon, Lesotho, Liberia, Malagasy, Malaysia, Maldives, Mali, Malta, Mauritius, Mexico, Morocco, Netherlands, Nicaragua, New Zealand, Norway, Pakistan, Panama, Peru, Philippines, Poland, Portugal, Romania, Senegal, Sierra Leone, South Africa, Swaziland, Thailand, Togo, Trinidad and Tobago, Tunisia, Turkey, United Kingdom, Upper Volta, Uruguay, Viet Nam, Vatican, Yugoslavia, and Zambia.

I hope that this replica will give you pleasure as a reminder of the worldwide outpouring of goodwill to the United States engendered by the accomplishment in 1969 of America's first major goal in space. Because of the goal of the United States space program, the peaceful use of space for the benefit of all mankind, and the United Nations' strong support of this goal, it is thus a great honor and personal pleasure for me to present it to you.

The Secretary-General, U Thant, was presented this afternoon with the United Nations flag which was carried to the moon and back and a sample of the lunar surface, at a ceremony held at his office on the 38th floor to mark the anniversary of the landing of Apollo 11 on the moon» The Secretary-General was also presented with a small plaque on a silicon, disc containing messages from 73 Heads of State, which the astronauts had taken with them on their flight to the moon, and was given a magnifying glass with which to read them. The presentations were made by Thomas Paine, Administrator of the United States National Aeronautics and Space Administration (NASA), and the three astronauts who took part in the Journey of Apollo 11 — Neil A. Armstrong,

Edwin Ea Aldrin, Jr. and Michael Collins. The Secretary-General, in turn, presented Mr. Paine and the astronauts with commemorative medallions,, struck for the twenty-fifth anniversary of the United Nations, which are intended for Ksads of States and Governments, and with stamp albums. One of the albums was also presented to Julian Scheer, Assistant Administrator for Public Affairs. During the ceremony, which was attended by members of the Security Council, a message from President Nixon to the Secretary-General was read out "by William B. Buffum (United States). (For details see Press Release SG/SM/1307.) Statements were also made by Mr. Paine and Mr. Armstrong. In Ms statement, Mr. Paine said that it was especially appropriate that the United Nations, which had contributed so positively to the peaceful uses of outer space and had worked so energetically to establish peace and goodwill on earth should now "be the custodian of the flag and the moon rock. He regarded

For, although it was the United States which had made the final breakthrough to the historic landing, it was an event prepared "by the genius of mankind from many lands over many generations, he stated, Mr. Armstrong stated that there was evidence that the "spirit of Apollo11, of which President Nixon had spoken, could be a reality and not merely a hope* U Thant, the Secretary-General, stated that the United Nations flag which had "been to the moon and back,' "and this enthralling piece of moon rock from a far less remote and mysterious neighbour in the universe than was the case only a year ago", would be deeply cherished. Following is the text of a letter dated 18 July from President Eichard M» Nixon of the United States to the Secretary-General, U Thant, which was read out this afternoon by William B. Buffum (United States) on the occasion of the presentation of the moon rock:

"Dear Mr, Secretary-General: ' "On this first anniversary of man^s landing on the moon, I am particularly pleased to convey my best -wishes to you and to your distinguished collsagues of the United Nations Outer Space Committee and the Security Council. "The lunar fragment which Dr. Paine will present to the United Nations this afternoon comes from all of the people of the United States of America* One year ago today Astronauts Armstrong and Aldrin collected it on the surface of the moon and then, rejoining Astronaut Collins in the command ship Columbia, returned to earth, bringing with them the flag of the United Nations which gmei will find mounted together with the lunar fragment. "The brave men of Apollo XI, who are with you in New York, today, undertook their voyage in the name of all mankind* At that time, one of the world1s great statesmen said: "Let us take inspiration from this moment and go forward together in peace here on earthi" Those inspiring words — which were your own -- have set our task. Let us, then, rededicate ourselves to the spirit of Apollo XI; let us as nations go forward, together toward peace and unity, striving to esrpress in deed the vision which has drawn us together in spirit. It is with very great pleasure that I again welcome to the United Nations you, Dr. Paine, and the three gallant men of A-pollo 11 — Astronauts Armstrong, Aldrin and Collins. You are always welcome here. It was exactly one year ago today that the Apollo 11 crew electrified the world "by their historic landing on the moon. That unprecedented feat has its permanent place in the amals of man's most distinguished exploits. Now you come to us bearing rare gifts. We appreciate beyond the ability of words to express the thoughtfulness of the Government of the United States and its Agency, NASA, and their high regard for the United Nations in arranging this presentation. Indeed, it was this stone fine spirit which motivated the inclusion of a United Nations flag among the artefacts taken to the moon by Apollo 11 on its epic flight. ' This United Nations flag, i-hich has been to the moon and back, and this enthralling piece of moon rock from a 1'ar less remote and mysterious neighbour in the universe than was the case onl-j a year ago, will be deeply cherished here. It will constantly symbolize man's infinite capacity for achievement and the continuing and rightful concern of the world at large in outer space. These precious gifts will be put on display so that they may be viewed by the thousands of visitors who come to the United Nations daily. In fact, they will be so attractive that some special precautions will be necessary to safeguard them. We are already giving thought as to how to cope with this problem. May I conclude with the comment that, a year ago, Mr, Armstrong, you descended from the Eagle and made that "one giant leap for mankind" on the lunar surface whose full significance to mankind's future cannot yet be measured. It is a cause for deepest regret and dismay that in the year since that act, man on earth has taken not even a small leap toward peace in those brutally war-torn areas of Indo-China and the Middle East. If only the nations of the world -- and here I may specify particularly the two super States that have pioneered so brilliantly in outer space — could focus on peace the concentration, determination, co-operation, resources and vision which made possible the triumph, of A^gllo^^.1, how much brighter would be the prospects for man on earth. PROGRAMME FOR THE VISIT OF H.E. MR. OLOF PALME PRIME MIHISTER OF SWEDEN TO THE UNITED NATIONS HEADQUARTERS OF TUESDAY, 9 JUNE 1970

12:45 p.m. H.E. Mr. Olof Palme, Prime Minister of Sweden, accompanied by H.E. Mr. Sverker C. Astrom, Permanent Representative, will arrive at the Secretariat Entrance where the Prime Minister and his party will be met by the Chief of Protocol who will escort the Prime Minister by special elevator to the 38th floor. 12:50 p.m. The Secretary-General will meet the Prime Minister at the exit of the elevators on the 38th floor and will escort him to his office where they will have a private conversation. Arrangements have been made to have the official photograph taken prior to the conversation,,in the Conference Room. 1:15 p.m. At the conclusion of the conversation, the Secretary-General will escort the Prime Minister into his conference room on the 38th floor. The guests will commence to arrive about 1:00 p.m. The Chief of Protocol will introduce the guests already assembled. 1:30 p.m. Luncheon will be served. 2;1»0 p.m. Luncheon will be concluded. The Secretary-General will escort the Prime Minister and the members of his party to the elevators on the 38th floor where he will take leave of the party. 2:^5 p.m. The Chief of Protocol will escort the Prime Minister and the members of his party to Room 226, where the Prime Minister will meet with Staff Members of Swedish nationality. * 3:00 p.m. At the conclusion of the meeting with the Swedish Staff Members, the Prime Minister and his party will be escorted by the President of UNCA to the UNCA Club, Room 336, where the Prime Minister will meet the press. 3:30 p.m. The President of UNCA will escort the Prime Minister and (approx.) his party to the Secretariat Entrance for departure.

NOTE TO CORESPONDENTS

President Soeharto of the Republic of Indonesia will pay an official visit to United'Nations Headquarters on Thursday, 28 May, and will be guest of honour at a luncheon given by the Secretary-General, U Thant. The'President and Mrs. Soeharto will arrive at the Secretariat entrance at 12:^5 P-tn., accompanied by Adam Malik, Minister for Foreign Affairs, Hadji Roeslan Abdulgani, Permanent Representative of Indonesia to the United Nations, and Mr. Soedjatraoko, Ambassador to the United States. The President and his wife will be met outside the building by the United Nations Chief of Protocol, Sinan A. Korle, and will be greeted by the Secretary-General inside -line Secretariat lobby. The President and ether members of his party will then go to the thirty-eighth floor, where the President and the Secretary-General will confer in the latterrs office. In the meantime, Mrs. Soeharto will'be escorted on a short tour of Headquarters and then attend a luncheon given in her honour in the Delegates' Dining Room. At 1:15 p.m., the President and his party will go to the South Lounge for a luncheon given in his honour by the Secretary-General. Afterwards, at 2:50 p.m., the President will proceed to the West Foyer of the General Assembly building, where the Secretary-General will take leave of the visitors and the President will meet with Indonesian staff members. The President will addrees the Afro-Asian Group at 3:10 p.a. in Conference Room k. At 3^30 p.m., he and his party will leave Headquarters by the Delegates' Entrance.

Taking into consid- eration that the Secretary-General might not wish to change the original invitation, I told Mr. Sammut that everything depended on the very tight schedule of the Secretary-General.
