EMR Environmental Monitoring Report Part I Introduction

This Bi-annual Environmental Monitoring Report covers the time period from January to June of 2018.

The Report was prepared with close cooperation with Project PMC/Engineer, which is the joint venture of French “Safege” and Spanish “Eptisa” companies for T1 and T2. 1. The RA has selected the Bavra-Yerevan-Agarak route as the North-South Road Corridor to be rehabilitated, reconstructed and expanded. The North-South Road Corridor Investment Program is implemented by “Transport Project Implementation Organization” SNCO (TPIO) of the Ministry of Transport, Communication and Information Technologies (MOTCIT) to co-ordinate the work. The Program is funded by the Asian Development Bank (ADB) under a multi-tranche funding facility (MFF).

2. The MFF is designed to rehabilitate and upgrade national north-south roads to form a new, upgraded and expanded North-South highway. The main objective is to widen the existing 2-lane roads to become 4-lane divided roads along existing alignments wherever possible or to construct new alternate 2-lane roads where a single 4-lane road would not be feasible.

3. Tranche 1 Project is to improve two road sections of the North-South Corridor, namely, the M-1 section of road north from Yerevan to Ashtarak from km 18+370 to km 29+773 (Section 3 in the contract with Contractor) and the M-2 section of road south from Yerevan to Ararat from km 9+312 to km 47+400 (Section 2 in the contract with Contractor).

4. The Tranche 2 Project starts at km 29+600 in Ashtarak and end at km 71+500 close to Talin (Section 1 in the contract with Contractor). Two bypasses will be constructed in Agarak starting at km 29+934 to km 32+600, and in from km 36+600 to km 40+300. The Project will also have a new road alignment (8.95 kilometres) at Katnagbyur starting from km 59+950 to km 68+900 that will be located on the left side of the existing highway to join the existing alignment in Talin.

1. Construction Activities and Project Progress During Reporting Period

1.1 Tranche 2 Ashtarak-Talin M1 road (PK 29+600-PK 71+500): Construction works were implemented by “Corsan Corviam Construction” S.A. Armenian Branch and its subcontractors AAB LLC, Aparag LLC, Betonica LLC, Dental Import LLC, Hydroenergetica LLC, Kamurjshin LLC, Feroinsa LLC, “SABA” LLC, Miranda LLC, Bekor LLC and Mostovik LLC.

The following construction activities were implemented: clearing and grubbing, embankment, excavation, asphalt demolition, preparation of subgrade, sub base and base, reconstruction of Talin diversion, Installation of precast pieces, building of concrete wings, formwork placement wings, preparation of wings foundation, construction of drainage, concrete pavement and road maintenance works on Ashtarak-Talin M1 road section (PK 29+600-PK 71+500).

During the reporting period, excavated material was removed to the Kosh-1, Kosh-2 dumping sites. Removed asphalt was transported to Kaqavadzor-1 and Talin-3 dumping site areas for temporarily stockpiling and further using for construction purposes. Removed topsoil materials were transported to the -1, Kosh-3 and Kosh-6 topsoil stockpiling areas. Warning signs are installed near the dumping sites and top soil stockpiling places.

Safety/security measures: the construction works through this period include installation of concrete blocks and traffic regulating signs/signals and maintenance of road.

2. Environmental Safeguards Staffing

Transport Project Implementation Organization is implementing day-to-day management of project execution. The TPIO includes an Environmental Safeguards staff whose responsibilities include the management of all environmental aspects of the project.

The PMC/Engineer is providing Technical Assistance to the TPIO in the management and reporting of the project. Environmental Safeguards staff of the PMC/Engineer is responsible for supervising the construction works in relation to environmental and archaeological impact and, in particular, for supervising and reporting on the Contractor’s performance in the implementation of the EMP.

Contractor is implementing construction works. Contractor’s Environmental Unit is responsible for preparation and implementation CEMP and SEMPs, monitoring of the construction activities and reporting.

Monitoring Reporting

2.1 Environmental Safeguards Staff of TPIO 2.1.1 The Project Environmental Impact Management activities are undertaken by Head of Environmental Impact Management Service and Environmental Specialist:

Mr. Gevorg Afyan - Head of Environmental Impact Management Service is responsible for Environmental management of the project and compliance with the national environmental legislation of the RA and safeguard policies of financing Donors during the preparation and implementation of the Projects, including design, construction and supervision. Mr. Mikael Tevosyan - Environmental and Archaeological Specialist is responsible for the compliance of the projects to safeguard policies of financing Donors and RA legislation.

2.2 The Environmental Safeguards Staff of the PMC/Engineer Presently the Environmental Safeguards Staff of the PMC/Engineer consists of:

Ms. Edita Vardgesyan, the National Environmental Specialist (NES), is responsible for the overall management of the environmental safeguards. She employed on a contractual basis. During the reporting period her inputs were: 5 days per month.

Mr. Boris Gasparyan, the National Archaeology Expert (NAE), is responsible for the consultancy on archaeological issues and implementation of archaeological excavations in Tranche 2, compliance of the construction activities to the related Armenian archaeological legislation and evaluation visits to the borrow pit, dumping and concrete plant sites with archaeological evaluation purposes. During the reporting period NAE inputs were: 5 days in March, in April, in May and in June.

Mr. Charles Adamson, the International Environmental Specialist (IES), is responsible for the provision of consultation on international best practices on environmental safeguards.

Mr. Karen Araqelyan, Road and H&S Specialist, is responsible for supervision and monitoring of the compliance of construction activities to health & safety requirements set in EIA and EMPs. He is a full time employee.

2.3 The Contractor’s Environmental Unit

The Contractor’s Environmental Unit is staffed by four people:

Mr. Gonzalo Gascon Ramos, the Quality and Environmental Manager, is responsible for the overall management of the Environmental Unit;

Mr. Viktor Bakhtamyan, the Environmental Consultant, to assist the Quality and Environmental Manager on the environmental management plan implementation;

Mr. Sos Amirkhanyan, the Social Relation Specialist, is responsible for the compliance of the Contractor’s activities to social part of the ADB Safeguard Policy Statement;

Mrs. Patricia Ortega Gonzalez, Health and Safety Manager, is responsible for the compliance of the Contractor’s activities to health and safety part of the ADB Safeguard Policy Statement.

Part II Environmental Management

3. Environmental Safeguards Program

3.1 Compliance with National Safeguards 3.1.1 In order to comply with national safeguard system and legislation, Contractor has obtained necessary permits and licenses for construction activities the list of which is presented in Annex E.

3.1.2 In the reporting period it was managed that construction complies with all national pertinent environmental laws and regulations.

3.1.3 As an environmentally active agent Contractor regularly provides the quarterly and annual environmental reports to MNP in accordance with Armenian legislation. The quarterly report for 4th quarter of 2017, 1st quarter of 2018 and annual statistic report for 2017 are being submitted by Contractor during the reporting period.

3.1.4 Topsoil stockpiling operations are being implemented in accordance with applicable Armenian legislation and regulations, particularly RA Land Code (2001), RA Government Decision No.1396-N (2011) and RA Government Decision No.1404-N (2017).

3.1.5 The thresholds for monitoring of environmental parameters of dust, water, noise and vibration are set in accordance with standards and norms set by Armenian legislation as well as by the guidance for ADB funded projects.

3.1.6 Contractor ensures all necessary communication with local self-governmental bodies (communities) and regional administrative authorities (marzes) to comply with Armenian legislation during construction and obtains permits and approvals for any use of territory and roads for transportation, waste dumping, and material borrowing.

3.2 Compliance with ADB Safeguards 3.2.1 In order to ensure the environmental performance, it was supervised that the implementation of construction activities meets EMP requirements which is prepared in accordance with ADB Environmental Policy and RA legislation.

3.2.2 Prior operating any site for topsoil stockpiling and excavated material disposal in Ashtarak- Talin M1 Road Tranche 2 the Site-specific Environmental Management Plan containing the identification of site-specific environmental impacts, risk assessment and mitigation measures is being prepared by Contractor guided with the Environmental Safeguard. The TPIO adopted and requests the PMC/Engineer and Contractor to pursue following procedures: (i) Contractor selects the site for topsoil stockpiling or dumping of excavated material; (ii) PMC/Engineers’ NES and NAE visit the site and provide Contractor with site evaluation report with identified sensitive receptors and recommendations on the site use; (iii) Contractor secures the site and prepares SEMP based on the findings of evaluation report and submits for PMC/Engineer’s approval; (iv) The NES reviews the SEMP and issues an approval; (v) Then Contractor is permitted to start the site operation.

3.2.3 As category “A” project, ADB continues to conduct review missions at least every 6 months to check compliance of “North-South Road Corridor Investment Program” activities to ADB SPS (2009) requirements. 3.3 Contractor’s Compliance with the EMP 3.3.1 Contractor is guided by the EIA and EMP for Tranche 2 as a part of the Bid and Contract documents, Site-specific Environmental Management plans, as well as by the Contractor’s Environmental Management Plan prepared by the Contractor that detail on site environmental management requirements implementation and management, particularly construction impacts mitigation, monitoring and reporting requirements in order to ensure the environmental performance. Compliance with EMP is being regularly monitored and reported (see Part III Environmental Monitoring).

3.3.2 Pre-construction public hearings have been implemented by Contractor in communities impacted by the Project to meet the ADB SPS (2009) requirements on information disclosure and public participation.

3.4 Approvals of the Site-specific environmental management plans for Quarries, Borrow Pits, Blasting works, Excavated Material Dumping, Topsoil Stockpiling, Concrete Batching Plants and Historical monuments 3.4.1 During the reporting period all generated topsoil was temporarily stockpiled at Aruch-1, Kosh- 3 and Kosh-6 topsoil stockpiling sites.

3.4.2 During the reporting period, excavated material was removed to the Kosh-1 and Kosh-2 dumping sites. Removed asphalt was transported to Kaqavadzor-1 and Talin-3 dumping site areas for temporarily stockpiling and further using for construction purposes.

3.4.3 The SEMPs for blasting works at km 55+800-56+400, 57+940-58+460 and 62+860-63+660, were approved by Engineer.

3.4.4 Revised version of the SEMP for Kaqavadzor concrete plant at km 49+000 has been approved during the reporting period.

3.4.5 Detailed information on SEMPs for topsoil stockpiling and excavated material disposal is provided in monthly progress reports. Aghtsk-2 at km 36+000 and Kosh-4 at km 40+800 topsoil stockpiling sites declared by the Contractor as closed ones. Status of topsoil stockpiling sites and excavated material dump sites, and the SEMPs for their operation as of 30 June 2018 are presented in Annex A.

3.5 ADB Mission 3.5.1 To check compliance of the Program activities to the ADB SPS (2009) requirements an ADB audit missions took place in April, 2018. Site visits were held to monitor on-going civil works in construction sites, Kaqavadzor concrete plant area, topsoil stockpiling sites and excavated material dumping sites. The environmental specialists of the TPIO, PMC/Engineer and Contractor with the National Environmental Consultant and International Environmental Specialist of ADB were participated and discussed the possible environmental, Health and Safety Issues.

3.6 Trainings and awareness raising orientation

3.6.1 During the reporting period specialists from TPIO Gevorg Afyan and Mikael Tevosyan participated in the Training Workshop and Regional Exchange on Monitoring of Environmental Safeguard Implementation. Training took place in Batumi on 19-21 April, 2018. The event was focused on the use of the Manual for Monitoring of Environmental Safeguard Implementation (the Manual), which has been developed for the PIU’s staff to conduct quarterly monitoring of project safeguard compliance with ADB’s Safeguard Policy Statement (SPS 2009).

3.6.2 The environmental safeguards and archaeological chance finding training was held by the Contractor on February 5, 2018 for the workers of the new sub-contractor “SABA” LLC. During the reporting period the Contractor on April 9, 2018 organized a training on environmental safeguards and archaeological chance findings for newly hired workers of AAB subcontractor. For newly hired workers of the subcontractors “Dental Import” and “SA Mining” on May 18 and May 21, 2018 respectively.

3.7 Archaeological Works Program 3.7.1 All archaeological excavations planned according to Archaeological Work Plan were completed. During the implementation of construction works in the reporting period no archaeological chance finds or artefacts have been found.

3.7.2 In order to avoid large archaeological excavations and save the ancient settlements from destruction a new alignment is proposed to bypass archaeological structures discovered during archaeological excavation by the Contractor in Agarak Historical-Cultural Preserve. Although the new alignment will pass through the Agarak Historical-Cultural Preserve, the preliminary survey done by archaeologists of Institute of Archaeology and Ethnography SNCO NAS RA showed that its impact will be minor. The design preparation started during the reporting period. The design works implemented by the “Safege” S.A. ESIA with EMP will be updated as per ADS SPS 2009. The local EIA expertise procedure also started during the reporting period.

3.7.3 Status of archaeological excavations as of 30 June 2018 is presented in the Annex B.

3.8 Road Safety

Despite that serious efforts on road safety are undertaken the road accidents unfortunately took place on the all Sections. The number of accidents happened till the end of reporting period per Section is presented in the table below:

As it is shown on the charts above the most quantity of accidents including fatal happened on Section 2 (Tranche 1, Yerevan-Ararat M2 road) which is operational since June, 2016.

Daily monitoring of the road safety is conducted by the PMC/Engineer. In case of any non-conformity observed the Contractor is requested to take immediate measures to correct the situation. The Contractor is permanently requested by the PMC/Engineer for provision of site maintenance and clearing services in a proper way to prevent/avoid any potential road accidents.

3.9 Grievance redress mechanism and Consultations 3.9.1 Grievance redress mechanism to address the complaints/suggestions of communities on excessive dust, noise, improper waste dumping and on other environmental issues is established which is described in Tranche 2 Environmental Impact Assessment. The grievance redress mechanism is additional to the existing channels of petitions in the form of letters and personal pleas established by local governments.

The Grievance Procedure and Redress Mechanism steps are shown graphically in figure 2.

3.9.2 Contractor provided the Complaints Register book to every impacted community which is kept at the office of head of the community and is open accessed to community members. Also the posters have been posted in every community containing the contact information where to apply should any disturbances occur. Mr. Sos Amirkhanyan, the Contractor’s Social Relation Specialist, is responsible for collecting concerns about project activity. His telephone number, email address, and name are posted on the posters.

3.9.3 During reporting period pre-construction public awareness raising meetings were not held, because new communities were not involved and all the works were implemented in the administrative territory of the same communities. Proper functioning of the grievance redress mechanism in all communities is regularly checked by the Contractor and reported.

3.9.4 The Contractor has permanent communication with contact persons of 32 communities: Ashtarak, Nerkin Sasnashen, Verin Sasnashen, , Katnaghbyur, , Talin, , Kakavadzor, Shamiram, Aruch, Kosh, Ujan, Aghdzk, Agarak and communities ( marz), and communities ( marz). Various phone conversations and meetings were held with the contact persons and community members. The heads of communities have been informed prior the start of the blasting works in order to ensure safety of the public.

One environment-related complaint was raised by Mr. Yerdjanik Manukyan, resident of Ujan community. The complaint was logged regarding the dust emissions which could damage the trees of his garden located next to the RoW at km 40+150 - 40+250. The Contractor implemented several mitigation measures to minimize the dust impact on the affected land of Mr. Yerjanik Manuakyan, resident of Ujan community, particularly has allocated special water truck circulating all the day and watering only this area. Any dissatisfaction of the AP was not logged anymore.

3.10 Communication Communication with PIU, PMC and Contractor’s environmental team during the reporting period took place via official correspondence and emails, phone calls and personal contacts. Particularly the following issues are being raised and processed:

- ADB’s mission visit; - data on stripped topsoil quantities; - trees that need to be removed from the RoW during the construction process, as well as replanting issues; - re-arrangement of the input time for NES for the next quarter. - update the Instrumental measurement plan on dust, noise, water and vibration - the progress in development of SEMPs; - the compliance of Contractor's activities in Tranche 2 to the SEMPs; - the instrumental measurements on dust, noise and vibration; - the findings of the monitoring visits and the progress of their correction; - other routine issues.

Part III Environmental Monitoring

4. Monitoring

During the reporting period monitoring activities were carried out according to the Monitoring program developed based on the ADB safeguards and EMP requirements. The TPIO/ PMC Monitoring program includes:

a. Regular monitoring site visits on monthly basis to check compliance of construction activities in the Tranche 2 to the EMP requirements, as well as monitoring of topsoil stockpiling and excavated material disposal; b. Unscheduled inspection visits when needed; c. Instrumented measurements and monitoring of environmental parameters of air quality, noise and vibration, water quality in road Tranche 2; d. Completion of the monitoring checklist and summary of compliances and non-compliances; e. Issue the non-compliance notices to the Contractor; f. Collection of monitoring data and providing to the PPMS g. Review of the Contractor’s weekly monitoring reports.

Two definitions are used to describe issues that have occurred and needs to be addressed: (i) Minor Non-compliances are issues that are registered in checklists during monitoring visits and provided to the Contractor for corrective action. In this case issues are relatively insignificant or corrective action can be completed quickly. (ii) Major Non-compliances are major issues or repeated non-conformances that Engineer requests corrective action through official letter.

4.1 Monitoring of the Compliance with EMPs in Tranche 2 (Ashtarak-Talin road Section). Regular monitoring visits have been implemented.

4.1.1 The detected Minor non-conformances are:

- the practice of unpermitted use of territories for parking of machinery in the non-permitted area outside the RoW, - trucks overloaded and operating without covers while entering the public roads; - the waste water collection system at Kaqavadzor concrete plant needs improvement; - non-conformances in operation of Kosh-6 TSS and Kosh-3 TSS; - Contractor didn’t update the SEMP for Kaqavadzor CP; - the ERP posters were missing. - Re-fueling were not implemented in a proper way. - the dust and mud spread preventive measures like gravel layer at the accesses to the existing. - Watering of construction sites during construction works were not implemented properly;

4.2 Instrumented Measurements and Monitoring of Environmental Parameters of Air Quality, Noise and Vibration, Water Quality. 4.2.1 Baseline data collection. Contractor has completed the baseline data collection for dust, noise and vibration in 2014.

4.2.2 Routine measurements and monitoring.

4.2.3 Instrumented measurements and monitoring of environmental parameters (dust, noise, water and vibration) during the reporting period has been implemented at the following points: Vibration 1 (PK 50+700), Dust 5 (PK 38+500),Dust 7(44+800), Dust 8 (46+560), Dust 9 (PK 50+800), Dust 10 (PK 63+200), Dust 12 (PK 69+800), Noise 4 (PK 38+370), Noise 6 (44+600), Noise 7 (46+560) Noise 8 (PK 50+900) and Noise 9 (PK 70+000). The measurement points are selected based on going construction works criteria.

4.2.4 According to the monitoring reports Noise Equivalent Level (average value of the 20minute measuring period) and Noise Maximum Level values were above the Threshold Limit Values (TLV) set by Sanitary norms but almost equal to the baseline level or below it. The main noise sources at all noise measurement points are operation of construction equipment and movement of cars and vehicles along the M1 highway. The dust actual concentrations in all measurement points in different daytime periods don’t exceed the daily average and maximum permissible concentrations. The vibration meter didn't register any vibration acceleration in the point Vibration 1 for three orthogonal axes (x,y,z) and the daily vibration exposure values are equal to 0. Usually, the measurements done 3 times a day to have the high accuracy of the data.

4.2.5 Detailed information on the results of operational monitoring is presented in the Noise and Dust Assessment Reports available in “Corsan Corviam Construction” S.A. and PMC offices (see extract from reports in Annex D).

4.3 PPMS Indicators During the reporting period the following environmental performance indicators were reported to be included into PPMS:

4.3.1 Quarterly numbers of environmental non-compliance notices from PMC/Engineer to Contractor were regularly measured based on standards for storm water, noise, dust and vibration and on any breaches of the EIA and EMP by PMC/Engineer or by Contractor under PMC’s control: 0 non- compliance notices. No unsolved notices are registered by the end of reporting period.

4.3.2 Quarterly numbers of environmental complaints from communities along the Ashtarak-Talin road section, from 2013 to 2018 based on Contractor’s records of complaints were verified by PMC/Engineer: 1 - environmentally related complaints are received and registered during reporting period.

4.4 Non-compliance Notices 4.4.1 No non-compliance notices have been issued to the Contractor during the reporting period.

4.4.2 During reporting period no contamination on soil, water resources and disturbance of flora and fauna has been observed during the implementation of construction works.

Conclusions and Recommendations

4.4.3 During the reporting period the program has ensured the compliance of Project activities to the national legislation such as Contractor’s regular environmental reports submitted to RA MNP in accordance with Armenian legislation: 4th quarter of 2017, 1st quarter of 2018 and annual statistic report for 2017; all necessary communication with local (communities) and territorial administrative authorities (marzes) took place, as well as permits and approvals obtained for any use of territories and roads outside of RoW(3.1.1- 3.1.6).

4.4.4 Also the compliance with the requirements of ADB environmental safeguard was ensured such as Contractor’s environmental management plans, approval of Site-specific Environmental Management Plans containing the identification of site-specific environmental impacts, risk assessment and mitigation measures by the Project in pursuance of ADB SPS (2009) requirements on information disclosure and public participation, ADB conducted review missions to check compliance of the Program activities (3.2.1-3.3.2).

4.4.5 During the reporting period Aghtsk-2 and Kosh-4 topsoil stockpiling sites handed-over to the communities. all generated topsoil was temporarily stockpiled at Aruch-1, Kosh-3 and Kosh-6 topsoil stockpiling sites. Excavated material was removed to the Kosh-1 and Kosh-2 dumping sites. Removed asphalt was transported to Kaqavadzor-1, Kosh-2 and Talin-3 dumping site areas for temporarily stockpiling and further using for construction purposes. The SEMPs for blasting works at km 55+800-56+400, 57+940-58+460 and 62+860-63+660, were approved by Engineer. The Contractor is buying material form the existing quarries and didn’t open any new borrow pit (3.4.1- 3.4.8).

4.4.6 Environmental safeguard reviews were conducted within ADB audit mission. All recommendations were taken into account.

4.4.7 Environmental and Health and Safety training course had been held for the workers of “AAB” LLC, “SABA” LLC, “Dental Import” and “SA Mining” subcontractors and “Corsan Corviam Construction” S.A. Archaeological chance finds training for the Contractor’s and sub-contractor’s staffs was held during the reporting period (3.7.1 – 3.7.2).

4.4.8 Construction activities has been implemented near Aruch Caravanatun, data collected from instrumental measurement shows that is no risk. During the implementation of construction works in the reporting period no archaeological chance finds or artefacts have been found. A new alignment is proposed to bypass archaeological structures discovered during archaeological excavation by the Contractor in Agarak Historical-Cultural Preserve. The design work is already started during the reporting period. (3.8.1- 3.8.4). 4.4.9 Grievance redress mechanism has been established in all communities where construction works have been implemented. Preconstruction public consultation and other regular communication with impacted communities took place and the proper functioning of grievance redress mechanism in all communities regularly checked. 1 environmental related complaint has been received during the reporting period. Relevant mitigation measures implemented by the Contractor to satisfy the owner of the aforementioned compliant. (3.9.1-3.9.5).

4.4.10 Project related issues were regularly communicated with the environmental specialists of TPIO and Engineer, as well as Contractor’s management and environmental team (3.10).

4.4.11 Monitoring activities implemented during the reporting period included monitoring site visits on monthly basis to check compliance of civil works to the Contractor’s EMPs in Tranche 2. In a monthly basis instrumented measurements of the dust, noise, water and vibration have been implemented in those measurement points close to which construction works were implemented. No non-compliance notices have been issued to the Contractor during the reporting period (4.1.1-4.4.2).

Conclusions

1) As a TLV for evaluation of noise actual levels at measurement points "Noise 4" and "Noise 9" 55 dBA as equivalent and 70 dBA as maximum noise levels have to be applied, as this point is considered as located in residential area. 60 dBA as equivalent and 75 dBA as maximum noise levels (applied as TLVs for shops, trading halls, airports, railway stations, public service providers) are used for actual noise levels evaluation at point "Noise 8". 2) As a result of noise level measurements, conducted at point "Noise 4" during the different daytime periods on 30.01.2018, the equivalent and maximum noise actual levels were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 3) As a result of noise level measurements, conducted at point "Noise 9" during the different daytime periods on 30.01.2018, the equivalent and maximum noise actual levels were within the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 4) As a result of noise level measurements, conducted at point "Noise 8" during the different daytime periods on 30.01.2018, the equivalent noise actual levels were within the TLV set by Sanitary norms (60 dBA). The maximum noise actual levels measured between 10:40- 10:50 and 12:45-12:55 were within the TLV (75 dBA) set for the territories near a restaurant, while noise maximum level measured at 14:35-14:45 is above the TLV (75 dBA) set for the territories near a restaurant. 5) Operational noise equivalent and maximum levels at points Noise 4 and Noise 8 are below the baseline noise values. Operational noise maximum levels and equivalent noise level during the 1st measurement at point Noise 9 are below the baseline values, while the equivalent noise level during the 2nd and 3rd measurements at the same point are above the baseline values. 6) The main noise sources at all noise measurement points are movement of cars and vehicles along the M1 highway. 7) PM2.5 and PM10 (dust particles of 2.5um and 10um accordingly) actual concentrations at points "Dust 5" and "Dust 10" in different daytime periods don’t exceed the daily average and maximum permissible concentrations (MPC) for residential areas set by the RoA Government Decree №160-N "Norms of maximum permissible concentrations of atmospheric air pollutants in residential areas". 8) PM2.5 and PM10 actual concentrations at point Dust 5 are above the baseline values registered at the same point, while PM2.5 and PM10 actual concentrations at point Dust 10 are below the baseline values.

Conclusions

Conclusions

1) As a TLV for evaluation of noise actual levels at measurement points "Noise 4" and "Noise 9" 55 dBA as equivalent and 70 dBA as maximum noise levels have to be applied, as these points are considered as located in residential area. 60 dBA as equivalent and 75 dBA as maximum noise levels (applied as TLVs for shops, trading halls, airports, railway stations, public service providers) are used for actual noise level evaluation at point "Noise 8". 2) As a result of noise level measurements, conducted at point "Noise 4" during the different daytime periods on 19.03.2018, the equivalent and maximum noise actual levels were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 3) As a result of noise level measurements, conducted at point "Noise 9" during the different daytime periods on 19.03.2018, the equivalent and maximum noise actual levels were within the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 4) As a result of noise level measurements, conducted at point "Noise 8" during the different daytime periods on 19.03.2018, the equivalent noise actual level measured between 15:30-15:40 was within the TLV (60 dBA) set for the territories near restaurants, while the equivalent noise actual levels measured between 11:40-11:50 and 13:25-13:35 were above the TLV (60 dBA) set for the same territories. 2) As a result of noise level measurements, conducted at point "Noise 4" during the different daytime periods on 19.04.2018, the equivalent and maximum noise actual levels were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 3) As a result of noise level measurements, conducted at point "Noise 7" during the different daytime periods on 19.04.2018, the equivalent and maximum noise actual levels were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). 4) As a result of noise level measurements, conducted at point "Noise 8" during the different daytime periods on 19.04.2018, the equivalent noise actual levels were above the TLV (60 dBA) set for the territories near a restaurant. Conclusions

1) As a TLV for evaluation of noise actual levels at measurement points "Noise 4", "Noise 6" "Noise 7" and "Noise 9" 55 dBA as equivalent and 70 dBA as maximum noise levels have to be applied, as these points are considered as located in residential area.

2) The baseline equivalent and maximum noise levels at points "Noise 4" and "Noise 7" were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). Therefore, as the normative values for operational noise evaluation the average (average value of 3 measurements conducted at different daytimes during the day) baseline equivalent and maximum noise levels will be used. The equivalent noise normative values at points "Noise 4" and "Noise 7" are 67 dBA and 61 dBA accordingly, while the maximum noise normative values at the same points are 85 dBA and 83 dBA accordingly.

3) As the baseline equivalent and maximum noise levels at point "Noise 9" were below the TLVs set by Sanitary norms, the 55 dBA (as equivalent noise levels) and 70 dBA (as maximum noise levels) will be used as normative values for operational noise evaluation.

4) As a result of baseline noise instrumental measurements, conducted at point "Noise 6" during the different daytime periods on 17.05.2018, the equivalent and maximum noise actual levels were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum) on 3.3 dBA and 9.0 dBA accordingly.

5) As a result of noise level instrumental measurements, conducted at point "Noise 4" during the different daytime periods on 17.05.2018, the averaged equivalent noise level (66.3 dBA) is below the normative value (67 dBA), while the averaged maximum noise level (86.4 dBA) is above the normative value (85 dBA) on 1.4 dBA.

6) As a result of noise level instrumental measurements, conducted at point "Noise 7" during the different daytime periods on 17.05.2018, the averaged equivalent noise level (66.4 dBA) is above the normative value (61 dBA) on 5.4 dBA and the averaged maximum noise level (88 dBA) is also above the normative value (83 dBA) on 5.0 dBA.

7) As a result of noise level instrumental measurements, conducted at point "Noise 9" during the different daytime periods on 17.05.2018, the averaged equivalent noise level (59.4 dBA) is above the normative value (55 dBA) on 4.4 dBA and the averaged maximum noise level (87.6 dBA) is also above the normative value (70 dBA) on 17.6 dBA.

8) The main noise sources at all noise measurement points are movement of cars and vehicles along the M1 highway as well as operation of construction equipment.

9) To decrease the operation noise levels, especially at points "Noise 4", "Noise 7" and "Noise 9", it is recommended to: • Limit the speed of heavy vehicles while passing the residential areas using • appropriate warning signs, • Use modern, technically well maintained and periodically-inspected construction • equipment, • Stop operation of construction equipment at night-time.

10) PM2.5 and PM10 (dust particles of 2.5um and 10um accordingly) actual concentrations at points "Dust 5", "Dust 7", "Dust 8", "Dust 10" and "Dust 12" in different daytime periods don’t exceed the daily average and maximum permissible concentrations (MPC) for residential areas set by the RoA Government Decree №160-N "Norms of maximum permissible concentrations of atmospheric air pollutants in residential areas".

Conclusions

1) As a TLV for evaluation of noise actual levels at measurement points "Noise 4", "Noise 6" and "Noise 9" 55 dBA as equivalent and 70 dBA as maximum noise levels have to be applied, as these points are considered as located in residential area. 60 dBA as equivalent and 75 dBA as maximum noise levels (applied as TLVs for shops, trading halls, airports, railway stations, public service providers) are used for actual noise levels evaluation at point "Noise 7". Measurement point "Noise 8" is considered as a workplace, so the 80 dBA TLV is applied for evaluation.

2) The baseline equivalent and maximum noise levels at points "Noise 4" and "Noise 6" were above the TLVs set by Sanitary norms (55 dBA as equivalent and 70 dBA as maximum accordingly). Therefore, as normative values for operational noise evaluation the averaged (average value of 3 measurements conducted at different daytimes during the day) baseline equivalent and maximum noise levels will be used. The equivalent noise normative values at points "Noise 4" and "Noise 6" are 67.2 dBA and 58.3 dBA accordingly, while the maximum noise normative values at the same points are 84.9 dBA and 78.9 dBA accordingly.

3) The baseline equivalent and maximum noise levels at point "Noise 7" were above the TLVs set by Sanitary norms (60 dBA as equivalent and 75 dBA as maximum accordingly). Therefore, as the normative values for operational noise evaluation the averaged (average value of 3 measurements conducted at different daytimes during the day) baseline equivalent and maximum noise levels will be used. The equivalent noise normative value at point "Noise 7" is 61.2 dBA, while the maximum noise normative value at the same point is 83.4 dBA. 4) As the baseline equivalent and maximum noise levels at point "Noise 9" were below the TLVs set by Sanitary norms, the 55 dBA (as equivalent noise levels) and 70 dBA (as maximum noise levels) will be used as normative values for operational noise evaluation.

5) The baseline equivalent noise level at point "Noise 8" is below the TLV for workplaces set by Sanitary norms, so 80 dBA will be used as normative value for operational noise evaluation.

6) As a result of noise level instrumental measurements, conducted at point "Noise 4" during the different daytime periods on 15.06.2018, the averaged equivalent and maximum noise levels (64.4 dBA and 80.8 dBA) were below the equivalent and maximum normative values (67.2 dBA and 84.9 dBA) on 2.8 dBA and 4.1 dBA accordingly.

7) As a result of noise level instrumental measurements, conducted at point "Noise 6" during the different daytime periods on 15.06.2018, the averaged equivalent and maximum noise levels (58.1 dBA and 78.7 dBA) were almost the same as equivalent and maximum normative values (58.3 dBA and 78.9 dBA).

8) As a result of noise level instrumental measurements, conducted at point "Noise 7" during the different daytime periods on 15.06.2018, the averaged equivalent noise level (60.9 dBA) is below the normative value (61.2 dBA) on 0.3 dBA and the averaged maximum noise level (81.4 dBA) is also below the normative value (83.4 dBA) on 2.0 dBA.

9) As a result of noise level instrumental measurements, conducted at point "Noise 8" during the different daytime periods on 15.06.2018, the averaged equivalent noise level (62.7 dBA) is below the normative value (80 dBA) on 17.3 dBA.

10) As a result of noise level instrumental measurements, conducted at point "Noise 9" during the different daytime periods on 15.06.2018, the averaged equivalent noise level (53 dBA) is below the normative value (55 dBA) on 2.0 dBA and the averaged maximum noise level (68.4 dBA) is also below the normative value (70 dBA) on 1.6 dBA. 11) The main noise sources at all measurement points are movement of cars and vehicles along the M1 highway, however at point "Noise 9" the operation of construction equipment was also registered.

12) To decrease the operation noise levels, it is recommended to: • Limit the speed of heavy vehicles while passing the residential areas using • appropriate warning signs, • Use modern, technically well maintained and periodically-inspected construction • equipment, • Stop operation of construction equipment at night-time.

13) PM2.5 and PM10 (dust particles of 2.5um and 10um accordingly) actual concentrations at points "Dust 7", "Dust 8", "Dust 9", "Dust 10" and "Dust 12" in different daytime periods don’t exceed the daily average and maximum permissible concentrations (MPC) for residential areas set by the RoA Government Decree №160-N "Norms of maximum permissible concentrations of atmospheric air pollutants in residential areas".

14) According to the results of vibration instrumental measurements, no vibration exposures were detected near the measurement point "Vibration 1" (near Qaravansaray monument)
