ALIGNMENT OPTION STUDY 1.1 Prologue National Highways and Infrastructure Development Corporation (NHIDCL) is a fully owned company of the Ministry of Road Transport & Highways (MoRT&H), Government of India. The company promotes, surveys, establishes, design, build, operate, maintain and upgrade National Highways and Strategic Roads including interconnecting roads in parts of the country which share international boundaries with neighboring countrie. The regional connectivity so enhanced would promote cross border trade and commerce and help safeguard India’s international borders. This would lead to the formation of a more integrated and economically consolidated South and South East Asia. In addition, there would be overall economic benefits for the local population and help integrate the peripheral areas with the mainstream in a more robust manner. As a part of the above mentioned endeavor, National Highways & Infrastructure Development Corporation Limited (NHIDCL) has been entrusted with the assignment of Consultancy Services for Carrying out Feasibility Study, Preparation of Detailed Project Report and providing pre-construction services in respect of 2 laning with paved of Pallel-Chandel Section of NH-102C in the state of Manipur. National Highways & Infrastructure Development Corporation Ltd. is the employer and executing agency for the consultancy services and the standards of output required from the appointed consultants are of international level both in terms of quality and adherence to the agreed time schedule. National Highways & Infrastructure Development Corporation Limited (NHIDCL), MoRT&H, New Delhi has appointed C.E. Testing Company Pvt. Ltd. (CETEST) as consultant to prepare the Detailed Project Report for the above road stretches vide Letter of Acceptance No. NHIDCL/DPR/SN-DMP-PC/MANIPUR/2016/Vol-ll/390 dated 26.10.2017. The Pallel – Chandel section of NH-102C is in the state of Manipur in North East Region of India. The total length of Pallel – Chandel section is about 18.317km (as per topography survey). The instant proposal is to carryout feasibility studies and preparation of Detailed Project Report of Pallel–Chandel section. After obtaining the LoA, The consultant met PMU officials at NHIDCL, PMU office, Imphal. Accordingly Joint site visit was done with the PMU official and alignment & key features were discussed. After that the team carried out a detailed field survey of the project stretch based on that Alignment Option Study Report has been framed. The project road lies in Kakching and Chandel district of Manipur. As per topography survey the total length of the project road comes out as 18.317 km. The Start co-ordinate of the project is Latitude 24027’1.80”N and Longitude 94 01’33.54”E. The End co-ordinate is Latitude 24 019’5.44”N and Longitude 93 058’53.75”E. The development of the road as per 2 lane with paved shoulder can boost the agricultural and industrial development of the surrounding area which can be viewed as boosting economic growth and poverty reduction, bringing substantial social and economic development in the region. The social benefits arising due to the project will be triggered off due to improved accessibility to various services such as easy access to markets, health facilities, schools, workplace etc which in turn increases the income of the locals, and ultimately elevating their standard of living. This road passes through the many important places of business/ agricultural interests like Pallel, Thamlakhuren, Aibuldam, Damjol, Leishokching, Kapaam, Phaihu, Hoyshing, Chandanpokpi, Khukthar, Heibonglok, Ringkhu, Saiemthar, Lirungtabi, Knarkhuw, Liwkhullen, Libasnai, Linaleikun, Prallringkhu, Thotthannpm, Diyashi, Zaphoobaran, Qhandel, Hnathan, Chandel. Horizontal Alignment of the proposed road has been designed based on the guidelines prescribed in IRC: SP 73 – 2015.The design has been carried out to utilize maximum right of way. However due to presence of sharp curves, multiple and zigzag curves geometric improvements has been done in many locations as per the recommended design speed.
