The seven area study themes are: soviet Union, Communist China, Southeast Asia, Japan, India, Middle last, and Sub-Saharan Africa.     FALL 2013 NEWSLETTER A message from San Duanmu, CCS Interim Director, 2012-13 Dear CCS Community, ast year, two major changes took place at the College and the International Institute, which have affected CCS in various ways. First, initiated by the Provost’s Office, Dennison is being transformed, from a heavily used but unattractive teaching building to an exemplar, modern, and multicultural learning center, to which all units of II are scheduled to move, including CCS. LThe final plan is still in the works. For example, we do not know how much space or what kind of space CCS will have. On the other hand, there are exciting new opportunities. For example, the combination of offices, classrooms, research events, and social space in the same building will be a great improvement from the current situation. In addition, space for visitors and study/meeting areas will likely promote interac- tions among faculty, students, and visitors. The other major change is prompted by budget cuts at various levels, in particular the continued decrease in Title IV funds from the Department of Education, which many II centers reply on. In response, the College decided to implement a new staff structure for II that is sustainable even without Title IV funds. In the new structure, each center is left with one full-time staff person (in the case of CCS, it is Ena Schlorff), and everyone else is moved to ‘shared services’. Under special circumstances, a center may request to hire additional staff, with the center’s own money. During the transition, CCS had to make some adjustments.

Hall Missing the Trees for the Forest A century has passed since the assassination of Archduke Franz Ferdinand in Sarajevo set in mo- tion a chain of events that would eventually convulse Europe in war. Possibly no conºict has been the focus of more scholarly attention. The questions of how and why European states came to abandon peaceful coexistence for four years of armed hostilities—ending tens of millions of lives and several im- perial dynasties—have captivated historians and international relations schol- ars alike. Today, Europe appears far removed from the precipice off which it fell a century ago. If anything, most European states currently seem more concerned about the damage potentially caused by ªnancial instruments than instruments of war. On a global scale, the destructive power of contemporary weaponry so dwarfs armaments of that earlier era that some scholars have argued great power war to be obsolete.1 Additionally, the international community has estab- lished international institutions, forums, and consultative mechanisms to chan- nel conºict away from the battleªeld and into the conference room. Yet, not only do the great power relations of that era persist in intriguing scholars; as Steven Miller and Sean Lynn-Jones observe, they also continue to “haunt,” for “they raise troubling doubts about our ability to conduct affairs of state safely in an international environment plagued by a continuing risk of war.”2 In many ways, these doubts have assumed a renewed salience Ja Ian Chong is Assistant Professor of Political Science at the National University of Singapore.

DESCRIPTORS *Childrens Literature; *Comics (Publications); Elementary Education; Foreign Countries; *Illustrations; Japanese Culture; Picture Books; *Popular Culture; *Reader Response IDENTIFIERS *Japan ABSTRACT This paper examines the influence of Japanese comic illustrations on children's books in countries in East Asia. It has become increasingly obvious that recent children's books in countries like Hong Kong, Taiwan, Singapore, as well as China and Malaysia/Indonesia contain illustrations with some features of the Japanese comic illustrations. This influence is primarily due to Japanese popular culture that pervades not only in comics and the media but also in fashion and pop culture especially among the young in East Asia. This study shows that although Japanese comic illustration has played a role in children's book illustrations, the influence is more obvious in commercially produced books compared to those that tell traditional folk tales, mythology, and legends. These picture books from all countries in East Asia continue to use serious artwork that is ethnically authentic. However, in mass-produced easy readers there is invariably some imitation of Japanese comic illustrations. A small survey of Singapore children shows that young readers are familiar with Japanese pop culture and show positive reading response to books with Japanese comic illustrations. Includes one chart and 21 references. An appendix contains a list of children's picture books from the People's Republic of China, Taiwan and Hong Kong, Malaysia and Indonesia, and Singapore.
