Diese Eisen- bahnstrecke spielte für die Siedlungsentwicklung im Südwesten Berlins und des angrenzenden Umlandes eine zentrale Rolle. Als Folge des Zweiten Weltkrieges und der deutsch-deutschen Teilung wurden 1945 die Gleise der Stammbahntrasse auf Brandenburger Gebiet abgebaut; auf Berliner Seite wurde die Verbindung als S-Bahnstrecke bis zum Haltepunkt Düppel bis 1980 weiter betrieben. Die gesamte Bahntrasse wird seit dieser Zeit freigehalten. Die Länder Berlin und Brandenburg bekunden seit Längerem ihr Interesse am Wiederaufbau der Potsdamer Stammbahn, die in die Berliner Nord-Süd-Ver- bindung des Tiergartentunnels eingebunden werden soll, denn entscheidende Aspekte sprechen für diese Investition: G schnelle Verbindung zwischen der Landeshauptstadt -

Mario Draghi: Laudatio for Theo Waigel Speech by Mr Mario Draghi, President of the European Central Bank, in honour of Dr Theodor Waigel, at SignsAwards, Munich, 17 June 2016. * * * James Freeman Clarke, a 19th century theologian, once observed that “a politician is a man who thinks of the next election, while a statesman thinks of the next generation”. This captures well why we are here to honour Theo Waigel today. Theo Waigel’s political career cannot just be defined by the elections he won, however many there were during his 30 years in the Bundestag. Nor can it be defined by his time as head of the CSU and as finance minister of Germany. It is defined by his legacy: a legacy that is still shaping Europe today. He became finance minister in 1989 at a turning-point in post-war European history – when the Iron Curtain that divided Europe was being lifted; when the walls and barbed wire that divided Germany were being removed. It was a time of great hopes and expectations. But it was also a time of some anxiety. It was clear that the successful reunification of Germany would be a tremendous undertaking. And many wondered what those changes would mean for the European Community – whether it would upset the balance of power that had prevailed between nations since the war. In that uncertain setting, Theo Waigel’s leadership was pivotal – both as a German and as a European. He was one of the strongest advocates of German reunification, and was instrumental in getting Germany’s federal and state governments to finance the reconstruction and modernisation of East Germany. -

Ostracized in the West, Elected in the East – the Successors of the SED
Volume 10. One Germany in Europe, 1989 – 2009 The Red Socks (June 24, 1994) The unexpected success of the successor party to the SED, the Party of Democratic Socialism (PDS), at the ballot box in East Germany put the established (Western) parties in a difficult situation: what response was called for, ostracism or integration? The essay analyzes the reasons behind the success of the PDS in the East and the changing party membership. The Party that Lights a Fire Ostracized in the West, voted for in the East – the successors to the SED are drawing surprising support. Discontent over reunification, GDR nostalgia, or a yearning for socialism – what makes the PDS attractive? Last Friday, around 12:30 pm, a familiar ritual began in the Bundestag. When representative Uwe-Jens Heuer of the PDS stepped to the lectern, the parliamentary group of the Union [CDU/CSU] transformed itself into a raging crowd. While Heuer spoke of his party’s SED past, heckling cries rained down on him: “nonsense,” “outrageous.” The PDS makes their competitors’ blood boil, more so than ever. Saxony-Anhalt votes for a new Landtag [state parliament] on Sunday, and the successor to the SED could get twenty percent of the vote. It did similarly well in the European elections in several East German states. In municipal elections, the PDS has often emerged as the strongest faction, for example, in Halle, Schwerin, Rostock, Neubrandenburg, and Hoyerswerda. A specter is haunting East Germany. Is socialism celebrating a comeback, this time in democratic guise? All of the Bonn party headquarters are in a tizzy. -

The Malleable Politics of Activation Reform: the‘Hartz’ Reforms in Comparative Perspective Nigel Boyle[[email protected]] and Wolf Schünemann [[email protected]] Paper for 2009 EUSA Biennial Conference, April 25, Los Angeles. Abstract In this paper we compare the Hartz reforms in Germany with three other major labor market activation reforms carried out by center-left governments. Two of the cases, Britain and Germany, involved radically neoliberal “mandatory” activation policies, whereas in the Netherlands and Ireland radical activation change took a very different “enabling” form. Two of the cases, Ireland and Germany, were path deviant, Britain and the Netherlands were path dependent. We explain why Germany underwent “mandatory” and path deviant activation by focusing on two features of the policy discourse. First, the coordinative (or elite level) discourse was “ensilaged” sealing policy formation off from dissenting actors and, until belatedly unwrapped for enactment, from the wider communicative (legitimating) discourse. This is what the British and German cases had in common and the result was reform that viewed long term unemployment as personal failure rather than market failure. Second, although the German policy-making system lacked the “authoritative” features that facilitated reform in the British case, and the Irish policy- making system lacked the “reflexive” mechanisms that facilitated reform in the Dutch case, in both Germany and Ireland the communicative discourses were reshaped by novel institutional vehicles (the Hartz Commission in the German case, FÁS in the Irish case) that served to fundamentally alter system- constitutive perceptions about policy. In the Irish and German cases “government by commission” created a realignment of advocacy coalitions with one coalition acquiring a new, ideologically-dominant and path deviating narrative. -

Thank you again Mr. Governor for this invitation addressed to the eminent Minister of Finance of Germany and former President of CSU-Partei and to myself. I could see during many years the extraordinary dedication of Theo Waigel to support the Euro project, including in very difficult times. Without the determination of Theo Waigel, the history of Europe would have been very different. That personal determination and courage proved decisive at moment when it was highly doubtful whether there was a majority in the Bundesrat for the single currency. I would also stress that Theo was equally and strongly determined both on pursuing the European project of the euro and on calling for strict respect of the provisions of the Stability and Growth Pact. Your “Drei komma-null” mantra became legendary. When reading academic works, published observations, articles signed by specialized journalists as well as articles for a large public, I would sum up a good deal of the negative remarks made on the euro in the following fashion: “There is a broad agreement that the euro had been a disappointment. -
