Political developments in Romania as well as the resulting deficits in transition management since EU accession raise a number of fundamental but difficult questions . Should Romania’s “old habits” be thought of as a Huntingtonian blend of the country’s pre-communist political institutions and political culture mixed with “Ceauşescuism”, that is, Romania’s exceptional type of state socialism, sometimes dubbed “sultanism”? Or should these “old habits” actually be explained in terms of an event as recent as Romania’s EU accession proc- ess – and thus be seen as a sort of “post-accession syndrome”? Or should at least some part of the supposed Romanian or Balkan exceptionalism, to which Romania’s “old habits” are often attributed, be viewed in comparison with recent trends in the political culture – that is, the democratic attitudes of the citizens and the informal rules of the political process – in West European polities? Questioning path-dependencies cannot alleviate the problems caused by the obvious flaws in Romania’s political process, but thinking through negative pan-European trends does imply rethinking stereotypes about the Balkans . Kacper Rękawek NATO maintains its dedication to its “open door policy,” and the Western Balkans effectively constitute the only potential enlargement area for the Alliance in the near future. Three Western Balkan countries are official membership candidates but their NATO bids suffer from a string of problems which have already delayed and could potentially also derail their Alliance prospects. Currently, the main tasks of Macedonia, Montenegro and Bosnia and Herzegovina are to construct a positive political discourse related to their Euro-Atlantic prospects and to persevere with their NATO ambitions. Such a feat, however, will not be achieved without completion of Alliance related “homework.” Introduction During the last 14 years, NATO has seen three rounds of enlargement with 12 Central, Eastern and Southern European states joining the Alliance in 1999, 2004 and 2009. Looking at the timings of these events, one could conclude that the next NATO summit, in 2014, five years after the entry of Albania and Croatia into the Alliance, and ten and fifteen years after previous enlargements, will indeed be an enlargement summit, as stated by the then U.S. Secretary of State, Hillary Clinton, in 2012.1 Evidently, however, keeping up with the seeming tradition of enlarging NATO every five years is in itself far from enough to guarantee that invitations will be extended to new potential members at the 2014 gathering.

By drawing on the literature on the security dilemma and the Copenhagen school of securitization, I will argue, firstly, that the Greek-Macedonian name dispute has proven intractable so far because it is a case of an intertwined interstate and societal security dilemma, involving both territorial and societal integrity as reference objects of security. In addition to that, I argue that these security dilemmas are the result of securitising moves by politicians, official security experts, civil society actors and media organisations in Greece and Macedonia. These respective moves were accepted by the Greek and by the Macedonian population because of a number of discursive and non-discursive facilitating conditions, notably historical conditions, and demographic conditions.     Bosnia-Herzegovina Study Trip Information Bulletin State Setting of the Present-day Bosnia-Herzegovina Bosnia-Herzegovina's declaration of sovereignty in October 1991 was followed by a declaration of independence from the former Socialist Federative Republic of Yugoslavia (SFRY) on March 3, 1992 after a referendum boycotted by a majority of Bosnian Serbs. The Bosnian Serbs - supported by neighboring Federal Republic of Yugoslavia - responded with armed resistance aimed at partitioning the republic along ethnic lines and joining Serb-held areas in Croatia and Federal Republic of Yugoslavia to form a "Greater Serbia." The Bosnian War was at the same time an inter-state and inter-ethnic armed conflict that took place in Bosnia-Herzegovina from 1992 to 1995. The war involved several sides. The main players were the forces of the Republic of Bosnia and Herzegovina (multi-ethnic unit largely but not exclusively composed of Bosniaks) and those of the self-proclaimed Bosnian Serbs (Republika Srpska) and Bosnian Croats (Croatian Republic of Herzeg-Bosnia) entities within Bosnia- Herzegovina, Republika Srpska and Herzeg-Bosnia. The former two groups were lead and supplied by the neighboring countries of Federal Republic of Yugoslavia and Croatia respectively. In March 1994, Bosniaks and Bosnian Croats reduced the number of warring factions from three to two by signing an agreement creating a joint Bosniak/ Bosnian Croat Federation. Close to 300,000 people were killed or wounded and 1,500,000 internally and externally displaced. The General Framework Agreement for Peace in Bosnia-Herzegovina (Dayton Peace Agreement) is the peace agreement negotiated by leaders of Bosnia-Herzegovina, Croatia and Federal Republic of Yugoslavia on Wright-Patterson Air Force Base near Dayton, Ohio in November 1995.

But in Central Asia, elemental forces like sun and rain are the stuff of heavy debate. Th e region is one of many in the world in which changes in the weather track closely with political and social stability. A cold winter, as in 2007–08, can overwhelm domestic energy sources, strain cross-border trade agreements and relegate residents to burn- ing furniture for fuel. From the process of state formation, Albania has faced various problems with regard to consolidation and institutionalization in the domestic sphere as well as threats and instability at regional and international level. Albania's self-imposed isolation shut the country down from international trends, and this trend continued to the bitter end of the communist regime in Albania in the early 1990s. Albania began the transition of the communist regime following other precedents in Central and Eastern Europe. Despite the limited relaxation of the country's isolation following Enver Hoxha's death in 1985, this did not prevent Albania from being the last communist regime in Europe to begin its transformation. This marked the return of Albania to the international scene after a long period of isolation. Integration into the international system and the development of relations with other countries were key priorities for Albania's new foreign policy orientation. In the context of Albania's struggle for a stable state, Albanians attribute considerable respect to the USA and, in particular, to President Woodrow Wilson whom Albanians regard as the basis for securing Albania's existence as a state because in the 1919s-1920 Wilson strongly argued against a proposed separation of Albania from the Paris Conference and thereafter enabling Albania to achieve statehood and international recognition by the League of Nations.
